New Impetus; Focus
on Development of
Energy InfrastructureNew Delhi: Giving a fillip to the coun-
try’s renewable energy programme, the
new government led by Shri Narendra
Modi has taken a slew of decisions in a
span of six months to boost “Clean
Energy” in the country. These include
providing support to Rs 1000 crore to
Central Public Sector units to set up
over 1,000 MW grid connected solar
photovoltaic power projects, setting up
of 25 solar parks each with a capacity
of 500 MW requiring financial support
from the centre of Rs 4050 crore and
setting up of over 300 MW of solar
power projects by Defence and Para
military establishments. With these
decisions, India will emerge as a major
solar power producing country as
nowhere in the world are solar parks
are being developed on such a large
scale.
The Government restored Accelerated
Depreciation benefit in the Union
Budget 2014 to give much-needed
relief to wind power developers and to
ensure ramp-up of production. This will
enable to kick start & ramp up wind
capacity addition expeditiously. The
Government amicably resolved the
anti-dumping duty dispute. A whole host
of measures have been undertaken to
make India “Solar manufacturing” hub
with priority for domestic players in line
with “Make in India” programme. With
these initiatives, domestic manufactur-
ers will have greater visibility on order
books, have an opportunity to upgrade
technologically and be able to reduce
costs. In order to facilitate speedy
growth of Renewable energy Power
generation in the country, the Ministry
of New and Renewable Energy (MNRE)
is preparing a Renewable Energy Bill.
apart this, the Ministry is also preparing
a scale up plan for the development of
Solar in the next five years. Outlining
the new government’s priorities in the
energy sector, President Shri Pranab
Mukherjee, while addressing the first
session of both Houses of Parliament
after the elections to the 16th Lok
Sabha, said that the government will
come out with a comprehensive
National Energy Policy and focus on
development of energy related infra-
structure, human resource and technol-
ogy. The aim of the government will be
to substantially augment electricity gen-
eration capacity through judicious mix
of conventional and non-conventional
sources. It will expand the national
solar mission and connect households
and industries with gas-grids.

Aren’t we all supposed to stand
united against this terror attack?
Whatever happened is really con-
demnable and coldhearted. The
hardline Taliban movement
claimed responsibility of killing
these school children in Peshawar.
At least, 126 people, most of them
children, were killed in this bloodi-
est insurgent attack in Pakistan.
Hours into the blockade, three
explosions were heard inside the
military-run high school.
This attack was revenge for the
killing of hundreds of innocent
tribesmen during repeated army
operations in provinces including
South Waziristan, North
Waziristan and the Khyber Agency
— all restive regions along
Pakistan’s border with
Afghanistan. For the past few
months, the Pakistan military has
been conducting a ground offen-
sive aimed at clearing out militants
in these areas. The campaign has
displaced tens of thousands of
people.
The Pakistani Taliban, who are
fighting to topple the government
and set up a strict Islamic state,
have vowed to step up attacks in
response to a major army opera-
tion against the insurgents in the
tribal areas. Recently, the Taliban
and the Pakistani government
were involved in peace talks. The
government released 19 Taliban
non-combatants in a goodwill ges-
ture. However, talks sank under a
wave of attacks by the Taliban and
mounting political pressure to
bring the violence under control.
They have targeted security
forces, checkpoints, military bases
and airports; however, attacking
civilians without logic was relative-
ly rare. Most of those who died
were between the ages of 12 and
16. The Taliban had told one reput-
ed news channel that, “300 to 400
people are under the custody of
the suicide bombers. A group of 8-
10 suicide attackers wearing para-
military Frontier Corps uniforms
entered Army Public School.”
However, six terrorists were there
who were killed later by the armed
force. Northwestern Pakistan is
home to loosely governed tribal
areas. It’s also a base for foreign
fighters and a refuge for members
of the Taliban and other militant
groups. The military offensively in
the region has spurred deadly
retaliations. In September this
year, the choir members and chil-
dren attending Sunday school
were among 81 people killed in a
suicide bombing at the Protestant
All Saints Church of Pakistan. A
splinter group of the Pakistani
Taliban claimed responsibility for
the church attack, blaming the
U.S. program of drone strikes in
tribal areas of the country. There is
no logic behind attacking schools
and killing small children.

inaugurated the pilot project of converting
conventional type street lighting system in
to an energy efficient and environment
friendly LED street lighting system at
Naraina Vihar in the North Delhi Municipal
Corporation. Union Urban Development
Minister, Mr Venkaiah Naidu on the occa-
sion stressed upon the need of progress of
the country. He said that the country has
plenty of intelligence, wisdom, efficiency
and new ideas; even the common man has
abundant intelligence and skills. The need
is just to fine tune their qualities for the
progress. He said since, the Prime Minister
took over, the finance, investment, rev-
enue, trade, confidence/trust is increasing
enormously and deficits and dearness is
reducing day by day.
Mr. Naidu said that conversion of conven-
tional type system of street light into LED
lighting is a step towards developing Delhi
into a smart city. We would save around
Rs. 700 crore on energy consumption by
conversion of the system. Smart city
should have 24X7 electricity, water, trans-
port, education, solid waste management
and sanitation like services. And for the
smart city, we need smart leadership,
accountability and transparency.The Public
Private Partnership is the best alternate for
development and progress into smart
cities, he added Mr. Naidu informed that
the Urban Development Ministry is serious-
ly considering over regularizing the unau-
thorized colonies, for the purpose rounds
of meetings are being held with all con-
cerned to reach a timely decision. The e-
rickshaws being environment friendly are
being allowed to ply, the bill has been
passed in the Lok Sabha. Mr. Naidu further
said that in the efforts of the Government
for the development and progress of the
country, public cooperation is must.
Mr. Piyush Goel informed that the LED
street lighting system being energy efficient
would be extended to the whole of Delhi
where there are approximately 5 lac street-
light points. It would be further extended to
the whole of country and especially in the
areas where there is no light and poor peo-
ple are living there. He informed that the
North Delhi Municipal Corporation would
not have to spend even a penny on the
project, whole expenses would be borne by
the Energy Efficiency Services Limited (A
Joint Venture Company of PSUs of Ministry
of Power, GOI).
Mr. Goel said that the Govt. is adopting
new initiatives for power saving to save our
national assets. He said Delhi would be a
model city in energy conservation. We
would save about 25 crore units of electric-
ity. Thus, we would be saving approximate
40 % of expenditure on energy as well sav-
ing the energy consumption for the same
purpose. Mr. Goel further said that the
Union Govt. has introduced the electricity
bill in the Lok Sabha after passing of the
bill; the consumers would be able to switch
over the power supplier whom they feel is
more economical and provide better serv-
ices. He said the Govt. would fix the upper
limit of the rates, the companies would
offer competitive rates out of competition.
Thus, the actual beneficiary would be the
consumer.

making the remittance Ghouse Khan was again asked to Pay
Rs.50,000,for clearance from RBI International Fund Manager,
he remitted even 50,000 rupees too. And after remitting

To showcase India`s renewable energy potential globally,
the MNRE in partnership with Indian Renewable Energy
Development Agency Limited (IREDA), the
Confederation of Indian Industry (CII) and the Federation
of Indian Chambers of Commerce and Industry (FICCI)
is organizing the Global Renewable Energy Investment
Promotion Meet (RE-INVEST) from 15-17 February,
2015 as a follow-up to the `Make in India` initiative
launched by the Prime Minister . RE-INVEST will enable
the global investment community to connect with the
renewable energy stakeholders in India.The details of
the major initiatives of Ministry of New and Renewable
Energy to boost “Clean Energy” in the country are as fol-
lows:
1. Scheme for development of Solar Parks and Ultra
Mega Solar Power Projects :
The Government has recently approved a Scheme for
setting up of 25 Solar Parks, each with the capacity of
500 MW and above and Ultra Mega Solar Power
Projects to be developed in next 5 years in various
States and will require Central Government financial
support of Rs 4050 crore. These parks will be able to
accommodate over 20,000 MW of solar power projects.
12 states have so far given consent for setting up of
Solar Parks. They are: Gujarat, Madhya Pradesh,
Telengana, Andhra Pradesh, Karnataka, Uttar Pradesh,
Meghalaya, Jammu & Kashmir, Punjab, Rajasthan, Tamil
Nadu and Odisha. The solar parks will be developed in
collaboration with State Governments and their agen-
cies.
2. Setting up of over 300 MW of Grid-Connected Solar
PV Power Projects by Defence establishments and Para
Military Forces with viability gap funding : Under this
Scheme over 300 MW of Grid-Connected and Off-Grid
Solar PV Power Projects will be set up by Defence
Establishments under Ministry of Defence and Para
Military Force under Ministry of Home Affairs (MHA) with
Viability Gap Fund (VGF) under the Jawaharlal Nehru
National Solar Mission (JNNSM) in five years that is from
2014 to 2019.

Lakhvi to remain in jail, says Pakistan
New Delhi: India has conveyed to
Pakistan strong concerns of the govern-
ment and sentiments of people on grant of
bail to Mumbai terror attacks mastermind
Zaki-ur Rehman Lakhvi. Lakhvi was on
Thursday granted bail by an anti-terrorism
court in Islamabad. The move triggered
shock and indignation in India. The
Pakistani government, meanwhile, today
said it will challenge the grant of bail to
Lakhvi in the Lahore High Court. Also, the
LeT commander, who was due to be
released today, will remain under deten-
tion under the Maintenance of Public
Order law, said the Pakistani government.
Despite repeated assurances, we have
not seen progress in the prosecution of
seven accused in anti-terrorism court in
Islamabad, Ministry of External Affairs
spokesperson Syed Akbaruddin said. He
added that the investigation by Pakistani
authorities into the larger conspiracy sur-
rounding the 2008 Mumbai terror attacks
has also not moved forward. “The story of
repeated postponement, adjournments,
unavailability of law officers or witnesses is
well documented and does not require
repetition,” the MEA spokesperson told
reporters. “However, the move yesterday
to grant bail to Zaki-ur Rehman Lakhvi has
taken this saga to another level,”
Akbaruddin added. He stressed that the
development makes mockery of
Pakistan's commitment to fighting terror
groups without making distinctions. Lakhvi
was among the seven people charged
with planning and helping to carry out the
November 26, 2008 Mumbai terror attack
which left at least 166 people dead. At the
time of the 26/11 attack, Lakhvi was
believed to be the operational head of the
banned Laskhar-e-Toiba (LeT) terror
group that is accused by India of carrying
out the attack in its financial capital. The
news about Lakhvi's bail led to expres-
sions of shock in India, especially as it
came a day after Parliamentarians and
school children across India observed two
minutes silence over the Peshawar school
terror attack and many also held candle
light marches to denounce the killing of
over 130 children. Pakistan Prime Minister
Nawaz Sharif pronounced that Islamabad
would henceforth not differentiate between
"good" terrorists and "bad" terrorists. On
Tuesday, Prime Minister Narendra Modi
spoke to Sharif to condemn the attack and
offered to provide all assistance.

over Nirbhaya Fund and look into the matter for not uti-
lizing the funds so far which was allocated by the govern-
ment for safety and security of women said Mr.
Kushwaha Minister of State, Ministry of Human
Resource Development at an ASSOCHAM event held in
New Delhi today Not a penny from the Rs. 1,000 crore
Nirbhaya Fund has been utilized which was allocated by
the government for safety and security of women. On
replying to the media, Mr. Upendra Kushwaha Minister of

“we will look into the matters that why the funds have not
been utilized so far and take necessary actions for future
use".
While addressing the ASSOCHAM “Beti Bachao, Beti
Padhao” Mr. Upendra Kushwaha Minister of State, HRD
said, the government of India has announced the Beti
Bachao, Beti Padhao (BBBP) programme to address the
issue through a mass campaign across the country.
For generating awareness and improving the
efficiency of delivery of welfare services through social &
behavior change action, there is a need to connect with
the communities first, right from grass root level to
ensure gender equality. Mr. V S Oberoi, Secretary,

Bulgaria's Winter Resorts Open Ski Season
Bulgaria's largest ski resorts – Bansko,
Borovets and Pamporovo open this year's ski
season, reports the bTV national channel.
According to the information, this season the
three resorts will keep the ski pass prices from
last year, while the Tourism Ministry expects a
4-5% increase in number of tourists.
Ivan Obreykov, marketing director of the Bansko
ski zone told the BNR public broadcaster that by
December 20 the one-day ski pass will be at the
discount price of BGN 30. According to him, this
season the resort introduces a new service –
helicopter rescue in case of an accident. It will
be available for a very small fee upon purchas-
ing of a ski pass.
the pistes and lifts in Bansko and Pamporovo
will work gratis, but the ski zone in Borovets will
remain closed, due to the lack of snow and the
warm weather.
According to Lyuba Klenova, marketing director
of the operator of the Borovets ski zone told
journalists that this season the number of snow
guns and illuminated ski pistes has been dou-
bled.
Pamporovo will be offering free ski training for
absolute beginners and children.
Food Labelling Come into Effect
The new EU rules for food labelling come into effect on
December 13, reports Mediapool.bg. The goal is to give
more and clearer information on the food contents.
According to the new rules, restaurants and cafeterias
must inform the consumers on the presence of 14 aller-
gens in the food they serve. Among them are nuts,
gluten, lactose, soy and milk. The fonts of the new labels
must be larger and legible, with the allergens marked in
a visible manner – by font, style and background colour.
The new labels must also include information on the ori-
gin of the meats, the nutritional value of the foods and
additives. The requirements for “misleading information”
also become stricter. The same label rules will apply for
online and sales from a distance.

Friday in the country's first executions in years, while
warplanes and ground forces pounded insurgent hide-
outs in a northwest region bordering Afghanistan — part
of a stepped-up response to the Taliban slaughter of
scores of schoolchildren. Unchastened by criticism from
all corners of the globe, the Taliban threatened earlier on
Friday to kill more children if executions were carried out
as promised. "We can create a mourning situation at the
homes of many army generals and politicians,"
spokesman Mohammad Khurassani said in a statement
emailed to reporters. A key question now is whether
attacking children will undermine the sympathy many
Pakistanis have for the militants. Analysts say the
Islamabad government needs strong public support to
continue the fight against insurgents in the northwest.
Many Pakistanis believe the militants are holy warriors
taking up arms against Pakistan only because the gov-
ernment aligned itself with the unpopular US-led war in
Afghanistan. A network of seminaries and religious
schools promote religious hate, and some of their lead-

Maulana Abdul Aziz, a radical cleric in Islamabad,

tomers can buy and keep insurance policies in electronic
forms, rather than as a paper document. The existing
policies in physical mode too can be dematerialized and
held in the eIA. It not only provides policy holders a facil-

line, however, claimed that it was operating full curtailed
schedule of 230 flights per day. "SpiceJet operations
continues to be delayed and most of the flights have
either departed from or arrived late at the Delhi airport,"
a source said. "In all, the airline operated 40 flights,
including 21 departures from the Delhi airport till Friday
evening", the source said. SpiceJet in a statement said,
"SpiceJet is pleased to announce that it is continuing to
operate its full schedule of flights. We have also operated
extra flights since Wednesday evening to accommodate
backlogged passengers in locations such as Port Blair
and Goa." Meanwhile, State Bank of India (SBI) chair-
person Arundhati Bhattacharya said that the bank is not
looking at extending any loan to SpiceJet.
"We just have two current accounts with the airline and
the bank is not looking at giving any fresh loan to the car-
rier."
The civil aviation ministry had said it may request
banks/financial institutions to extend loans of up to Rs
600 crore to the airline.
