Three sources of water are generally cited for to support continued population growth in the West: new diversions from rivers, transfers from agriculture to cities, or reduced use through conservation. Municipal conservation is the cheapest of the three, and often has the least impact on Western rivers.
This presentation describes the potential for conservation to reduce future demands, provide examples of implementation (including rate structures, water loss reduction, and indoor and outdoor best practice programs), and discuss Colorado state-level resources available to develop and implement conservation plans. Important concerns and issues regarding water conservation will also be addressed, including cost to the consumer, water quality, and impacts to return flows.

For more: http://www.extension.org/67638 Many states conduct water quality monitoring projects and within the past decade, sub-watershed and whole farm water quality monitoring has gained more traction as a preferred method to understand runoff and nutrient loading behavior. The one aspect of these projects that has evolved is the level of partnering. Partnering not just with technical and academic groups but fully partnering and involving the landowner or resource manager. The Discovery Farms model is a great example of a fully partnered, adaptive management water quality monitoring project that began in Wisconsin and has grown to formally include North Dakota, Minnesota and Arkansas. The main objective of the Discovery Farms projects is to fully engage producers in the identification and if necessary the reduction of nutrient and sediment losses from a variety of agriculture farming systems by collecting runoff data from real, working farms. The program is founded on the belief that farmers who are engaged, educated and empowered with actual on-farm information will use the data to address water quality concerns. The concept has demonstrated successes and is gaining interest around the country from producers and their commodity organizations.

The phosphorus index is a risk management tool, designed to evaluate the potential for runoff from a field based on the conditions and management of that field. Based on many years of work with farms in Wisconsin, the author sees the P-Index as valuable tool for comparing fields and management on the same farm and influencing choices that will lead to the lowest risk of runoff. The tool should not be used to compare between farms, as differing management and geography can cloud those comparisons. Another aspect of the p-index that causes concern is its use as a regulatory tool. When the p-index is applied from a distance--without contact with the farm or farmer, a disconnect can develop.

Got Streamflow? Why More Rain is Providing Less Streamflow in The Upper Color...
This document summarizes the findings of a study evaluating rainfall-runoff trends in the Upper Colorado River Basin. The study found that while total annual rainfall has remained stable, there have been decreases in the duration of dry periods and increases in average temperatures. These changes have led to increases in evapotranspiration and reductions in streamflow, despite similar or higher rainfall amounts. 1) Population in the area is projected to increase by 14% by 2020 and housing is projected to increase by 24%. This will result in increased demand for services like water management and recreation.
2) Agricultural and vacant land is expected to decrease by 7,500 acres by 2020, increasing impervious surfaces. This will impact drainage and water quality.
3) Drainage demands are expected to decrease slightly as drainage dependent lands decrease by 642 acres. Maintenance standards for drainage systems will need reevaluation and inspection of critical reaches will be important.

3) Drainage demands are expected to decrease slightly as drainage dependent lands decrease by 642 acres. Maintenance standards for drainage systems will need reevaluation and inspection of critical reaches will be important.

Green infrastructure, low impact development practices (LIDs), also called stormwater management best management practices (SWM BMPs), are often proposed to restore water balance functions and mitigate impacts or urbanization on runoff and recharge. One argument is that baseflows are lowered due to reduced infiltration and discharges to watercourses. It is a simple textbook theory.
What does the data show? The following slide presentation was prepared to respond to the Ontario draft LID guidance manual in early 2017 since water balance impacts have been cited as justification for this infrastructure.
Local studies show that baseflows have increased over decades of urbanization, calling into question the need for such measures considering that potential impact has not materialized. As noted in TRCA's Approved Updated Assessment Report under the Clean Water Act, at most gauges there was an upward trend in baseflows which prompted this: "These overall increases to baseflow volumes are contrary to the common thought that increased impervious cover leads to reduced baseflow" - so for those keeping score, data - one, common thought - zero. TMIG also analyzed baseflows in the GTA and noted “The seven-day average consecutive low flow data provides an indication of the observed baseflows within a watercourse, and hence is a suitable measure for determining whether baseflow trends exist in an urbanizing area. The trend analysis identified noticeable baseflow trends in 13 of the 24 recording stations. Of these eight urban and two rural stations exhibited an upward trend, suggesting increasing baseflow.”

Climate change is projected to impact river runoff in the eastern Baltic catchment area. Analysis of meteorological and hydrological data from 1961-2010 showed statistically significant increases in annual and winter air temperatures and precipitation. Modeling projects further temperature increases of 1.4-1.7°C and precipitation changes by 2050, impacting runoff patterns. Peak spring floods may decrease while minimum winter flows are expected to increase, with earlier timing of these events. Summer runoff projections vary regionally but drought risk may rise in late summer. Adaptation strategies are needed to strengthen transboundary cooperation given changing water availability.

This session will provide an overview of how three local governments have completely redesigned their long range planning program to incorporate potable water issues into their comprehensive and current plans. The
determination of demand, the single utility provider structure, and the costs of these infrastructure projects will be discussed. For local planners, the need and ability to implement long range plans through collaboration between the utility engineer and the planner will be stressed.

The Coon Creek Watershed District Board held a hearing to determine if an obstruction in County Ditch 58-6 should be removed. The ditch experiences flooding due to an undersized culvert on Polk Street installed in 1964-1970. Three properties are affected by the flooding. The Board considered inspection reports from 2011 showing flooding, as well as safety and flood damage concerns from the landowners. Engineers recommended replacing the culvert with a longer, larger diameter culvert to reduce flooding and safety issues. Cost estimates were provided and two contractors provided quotes for the work.
