This document provides instructions for wiring an 8x8 bi-color LED matrix. It explains that the matrix has 128 LEDs with the anodes of each color connected to rows and the cathodes connected to columns. To light an LED, the corresponding row must be connected to 5V and the column connected to ground through a resistor. Scanning through the rows and columns quickly allows displaying images by turning on LEDs in the corresponding positions of a bitmap array. Example code is provided to test the display and scroll messages.
