lander and took its first “walk on the moon” on Thurs-
day, ISRO said that historic C-3 Mission was running

The file has been
moved to the finance de-
partment and after the
permission, offices will

na, and Sanchore which
will provide ease to peo-
ple in works related to
the transport department.

driving licences, and reg-

fices and people will not
be required to travel long
distances for such works.
With the opening of

tricts, 100 new posts will

party at the Centre and as
the opposition party in
Rajasthan, former deputy
chief minister and Con-
gress leader Sachin Pilot
said on Thursday. Pilot
exuded confidence that
the trend of power being
alternated between the
BJPand the Congress will
break this time, and his
party will retain power.
Pilot said the BJPgot a
huge mandate twice in
the 2014 and 2019 Lok
Sabha elections but did
not do any good to the
voters. The Congress
leader said the upcoming
assembly elections in Ra-
jasthan, Madhya Pradesh,
Chhattisgarh and Telan-
gana will have a huge
impact on the results of
the 2024 Lok Sabha polls.
“The BJP government
has been ruling at the
Centre for nine years.
People voted for the par-
ty and gave full majority
twice but they were
cheated by the party. Af-
ter taking votes from
every class, the govern-
ment only gave pain and
sorrow,” he said.
He also said the Central
government brought three
‘black’ farm laws, which
were withdrawn after a
large number of farmers
staged protests in Delhi.

stating that in the 2014 LS
elections, 36% of Dalit votes were garnered by the BJP

rose to 39% in the 2019 LS polls. At a press conference,
Meghwal highlighted that PM’s initiatives is aimed at

to the environment

Thursday ordered that
elections of All Bar As-
sociations of the State
will be held on 8 Decem-
ber. The court said that in
the future, elections will
be held simultaneously in
all bar associations in the
state on the second Fri-
day of every December.
The court said in its or-
der that to implement the
principle of One Bar One
Vote in Rajasthan, it is
necessary that all the Bar
Associations of the State,
whether it is the HC, sub-
ordinate court, or Tribu-
nal, elections should be
held on the same day.The
hearing took place in the
High Court today follow-
ing which the division

shot Dausa police consta-
ble Prahlad Singh in his
head, was injured during

lice. Jat was brought to

Nepal Bus Tragedy:
Driver, cleaner held
by local authoritiy

driver driver and 2 clean-
ers were detianed by Ne-
pal police as six people
were killed and 12 others
including two children
were injured when a bus
in which they were travel-
ling overturned and fell at
a river bed near Churia-
maiinNepal. Thevictims
were from Mahukalan
village in Gangapur City.
They were returning
from Pashupatinath tem-
ple when the driver of the
bus lost control over it
and the bus overturned
and fell at a river bed late
on Wednesday night. Six
passengers lost their lives,
including two elderly
couples and two women.
At the same time, twelve
peopleincludingtwochil-
dren were injured in the
mishap. The accident sur-
vivor Anil said he sud-
denly woke up when the
bus was being driven in a
rash manner. Before the
driver could control the
bus, it fell at the riverbed.
The injured are being
treated at local hospitals.
The deceased were
identified as Vaijayanti
Devi (67), Satyavati (66),
Bahadur Singh (62), his
wife Meera Devi (60),
and Rajendra (66) along
with his wife Srikanta
Devi (58).
After the accident, officials of Nepal govt reached to meet the
injured people in the hospital at Kathmandu on Thursday.
Three cousins
drown while
taking bath in

Three brothers died by
drowning in Balotra dis-
trict. Incident took place
on Thursday noon under
the Sindhary police sta-
tion area.
On getting informed
police reached at the spot
and a rescue operation
was launched but the trio
could not be saved. Po-
lice said that after a three
hours long rescue opera-
tion, their bodies were
recovered. Police had
kept the bodies in the
mortuary of the govern-
ment hospital in Sind-
hary. Surendra Kumar,
Station house officer at
Sindhary confirmed the
report.
Police identified the
deceased as Rahul Ku-
mar (15), Vikash Kumar
(16) and Mahendra Ku-
mar (15), all residents of
Paylakallan village. Ac-
cording to the police, the
trio belonged to the same
family and were cousins
in relation.
Police said that the trio
drowned in Luni river.

Minor attempts suicide as BF betrays her

tempted suicide by jump-
ing from the roof in the
Kardani area after being
betrayed by her boy-
friend, police said. Police
informed the accused is a
native of Bihar, came in
contact with the girl
through Instagram with a
fake name and religion.
“The girl met the boy in
Delhi where she was mo-
lested by the accused.
However, the accused
was caught and thrashed
by the people. When the
victim came to know
about the real identity of
the accused, she attempt-
ed suicide by jumping
from the roof. She was
injured and had been ad-
mitted to a private hospi-
tal. An FIR was filed un-
der provisions of the Pro-
tection Of Children from
Sexual Offences Act
(POCSO) Act and the ac-
cused has been arrested,”
police said.
MINOR GIRL MOLESTED BY FATHER IN PALI
Pali: A 13-year-old minor was allegedly molested
by her father in Pali, police said. Police informed
the accused, who is a teacher in a private school,
has been arrested and is being interrogated. “The inci-
dent took place when victim’s mother had gone outside
for labour work around 20 days ago. Finding girl alone,
the accused made the girl watch obscene videos and
then molested her. Later, the girl narrated ordeal to her
mother. The accused has been sent to jail,” police said.

MUNESH TERMS IT ‘POLITICAL CONSPIRACY’
On Wednesday, the High Court stayed her
suspension stating that without conducting a
preliminary inquiry, the suspension order could
not have been passed. She had termed her suspen-
sion a “political conspiracy” against her and her family.
The mayor’s husband, Sushil Gurjar, and two alleged
middlemen — Narayan Singh and Anil Dubey — were
arrested by the Anti-Corruption Bureau on August 4
night for allegedly taking a bribe of Rs 2 lakh in lieu of
issuing a land lease.

imachal Pradesh has been at the receiving
end of monsoon fury. Last week’s landslides
in Shimla and Mandi areas saw the collapse
of several houses in which about 60 people lost their
lives. Another round of landslides on Thursday, this
time in Kullu, saw the collapse of seven buildings of
which three were commercial and four residential.
Lives were saved this time as the administration had
got these buildings vacated with prior warning. So
far over 2000 houses are reported to have been dam-
aged in the incessant rains, cloudbursts and over 100
landslides. And the troubles are unlikely to subside
soon as the IMD has predicted heavy rains over the
next two days.
Extensive loss of lives and property could be avoid-
ed in Kullu because the administration was alert and
forewarned the occupants of dangerous buildings. Not
allowing reckless construction on the hills would be
a more effective way in dealing with the mountains
which clearly bear the human load any longer.

ontinued celebrations to mark Vikram lunar
spacecraft’s perfect landing precisely at 6.04
pm near the lunar South Pole is perfectly in
order. The failure of an earlier mission did not daunt
the ISRO scientists who learnt important lessons
from failure to accomplish a touchdown which has
become the envy of developed nations. The historical
event happened when Prime Minister Narendra Modi
was in Johannesburg to attend the BRICS summit
which was also attended by China’s Xi Jinping who
joined other leaders in applauding India’s feat.
Apart from being the first to reach the lunar south-
ern pole, keeping the
Chandrayaan-3 cost
low at around $75
million is also no
mean an achieve-
ment of ISRO. To put
the cost in perspec-
tive, Tom Cruise’s
recent blockbuster
Mission Impossible-
--Dead Reckoning
Part One cost $290
million. It has made
the space-going na-
tions sit up.
This was made
possible by the total
indigenization of the
technology used in
the launch vehicle,
lander module
Vikram and the rover
Pragyaan. This has
raised the prestige of
ISRO scientists in
the eyes of Indians
and the world. There’s renewed faith in ISRO’s ca-
pabilities for future space journeys beginning with
the Aditya L1 mission and Gaganyaan.
The stupendous success of Chandrayaan- 3 has re-
ignited global interest in moon exploration. Whether
it is NASA or the European Space Agency, they will
be eagerly awaiting data transmitted by the sophisti-
cated equipment on the Indian spacecraft. NASAand
ISRO are part of theArtemisAccords on space explo-
ration and are working on human space flight coop-
eration. A joint mission is scheduled for 2024.

physics can
be important
without af-
fecting anyone’s daily life.
But there has been some
recent speculation that goes
to the very heart of human
existence. The speculation
revolves around the propo-
sition that the universe
might have a memory.
There is talk about very
technical things like gravi-
tational memory and black
hole memory that seem far
removed from daily life.
Human interest enters,
however, when you think
about the possibility that
we live in a conscious uni-
verse. Memory, after all, is
part of being conscious.
But both are invisible and
impossible to measure.
You might think that cos-
mic memory is “dark,”
meaningthatitisoutofsight
but hugely powerful, never-
theless.Thediscoveryofso-
called dark matter and dark
energy caused the standard
model of the universe to im-
plode.The very existence of
stars and galaxies might de-
pend on dark matter and en-
ergy, yet both are invisible
and impossible to measure
directly—they are both
knowable by what they do
(such as causing galaxies to
accelerate away from each
other in deep space).
What if cosmic memory
is not only dark but just as
powerful? This isn’t fanci-
ful, mystical, or New Age
thinking. In each of us,
consciousness is known
subjectively. “I know that
I am conscious” is so obvi-
ous it doesn’t need to be
stated. Of course we talk
about our minds all the
time—it’s a crucial part of
being human. But to a sci-
entist, consciousness isn’t
real until brain functions,
which can be measured on
a scan, prove that mental
activity is taking place.
So what kind of activity
makes it plausible that the
universeremembersthings?
Specifically, how can we
know if it remembers hu-
man beings? There are sev-
eral enticing clues.
z EVOLUTION: The fact that
the universe evolved to pro-
duce life on Earth seems pur-
poseful. This notion has even
given rise to the “anthropic
principle,” which says that the
universe we see and know is
to perfectly set up to produce
life on Earth and human DNA
(our DNA is the single most
complex thing known in crea-
tion). Somehow, the universe
remembered what it was
aiming at for 9 billion years
before the Earth began to
coalesce as an infant planet.
z SPECIES: Once evolution
began on Earth, creatures
evolved as if with a goal in
mind. The most primitive an-
cestor of the horse, for exam-
ple, was a small mammal with
no resemblance to a modern
horse, yet step by step the
modern horse evolved exhib-
iting thousands of character-
istics that make it a horse.
How could they all combine
through the pure chance of
random genetic mutations?
Every species we see has
become specifically what it is
through intricate, specialized
genetic templates.
z HUMAN DIFFERENCE:
Modern Homo sapiens has
been around for 100,000
years, yet in only 30,000 years
did Asians look like Asians,
Africans like Africans, Europe-
ans like Europeans. That’s less
than 1% of the time it takes
for animal species to become
so specific. Random selection
seems inadequate to describe
this hyper-speed evolution.
Psychological choices is just
as unlikely. If mutations are as
random as Darwinian theory
insists, then only one Asian-
looking, African-looking or
European-looking baby would
be born in 10,000 or more. Do
we really believe that out of
10,000 babies, a society picked
the one that was different to be
the model for the entire race?
z THE INCREDIBLY USEFUL
BRAIN: The brain of Homo
sapiens is human because of
the development of the higher
brain, or cerebrum. Thanks
to the higher brain, every
aspect of civilization, includ-
ing art, music, law, science,
technology, and mathemat-
ics were made possible. Yet
the first Homo sapiens used
their brains for none of these
things. So why did the higher
brain appear at least 70 to
80,000 years before civiliza-
tion advanced on the scene?
z PREDISPOSITIONS: Every
mother sees the nascent
personality of a child early on,
usually before age one. By
age five some children inexpli-
cably become child prodigies
at music or math. No one can
explain how predispositions
arise. Genetics is the default
explanation, but when you
were born, your genes exhib-
ited 100,000 differences from
your parents’ genes. These
are supposed to be random
mutations, yet somehow a
child who can play the violin
at a professional level at age
six needs an advanced brain,
motor coordination, musical
pitch, and musical talent that
defy explanation by pointing
to genes, which after all are
basically maps for making
proteins. Was Mozart a lucky
combination of proteins?
z REINCARNATION: Child
prodigies are about as far as
science is willing to go when it
comes to unusual and extreme
predispositions. But Eastern
spiritual traditions and certain
passages in the Hebrew
Bible and the New Testament
testify to a belief in reincarna-
tion. Some children, typically
between the age of five and
eight, can remember their past
lives. Over 2500 such cases
have been strictly and carefully
documented. Are we to believe
that this is a genetic trait? Such
children can take researchers
to the place where they lived in
a past life, and almost all can
visualize how they died.
z KARMA: The doctrine of
karma is a doctrine of cause-
and-effect, a mechanistic
scheme of “As you sow, so
shall you reap.” For this to
work out, some actions are not
linked to their consequences
until the next lifetime, which of
course is totally unacceptable
to modern Western science.
Yet without accepting or
denying the doctrine of karma,
what’s intriguing is that only an
invisible form of memory could
keep track of the actions being
taken at any given moment.
Could all of these phe-
nomena, taken altogether,
point to “dark” memory in
theuniverse?Amainstream
scientist would flatly say
no, which involves coming
up with better explanations
that so far are totally lack-
ing. The usual attitude is
simply to ignore the whole
business.
But a single explanation
already exists for every-
thing just mentioned. It is
ChitAkash, a Sanskrit term
for the “consciousness
space” where dark memory
is mingled with all other
aspects of mind. After all,
we can’t even explain what
a thought is, where it comes
from, or what the next
thought will be. ChitAkash
is creative. It prime pur-
pose is to oversee the evo-
lution of mind. On this path
Chit Akash remembers the
collective traits that make
us most human—love,
compassion, empathy, in-
sight, intuition, discovery,
self-awareness, and per-
sonal growth. No one in-
vented those things. They
are innate in us, thanks to
dark memory.
As always, there is much
more to say on the subject,
but the takeaway is that we
need a modern version of
Chit Akash that allows for
dark memory in such a
way that it suits our mod-
ern worldview. The first
step is to look at every-
thing that needs explain-
ing. Only then can possible
answers be weighed.

gramme organised at Lok
Bhawan to distribute
loans to 11,000 benefi-
ciaries under the PM
SVANidhi and Self-Help
Group Loan Scheme,
Yogi said that 15 lakh
street vendors are cur-
rently benefiting from
the scheme in UP alone.
During this event, he
also handed over loan
cheques to nearly a dozen
street vendors and wom-
en from self-help groups.
He said that PM Modi
has linked street vendors
with banks and provided
interest-free loans for
them. “As a result of the
scheme, the street ven-
dors are getting loans in
three instalments of Rs
10,000, Rs 20,000 and Rs
50,000 respectively un-
der the PM SVANidhi
scheme to make them
self-reliant,” the Uttar
Pradesh CM said.

“The 54th Network
Planning Group (NPG)
meeting chaired by Spe-
cial Secretary, Logistics,
Department for Promo-
tion of Industry and In-
ternal Trade (DPIIT),
Sumita Dawra was held
yesterday in New Delhi.
During the meeting, two
projects of the Ministry
of Road Transport and
Highways and two pro-
jects of the Ministry of
Railways with a total cost
of Rs 7, 693.17 cr were
assessed,” the ministry of
commerce  industry
said. Dawra stressed the
importance of utilising
the GatiShakti National
Master Plan portal and
adopting the ‘whole of
government’ approach
for infrastructure plan-
ning and execution. She
emphasized upon the
critical importance of the
projects in terms of con-
nectivity to economic

were declared unsafe fol-
lowing recent rains col-
lapsed in Anni area of
Himachal Pradesh’s Kul-
lu district on Thursday,
throwing up large clouds
of dust and debris. There
were no casualties.The

five days ago, Sub Divi-

presidential hopeful Vivek Ramas-
wamy was one of the main stars of
the first Republican primary debate of the
2024 election cycle today. In the absence
of former US President Donald Trump, who
skipped the event, eight Republican candi-
dates faced off for two hours in Milwaukee,
Wisconsin. Ramaswamy garnered a lot of
attention, particularly for his comments.
Describing the Republican presi-
dential candidates as “extremists”,
Vice President Kamala Harris has
said the participants at the party’s maiden
primary debate laid out an agenda that
makes the country less fair, less free and
less safe. “No one on stage ‘won’ tonight’s
debate. Instead, the American people
heard how much they stand to lose from an
extremist agenda,” Harris said.

agreed to pay a $200,000

(US) on resolving eco-
nomic and trade issues
when its commerce sec-
retary, Gina Raimondo,
visits next week, China’s

names of those candi-
dates will be announced
in A category where
there is no dispute.
These will include
those seats too on which
Congress has lost elec-
tions 3-4 times. Con-
gress will soon declare its
candidates on seats so

enough time to contest

four AICC coordinators for
the Rajasthan Assembly
polls later this year. Con-

as AICC coordinators for

But there has been some recent speculation that goes to the very heart of human existence. The speculation revolves around the propo- sition that the universe might have a memory. There is talk about very technical things like gravi- tational memory and black hole memory that seem far removed from daily life. Human interest enters, however, when you think about the possibility that we live in a conscious uni- verse. Memory, after all, is part of being conscious. But both are invisible and impossible to measure. You might think that cos- mic memory is “dark,” meaningthatitisoutofsight but hugely powerful, never- theless.Thediscoveryofso- called dark matter and dark energy caused the standard model of the universe to im- plode.The very existence of stars and galaxies might de- pend on dark matter and en- ergy, yet both are invisible and impossible to measure directly—they are both knowable by what they do (such as causing galaxies to accelerate away from each other in deep space). What if cosmic memory is not only dark but just as powerful? This isn’t fanci- ful, mystical, or New Age thinking. In each of us, consciousness is known subjectively. “I know that I am conscious” is so obvi- ous it doesn’t need to be stated. Of course we talk about our minds all the time—it’s a crucial part of being human. But to a sci- entist, consciousness isn’t real until brain functions, which can be measured on a scan, prove that mental activity is taking place. So what kind of activity makes it plausible that the universeremembersthings? Specifically, how can we know if it remembers hu- man beings? There are sev- eral enticing clues. z EVOLUTION: The fact that the universe evolved to pro- duce life on Earth seems pur- poseful. This notion has even given rise to the “anthropic principle,” which says that the universe we see and know is to perfectly set up to produce life on Earth and human DNA (our DNA is the single most complex thing known in crea- tion). Somehow, the universe remembered what it was aiming at for 9 billion years before the Earth began to coalesce as an infant planet. z SPECIES: Once evolution began on Earth, creatures evolved as if with a goal in mind. The most primitive an- cestor of the horse, for exam- ple, was a small mammal with no resemblance to a modern horse, yet step by step the modern horse evolved exhib- iting thousands of character- istics that make it a horse. How could they all combine through the pure chance of random genetic mutations? Every species we see has become specifically what it is through intricate, specialized genetic templates. z HUMAN DIFFERENCE: Modern Homo sapiens has been around for 100,000 years, yet in only 30,000 years did Asians look like Asians, Africans like Africans, Europe- ans like Europeans. That’s less than 1% of the time it takes for animal species to become so specific. Random selection seems inadequate to describe this hyper-speed evolution. Psychological choices is just as unlikely. If mutations are as random as Darwinian theory insists, then only one Asian- looking, African-looking or European-looking baby would be born in 10,000 or more. Do we really believe that out of 10,000 babies, a society picked the one that was different to be the model for the entire race? z THE INCREDIBLY USEFUL BRAIN: The brain of Homo sapiens is human because of the development of the higher brain, or cerebrum. Thanks to the higher brain, every aspect of civilization, includ- ing art, music, law, science, technology, and mathemat- ics were made possible. Yet the first Homo sapiens used their brains for none of these things. So why did the higher brain appear at least 70 to 80,000 years before civiliza- tion advanced on the scene? z PREDISPOSITIONS: Every mother sees the nascent personality of a child early on, usually before age one. By age five some children inexpli- cably become child prodigies at music or math. No one can explain how predispositions arise. Genetics is the default explanation, but when you were born, your genes exhib- ited 100,000 differences from your parents’ genes. These are supposed to be random mutations, yet somehow a child who can play the violin at a professional level at age six needs an advanced brain, motor coordination, musical pitch, and musical talent that defy explanation by pointing to genes, which after all are basically maps for making proteins. Was Mozart a lucky combination of proteins? z REINCARNATION: Child prodigies are about as far as science is willing to go when it comes to unusual and extreme predispositions. But Eastern spiritual traditions and certain passages in the Hebrew Bible and the New Testament testify to a belief in reincarna- tion. Some children, typically between the age of five and eight, can remember their past lives. Over 2500 such cases have been strictly and carefully documented. Are we to believe that this is a genetic trait? Such children can take researchers to the place where they lived in a past life, and almost all can visualize how they died. z KARMA: The doctrine of karma is a doctrine of cause- and-effect, a mechanistic scheme of “As you sow, so shall you reap.” For this to work out, some actions are not linked to their consequences until the next lifetime, which of course is totally unacceptable to modern Western science. Yet without accepting or denying the doctrine of karma, what’s intriguing is that only an invisible form of memory could keep track of the actions being taken at any given moment. Could all of these phe- nomena, taken altogether, point to “dark” memory in theuniverse?Amainstream scientist would flatly say no, which involves coming up with better explanations that so far are totally lack- ing. The usual attitude is simply to ignore the whole business. But a single explanation already exists for every- thing just mentioned. It is ChitAkash, a Sanskrit term for the “consciousness space” where dark memory is mingled with all other aspects of mind. After all, we can’t even explain what a thought is, where it comes from, or what the next thought will be. ChitAkash is creative. It prime pur- pose is to oversee the evo- lution of mind. On this path Chit Akash remembers the collective traits that make us most human—love, compassion, empathy, in- sight, intuition, discovery, self-awareness, and per- sonal growth.
