3. 1. Background
1. Rapid urbanization has been taking place in Ulaanbaatar
since the land privatization policy was effected in 2002.
2. The Ulaanbaatar Urban Master Plan 2030 was approved
by the Parliament in February 2013. However, the
existing technical capacity and institutional arrangements
for urban planning make it difficult to implement the
master plan effectively under such a rapidly growing city.
3. MUB requested ADB to provide a technical assistance
(TA) that will enhance its in-house resources, capacity,
and institutional arrangements related to urban planning
for better delivery of master and local plans and efficient
plan implementation.
4. 2. Objectives
The project will involve provision of training sessions and
materials for selected officials and professionals who are
serving urban planning work, specifically emphasizing:
1. strengthening of the critical links among (a) urban
infrastructure sectors; (b) social and economic
development sectors; and (c) legal and institutional issues;
2. improvement of investment plans and practical measures
for revenue generation from infrastructure services;
3. facilitation of participatory planning process with full
engagement of governments and nongovernmental
stakeholders, private sector, and communities; and
4. enhancement of environmental and safeguard skills and
mechanisms for green development as well as strategic
environmental assessment.
5. 3. Methodology
Project Implementation Structure

14. 6. Lessons and Recommendations
a. The numerical targets shall be achieved as follows:
By Outputs 1 & 2:
• A total of 25 staffs, at least, of MPACC and UPADI shall receive
the holistic urban planning training
By Outputs 3 & 4:
• 2 staffs will be trained for database operation, and 4 staffs for
GIS integrated operation and maintenance
b. A number of knowledgeable trainers shall be
fostered to keep uplifting the planning capacity in
the city as a whole.
c. Organizational and institutional capacities shall be
strengthened along with individuals.
