Text and Data Mining (TDM) has the potential to improve European research productivity and competitiveness by discovering knowledge from large unstructured datasets. However, the current non-"TDM-friendly" EU copyright framework is a major barrier as it lacks harmonized exceptions for research use. The European Commission is considering legislative action to modernize EU copyright rules as part of the Digital Single Market strategy, which could simplify and harmonize exceptions to allow TDM for both commercial and non-commercial research. Stakeholders are awaiting proposals in the Digital Single Market White Paper in June and votes in the European Parliament in April and May on related issues.

NOADs play a role in dissemination activities and the helpdesk to advocate for open access and encourage deposition in repositories.

The problem of radicalisation is very high on the European agenda as increasing numbers of young European radicals return from Syria and use the internet to disseminate propaganda. To enable policy makers to design policies to address radicalisation effectively, Policy Cloud consortium will collect data from social media and other sources including the open-source Global Terrorism Database (GTD), the Onion City search engine which accesses data over the TOR dark web sites, and Twitter ( through Firehose). The data will be analysed using sentiment analysis and opinion mining software.

In scientific communication, we observe a complex interaction of several stakeholder groups, each of which have distinct interests, strategies and approaches for Open Access and Open Data. The German government initiated a “Commission for the Future of the Information Infrastructure” (KII) in Germany. In this commission, most of the stakeholders are working together in order to design a future scenario for the supply of scientific information. The KII’s evaluation and recommendations for Open Access as well as research data will be particularly highly recognized and will significantly influence Open Access and Open Data developments in Germany.
I will outline the current situation in Germany – players and their interactions in terms of Open Access and Open Data – and present two initiatives and their work in detail. One of them, the KII process, will show the official site, the other one will show the grassroots site of the story.
Simon Hodson discusses key aspects of open science including open access to research outputs, FAIR data principles, and engaging society. Open science requires addressing technical, funding, skills, and mindset challenges. While data created with public funds should be open by default, legitimate exceptions exist for commercial interests, privacy, and security. Criteria for data appraisal, selection and preservation need input from disciplines. Barriers to data sharing include concerns over misuse and lack of credit, while benefits include advancing research and building institutional reputation. Open science governance is needed to balance openness with other priorities like intellectual property, and define roles and responsibilities among stakeholders.
Research data sharing enables validation and new analyses of results, ensures efficient use of public funds, and counters misconduct. Funding agencies can encourage open data practices by requiring long-term storage, promoting data publication, and helping make data findable through catalogs. They should work with research communities to understand infrastructure needs, partner with libraries on preservation, and consider discipline-specific approaches rather than one-size-fits-all solutions.

The Novo Nordisk Foundation Data Science Initiative aims to strengthen data science research and education in Denmark. It was launched in response to challenges including a shortage of data scientists and lack of funding and senior faculty at universities. The initiative will provide research funding through open competition programs evaluated by an international data science committee. Its goals are to increase the size and quality of Denmark's academic data science environment by 2025, producing more data science candidates, retaining faculty, and recruiting foreign talent. We can minimize the carbon footprint but we can also have a carbon handprint, a positive impact on the climate. Quality characteristics can be added with sustainability, and then measured continuously. Test environments can be used less, and in smaller scale and on demand. Test techniques can be used in optimizing or minimizing number of tests. Test automation can be used to speed up testing.

Removing Uninteresting Bytes in Software FuzzingAftab Hussain
Imagine a world where software fuzzing, the process of mutating bytes in test seeds to uncover hidden and erroneous program behaviors, becomes faster and more effective. A lot depends on the initial seeds, which can significantly dictate the trajectory of a fuzzing campaign, particularly in terms of how long it takes to uncover interesting behaviour in your code. We introduce DIAR, a technique designed to speedup fuzzing campaigns by pinpointing and eliminating those uninteresting bytes in the seeds. Picture this: instead of wasting valuable resources on meaningless mutations in large, bloated seeds, DIAR removes the unnecessary bytes, streamlining the entire process.
In this work, we equipped AFL, a popular fuzzer, with DIAR and examined two critical Linux libraries -- Libxml's xmllint, a tool for parsing xml documents, and Binutil's readelf, an essential debugging and security analysis command-line tool used to display detailed information about ELF (Executable and Linkable Format). Our preliminary results show that AFL+DIAR does not only discover new paths more quickly but also achieves higher coverage overall. This work thus showcases how starting with lean and optimized seeds can lead to faster, more comprehensive fuzzing campaigns -- and DIAR helps you find such seeds.

Editor's Notes
The DFG is the central research council for Germany. It has a yearly budget of about 1,6 billion Euros and funds proposals from individuals, coordinated groups of researchers and institutions such as universities, libraries or media centers in a variety of programmes. The focus lies on research funding which is funding of projects that aim at generating new knowledge. However, we also fund coordinated programmes and infrastructure programmes like activities in libraries, archives, and museums.
Our grant money comes partly from the Federal Ministry of Research and Education, about 50%, and partly from the 16 federal states („Bundesländer“), about 50%. Although money from the state, the DFG is self-governed by researchers, not at all goverment agency. Grant money only for proposals that are peer reviewed; we fund projects in all scientific disciplines from the Humanities to the Engeneering Sciences.
