The two forensic laboratories in Delhi have a backlog of over 8,500 samples pending examination due to being understaffed with 158 vacancies. This backlog has adversely impacted investigations and led to judicial concerns over delayed results. The Delhi government plans to address this by outsourcing a third of the work, hiring contractual staff, and improving processes like prioritizing samples in serious crime cases. Suggestions to streamline the labs and clear the backlog by the end of 2016 are being reviewed.

Courts have regularly pulled up the police in Delhi for shoddy investigation,
especially in cases where medical evidence can provide clinching proof. But with
the two forensic laboratories in the capital sorely understaffed, the number of
samples stowed there for examination has piled up to beyond 8,000. Many of them
are over three years old. The state government, recognising the judicial hurdle that
this has become, is planning to take steps to streamline the system.According to
information exclusively accessed by TOI, the two scientific facilities run by the Delhi
government one at Rohini and the other at Chanakyapuri (the central y-run
laboratory on Lodhi Road handles only CBI tests) have 158 vacancies in a sanc
ioned staff strength of 389.This has adversely affected he work there, and as of
October 2015, the labs had 8,520 samples pending evaluation.Because the delays
in tests have a bearing on the rising number of cases, especially hose involving
murder and crime against women, many of them being tried by fast rack courts, the
judiciary as well as Parliament have naturally expressed concern.

It is considering outsourcing a third of the work to other laboratories, including
private institutes. In addition, the Delhi Dialogue Commis sion (DDC), the Aam
Aadmi Party government's think tank headed by Ashish Khe tan, has listed
proposals like hiring contractual staff to fill the vacancies and making the lab staff
work in two shifts to improve the functioning of the facilities. These suggestions are
now being considered by Delhi home minister Satyendar Jain.
While the project to create two more forensic labs are under way following
allotment of land at Rajghat and Bindapur, DDC has suggested putting these on
hold until the functioning of the existing labs are improved. For one, the manner in
which the samples are taken up for assessment can do with a review. Instead of the
current ad hoc disposal of cases, DDC has proposed that the labs consider the
samples on the basis of priority, the primary focus being on those related to
heinous crimes, including sexual assault cases and crimes that entail punishment of
seven years or more. The rest of the samples could be dealt with on a first-come-
first-served basis.

Giving cases of heinous crimes a priority over other cases could speed up
court verdicts since forensic evidence plays a critical role in convictions. The
opposite is true also: delays in submit ting laboratory reports can hamper
the prosecution's case and lead to acquittals.
Also, timely handling of samples is important because medical evidence can
get degraded, even destroyed, over time. That is why there is concern over
samples that have been lying in the labs for over three years now. Worryingly
or the fast track courts on sexual assaults, the maximum pendency in Delhi's
forensic labs is indeed for medical evidence -mainly DNA samples with 4,780
samples unassessed till October, 2015.Also awaiting tests are 1,416 cases of
documentary evidence, and a lesser number of 622, 728 and 22 samples for,
respectively , ballistic, chemical and lie detection testing.
