• EP is a program that follows M4P approach and inclusive growth with a highlight on social
sustainability and women’s empowerment. Therefore, we need a framework to understand
women empowerment issues in depth.
• EP has a log frame target to create 48,000 jobs (75% women) and 350,000 financial accounts
(75% women). As the target is ambitious, mainstreaming WEE within EP sector/market
strategies is important; and a clear framework is essential to do that.
• It’s essential to consider “decent” job creation vs only job creation and financial empowerment
vs only creating financial accounts. WEE framework is a useful tool to understand and tackle
these issues better.
• Therefore, the purpose of the WEE framework is to analyse EP sectors from WEE lenses,
provide feedback to improve sector/market theory of change to include WEE outcome/impact;
and provide recommendations on designing or improvising interventions to achieve the
outcome.

• An important aspect of power is having the ability to make choices, hence disempowerment is being denied of
those choices.
• Empowerment is the expansion of people’s ability to make strategic life choices which were denied to them
previously.

Choices for women is about basic equality,
reinforcing the power and freedom to make
decisions for their lives
• WEE is defined as “a process that increases people’s access to and control over economic
resources and opportunities including jobs, financial services, property and other
productive assets (from which one can generate an income), skills development and market
information”. (DFID: 2012).
• Women’s economic empowerment is ‘a direct path towards gender equality, poverty
eradication and inclusive economic growth…for women make enormous contributions to
economies whether in businesses , on farms, as entrepreneurs or employees, or by doing
unpaid care work at home’. (UN Women)
A process that increases women’s access to and control over economic resources and opportunities.
WEE has a direct impact towards gender equality, poverty eradication and inclusive economic growth.

The framework illustrates two indicators and lists of resources. Economic empowerment will be
qualitatively and quantitatively assessed through these list of resources and indicators.

Mainstreaming WEE framework
Collecting baseline information
•Identify women presence and their role within Market and Sector
• Stock taking of their current status based on the “access and control” framework
(baseline), prepare baseline report for CTA/LAL/FAV with initial recommendations.
ANALYSE
Developing a clear Theory of change with feedback on strategy
•Develop a realistic vision for women empowerment within each
market/sector; setting a clear Theory of Change at market level
• Prioritize EP’s involvement based on opportunity

• The WEE framework will be applied in all the sectors; however the mapping exercise of value chain will direct
EP to focus on specific sectors and markets where predominantly there are more opportunity for women.
• After a detailed analysis of the value chain of CTA and LAL, the garment factories have come out to have a high
number of women. Therefore, Labour market has been identified as a priority to analyse deeper. As per the
AIM model the following documents reflect Analyse and Improvement step:
• Base of the pyramid sector also came out a potential WEE opportunity from the point of view of financial
inclusion. As per the AIM model, the following document reflects Analyse step. Improvement step is planned
for Q3.

  • 4. • EP is a program that follows M4P approach and inclusive growth with a highlight on social sustainability and women’s empowerment. Therefore, we need a framework to understand women empowerment issues in depth. • EP has a log frame target to create 48,000 jobs (75% women) and 350,000 financial accounts (75% women). As the target is ambitious, mainstreaming WEE within EP sector/market strategies is important; and a clear framework is essential to do that. • It’s essential to consider “decent” job creation vs only job creation and financial empowerment vs only creating financial accounts. WEE framework is a useful tool to understand and tackle these issues better. • Therefore, the purpose of the WEE framework is to analyse EP sectors from WEE lenses, provide feedback to improve sector/market theory of change to include WEE outcome/impact; and provide recommendations on designing or improvising interventions to achieve the outcome.   • 6. • An important aspect of power is having the ability to make choices, hence disempowerment is being denied of those choices. • Empowerment is the expansion of people’s ability to make strategic life choices which were denied to them previously. Expanding people’s ability to make choices What does Empowerment generally means? *Kabeer, N. “Resources, Agency, and Achievements: Reflections on Measurement of Women’s Empowerment.” (1999)
  • 7. Women’s Empowerment Economics Educational SocialPolitical Spiritual Choices The ability of woman to make political, social, economic, educational and spiritual choices Choices for women is about basic equality, reinforcing the power and freedom to make decisions for their lives
  • 8. • WEE is defined as “a process that increases people’s access to and control over economic resources and opportunities including jobs, financial services, property and other productive assets (from which one can generate an income), skills development and market information”. (DFID: 2012). • Women’s economic empowerment is ‘a direct path towards gender equality, poverty eradication and inclusive economic growth…for women make enormous contributions to economies whether in businesses , on farms, as entrepreneurs or employees, or by doing unpaid care work at home’. (UN Women) A process that increases women’s access to and control over economic resources and opportunities. WEE has a direct impact towards gender equality, poverty eradication and inclusive economic growth. Women’s Economic Empowerment (WEE) Access to resources: having the skill and resource , to compete in markets and fair and equal economic access Control over resource/ agency: ability to make and act on decision and control resources.
  • 9. • A process that increases women’s access to economic resources such as skills, education, infrastructure, financial services, income and assets fairly and equally; and control over these resources to act and make decisions. Economic empowerment will be qualitatively and quantitatively assessed through these list of resources and indicators.

  • 13. 13 Mainstreaming WEE framework Collecting baseline information •Identify women presence and their role within Market and Sector • Stock taking of their current status based on the “access and control” framework (baseline), prepare baseline report for CTA/LAL/FAV with initial recommendations. ANALYSE Developing a clear Theory of change with feedback on strategy •Develop a realistic vision for women empowerment within each market/sector; setting a clear Theory of Change at market level • Prioritize EP’s involvement based on opportunity • Develop interventions or improve interventions IMPROVE Track and report progress (Market and intervention level) •Track progress against vision, ToC and baseline (use the “access and control framework) • Report WEE story in IG Monitor A I M • EP will mainstream WEE framework by following 3 major steps: Implementing WEE Framework in EP The three major steps- analyse, improve and monitor- that needs to be taken to implement the framework in different markets and sectors.

  • 15. • The WEE framework will be applied in all the sectors; however the mapping exercise of value chain will direct EP to focus on specific sectors and markets where predominantly there are more opportunity for women. • After a detailed analysis of the value chain of CTA and LAL, the garment factories have come out to have a high number of women. Therefore, Labour market has been identified as a priority to analyse deeper. As per the AIM model the following documents reflect Analyse and Improvement step: • Base of the pyramid sector also came out a potential WEE opportunity from the point of view of financial inclusion. As per the AIM model, the following document reflects Analyse step. Improvement step is planned for Q3. Using WEE framework in different sectors After identifying the presence of women, the WEE Framework can be applied in all sectors. Analyze and Improvement
