Azad Maidan’s sharmindagi, when women’s dignity died
Renni Abraham
Mumbai: Sheer lack
of political will in Ma-
harashtra by succes-
sive governments has
ensured the death of
dignity of woman po-
lice constables molest-
ed a decade ago on Au-
gust 11, 2012, at Mum-
bai’s iconic Azad
Maidan.
Ten years on, the
trial for the heinous
offence at the pre-
planned riot has not
commenced before the
Sessions Court of
Mumbai yet. While
the perpetrators roam
freely on bail, many of
the women police con-
stables felt the shame
too much to bear and
resigned.
It has been a decade
of decadence of the
legal process initiated
to prosecute 60-odd ac-
cused identified for
the incident including
the desecration of the
Amar Jawan memori-
al and outraging the
modesty of these po-
licewomen. They re-
portedly ripped off
their police uniforms
and perpetrated more
such shameful acts too
graphic to be carried
in the dark of print.
Advocate Virendra
Ichalkaranjikar, who
had moved the Bom-
bay High Court seek-
ing compensatory
damages for the huge
public property loss
by the vandalizing
mob, recently received
response on the case
under Right to Infor-
mation (RTI).
“Originally, an as-
sessment of Rs2.75
crore was made re-
garding the damage to
public and private
property after the
mob went on a ram-
page. Subsequently,
the district magis-
trate calculated the
losses for seeking
compensation from
the Raza Academy
and other organizers
of the public meeting.

AZAD MAIDAN RIOT
Wikipedia quite simply describes the incident of the
Azad Maidan riots as thus: “Azad Maidan Riot refers
to a riot by Indian muslims, organized at Azad
Maidan on 11 August, 2012 to condemn the Rakh-
ine riots. It started out as a protest and later turned
into a riot. It reportedly began as the crowd got an-
gry either after hearing an inflammatory speech or
after seeing photographs of Rakhine state riots. The
incident resulted in two deaths and injuries to 63
people, including 58 police officers. Mumbai Police
estimated that the riots caused a loss of `2.74 crore
in damages to public and private property.”

New Delhi: A contro-

said it was against the

that the Rohingya Mus-

Shinde govt tables bill to restore BMC members to 227
First India Bureau
Mumbai: A bill to re-
store the number of
councillors in the Bri-
hanmumbai Munici-

to the original 227 was
tabled in the state As-
sembly on Wednesday
by the Eknath Shinde-

The Mumbai Munici-

harashtra Municipal
Corporations (Amend-
ment) Act 2022 bill was
tabled by Chief Minister
EknathShinde,whoalso
holds the portfolio of
state’s urban develop-
ment department.
The original number
of BMC councillors was
increased to 236 by the
previous Maha Vikas
Aghadi (MVA) govern-
ment, where Uddhav
Thackeray was the
chief minister. Earlier
this month, the Shinde-
Fadnavis government
reversed the MVA gov-
ernment’s decision.
The previous govern-
ment had also approved
the redrawing of wards
in Mumbai—a move
that drew flak from the
Bharatiya Janata Party
(BJP), then in opposi-
tion, as well as the MVA
member Indian Nation-
al Congress (INC).
The BJP and Con-
gress, both, had accused
the Shiv Sena of misus-
ing its powers to redraw
the wards to benefit the
Uddhav Thackeray-led
party in the upcoming
civic polls. The BJP has
wanted to capture the
BMC, which was gov-
erned by the Shiv Sena
for over two decades,
since their alliance fell
apart in November 2019.
In the 2017 elections,
for the first time, the
BJP won 82 seats,
against the 84 seats of
the Shiv Sena in the
227-member civic body

PAKISTAN-OCCUPIED
KASHMIR (PoK)
While India is implement-
ing several new projects in
Jammu and Kashmir to
meet the demands of the
post-Covid economy, PoK
on the other hand has suf-
fered many budgetary cuts
with the government fa-
vouring corrupt politi-

tory and using the land to
fulfil its own ambitions.
PoK has been under Pa-
kistan’s control for over
seven decades and is now
incrementallyfallingunder
China’s sphere of influ-
ence; India must carefully
evolve a prudent strategy
on PoK that could material-
ise into territorial claim on
theregionjustastherestof
the Jammu and Kashmir.
India needs to cogently
argueoutitspositiononPoK
byputtingoutacomprehen-
sive proclamation based on
documents like The Instru-
ment of Accession.
The Constitution of
Jammu and Kashmir car-
ries a provision of 24 seats
in the state’s legislative as-
sembly for representatives
from PoK so why not a re-
think on allocating seats
for PoK in the Lok Sabha.
The Indian government
needs to address near com-
plete apathy of the Indian
media with respect to de-
velopments in PoK and
counter Pakistani media’s
obsession with Kashmir
with appropriate Indian
rebuttals. Exposing the
militant training camps in
PoK and diminishing the
malicious propaganda and
subversive activities un-
leashed by Pakistan.
In addition to the exist-
ing routes, India needs to
consciously insist on open-
ing up more points across
the LoC for movement of
people and goods, especial-
lytheKargil-Skarduroute.
Encouraging construc-
tive engagement between
PoK driven think-tanks,
academics and communi-
ties with those in India
will lead to cross-fertiliza-
tion of ideas and forge
partnership on significant
issues of mutual interest.
Chinese presence in PoK
and Gilgit-Baltistan fur-
ther limits India’s options
in Kashmir. The presence
of PLA soldiers in PoK will
deny Indian military the
comfort window in a two-
front war strategy propa-
gated by Pakistan. Worse,
once hostilities stop, China
will emerge as a more pow-
erful stakeholder for Kash-
mir resolution.
WAY FORWARD
Whilemeasurestodealwith
discontent within Kashmir
have been initiated, there is
a need for more innovative
measures to undercut Paki-
stan’s gross indulgence in
fanning the issue.
A robust and coherent
approach to reshape the
domestic as well as exter-
nal discourses on PoK to
pursue Indian claims in a
firm and consistent man-
ner. Indian agenda must
focus on empowerment
and Self-Rule political
package challenging Paki-
stan’s locus standi on in-
troducing changes in a
contested region of Gilgit
and Baltistan where peo-
ple have been denied their
basic political rights.
NeedtoexploitChinaPa-
kistan Economic Corridor
(CPEC) placed under Chi-
na’s Belt and Road Initia-
tive (BRI) by India by siting
the principle of territorial
sovereignty and integrity
to stake its claim on PoK
and this position was re-
scinded by Prime Minister
Narendra Modi’s reference
to the territory during his
Independence Day address
in August 2016.
There is greater need
than ever before to retrieve
the subject of PoK from
the backburner and bring
it head on during strategic
discussions and policy for-
mulations. The Instru-
ment of Accession, signed
in India’s favour by the

India home to 18 of 20 cities with highest rise in PM 2.5
New Delhi (PTI): In-
dia is home to 18 of the
20 cities with the most
severe increase in fine
particle pollutants (PM
2.5) from 2010 to 2019,
according to a compre-
hensive and detailed
analysis of air pollu-
tion and global health
effects for over 7,000
cities released on
Wednesday
.
The new report also
shows that Delhi has
highest average fine
PM 2.5 among world’s
most populated cities.It
was published by the
US-based research or-
ganisation Health Ef-
fects Institute (HEI) on
Wednesday
.  The report
‘
Air Quality and Health
in Cities’, used data
from 2010 to 2019 and
focused on two of the
most harmful pollut-
ants -- fine particulate
matter (PM2.5) and ni-
trogen dioxide (NO2).
It combined ground-
based air quality data
with satellites and mod-
els to produce air qual-
ity estimates for cities
around the world. “Of
7,239 cities, India is
home to 18 of the 20 cit-
ies with the most severe
increaseinPM2.5pollu-
tion from 2010 to 2019.
The other two cities are
in Indonesia,” the au-
thors of the study said.
“Of 50 cities with
most severe increase in
PM2.5, 41 are in India
and 9 in Indonesia. On
the other hand, of the
20 cities with the great-
est decrease in PM2.5
pollution from 2010 to
2019, all are in China,”
they said. India and In-
donesia have seen the
most severe increase in
PM2.5 pollution, where-
as China has seen the
greatestimprovements.
1.7 million deaths
linked to PM 2.5
The authors noted
that in 2019, 1.7 million
deaths linked to PM2.5
exposure occurred in
the 7,239 cities included
in the analysis, with cit-
ies in Asia, Africa, and
Eastern and Central
Europe seeing the
greatest health im-
pacts. They zoomed in
to the most populous
cities in each region
i.E. A subset of 103 cit-
ies across 21 regions.
Among the most popu-
lous cities in each re-
gion, Delhi and Kolka-
ta featured in top 10

related disease burden
in 2019.

India double dosing citizens, produced Covid vax even during lockdown: Sitharaman
New Delhi (PTI): Fi-

Wednesday said nearly
60% of all the vaccines
used in the world are
produced in India and
over the decades, the
country has made re-
markable contribution
to vaccinating the
world. India today is
double dosing every
citizen and produced
Covid-19 vaccines even
during the lockdown pe-

contribute to world vac-
cination. “Over the dec-
ades India has made
remarkable contribu-
tion. Nearly 60 per cent
of all the vaccines
which are used in the
world are produced in
India. India has singu-

make to the world in
terms of vaccination
and that which is being
produced and supplied
to the entire world,” Si-

She said that is not
easy to produce and ex-
ecute COVID vaccina-
tion at that scale. India
crossed 200 crore Covid
vaccinations in a time-
bound manner. So far,
208.57 crore doses have
been administered.

Mumbai (PTI): The rupee gained 29 paise to settle at 79.45
(provisional) against the US dollar on Wednesday as heavy
buying in domestic equities and persistent

supported the domestic unit, forex traders
said. At the interbank forex market, the local
unit opened strong at 79.32 against the
greenback and witnessed an intra-day high
of 79.26 and a low of 79.48. It finally ended

Russian oil, but they have
accepted it as New Delhi
has not been defensive
about its stand but made
them realise that the gov-
ernment had the moral
duty to ensure that the
people got the best deal,
External Affairs Minister
S Jaishankar has said.
Jaishankar defended In-
dia's decision to buy dis-
counted Russian oil amid
Moscow's ongoing war
with Ukraine, saying many
suppliers of India have di-
verted their supplies to Eu-
rope, which is buying less
oil from Russia.
Oil prices are unreason-
ably high and so are the
gas prices. A lot of tradi-
tional suppliers to Asia are
diverting to Europe be-
cause Europe is buying less
oil from Russia, he said.
It is a situation today
where every country will
try to get the best deal pos-
sible for its citizens, to try
to cushion the impact of
these high energy prices.
And that is exactly what we
are doing, Jaishankar said
in response to a question.
He said India is not do-
ing it in a defensive way.
We are being very open
and honest about our inter-
ests. I have a country that
has a per capita income of
two thousand dollars.
These are not people who
can afford higher energy
prices, Jaishankar said.
He said it was the gov-

killed after a vehicle
hit his car on the

The probe was or-
dered following the
demand by Mete’s
wife Jyoti that the
government must in-
quire into what tran-
spired in the final two
hours before Mete’s
car met with an acci-
dent on August 14 at
around 5 am.
The CCTV footage
of Khalapur toll
naka, the final toll
plaza when going to-
wards Mumbai
showed Mete’s white
car crossing the toll
at 4.52 am. Around 12
minutes later, it met
with an accident.
Meanwhile, Mete’s
nephew Balasaheb
Chavan has also de-
manded a probe into
the movements of the
late leader’s driver, as
he has changed his
statement to the po-
lice, about what tran-
spired before the ac-
cident. He alleged
that when he called
Mete’s driver, he did
not reveal the loca-
tion of the car that
morning.
Activists of Mete’s
organization, who
played a role in galva-
nizing support for
Maratha reservation,
had also threatened
to launch a protest if
the government
failed to order an in-
vestigation.
Cops are also look-

Move comes

MAHENG/2022/14652 l Vol 1 l Issue No. 103 Azad Maidan’s sharmindagi, when women’s dignity died Renni Abraham Mumbai: Sheer lack of political will in Ma- harashtra by succes- sive governments has ensured the death of dignity of woman po- lice constables molest- ed a decade ago on Au- gust 11, 2012, at Mum- bai’s iconic Azad Maidan. Ten years on, the trial for the heinous offence at the pre- planned riot has not commenced before the Sessions Court of Mumbai yet. While the perpetrators roam freely on bail, many of the women police con- stables felt the shame too much to bear and resigned. It has been a decade of decadence of the legal process initiated to prosecute 60-odd ac- cused identified for the incident including the desecration of the Amar Jawan memori- al and outraging the modesty of these po- licewomen. They re- portedly ripped off their police uniforms and perpetrated more such shameful acts too graphic to be carried in the dark of print. Advocate Virendra Ichalkaranjikar, who had moved the Bom- bay High Court seek- ing compensatory damages for the huge public property loss by the vandalizing mob, recently received response on the case under Right to Infor- mation (RTI). “Originally, an as- sessment of Rs2.75 crore was made re- garding the damage to public and private property after the mob went on a ram- page. Subsequently, the district magis- trate calculated the losses for seeking compensation from the Raza Academy and other organizers of the public meeting. Turn to P5 A decade after the riot, women constables who were brutally molested by a mob at Mumbai’s iconic ground are still awaiting justice AZAD MAIDAN RIOT Wikipedia quite simply describes the incident of the Azad Maidan riots as thus: “Azad Maidan Riot refers to a riot by Indian muslims, organized at Azad Maidan on 11 August, 2012 to condemn the Rakh- ine riots. It started out as a protest and later turned into a riot. It reportedly began as the crowd got an- gry either after hearing an inflammatory speech or after seeing photographs of Rakhine state riots. The incident resulted in two deaths and injuries to 63 people, including 58 police officers. Mumbai Police estimated that the riots caused a loss of `2.74 crore in damages to public and private property.” A man vandalizing the Amar Jawan memorial during the 2012 Azad Maidan riots. —FILE PHOTO New Delhi (ANI): Ni- tin Gadkari and Shivraj Singh Chouhan were dropped from BJP’s highest decision-mak- ing body on Wednesday, while former chief min- isters BS Yediyurappa Sarbananda Sonowal were included in list. Fadnavis and K Lax- man are the two crucial inclusions on the list, hinting at a promotion for the leaders. While BJP OBC Morcha na- tional president Lax- man has been trying to gain grounds in Telan- gana, Fadnavis played a major role in forging an alliance with Shinde camp that led to top- pling of Uddhav govt. “People like BSY, SN Jatia, K Laxman have given their lives to the party, building it brick by brick, ” sources said. Critics said it was against the Centre’s earlier claims that the Rohingya Mus- lims were not refugees but illegal immigrants and that the Kashmiri Pandits and Hindus from Pakistan living as refugees in the national capital should have been given priority in allotment of flats. Hours after Union Housing and Urban Af- fairs Minister Hardeep Puri said Wednesday that all Rohingya refu- gees would be shifted to EWS flats in Delhi’s Bakkarwala, the office of HM Shah issued a statement denying any such move by Centre. MHA has directed Delhi govt to ensure that the Rohingyas will contin- ue at present location and taken up the matter of their deportation, the HM’s office said. Membersof thestate Legislative Assembly and Legislative Coun- cilfromtheNationalist Congress Party (NCP), Indian National Con- gress (INC) and their allies—led by the Lead- er of Opposition Ajit Pawar—shouted slo- gans against the cur- rent government over farmers’ issues. He even glossed over alleged overtures from former MPs and MLAs belonging to alliance partners in the previous Maha Vikas Aghadi (MVA) government. “We are sure of the political roadmap, which included prop- ping up youthful leaders to take on veteran rebel Sena MLAs like Sandi- pan Bhumre (Employ- ment Guarantee and Horticulture Minister), who was made MLA from Paithan district in 1995.Thisresultedinhis contemporaries being edged out in the region, while youth leaders like Manoj Pere will now take on a senior cabinet minister in the Eknath Shinde cabinet, come Assembly polls,” said Danve. Former MPs and MLAs belonging to the Con- gress and NCP parties are now approaching us for tickets for whenever the next general elec- tions and state assembly polls will be held.” The recent tour by scion of the Thackeray family, Aaditya Thack- eray, was immensely successful, said the LOP intheupperhouseatthe Vidhan Bhavan. He added, “This was followed by the road- shows by Chief Minis- terEknathShindeinthe same regions, prior to which, the administra- tion strategically resort- ed to issuing notices to Sena activists asking them to leave the dis- trict that coincided with the CM’s visit. We will not be cowed down by suchtacticsandrespond in true Shiv Sena style.” Danve introduced Manoj Pere, district president of Shiv Sena from Paithan on the sidelines of the ongoing Monsoon Session of the state legislature. Pere said, “Even in the recent Gram Pan- chayat elections of sev- en-odd villages in Pai- than, it is apparent that Uddhav Thackeray-led Shiv Sena has won out- rightly in three GPs. It was also able to elect three to four members in the remaining four GPs alongside alliance partners, the NCP and Congress.” The leader insisted that the results of 271 GP elections, that were held recently, were no indicator of true politi- cal representation. “In most cases even two or three candidates from the same political formation were found to be contesting against each other at the village level elections,” he said. Pere, however, exud- ed confidence over the Sena’s prospects, even if they (polls) were held in 2024 when the tenure of the current dispensa- tion naturally comes to an end, irrespective of the scale of develop- ment works carried out by the Eknath Shinde led government. The Mumbai Munici- pal Corporation and Ma- harashtra Municipal Corporations (Amend- ment) Act 2022 bill was tabled by Chief Minister EknathShinde, whoalso holds the portfolio of state’s urban develop- ment department. The original number of BMC councillors was increased to 236 by the previous Maha Vikas Aghadi (MVA) govern- ment, where Uddhav Thackeray was the chief minister. Earlier this month, the Shinde- Fadnavis government reversed the MVA gov- ernment’s decision. The previous govern- ment had also approved the redrawing of wards in Mumbai—a move that drew flak from the Bharatiya Janata Party (BJP), then in opposi- tion, as well as the MVA member Indian Nation- al Congress (INC). The BJP and Con- gress, both, had accused the Shiv Sena of misus- ing its powers to redraw the wards to benefit the Uddhav Thackeray-led party in the upcoming civic polls. The BJP has wanted to capture the BMC, which was gov- erned by the Shiv Sena for over two decades, since their alliance fell apart in November 2019. In the 2017 elections, for the first time, the BJP won 82 seats, against the 84 seats of the Shiv Sena in the 227-member civic body . Thackeray also took a jibe at the recent cabi- net expansion, by say- ing, “The new ministe- rial team did not want to hear any of the voic- es—be it Mumbai or of women or of Independ- ent MLAs.” Chief Minister Eknath Shinde expand- ed his cabinet of minis- ters last week, inducting nine MLAs each from his own Shiv Sena rebel faction and the Bharati- ya Janata Party (BJP), which is supporting his government. No woman legislator or Independ- ent leader was inducted into the 20-member cabi- net. The first 14 to 15 MLAs who aligned with Shindewhenherevolted against the Shiv Sena leadership in June also didnotfindaplaceinthe cabinet. “So there is no place for loyalty ,” said Thackeray , a minister in the previous govern- ment, outside the Vid- han Bhavan in Mumbai. “Everyonenowknows whotherealchief minis- ter is,” he said in an ap- parent reference to Fad- navis, who holds home, finance and a host of other key portfolios. After the portfolios were allotted, the Shiv Sena faction led by par- ty president Uddhav Thackeray had criti- cized the Shinde gov- ernment, saying crucial portfolios were allocat- ed to the BJP. “Independents have not got any place. In a united chorus, Shinde’s MLAs had al- leged that their former alliance partner in the government,theNation- alist Congress Party (NCP) had starved them of funds for develop- mental works in their constituencies, forcing their hand in rebellion to leave the Maha Vikas Aghadi(MVA)coalition. The Constitution of Jammu and Kashmir car- ries a provision of 24 seats in the state’s legislative as- sembly for representatives from PoK so why not a re- think on allocating seats for PoK in the Lok Sabha.  The Indian government needs to address near com- plete apathy of the Indian media with respect to de- velopments in PoK and counter Pakistani media’s obsession with Kashmir with appropriate Indian rebuttals. Former Deputy Chief Minister Sushil Modi CONGRESS CRISIS Ghulam Nabi Azad —PHOTO BY PTI New Delhi: A day after the Bihar ministers were assigned portfolios and RJD MP Kartikeya Singh took oath as the state’s new law minister, BJP slammed the Nitish Kumar-led state govt over Singh’s induction and demanded to sack the minister on immediate basis. Only government or- gans such as the police department, fire bri- gade, BEST came for- ward and enumerated their losses for burnt down buses, police vans, among others. However, news media organiza- tions including televi- sion channels, whose OB vans were torched, strangely did not come forward,” he said. A net result of this surprising volte-face by the ‘silent’ media hous- es resulted in the dis- trictmagistratecomput- ing the loss of property at just over Rs36 lakh. And yet, the voices of protest from the new po- lice recruits—who suf- fered molestation dur- ing the incident—was simply forgotten. Most of them belonged to the Schedule Caste (SC), Other Backward Class (OBC) and poor agricul- turist families that did not wield influence nor had the financial means to take the issue to its logical legal end. The lackadaisical ap- proach to the case, where trial is yet to com- mence, finds a near identical reflection in another similar case re- ported in Bhiwandi in 2006 when a similarly charged mob of people torched down a police van with two personnel trapped inside. Their charred re- mains were the only evi- dence of what tran- spired. “In 2015, persons connected with the same Raza Academy were acquitted over lack of evidence,” said Ichalkaranjikar, adding, that “it was a lack of proper prosecution or the will to do so, if you ask me.” Fadnavis... certain IPS officers in Maharashtra (particu- larly in Mumbai city) that had tarnished the image of the state and hinted at an imminent overhaul. During his earlier stint as Maharashtra chief minister, the Na- tional Investigation Agency (NIA) had de- puted Padsalgikar (then in NIA) as Mumbai city’s police chief. Padsalgikar was tasked with cleaning up the Mumbai police de- partment particularly, to weed out “rotten ap- ples in the police admin- istration” starting at the top. It may be re- called that such IPS offi- cers including dis- graced former Police Commissioner Param Bir Singh, Venkatesh- am, Bipin Bihari and many more IPS officers were shunted out of the city in Padsalgikar’s wake. Fadnavis also lament- ed that the previous MVA government in Maharashtra had un- done all the conscien- tious work undertaken earlier to clean up the police department by re- habilitating police offi- cers like former Mum- bai Police Commission- er Sanjay Pandey, who indulged in corruption. The leader, who headed the Maratha outfit ‘Shiv Sangram Sangathana’, was killed after a vehicle hit his car on the Mumbai-Pune Ex- pressway on Sunday last. The probe was or- dered following the demand by Mete’s wife Jyoti that the government must in- quire into what tran- spired in the final two hours before Mete’s car met with an acci- dent on August 14 at around 5 am. The CCTV footage of Khalapur toll naka, the final toll plaza when going to- wards Mumbai showed Mete’s white car crossing the toll at 4.52 am. Around 12 minutes later, it met with an accident. Meanwhile, Mete’s nephew Balasaheb Chavan has also de- manded a probe into the movements of the late leader’s driver, as he has changed his statement to the po- lice, about what tran- spired before the ac- cident. He alleged that when he called Mete’s driver, he did not reveal the loca- tion of the car that morning. Activists of Mete’s organization, who played a role in galva- nizing support for Maratha reservation, had also threatened to launch a protest if the government failed to order an in- vestigation. Cops are also look- ing for a car that tailed Mete’s vehicle a few days ago. Move comes after demand from the late leader’s wife Jyoti and activists of his Maratha outfit Vinayak Mete was killed in an accident on Mumbai- Pune Expressway on Aug 14.
