De nos jour, la création d’une entreprise en Afrique caractérisé par une fragilité économique, nécessite une parfaite connaissance du marché dans lequel souhaite se lancer tout investisseur, et notamment un personnel compétent, ce qui permettra de rentabiliser les capitaux investis.
Ainsi, les entreprises dans le but d’assurer la rentabilité des capitaux investis, devront prendre en compte les besoins des salariés dans le souci de faire face à une concurrence de plus en plus rude sur le marché.
L’intégration des pratiques de gestion des carrières dans les petites et moyennes entreprises (PME) Africaines, traduit la volonté et l’engagement de ces dernières à adopter des mesures motivantes pour satisfaire les salariés qui regorgent déjà d’un certain potentiel mais qui, pour des raisons liées à l’environnement du travail n’arrivent pas toujours à les mettre en valeur. 사업구조조정은 단순히 사업 포트폴리오를 재편하는 것이 아니라, 근본적인 사업모델 혁신이 수반되어야 한다. 사업모델 혁신이 새로운 제품이나 서비스의 제공을 요구할 수도 있지만, 기존의 제품이나 서비스를 전혀 다른 방법으로 제공하는 것만으로도 고객은 전혀 다른 가치를 느낄 수 있다. 이는 근본적으로 고객가치의 혁신을 지향해야 한다. 기술의 융합에 기반한 새로운 제품이나 서비스의 개발, 기존의 산업 분류의 범위를 벗어나 가치사슬의 수직적/수평적 확대를 통한 사업모델 혁신, 그리고 기존의 전통적 산업이나 시장에서 고객에게 제품이나 서비스를 전달하는 프로세스를 혁신하는 등 다양한 방법으로 고객가치를 제고할 수 있다. 이러한 장기적인 사업모델 혁신과 수행전략에 기반하여 인력 운영에 대한 다양한 시뮬레이션을 통한 인력구조조정이 진행되어야 한다.
새로운 비즈니스 모델의 출현과 닷컴 기업의 부상에도 불구하고 대다수의 기업은 여전히 전통적인 굴뚝산업에서 비롯된 위계적 조직구조와 계층화된 직급구조를 탈피하지 못하고 있다. 전통적으로 기업에서의 의사결정 권한은 위계적 계층구조의 상위 계층에 집중되어 있으며, 이러한 구조를 따라 지시와 보고가 이루어진다. 즉 전통적 기업 조직은 인위적으로 설계된 위계적 네트워크 구조로서, 의사결정권이 CEO에게 집중된 형태를 갖는다.
일부 선진 기업들이 성과평가와 관련해서 시도하고 있는 개선 노력은 크게 두 가지 방향으로 전개되고 있다. 하나는 기존 성과평가의 큰 틀을 유지하면서 평가나 순위 매김만 폐지하는 것으로, 근본적으로 직원 개개인의 성과에 대한 관리를 포기하지 않는 것이다. 이에 반하여 급진적으로 기존의 성과평가 제도를 완전히 포기하고, 일상적인 업무과정에서 성과 향상을 위한 코칭에 집중하는 방식으로 전환하는 사례도 있다. 그럼에도 불구하고 대다수 기업들이 여전히 평가제도를 유지하고 있는 이유는 무엇일까? 우리는 그 해답을 기존의 성과관리제도가 기반하고 있는 이론적 가정에 대한 검토를 통해서 찾을 수 있다.
산업의 새로운 패러다임은 기업과 근로자간의 고용관계에 보다 근본적이고 혁신적인 변화를 요구할 것이다. 미래 기업들의 고용의 형태는 현재와 같은 정규직 중심이 아니라 비정규직 혹은 새로운 형태의 고용이 증가할 것으로 예측되고 있는데, 앞으로 우리는 어떤 직업을 선택해야 하는가라는 문제뿐만 아니라, 이러한 변화의 소용돌이 속에서 기업이 인적 자원의 경쟁력을 제고하면서 고용도 창출하는 선순환 구조를 창출할 수 있는 방안에 대
한 모색이 필요한 시점이다.
어쩔 수 없이 구조조정을 시행했다면 조직 정상화를 위해서 적절한 후속조치가 필요한 법, 단순히 턴 어라운드를 하기 위해서만이 아니라 장기적 안목에서 혁신적인 기업으로 거듭나야 향후 기업의 장래가 밝을 수 있다. 또 부정적 평판에 대해서 늘 모니터링하고 성과개선의 노력과 결과를 지속해서 홍보하여 브랜드 개선을 추구해야 노동시장에서 경쟁력을 확보할 수 있다.
무분별한 인력구조조정은 노동시장에서‘ 공유지의 비극’을 초래할 가능성이 크다. 공유지의 비극이란 한 집단에서 개인이
자신의 이익만을 극대화하고자 할 경우 소비시장 위축, 성장 잠재력 소진 등 공공의 이익에 악영향을 끼치게 된다는 의미이
다. 따라서 기업 환경이 변한 지금, 저성과자 관리에 대해 다시금 생각해보고자 한다.

2008년 글로벌 경제위기 이후 회복세를
보이던 세계경제가 각국 재정위기, 특히
지난 2012년 유럽의 경기침체, 미국의 성
장 탄력 둔화, 중국의 경기회복 지연 등으

리나라의 경우 세계 GDP의 80%를 차지하
는 3대 FTA가 출범하게 될 경우 큰 위기에
직면할 것으로 예견되고 있다.
이러한 장기 저성장과 세계 통상 질서의
재편에 대비하기 위하여 국내 기업들은 성
장세가 둔화되기는 했지만 지속적 성장을
보이는 신흥시장을 적극적으로 공략하고,
시장점유율 강화와 경쟁력 강화를 위하여
핵심사업 중심의 글로벌 M&A 추진과 같
은 사업전략을 적극적으로 추진할 필요가
있다.

증하는 시장의 복잡성에 대응하고 있다.
다차원 매트릭스 조직 운영에 요구되
는 가장 핵심적인 역량으로는 고객 지
향성(customer-centric)으로서, 고객 지
향성이 높은 기업의 경우 고객 가치 제
언(customer value proposition)이 ‘제품
(product) 혹은 서비스(service)’에서 ‘솔루
션(solution)’으로 변화하고 있다. 이러한
기업들은 고객들에게 단순히 자사의 제품
이나 서비스를 제공하는 것이 아니라, 고
객이 직면하고 있는 문제의 근본적인 해
결을 통한 고객과의 상생 전략(win-win
strategy)을 추구하고, 경쟁력 있는 산업 생
태계(industrial ecosystem)을 창출하고 유
지하고자 노력한다.
다음으로 수평적 조정(cross-border
cross-functional alignment) 역량이 중요
한데, 이는 제품(혹은 서비스) 별/지역 별
조직 간의 R&R을 정립하여 시너지를 창
출하는 역량이다. 예를 들어 사업의 비용
구조, 고객 니즈의 표준화 정도, 시장 경쟁
의 강도, 그리고 제품이나 서비스의 이전
용이성에 따라서 사업 본부와 지역 본부
간의 역할과 책임의 배분을 조정할 필요가
있다. 사업에 수반되는 고정비가 높거나,
고객 니즈의 표준화가 어려울 경우, 지역
간 시장 경쟁의 정도가 차별적일수록 지역
본부의 역할이 중요해 질 수 있다.
또한 시장 중심적 리더십 마인드로서,

는지에 따라 효과적인 고객관계 관리를 실
시할 수 있는 역량이 요구된다.
이러한 핵심적인 조직 역량을 극대화하
기 위하여 구체적인 조직 설계 시 주요 의
사결정 포인트로는 1) 마케팅 기능의 위
치(세분시장 관리와 제품 믹스의 관리),
2) 전방/후방(front/back) 부서간의 역할
과 책임(profit center의 결정과 이에 기반
한 재무/회계시스템 및 보상 시스템의 정
비), 3) 전방/후방(front/back) 부서간의 갈
등관리(자원배분의 우선순위 결정 메커니
즘의 확립 및 커뮤니케이션), 4) 전방/후방
(front/back) 부서의 네트워크(knowledge
network: know-how와 know-who의 관
리체계 확립)의 구축이다.
최근의 글로벌 기업에서 나타나는 특징
으로는 권한 위임(empowerment)과 통합
(integration)이다. 즉 의사결정 권한은 전
방의 지역 조직에 위임하되, 정보와 제도
의 경우 사업 조직에서 글로벌 표준을 확
립하고 통합하여 관리하는 방식이다.
Virtual team과 PBO(Project based
Organization) 운영을 통한 유연성
극대화
기업이 글로벌화되면서 요구되는 상위
조직 수준에서의 혁신이 다차원 매트릭스
조직의 운영이라고 한다면, 하위 조직 수
준에서 요구되는 혁신은 가상 조직(virtual
team)의 운영이다.
가상 조직의 운영은 최근 국내에서 관심
을 끌고 있는 스마트 워크와 관련이 깊다.
스마트 워크는 이동근무, 원격근무, 재택근
무와 같은 off-site 근무 형태를 지칭하는
것으로, ICT기술에 기반한 일하는 방식의
혁신을 일컫는다. 기업이 글로벌화 될수록
직면하는 문제 중 하나는 거리(distance)와
시간(time)의 격리로 인한 커뮤니케이션과
협업의 비효율성인데, 가상 팀제는 팀 조
직의 장점과 스마트 워크의 장점을 접합하
여 지리적/시간적 분리의 장애를 첨단 커
뮤니케이션 기술로 극복하고 semantic 데
이터 분류 체계 정비(직무를 중심으로 DB
체계 통합)를 통해서 지식/정보의 추론이
가능하도록 지원하며, 소셜 네트워크와 같
은 시스템을 활용하여 강력한 지식관리 및
협업이 가능하도록 하고 있다.
최근 기존의 기능적 조직(functional org.)
의 대안으로 관심을 끌고 있는 또 하나
의 조직형태로 프로젝트 기반 조직(PBO
: Project-Based Organization)을 들 수 있
다. PBO는 기존의 특정한 임무를 수행하
기 위하여 한시적으로 운영되던 TFT(Task
Force Team)와 같은 조직을 상시화한 조
직으로서, 이러한 형태의 조직은 치열한
경쟁환경에서 요구되는 창의적이고 경쟁
력 있는 상품, 서비스, 비즈니스 모델의 확
보를 위하여 역량에 기반한 인력 풀로 조
직을 구성하고, 프로젝트 수요가 발생할
경우 프로젝트 수행에 최적화된 인적 자원
을 풀 내에서 소싱(sourcing)하는 방식으
로 운영된다.
이상과 같은 조직 운영을 위해서는 내부
노동시장에서의 자원 배분 방식에 있어서
근본적인 전략 수정이 요구된다. HR의 핵
심기능 중 하나를 인재(인적 자원)의 적재
적소 배치(right person, right job)라고 할
경우, 이러한 인재(자원)의 배분방식은 1)
계획과 2)시장원리에 의한 방법으로 구분
할 수 있다. 기업 내에서의 인적 자원의 배
분은 전통적으로 인력계획에 의해서 중앙
집권적으로 수행되어 왔는데, 경영의 내외
부적 다양성과 복잡성이 증대되는 현실에

서 내부 노동시장의 인력 수요에 대한 유
연하고 적시성 있는 대응을 위해서는 시장
방식의 인적 자원 배분 방식의 도입을 고
려할 필요가 있다.
국내 기업들의 경우 사내 공모제(job
posting)와 같이 제한적인 범위 내에서 시
장 방식이 도입되고 있지만, 내부 노동시
장에서 시장과 계획의 공존이 그리 성공적
이지 못한 현실에서 보다 근본적인 방향
전환에 대해서 고민할 필요가 있다.
조직 구조의 진화 방향
기업조직은 Business Context에 전략적
으로 대응하는 방식을 통해 성과를 창출
해 내는 학습 조직(Learning Organization)
으로서, 단순한 기능식 조직에서부터 사업
부제 조직을 거쳐 다차원 매트릭스 조직에
이르기까지 성과 창출 과정에서의 경험과
결과를 분석하고 전략 실행에 적용하는 지
속적 학습 메커니즘을 통해 성장해 왔다.
오늘날 선진 기업에 있어서 조직 구
조의 문제는 더 이상 단순한 조직도
(organization chart)를 작성하는 수준의 문
제가 아니다. 한 기업의 조직 구조와 조직
운영 노하우는 기업의 진화의 과정에서 경
쟁력을 결정하는 중요한 무형자산으로 인
식되고 있으며, 이와 관련된 노하우를 함
부로 외부에 공개하거나 공유하지 않는다.
따라서 국내 기업들도 사업이 글로벌화에
대비하여 조직 구조의 설계와 운영에 대
한 경험과 노하우를 체계적으로 정리하고
관리할 필요성이 절실하다. 그리고 이러한
경험을 기반으로 미래 경영 환경 변화에
선도적으로 대응할 수 있는 역량을 개발해
야 한다.
