Commissioning
The Project Life Cycle refers to the steps process that is followed by nearly all project managers or owner when moving through
phases of project completion. life cycle most people are familiar with. The Project Life Cycle provides a framework for managing any
type of project within a business. Leaders in project management have conducted research to determine the best process by which
to run projects.

Accuracy:
Range from -25% to +70%.
Accuracy:
Range from -10% to +10%.
Accuracy:
Range from -1% to +5%.
Accuracy:
Range from -5% to +5%.
Three specific types based on the degree of accuracy are:
• 1) Order of Magnitude Estimate.
• Used with design stage and
before bidding.
• 2)Budget Estimate.
• With more details of design and
start bidding.
• 3)Definitive Estimate.[2].
• It has 2 figures

Project Cost Estimates Risk through the Project Lifecycle
Construction
Design and
Engineering
Planning and Evaluation
Pre-Project Work
Property Acquisition and Construction. As knowledge increases,
risk typically decreases.
The result is a series of successive estimates, each indicating a
greater level of confidence than the preceding estimate
Each updated estimate should reflect prevailing pricing for the
entire scope of work to be performed based on the Information
available at the time the estimate is prepared, and an
appropriate assessment of the risks at that time
Cost estimates originate during early planning stages of
project development, and are updated and refined at
strategic points throughout the project’s life cycle as
information becomes known.

16. 2.1. Parametric Cost Estimating (Modular ESTIMATING):
This method also called Modular Estimating, which uses historical data for modules
that are developed to predict the cost, duration and resources of similar projects.
ًاضأي الطريقة هذه تسمىالوحدات تقديرللوحدات التاريخية البيانات تستخدم والتي ،التي النمطية
مماثلة لمشاريع والموارد والمدة بالتكلفة للتنبؤ تطويرها تم.
This method is characterized by the speed of data extraction and the possibility of
repetition of previous projects with the difference of any of the variables
considered such as the time of implementation and the duration and size of the
project provided the stability of functional characteristics and quality.

18. Example
• Estimated cost for proposed power station = 5 M /Mega Watt.
• Estimated cost for proposed hospital = 3 M/bed.
• Estimated cost for proposed Flat - Building = 2500 Le /m2.
19. 2.2. Analogy Cost Estimating Methodology (ANALOGOUS
ESTIMATING):
Analogous models are normally used for early estimates that are called order of
magnitude, conceptual, or ballpark estimates.[4]
• Analogous estimating depends on the accuracy of the historical data.
• This technique identifies a currently fielded system (comparable system) similar in
design and/or operation to the proposed system.

The analogy method uses the cost of a similar system, adjusts for differences,
and estimates the cost of the new system.
Called also Ballpark estimates is an approximation, made with a degree of
knowledge and confidence that the estimated figure falls within a reasonable
range of values. Also called rough order of magnitude.

23. 22
Example:
Estimate hotel cost based on the following:
Current 300 room cost = 300 Million.
Current 400 room cost = 390 Million.
Proposed hotel 450 room
To compare more information using a straight-line extrapolation or interpolation, then cost of proposed project or item
can be determined.
This done by obtaining the exponent for a particular class of construction project.
This is based on the following modified formula:
Τ𝐶 𝑝 𝐶𝑐 = ( Τ𝑆 𝑝 𝑆𝑐)
?
Τ390 𝑝 300 𝑐 = ( Τ400 𝑝 300 𝑐)
𝑥
Obtaining the exponent.
log Τ(390 𝑝 300 𝑐) = 𝑥 log( Τ400 𝑝 300 𝑐)
𝑥 =
log Τ(390 𝑝 300 𝑐)
log( Τ400 𝑝 300 𝑐)
= 0.912
For proposed hotel
Τ𝐶 𝑝 𝐶𝑐 = ( Τ𝑆 𝑝 𝑆𝑐)
0.912
Τ𝐶 𝑝 390 𝑐 = ( Τ450 𝑝 400 𝑐)
0.912
Cost of proposed hotel 450 room = 434.23 Million
24. 23
Example:
With graphic application can be represent the straight line defining the modeling system
and can be updated with future changes and more data.
Next figure is representing last example.
25.
26. 4. The Two-Thirds Rule:
• Depends on the following
formula:
• 𝐷 𝑝 = 𝐷𝑐( Τ𝑁𝑝 𝑁𝑐)
0.66
where
𝐷 𝑝 = 𝐷𝑢𝑟𝑎𝑡𝑖𝑜𝑛 𝑜𝑓 𝑝𝑟𝑜𝑝𝑜𝑠𝑒𝑑 𝑝𝑟𝑜𝑗𝑒𝑐𝑡
𝐷𝑐 = 𝐷𝑢𝑟𝑎𝑡𝑖𝑜𝑛 𝑜𝑓 𝑐𝑢𝑟𝑟𝑒𝑛𝑡 𝑝𝑟𝑜𝑗𝑒𝑐𝑡
𝑁 𝑝 = 𝑆𝑖𝑧𝑒/𝐶𝑜𝑠𝑡 𝑜𝑓 𝑝𝑟𝑜𝑝𝑜𝑠𝑒𝑑 𝑝𝑟𝑜𝑗𝑒𝑐𝑡
𝑁𝑐 = 𝑆𝑖𝑧𝑒/𝐶𝑜𝑠𝑡 𝑜𝑓 𝑐𝑢𝑟𝑟𝑒𝑛𝑡 𝑝𝑟𝑜𝑗𝑒𝑐𝑡
5. Range Estimate:
• Analyze these data and classify
them into three categories, one of
which is the most optimistic and
the other the most pessimistic.
The most likely project cost or
time is calculated.
• The most common formula for
this tool:
• 𝐷𝑒 =
𝑂+4𝑀+𝑃
6
where
𝐷𝑒 = 𝐸𝑥𝑝𝑒𝑐𝑡𝑒𝑑 𝑑𝑢𝑟𝑎𝑡𝑖𝑜𝑛
• 6.EXPERT JUDGMENT:
With the growing experience and the
development of technology, there are
many ways of collecting expert
information on the subjects studied,
including Delphi technique, interview,
focus group, facilitated workshops and
meetings.
This done in the same place or by
social media.
.
• Another tools
27. 2.3. Engineering Build-Up Methodology:
• Sometimes referred to as “grassroots” or “bottom-up” estimating,
• The engineering build-up methodology produces a detailed
project cost estimate that is computed by estimating the cost of
every activity in a Work Breakdown Structure, summing these
estimates, and adding appropriate overheads.
• The cost estimator’s role is to review the grassroots
estimate for reasonableness, completeness, and
consistency with the project Ground Rules &
Assumptions (GR&A).
