The document proposes a framework for describing digital public services in a standardized way. It notes that existing metadata schemas have shortcomings and do not fully cover the domain of public services. A pan-European standard for service metadata is needed. The framework is intended to support Greece's eGovernment interoperability framework by standardizing an ontology and extended metadata set for services, documents, code lists, and other government information. This will help formalize information exchange and guide business process reengineering in the public sector. Future work could explore how the metadata set could support policy modeling and intelligent service portals that incorporate citizen feedback.

Cloud computing platforms used for research collaborations within public health domains are limited in terms of how service components are organized and provisioned. This challenge is intensified by platform level challenges of transparency, confidentiality, privacy and trust. Addressing these collaboration issues will necessitate that components are reorganized. There is a need for secure and efficient approaches of reorganizing the service components, with trust to support collaboration related requirements. Through iterative design, a reliable and trust-aware re-organization of cloud components – the Collaboration cloud architecture is achieved. We utilize SOA, Privacy-By-Design principles and insights from blockchain to enforce trust. We illustrate its potential with multi-layer security process flow based on server-to-client tokens, Role-based Access Control and the traditional authentication – username and password with assurance for privacy and trust. The architecture shows promise towards data governance and the overall management of internal or external data flows.

Public Sector Information management frameworks, usually in the form of ontologies and taxonomies containing controlled vocabularies and relevant metadata sets, appear as a key enabler that assists the classification and sharing of resources related to the provision of open data and efficient digital services towards citizen and enterprises. As different authorities typically use different terms to describe their resources and publish them in various data and service registries that may enhance the access to and delivery of governmental knowledge, but also need to communicate seamlessly at a national and pan-European level, the need for unifying and inclusive digital public service metadata standards emerges. This paper presents the creation of an ontology-based extended metadata set that embraces public sectors services, documents, XML Schemas, codelists, public bodies and information systems. Furthermore, the paper presents experiences of application within the Greek Public Sector, as part of the National Interoperability Framework specification. Such a metadata framework is an attempt to formalize the automated exchange of information between various portals and registries and further assist the service transformation and simplification efforts, while it can be further taken into consideration when applying Web 2.0 techniques in governance.

The impact of database technology on how business is conducted today cannot be overemphasized. This technology has enabled an information industry with comprehensive influences on businesses and individuals. Databases store data that populate web pages and other interactive networked technologies. Search engines, e-commerce, and social media would not exist without databases. With database support, larger tasks can be accomplished by fewer people.
Effective data management is the principal benefit of IT. Database management systems (DBMSs) enable the fast creation of databases and manipulation of data on an aggregate basis or down to the smallest detail for business purposes. Databases support most web pages and other interactive networked technology. DBMSs support target marketing, financial management, decision-making, distribution of goods and services, customer service, and other activities. It is imperative, in the age of data mining, and “big data,” for knowledge workers to understand how databases work and how data are used operationally and strategically in business management.
Database analysis and management skills are mandatory in the marketplace. IT professionals develop and implement databases. However, data is essential to the non-technical professional who uses the data for decision making regarding accounting, marketing, logistics, senior management, and other functional areas.
The relational database model is common. However, data can be organized in other ways. “Big Data” prompted the use of other database models. “NoSQL” database models are non-relational and do not require SQL to retrieve data. NoSQL databases can be structured by object, document, key-value, graph, column, and other possibilities
In relational databases, a primary key is a field in a table that contains a unique value used to differentiate between rows of data. The primary key is usually a number, or a computer generated globally unique identifier (GUID). Sometimes a composite key is used differentiate between table rows. A composite key is a combination of the values in two or more fields in a table that when combined are unique in the table and serve as a primary key. A foreign key is used to link data between two tables. A foreign key in a table is the primary key of a related table.
Databases contain different types of fields. Some types are, number, text, image, video, audio, geographical coordinates, and others. If a number is not used for mathematical calculations, it is best to assign a text type to it in a database to avoid the need to convert it from a number to a string after retrieval.
SQL is a popular query language used to retrieve data from relational databases. SQL can be used to retrieve data from more than one table by use of a “join.” A join query retrieves data from rows in two or more tables, where the value of the foreign ...

Conclusions – Future Work Standardization of an ontology-based extended metadata set embracing the e-Government knowledge, from services and documents to code lists and information systems, which: Effectively supports the Greek e-Government Interoperability Framework and the Interoperability Registry Prototype implementation. Formalizes the exchange of information between portals and registries. Includes metadata around service delivery scenarios that can guide any business process re-engineering effort in the public sector. Future steps include exploration of how such a metadata set can: (a) embrace policy modelling and intelligent governmental service front-ends (b) be further elicited in order to take into account citizens’ feedback when designing public services.
