New Delhi (PTI): The
number of coronavi-
rus patients in home
isolation in the national
capital has seen an over
six-fold increase from
447 on April 11 to 2,812
on April 24, according to
official data. The number
of patients admitted in
hospitals also increased
from 17 to 80 during
the period. However,
the Delhi government
has assured people that
despite the rise in cases,
the hospitalisation rate
has remained low.The
city is witnessing a spurt
in COVID-19 cases over
the past few days with
the number of active
cases increasing to 3,975

in these clinics to meet
the doctor and get pre-

halla clinics are happy
with the services. Any-
body
, be it from any state,
can come and get free
treatmentatthesehealth
facilities,” Kejriwal said.
“We have opened two
mohalla clinics in city’s
most posh area — Great-
er Kailash — and a lot of
rich patients also come
to these centres. They
say they do not get such
care anywhere else,” Ke-
jriwal told Mann.
At the government-
run Sarvodaya Bal Vid-
yalaya in Chirag En-
clave, Deputy Chief
Minister Manish Siso-
dia told the Punjab CM
that the party, after
coming to power in Del-
hi, had called a meeting
of school principals
and asked for their sug-
gestions to strengthen
the education system in
the city

granted bail to Jignesh
Mevani, arrested last
week in connection
with an allegedly de-
famatory tweet against
Prime Minister Naren-
dra Modi, the Assam
Police rearrested the
Gujarat MLA in a fresh
case registered in the
neighbouring district
of Barpeta.
“The Barpeta police
rearrestedhimfollowing
thebailorder,”saidAng-
shuman Bora, Mevani’s
counsel, adding that the
sections he was booked
under (294, 354, 353 and
323 of the Indian Penal
Code)suggestedthatMe-
vani had “misbehaved/
assaulted” police offi-
cials while in custody
.
Among others, these
sections are related to
“assault or use of crim-
inal force to deter pub-
lic servant from dis-
charge of his duty”
(Section 353) and “as-
sault or criminal force
to woman with intent to
outrage her modesty”
(Section 354).
Mevani allegedly

slang words and

Bombay HC dismisses Rana
couple’s plea to quash FIR
Mumbai: The Bombay
high court on Monday
dismissed a petition
filed by Maharashtra
MP Navneet Rana and
her MLA husband Ravi
Rana seeking cancella-
tion of an FIR regis-
tered against them in
connection with the
call for chanting of the
Hanuman Chalisa out-
side chief minister Ud-
dhav Thackeray’s resi-
dence.

merit in the plea.
The high court, how-
ever, directed the Maha-
rashtra Police to pro-
vide a notice of 72 hours

fore arresting them.
Meanwhile, the cou-

New Delhi (PTI): The
Delhi Police's Special Cell
has arrested a 30-year-
old man, wanted in six
murder cases including
of an international kabad-
di player Sandeep Nangal
in Punjab last month.
Accused Vikas alias
Malhey, resident of
Dhanwapur village,
Gurgaon, was nabbed
on Sunday. In 2019, he
had also killed Congress
leader Vikas Chaudhary
in Faridabad, they said.
He was on the run for
three years and was
involved in six murder
cases registered in Hary-
ana, Punjab and UP.
New Delhi (PTI): The
Delhi government will
soon distribute 10,000
DIY(do it yourself) kits to
promote urban farming
announced in the annual
budget 2022-23, officials
said on Sunday. Pro-
moting urban farming
was one of the 20 areas
announced in the Kejriwal
government’s annual bud-
get presented last month
by Deputy Chief Minister
Manish Sisodia.The
government has targeted
creation of two million job
opportunities in the next
five years through initia-
tives including promotion
of urban farming.

BJP-ruled South Delhi
Municipal Corporation
(SDMC) will launch a
month-long anti-en-
croachment drive at a
number of places un-
der its jurisdiction,
civic authorities said
on Monday, adding that
the dates are yet to be
decided.
According to SDMC
Mayor Mukesh Suryan,
the areas where the
drive is likely to be con-
ducted include Okhla,
Tilak Nagar and
Shaheen Bagh, among
others.
This comes after Del-
hi BJP Chief Adesh
Gupta wrote to the may-
ors of South and East
corporations on April 20
seeking the removal of
encroachments “by Ro-
hingyas, Bangladeshis
and anti-social ele-
ments” in their areas.
Suryan said that reg-
ular meetings are being
held to “zero in” on the
areas where there is
heavy encroachment
leading to traffic snarls
and other issues.
“A meeting was held
today (Monday) as well
and a month-long plan
has been prepared to
remove encroachments
from roads, footpaths
and government land.
Encroachments can be
seen in many areas
such as Okhla, Madan-
pur Khadar, Tilak Na-
gar and Shaheen Bagh,
among others. Sites are
still being identified
and a final list will
soon be prepared,” the
mayor said.
He added that dates
for the anti-encroach-
ment drive are yet to be
decided by the civic
body
. Last week, an anti-
encroachment drive
conducted by the North
Delhi Municipal Corpo-
ration in Jahangirpuri
area, which witnessed
violence between two
communities on April
16, drew widespread
criticism. The Supreme
Court had to intervene
to stop the action there.
Suryan said remov-
ing encroachments
from roads and govern-
ment land is an “obliga-
tory function” of any
civic body and the same
approach being adopted
by the SDMC.

and said that he is tak-

“This accident is
very sad. The district
administration is en-
gaged in relief and res-
cue work. I myself am
taking every informa-
tion related to the inci-
dent,” he said.
As per the South
Delhi Municipal Cor-
poration Mayor Muke-
sh Suryan, the build-
ing was someone’s
house who wanted to
get it repaired. He also
added that it was in a
danger zone, and the
same was notified to
the police and the Sub-
Divisional Magistrate.

will replicate Delhi’s
education model in the
state where students
from all economic
backgrounds will get
quality education,
Chief Minister Bhag-

schools in the national
capital to understand
the “Delhi model” and
replicate it in the state.

issued to 1,018 people

New Delhi: Questions
are being raised about
the timing of the com-
munal riots in the na-
tional Capital. Commu-
nal riots took place just
before the visit of Brit-
ish Prime Minister Bo-
ris Johnson to India. It
can be said that it was a
coincidence because be-
fore that there was Ha-
numan Jayanti and
stone pelting took place
on the procession,
which was followed by
riots and bulldozing of
illegal construction by
the municipal team.
But remember how two
years ago there were ri-
ots in Delhi even during
the visit of the then US
President Donald
Trump. The riots start-
ed in Delhi on 23 Febru-
ary and Trump reached
India the very next day
.
He first went to Gujarat
and after attending the
Namaste Trump pro-
gram there, reached
Delhi the next day
.
At the time when
Trump was in Delhi, a
part of Delhi was in
the grip of riots. This
riot that started over
the citizenship law
continued for many
days even after
Trump’s visit. Ques-
tion of timing of Del-
hi riots is also being
done because Delhi
Municipal Corpora-
tion elections have
been postponed just
prior to the riots. On
the other hand, Aam
Aadmi Party (AAP)
won in Punjab and in
Delhi elections were
postponed, after
which communal riots
broke out and several
structures were bull-
dozed. So somewhere
it seems to be part of
some experiment.

parties have workers or
employees? This ques-
tion is pertinent be-
cause the state presi-
dent of Gujarat BJP has
announced to give
three-day leave to the
party workers. Not to
the employees working
in the party office, but
to the party workers,
which is an astonishing
development and begs
the questions : Does the
party have full time
workers who need
leave? Keep in mind
that the state president
of Gujarat is CR Patil,
whose model of work-
ing is famous all over
the country
. Prime Min-
ister Narendra Modi
has mentioned this
many times. As a leader,
the way he works for
the people of his area is
amazing.
So when he an-
nounced a holiday for
party workers, ques-
tions were raised on it.
He has asked the party
workers to take leave
from May 2 to 4 as they
have to work non-stop
for the next six months.
Keep in mind that the
assembly elections are
going to be held in Gu-
jarat in December and
perhaps that is why,
Patil has given leave to
the workers before the
preparations begin. If
the workers are em-
ployees then they
should have been giv-
en leave from May 1,
i.e. Labour Day itself,
but that is not ideolog-
ically correct. Howev-
er, it is believed that
this is a psychologi-
cal initiative to put
pressure on the oppo-
sition parties as no
worker is doing party
work every day and
all the time. So there
is no point in giving
him three days off.

Refusing to take off
their hijab, six stu-
dents in Karnataka’s
Yadgir district re-
turned home without
writing their Class 12
exams on Monday.
The incident took
place at the Govern-
ment Pre-University
College in Yadgir.
The girl students,
who had come to write
their economics exam,
insisted with the au-
thorities to let them
write the paper wearing
hijab. After their re-
quest was turned down,
the students walked out
from the examination
centre, refusing to take
off their hijab.
The crucial Class 12
exams are being con-
ducted peacefully
across the state. The
students, especially
the Muslim girls, are
following the uniform
rules and writing their
papers without wear-
ing hijab.
As many as 68,84,255
students have enrolled
for the board exams,
which began on April
22 amid tight security
in the backdrop of the
hijab row. The special
bench of the Karnataka
High Court had earlier
dismissed the petitions
seeking to allow stu-
dents to attend classes
wearing hijab. It also
mentioned that wear-
ing the hijab is not an
essential part of Islam.
Following the court
order, the Karnataka
government banned the
hijab in classrooms and
announced that hijab-
clad students and teach-
ers will not be allowed
inside the centres.
Aliya Assadi, one of
the petitioners, took to
Twitter to slam the de-
cision to ban the entry
of hijab-clad students.
“What is the crime
here? Where is our
country headed to,” she
had questioned.

out of the House af-
ter higher education
Minister K Pon-
mudy tabled the Bill
to amend the exist-
ing Tamil Nadu Uni-
versities Laws.
A media report
said the chief minis-
ter, while appealing
to legislators in
House to support the
government’s initia-
tive, said that even
in Gujarat, the
home-state of Prime
Minister Narendra
Modi, vice-chancel-
lors are not appoint-
ed by the governor
but the state. Same
was the case with
other states includ-
ing Telangana and
Karnataka.
The ruling DMK’s
move will allow the
state government to
appoint VCs to state
universities. The
government said the
bill was tabled based
on recommendations
by the University
Search committee.
The chief minis-
ter said the gover-
nor was the chancel-
lor of 13 universities
in the state, with the
higher education
minister being the
pro-chancellor. The
state government
being not empow-
ered to select the
vice chancellors had
created a “big im-
pact” on higher edu-
cation, he added.

New Delhi (PTI): The
Information  Broad-
casting (IB) Ministry
has got blocked 16 You-
Tube news channels,
including six from Pa-
kistan, on charges of
spreading false and un-
verified information to
create panic, incite
communal disharmo-
ny and disturb public
order in the country.
The action has been
taken using emergency
powers under the IT
Rules. These channels
had a cumulative view-
ership of over 68 crore.
A Facebook account
has also been blocked.
“It was observed
that these channels
were used to spread
fake news over social
media on matters re-
lated to national secu-
rity, India’s foreign re-
lations, communal
harmony in the coun-
try, and public order.
None of the digital
news publishers had
furnished information
to the Ministry as re-
quired under Rule 18
of the IT Rules, 2021,”
the Ministry said.
As alleged, the con-
tent published by
some of the India-
based YouTube chan-
nels referred to a com-
munity as terrorists,
and incited hatred
among the members
of various religious
communities.
“Such content was
found to have the po-
tential to create com-
munal disharmony,
and disturb public or-
der,” it stated.

New Delhi (PTI): Agri-
culture Minister Naren-
dra Singh Tomar on
Monday said about 4
lakh hectare has been
brought under natural
farming so far as part
of a sub-scheme of the
Paramparagat Krishi
Vikas Yojana and think-
tank Niti Aayog will
prepare a roadmap to
scale this up. Tomar,
while addressing a na-
tional workshop on in-
novative agriculture
here, said the need of
the hour is to do farm-
ing that works in har-
mony with nature, re-
duces the cost of pro-
duction, ensures good-
quality produce and
profits to farmers.
Andhra Pradesh,
Himachal Pradesh,
parts of Haryana and
Gujarat are gradually
adapting to natural
farming. More farmers
will join after seeing the
success stories, he said.
Tomar said Niti Aay-
og will prepare a road-
map on natural farming
after deliberation with
farmers, scientists and
agricultural varsities’
vice-chancellors in to-
day’s workshop and the
ministry will move for-
ward accordingly
.
Natural farming
should be promoted in
areas first where less or
no chemicals are used
in farming, he added.
According to the min-
ister, about 38 lakh hec-
tares have been brought
under organic farming
at present. About 4 lakh
hectares of area is un-
der natural farming so
far as part of a sub-
scheme of the Param-
paragat Krishi Vikas
Yojana.

New Delhi: Jharkhand
has been a land of po-
litical experimentation.
Since coming into exist-
ence in November 2000,
the number of experi-
ments that have been
done in Jharkhand in
the last 22 years have
not been done in other
‘older’ states. First of
all, in Jharkhand itself,
an independent MLA
became the Chief Min-
ister and successfully
ran the government for
two years. Thereafter,
be it the case of taking a
bribe to vote in the Par-
liament or the loss of
the Chief Minister in
the by-election, that too
happened in Jharkhand
itself. It too has hap-
pened in Jharkhand
that the mine was allot-
ted in the name of a
Chief Minister, while
the Chief Minister also
held the Mining portfo-
lio. Later, when there
was a dispute over this,
the mine was returned.
In this way the mistake
was also accepted.
Meanwhile, political
agitation has increased
inJharkhand.Although
there is a stir in the
state, but this time it is
not because of the BJP,
the opposition party of
the state, but because of
the central agencies,
constitutional institu-
tions and courts.
Itisnotknownwheth-
er it is a coincidence or
any experiment that all
the agencies have be-
come active simultane-
ously. When the com-
plaint reached the Gov-
ernor regarding the al-
location of mines, the
Governor immediately
sent it to the Election
Commission and the
Commission issued a
notice to the State Gov-
ernment under Rule 192
asking whether the
mine was actually allot-
ted to the Chief Minis-
ter. If this is proved,
which is likely, then
there will be a case of
abuse of office and the
Chief Minister will
have to resign. However,
it is not certain whether
there will be only resig-
nation in this case or
will he face a ban on
contesting elections.
When Sonia Gandhi
had resigned in the mat-
ter of office of profit,
there was no bar to con-
test the elections. But it
is a case of misuse of
office for profit.
Meanwhile, hearing
an old PIL, the High
Court has sought a re-
port on the assets and
companies of the Chief
Minister, his MLA
brother and some of his
close associates. For
this, the court has given
two weeks to the En-
forcement Directorate
and the Registrar of
Companies. The Regis-
trar of Companies has
the data of companies,
which he will give to the
court, but what report
will the ED give without
investigation. There-
fore, it is believed that
ED will initiate an in-
vestigation. So, from the
High Court to the Gov-
ernor and the Election
Commission to the Cen-
tral Investigative Agen-
cies all have become ac-
tive in Jharkhand.
Looking at their com-
mon action, it seems
that some new political
experiment will take
place in Jharkhand in
the coming days.

launch an EU-India
trade and technology
council to address the
challenges of ensuring
trusted technology and
security in the wake of
rapid geopolitical
changes.
The decision was tak-
en during talks between
PM Modi and von der
Leyen.
The European Union
said the strategic coor-
dination mechanism
will allow both partners
to tackle challenges “at
the nexus of trade,
trusted technology and
security, and thus deep-
en cooperation in these
fields.” It said both
sides agreed that rapid
changes in the geopo-
litical environment
highlight the need for
joint in-depth strategic
engagement. “The
Trade and Technology
Council will provide the
political steer and the
necessary structure to
operationalise political
decisions, coordinate
technical work, and re-
port to the political lev-
el,” the EU said.

work.

kind of job, millions of
Indians, particularly
women, are exiting the
labour force entirely

cording to new data
from the Centre for
Monitoring Indian
Economy Pvt, a private
research firm in Mum-
bai. With India betting
on young workers to
drive growth in one of
the world’s fastest-ex-
panding economies, the
latest numbers are an
ominous harbinger. Be-
tween 2017 and 2022, the
overall labour partici-
pation rate dropped
from 46 per cent to 40
per cent. Among wom-
en, the data is even
starker. About 21 mil-
lion disappeared from
the workforce, leaving
only 9 per cent of the
eligible population em-
ployed or looking for
positions.
Now, more than half
of the 900 million Indi-
ans of legal working

on Tuesday amid a spike in daily Covid cases, the
CBSE has said it will prepare final results of students
based on their scores in any one of the term exams
in case they are forced to be absent for the other. For

will be conducted in a total of 7,413 centres — 7,279
in India and 133 abroad. With the examinations set
to start amid a spike in the daily Covid-19 cases, the
CBSE board has directed that only 18 students be
seated in a examination room.

Pune (PTI): Former Union home secretary Madhav
Godbole died due to cardiac failure at his residence
in Maharashtra’s Pune city on Monday, family
sources said. He was 85. Before taking voluntary
retirement from the Indian Administrative Service in
March 1993, Mr Godbole served as the Union home
secretary. He had also worked as the secretary of
Petroleum  Natural Gas and Urban Development
Departments at the Centre, and principal finance
secretary of the Maharashtra government.

New Delhi: The Supreme Court on Monday sought the Cen-
tre’s stand on a plea seeking direction for the construction
of “Judicial Vista”, for better functioning of the SC. A bench
of Justices Vineet Saran and JK Maheshwari orally observed
that it is a matter, where the court would not be inclined to
pass directions but would want the Centre to consider it. Ad-
vocate Ardhendumauli Kumar Prasad, petitioner-in-person,
urged the bench to see “how lawyers are standing outside”.
The bench said, “It is a logical and correct thing that there
should be judicial vista in a planned manner”, and pointed
out that the growth of buildings is not well planned.

is a menace to urban development,” it noted. Advocate

Amid shortages, Railways
deploy rakes to transport coal
New Delhi: Amid coal
shortages reported in
the country, the Indian
Railways said on Mon-
day it has deployed ad-
ditional rakes to trans-
port coal to power
plants.
To ensure a swift sup-
ply of coal across power
plants, additional
trains and rakes by In-
dian Railways have
been initiated to aug-
ment the transporta-
tion of coal through its
network, the Ministry
of Railways said in a
statement.

transportation result-
ing in 32 per cent more
coal freight loading be-
tween September 2021
and March 2022.
There has also been
an increase in 10 per
cent freight, by effi-

At $76.6 bn, India is third highest
military spender in world: Report
New Delhi: India’s mil-
itary spending in 2021
was the third highest in
the world, according to
the Stockholm Interna-
tional Peace Research
Institute (SIPRI). In-
dia’s military expendi-
ture was $76.6 billion in
2021, up 0.9 per cent
from 2020 and 33 per
cent from 2012.
In a push to strength-
en the indigenous arms
industry, 64 per cent of
capital outlays in In-
dia’s military budget of
2021 was earmarked for
acquisitions of domes-
tically produced arms.
The US and China,
meanwhile, occupied
the first and second
spots in the list of
world’s largest military
spenders. US military
spending reached $801
billion in 2021, a drop of
1.4 per cent from 2020.

hand, spent $293 billion
on defence, an increase

76.65 against the US dollar in the opening trade
on Monday tracking the strength of the dollar
in the overseas market. At the interbank foreign
exchange, the rupee opened on a muted note at
76.58 against the American dollar, then fell and
touched an early low of 76.65 in initial deals, reg-
istering a fall of 23 paise over its previous close.
Friday, The rupee declined by 25 paise to close at
76.42 against the US currency.

this fiscal year with ex-
ports playing a key role

However, he said the
country needs to re-
main prepared for any
fallout of next wave of
COVID-19 pandemic,
and the impact of the
ongoingRussia-Ukraine
war.
“We are confident
that the economy can
retain a high growth
trajectory this year.
So, we are very
optimistic on
the export
front. Exports
will be a key
component of India’s
success story going for-
ward,” Narendran said.
In an interview to
PTI, the P r e s i -
dent of
the industry body said
the resurgence of COV-
ID globally will have an
impact on the global
supply chain and CII’s
India economic growth
estimate of 7.5-8 per
cent in the current fis-
cal factors these devel-
opments.
“The experience
with COVID shows
that every time there
is a fresh wave glob-
ally, it does

India as well. Therefore,
we must be prepared for
the future waves,” he
said.
According to him, the
industry has in place
well defined safety pro-
tocols and has really
moved up the learn-
ing curve in
m a n a g i n g
COVID and in
its ability to

“Therefore, in our
view we are
much bet-
ter pre-
p a r e d
to deal
with the
next wave. In
terms of immedi-
ate action, administra-
tion of precautionary
dose and the vaccina-

could be expedited. Peo-
ple need to be reminded
of the importance of
COVID appropriate be-
haviour and hence re-
minder campaigns are
i m p o r t a n t , ”

He said in the past the
strategy of micro-con-
tainment has worked
well for India, adding
that the industry body
does not anticipate a
scenario of re-imposi-
tion of major lock-
downs.
“The widely accepted
principle of managing
COVID globally is to
learn to live with it,
rather than go in for
strict lockdowns,” said
Narendran.
Observing that the
rise in oil and other
commodity prices has
impacted margins of in-
dustries and purchas-
ing power of consum-
ers, the CII President,
however, said there is no
call for using a term like
stagflation in the Indian
context. “Growth for the
current fiscal remains
within the 7.5-8 per cent
range. The IMF is look-
ing at 8.2 per cent
growth for India and ex-
pects it to continue to
remain the fastest grow-
ing major economy in
the world. Average infla-
tion for the year is ex-
pected to remain within
the RBI’s target range,”
Narendran said.
SBI Card
engages TCS
for digital
transformation
Mumbai (PTI): TCS on
Monday said it has
signed a deal with SBI
Card that will help digi-
talise and transform on-
line onboarding process-
es of the latter’s custom-
ers and will further ena-
ble the client to expand
its e-card issuance.
It, however, did not dis-
close value of the deal.
TCS has been serving
the largest pure play
credit card issuer in the
country for a decade and
the new deal is an expan-
sion of the engagement,
the IT company said in a
statement. The deal will
help digitalise and trans-
form online onboarding
processes of customers
for SBI Card and will fur-
ther enable the client to
expand its e-card issu-
ance, it said.

BHEL to supply 6 electric locomotives to
NTPC for material handling operations
New Delhi (PTI):
State-owned BHEL on
Monday said it has re-
ceived an order from
NTPC for six electric
locomotives to be used
for the first time in the
country for industrial
application.
The locomotives will
be manufactured at the
company’s facility in
Jhansi, Uttar Pradesh.
While the traction
motors for the locomo-
tives will be supplied
from its Bhopal plant,
IGBT (Insulated Gate
Bipolar Transistors)
based propulsion
equipment will be de-
veloped and supplied
by the Bengaluru unit,
BHEL said in a state-
ment.
“BHEL has achieved
a major breakthrough
in the rolling stock
business by securing
the order for 6,000 HP
electric locomotives,
first ever in the coun-
try for industrial appli-
cation,” the statement
said.
The order has been
placed by NTPC for
supply of six 6,000 HP
electric locomotives for
material handling op-
erations at Lara Ther-
mal Power Project
site in Chhattisgarh, it
said without divulging
any further informa-
tion.

ICICI Bank stock jumps
nearly 2 per cent after
earnings
New Delhi (PTI): Shares of ICICI
Bank on Monday gained nearly
2 per cent after the company
reported a 59 per cent jump
in standalone net profit for the
fourth quarter of 2021-22. The
stock jumped 1.89 per cent to
Rs 761.50 on the BSE. At the
NSE, it went up by 1.83 per cent
to Rs 761.35. The private sector
lender on Saturday reported a
59 per cent jump in standalone
net profit to Rs 7,019 crore for
the fourth quarter of 2021-22.
The bank had earned a profit of
Rs 4,403 crore in the corre-
sponding January-March period
of the last year.

Highway projects of 292
kms worth Rs.8,181
Crores in Solapur, Maha-
rashtra.
The Minister said
these road projects,
which have the potential
to bring Solapur district
and its environs into the
mainstream of the coun-
try, will be important for
the well-being and devel-
opment of the people of
Solapur. He said these
projects will help in
streamlining the traffic
in the city and reducing
the incidence of acci-
dents and environmen-
tal pollution. It will be
easier to connect the ru-
ral areas of the district
with the city, he added.
Gadkarisaidstrength-
ening of road network is
of great importance for
Solapur district which
has important temples
like Siddheshwar Tem-
ple, Akkalkot, Pandhar-

these highway projects
will facilitate access to

lakes have been con-
structed in Solapur dis-

through NHAI since
2016-17. He said many
available reservoirs
were deepened and the

to review COVID-19 situ-
ation in Delhi and the
National Capital Region
(NCR) in the wake of re-
surfacing corona cases.
Attending the meet-
ing through video con-
ference from Chandi-
garh, Haryana’s Chief
Secretary Sanjeev
Kaushal apprised the
Union Home Secretary
that the state is strictly
following the Union
Health Ministry’s
guidelines on Covid-ap-
propriate behaviour
and has adopted a pro-
active strategy to com-
bat the recent surge in
cases seen in a couple of
NCR districts. Kaushal
also said a massive vac-
cination drive has al-
ready been run across
the state to arrest the
spread of the virus.

In the meeting held
through video confer-
ence, Kaushal said the
state government is in-
creasing testing capac-
ity, especially in con-
tainment zones, apart
from making aggres-
sive efforts to reduce
the case positivity rate.
He said strategies are
being made for declar-
ing micro containment
zones and increasing
daily testing capacity in
some districts, includ-
ing Gurugram, which
have seen a significant
jump in positivity rate.
Nine micro contain-
ment zones have al-
ready been declared in
Gurugram to break the
virus chain, he said.
Gurugram and
Faridabad, state’s NCR
districts bordering the
national capital, have
seen a surge in Covid
cases during the past
few weeks.

Delhi High Court on
Monday showed dis-
pleasure over the Delhi
Police’s status report on
the incident of violent
protest and vandalism
outside the Chief Minis-
ter Arvind Kejriwal’s
house saying that what

denceof aconstitutional
functionary is “very dis-
turbing state of affairs”.
The bench of Justice
Vipin Sanghi and Jus-
tice Navin Chawla on
Monday also said they
are not satisfied with
the status report in re-
gards to ‘Bandobast’
made at the CM’s resi-
dence. The bench while
seeking a further status
report from the police,
directed them to dis-
close the reason for the
failure of the arrange-
ment made and to fix
the responsibility of the
lapses in the next status
report. The next date of
hearing is May 17, 2022.
The court, during the
hearing, further said
that three barricades
were breached by the
protestors. “You (Po-
lice) need to look into
the functioning and
bandobast. It could have
been anybody, Union
Minister etc. There has
been a lapse on part of
the force and we want
the Commissioner of
Police to look into this.”
The court was hear-
ing the Public Interest
Litigation filed by AAP
leader Saurabh Bhard-
waj against the alleged
attack and vandaliza-
tion at the official resi-
dence of the Delhi CM
on March 30.
The plea sought di-
rection for the constitu-
tion of a Special Inves-
tigation Team to under-
take an independent,
fair, and time-bound
criminal investigation
with respect to the at-
tack and its perpetra-
tors.

Maoists set
passenger
bus on fire
in Andhra

Raju (ANI): The Mao-
ists set a passenger bus
on fire near Chintur
Mandal Alluri Sithara-
ma Raju district here,
which is 4 to 5 km from
the Chhattisgarh bor-
der on Sunday night,
said police.
Krishnakant, Chin-
tur sub-Division, As-
sistant Superintendent
of Police (ASP), said
that all the passengers
of the bus are safe as
the Maoists had asked
them to step down from
the bus before they
torched it. “Last night
on Sunday at around
11:30 pm, some Maoists
had come and asked
the passengers to set
down from the bus and
afterwards they
torched the bus. No
casualties were report-
ed. This took place
near Chintur which is
4 to 5 km from the Chat-
tisgarh border. They
put the bus on fire and
left the place,” said
Krishnakant.
He further said that
earlier in the year 2018,
2019 and 2020 similar
incidents were report-
ed in the area.

forcement Directorate

gling racket across the
India-Bangladesh bor-
der, Mohammad Enam-
ul Haque and others.
Special Judge Sanjay
Garg issued summons
against Mishra, his
brother Vikas Mishra
and other accused per-
sons in the matter, and
directed them to appear
on June 1.
“I have gone through
the complaint and the
accompanying docu-
ments. There is suffi-
cient material to pro-
ceed against the ac-
cused. Accordingly
, the
cognizance of the of-
fence under sections of
PMLA (Prevention of
Money Laundering
Act)istaken,”thejudge
said in an order passed.
The charge sheet
was filed through
Nitesh Rana, ED’s spe-
cial public prosecutor,
who told the court that
Haque acquired huge
amount of wealth from
proceeds of crime gen-
erated out of cross-bor-
der activities and vio-
lated several laws.
According to the En-
forcement Directorate
(ED), the case was
lodged following an
FIR by the Central Bu-
reau of Investigation
(CBI) in Kolkata
against Satish Kumar,
the then Commandant,
Border Security Force
(BSF).
The FIR alleged that
Haque along with Ku-
mar and other public
servants and private
persons was involved
in the smuggling of
cattle.

COVID: OVER 6-FOLD RISE IN PATIENTS IN DELHI New Delhi (PTI): The number of coronavi- rus patients in home isolation in the national capital has seen an over six-fold increase from 447 on April 11 to 2,812 on April 24, according to official data. The number of patients admitted in hospitals also increased from 17 to 80 during the period. However, the Delhi government has assured people that despite the rise in cases, the hospitalisation rate has remained low.The city is witnessing a spurt in COVID-19 cases over the past few days with the number of active cases increasing to 3,975 from 601 on April 11. A bench of Justices PB Varale and SM Modak said it found no merit in the plea. New Delhi (PTI): The Delhi government will soon distribute 10,000 DIY(do it yourself) kits to promote urban farming announced in the annual budget 2022-23, officials said on Sunday. Pro- moting urban farming was one of the 20 areas announced in the Kejriwal government’s annual bud- get presented last month by Deputy Chief Minister Manish Sisodia.The government has targeted creation of two million job opportunities in the next five years through initia- tives including promotion of urban farming. New Delhi (PTI): The BJP-ruled South Delhi Municipal Corporation (SDMC) will launch a month-long anti-en- croachment drive at a number of places un- der its jurisdiction, civic authorities said on Monday, adding that the dates are yet to be decided. According to SDMC Mayor Mukesh Suryan, the areas where the drive is likely to be con- ducted include Okhla, Tilak Nagar and Shaheen Bagh, among others. This comes after Del- hi BJP Chief Adesh Gupta wrote to the may- ors of South and East corporations on April 20 seeking the removal of encroachments “by Ro- hingyas, Bangladeshis and anti-social ele- ments” in their areas. Suryan said that reg- ular meetings are being held to “zero in” on the areas where there is heavy encroachment leading to traffic snarls and other issues. “A meeting was held today (Monday) as well and a month-long plan has been prepared to remove encroachments from roads, footpaths and government land. Encroachments can be seen in many areas such as Okhla, Madan- pur Khadar, Tilak Na- gar and Shaheen Bagh, among others. Sites are still being identified and a final list will soon be prepared,” the mayor said. He added that dates for the anti-encroach- ment drive are yet to be decided by the civic body . Last week, an anti- encroachment drive conducted by the North Delhi Municipal Corpo- ration in Jahangirpuri area, which witnessed violence between two communities on April 16, drew widespread criticism. The Supreme Court had to intervene to stop the action there. Speaking to ANI, National Disaster Re- sponse Force (NDRF) officer Goverdhan Bairwa confirmed the death of two per- sons. The NDRF of- ficer further in- formed that as many as 25 teams of NDRF were involved in the rescue operation. Atul Garg, Delhi Fire Service Chief said that the rescue operation has been completed. Further, Deputy Commissioner of Po- lice South-West Manoj C said that there were a total of six persons working at the build- ing, and a labourer managed to escape. “Four are under treatment while two have died,” he added. He said that South- West district police with Delhi Fire Ser- vice, BSES and NDRF were involved in the rescue operation. Earlier, Delhi Chief Minister Arvind Ke- jriwal took to Twitter and said that he is tak- ing stock of the res- cue work at the site of the collapse. “This accident is very sad. The district administration is en- gaged in relief and res- cue work. I myself am taking every informa- tion related to the inci- dent,” he said. As per the South Delhi Municipal Cor- poration Mayor Muke- sh Suryan, the build- ing was someone’s house who wanted to get it repaired. BJP seeks action against AAP’s Atishi New Delhi (PTI): The BJP Sunday demanded action against AAP MLA Atishi over her “false” claim that “offi- cials from Kerala” vis- ited a school in Delhi to learn about the Kejri- wal government’s edu- cation model. It comes after Kerala Education Minister V Sivankutty said in a tweet that no “officials” from the state visited Delhi as claimed by Ati- shi on Saturday . His tweet was in re- sponse to a post by Ati- shi, the MLA from Del- hi’s Kalkaji, who had said, “It was wonderful to host officials from Kerala at one of our schools in Kalkaji. They were keen to under- stand and implement our education model in their state. This is @ ArvindKejriwal Govt’s idea of nation building. Development through collaboration.” Sivan- kutty replied to her tweet, saying, “Kerala’s Dept of Education has not sent anyone to learn about the ‘Delhi Model’. OVER 1,000 PEOPLE PENALIZED FOR NOT WEARING MASKS DERC TO CONDUCT VIRTUAL PUBLIC HEARING IN MAY Noida (PTI): Over a thousand people were penalized across Noida and Greater Noida in a day after they were allegedly found without face masks in public places amid a rise in COVID-19 cases, police said on Monday.The action was taken on Sunday, they said. Action is also being ensured against those not following the rules and on Sunday, challans were issued to 1,018 people for not wearing masks in public places. New Delhi (PTI): Power regulator DERC has said that it will conduct a virtual public hearing on May 12 and 13 to receive stakeholders’ feedback on petitions filed by power companies, including discoms for tariff revision 2022-23.According to the health department, Delhi on Sunday reported 1,083 fresh COVID-19 infections with a positiv- ity rate of 4.48 per cent, while one person died due to the disease.

Commu- nal riots took place just before the visit of Brit- ish Prime Minister Bo- ris Johnson to India. It can be said that it was a coincidence because be- fore that there was Ha- numan Jayanti and stone pelting took place on the procession, which was followed by riots and bulldozing of illegal construction by the municipal team. But remember how two years ago there were ri- ots in Delhi even during the visit of the then US President Donald Trump. The riots start- ed in Delhi on 23 Febru- ary and Trump reached India the very next day . He first went to Gujarat and after attending the Namaste Trump pro- gram there, reached Delhi the next day . At the time when Trump was in Delhi, a part of Delhi was in the grip of riots. This riot that started over the citizenship law continued for many days even after Trump’s visit. Ques- tion of timing of Del- hi riots is also being done because Delhi Municipal Corpora- tion elections have been postponed just prior to the riots. On the other hand, Aam Aadmi Party (AAP) won in Punjab and in Delhi elections were postponed, after which communal riots broke out and several structures were bull- dozed. Not to the employees working in the party office, but to the party workers, which is an astonishing development and begs the questions : Does the party have full time workers who need leave? Keep in mind that the state president of Gujarat is CR Patil, whose model of work- ing is famous all over the country . Prime Min- ister Narendra Modi has mentioned this many times. As a leader, the way he works for the people of his area is amazing. So when he an- nounced a holiday for party workers, ques- tions were raised on it. He has asked the party workers to take leave from May 2 to 4 as they have to work non-stop for the next six months. Keep in mind that the assembly elections are going to be held in Gu- jarat in December and perhaps that is why, Patil has given leave to the workers before the preparations begin. If the workers are em- ployees then they should have been giv- en leave from May 1, i.e. Labour Day itself, but that is not ideolog- ically correct. Yadgir (Agencies): Refusing to take off their hijab, six stu- dents in Karnataka’s Yadgir district re- turned home without writing their Class 12 exams on Monday. The incident took place at the Govern- ment Pre-University College in Yadgir. The girl students, who had come to write their economics exam, insisted with the au- thorities to let them write the paper wearing hijab. After their re- quest was turned down, the students walked out from the examination centre, refusing to take off their hijab. The crucial Class 12 exams are being con- ducted peacefully across the state. The students, especially the Muslim girls, are following the uniform rules and writing their papers without wear- ing hijab. As many as 68,84,255 students have enrolled for the board exams, which began on April 22 amid tight security in the backdrop of the hijab row. The special bench of the Karnataka High Court had earlier dismissed the petitions seeking to allow stu- dents to attend classes wearing hijab. It also mentioned that wear- ing the hijab is not an essential part of Islam. Following the court order, the Karnataka government banned the hijab in classrooms and announced that hijab- clad students and teach- ers will not be allowed inside the centres. Aliya Assadi, one of the petitioners, took to Twitter to slam the de- cision to ban the entry of hijab-clad students. “What is the crime here? Where is our country headed to,” she had questioned. 6 STUDENTS RETURN WITHOUT WRITING CLASS 12 EXAMS Chennai (Agen- cies): The Tamil Nadu assembly on Monday unani- mously passed a resolution that em- powered the MK Stalin-led govern- ment to appoint vice-chancellors to various universities in the state, a move aimed at curbing the governor’s say in the matter. Legislators of the Bharatiya Janata Party (BJP) walked out of the House af- ter higher education Minister K Pon- mudy tabled the Bill to amend the exist- ing Tamil Nadu Uni- versities Laws. A media report said the chief minis- ter, while appealing to legislators in House to support the government’s initia- tive, said that even in Gujarat, the home-state of Prime Minister Narendra Modi, vice-chancel- lors are not appoint- ed by the governor but the state. The government said the bill was tabled based on recommendations by the University Search committee. The chief minis- ter said the gover- nor was the chancel- lor of 13 universities in the state, with the higher education minister being the pro-chancellor. The state government being not empow- ered to select the vice chancellors had created a “big im- pact” on higher edu- cation, he added. New Delhi (PTI): The Information Broad- casting (IB) Ministry has got blocked 16 You- Tube news channels, including six from Pa- kistan, on charges of spreading false and un- verified information to create panic, incite communal disharmo- ny and disturb public order in the country. The action has been taken using emergency powers under the IT Rules. These channels had a cumulative view- ership of over 68 crore. A Facebook account has also been blocked. “It was observed that these channels were used to spread fake news over social media on matters re- lated to national secu- rity, India’s foreign re- lations, communal harmony in the coun- try, and public order. None of the digital news publishers had furnished information to the Ministry as re- quired under Rule 18 of the IT Rules, 2021,” the Ministry said. As alleged, the con- tent published by some of the India- based YouTube chan- nels referred to a com- munity as terrorists, and incited hatred among the members of various religious communities. “Such content was found to have the po- tential to create com- munal disharmony, and disturb public or- der,” it stated. Tomar, while addressing a na- tional workshop on in- novative agriculture here, said the need of the hour is to do farm- ing that works in har- mony with nature, re- duces the cost of pro- duction, ensures good- quality produce and profits to farmers. Andhra Pradesh, Himachal Pradesh, parts of Haryana and Gujarat are gradually adapting to natural farming. More farmers will join after seeing the success stories, he said. Tomar said Niti Aay- og will prepare a road- map on natural farming after deliberation with farmers, scientists and agricultural varsities’ vice-chancellors in to- day’s workshop and the ministry will move for- ward accordingly . Natural farming should be promoted in areas first where less or no chemicals are used in farming, he added. According to the min- ister, about 38 lakh hec- tares have been brought under organic farming at present. About 4 lakh hectares of area is un- der natural farming so far as part of a sub- scheme of the Param- paragat Krishi Vikas Yojana. Since coming into exist- ence in November 2000, the number of experi- ments that have been done in Jharkhand in the last 22 years have not been done in other ‘older’ states. First of all, in Jharkhand itself, an independent MLA became the Chief Min- ister and successfully ran the government for two years. Thereafter, be it the case of taking a bribe to vote in the Par- liament or the loss of the Chief Minister in the by-election, that too happened in Jharkhand itself. It too has hap- pened in Jharkhand that the mine was allot- ted in the name of a Chief Minister, while the Chief Minister also held the Mining portfo- lio. Later, when there was a dispute over this, the mine was returned. In this way the mistake was also accepted. When the com- plaint reached the Gov- ernor regarding the al- location of mines, the Governor immediately sent it to the Election Commission and the Commission issued a notice to the State Gov- ernment under Rule 192 asking whether the mine was actually allot- ted to the Chief Minis- ter. If this is proved, which is likely, then there will be a case of abuse of office and the Chief Minister will have to resign. However, it is not certain whether there will be only resig- nation in this case or will he face a ban on contesting elections. When Sonia Gandhi had resigned in the mat- ter of office of profit, there was no bar to con- test the elections. But it is a case of misuse of office for profit. Meanwhile, hearing an old PIL, the High Court has sought a re- port on the assets and companies of the Chief Minister, his MLA brother and some of his close associates. For this, the court has given two weeks to the En- forcement Directorate and the Registrar of Companies. The Regis- trar of Companies has the data of companies, which he will give to the court, but what report will the ED give without investigation. There- fore, it is believed that ED will initiate an in- vestigation. So, from the High Court to the Gov- ernor and the Election Commission to the Cen- tral Investigative Agen- cies all have become ac- tive in Jharkhand. Frustrated at not be- ing able to find the right kind of job, millions of Indians, particularly women, are exiting the labour force entirely , ac- cording to new data from the Centre for Monitoring Indian Economy Pvt, a private research firm in Mum- bai. With India betting on young workers to drive growth in one of the world’s fastest-ex- panding economies, the latest numbers are an ominous harbinger. Be- tween 2017 and 2022, the overall labour partici- pation rate dropped from 46 per cent to 40 per cent. Among wom- en, the data is even starker. About 21 mil- lion disappeared from the workforce, leaving only 9 per cent of the eligible population em- ployed or looking for positions. Now, more than half of the 900 million Indi- ans of legal working age — roughly the pop- ulation of the US and Russia combined — don’t want a job, accord- ing to the CMIE. New Delhi: With term II board examinations starting on Tuesday amid a spike in daily Covid cases, the CBSE has said it will prepare final results of students based on their scores in any one of the term exams in case they are forced to be absent for the other. For the 2021-2022 academic session. The examinations will be conducted in a total of 7,413 centres — 7,279 in India and 133 abroad. With the examinations set to start amid a spike in the daily Covid-19 cases, the CBSE board has directed that only 18 students be seated in a examination room. Kathmandu (PTI): Five people, including four Indian tourists, were killed after their car collided head-on with a bus in Nepal’s Dhading district, the police said on Monday. The accident occurred on Sunday night along the Prithvi Highway in the Thakre area, according to the police. The four Indian nationals were returning to Kathmandu after visiting Pokhara. The Nepalese driver of the car was also killed in the accident. The bus was heading towards Dhading from Kathmandu. Pune (PTI): Former Union home secretary Madhav Godbole died due to cardiac failure at his residence in Maharashtra’s Pune city on Monday, family sources said. He was 85. Before taking voluntary retirement from the Indian Administrative Service in March 1993, Mr Godbole served as the Union home secretary. Amid shortages, Railways deploy rakes to transport coal New Delhi: Amid coal shortages reported in the country, the Indian Railways said on Mon- day it has deployed ad- ditional rakes to trans- port coal to power plants. To ensure a swift sup- ply of coal across power plants, additional trains and rakes by In- dian Railways have been initiated to aug- ment the transporta- tion of coal through its network, the Ministry of Railways said in a statement. Indian Railways has ramped up the coal transportation result- ing in 32 per cent more coal freight loading be- tween September 2021 and March 2022. At $76.6 bn, India is third highest military spender in world: Report New Delhi: India’s mil- itary spending in 2021 was the third highest in the world, according to the Stockholm Interna- tional Peace Research Institute (SIPRI). In- dia’s military expendi- ture was $76.6 billion in 2021, up 0.9 per cent from 2020 and 33 per cent from 2012. In a push to strength- en the indigenous arms industry, 64 per cent of capital outlays in In- dia’s military budget of 2021 was earmarked for acquisitions of domes- tically produced arms. The US and China, meanwhile, occupied the first and second spots in the list of world’s largest military spenders. US military spending reached $801 billion in 2021, a drop of 1.4 per cent from 2020. China, on the other hand, spent $293 billion on defence, an increase of 4.7 per cent com- pared with 2020. World military expenditure has reached an all-time high of $2.1 trillion in 2021, as per SIPRI. However, he said the country needs to re- main prepared for any fallout of next wave of COVID-19 pandemic, and the impact of the ongoingRussia-Ukraine war. “We are confident that the economy can retain a high growth trajectory this year. So, we are very optimistic on the export front. Exports will be a key component of India’s success story going for- ward,” Narendran said. In an interview to PTI, the P r e s i - dent of the industry body said the resurgence of COV- ID globally will have an impact on the global supply chain and CII’s India economic growth estimate of 7.5-8 per cent in the current fis- cal factors these devel- opments. “The experience with COVID shows that every time there is a fresh wave glob- ally, it does h i t India as well. Therefore, we must be prepared for the future waves,” he said. Observing that the rise in oil and other commodity prices has impacted margins of in- dustries and purchas- ing power of consum- ers, the CII President, however, said there is no call for using a term like stagflation in the Indian context. “Growth for the current fiscal remains within the 7.5-8 per cent range. The IMF is look- ing at 8.2 per cent growth for India and ex- pects it to continue to remain the fastest grow- ing major economy in the world. Average infla- tion for the year is ex- pected to remain within the RBI’s target range,” Narendran said. SBI Card engages TCS for digital transformation Mumbai (PTI): TCS on Monday said it has signed a deal with SBI Card that will help digi- talise and transform on- line onboarding process- es of the latter’s custom- ers and will further ena- ble the client to expand its e-card issuance. BHEL to supply 6 electric locomotives to NTPC for material handling operations New Delhi (PTI): State-owned BHEL on Monday said it has re- ceived an order from NTPC for six electric locomotives to be used for the first time in the country for industrial application. The locomotives will be manufactured at the company’s facility in Jhansi, Uttar Pradesh. While the traction motors for the locomo- tives will be supplied from its Bhopal plant, IGBT (Insulated Gate Bipolar Transistors) based propulsion equipment will be de- veloped and supplied by the Bengaluru unit, BHEL said in a state- ment. “BHEL has achieved a major breakthrough in the rolling stock business by securing the order for 6,000 HP electric locomotives, first ever in the coun- try for industrial appli- cation,” the statement said. The order has been placed by NTPC for supply of six 6,000 HP electric locomotives for material handling op- erations at Lara Ther- mal Power Project site in Chhattisgarh, it said without divulging any further informa- tion. The stock jumped 1.89 per cent to Rs 761.50 on the BSE. At the NSE, it went up by 1.83 per cent to Rs 761.35. The private sector lender on Saturday reported a 59 per cent jump in standalone net profit to Rs 7,019 crore for the fourth quarter of 2021-22. The bank had earned a profit of Rs 4,403 crore in the corre- sponding January-March period of the last year. THE ALLEGATIONS Maoists set passenger bus on fire in Andhra Alluri Sitharama Raju (ANI): The Mao- ists set a passenger bus on fire near Chintur Mandal Alluri Sithara- ma Raju district here, which is 4 to 5 km from the Chhattisgarh bor- der on Sunday night, said police. Krishnakant, Chin- tur sub-Division, As- sistant Superintendent of Police (ASP), said that all the passengers of the bus are safe as the Maoists had asked them to step down from the bus before they torched it. “Last night on Sunday at around 11:30 pm, some Maoists had come and asked the passengers to set down from the bus and afterwards they torched the bus. No casualties were report- ed. This took place near Chintur which is 4 to 5 km from the Chat- tisgarh border. They put the bus on fire and left the place,” said Krishnakant.
