My initial role for my first three years was within the Compensation
Events team. This was with the objective of moving the Target Cost in
alignment with the ever increasing ‘change’ to the Works Information.
We achieved this by adhering to the NEC 3 Target Contract with
Activity Schedule that includes the Crossrail project amendments.
This initial role involved Contract documentation analysis, collation of
actual Defined Cost or forecast Defined Cost, preparation of
quotations and submissions in accordance with Clause 60. This was
then followed by the negotiation with Crossrail with the objective of
attaining a mutual agreement.
This role has now evolved and for the last 12 Months I have been the
subcontractor administration for two of the more adversarial
subcontractors upon this project. This current role has been
challenging and enlightening. It has had a positive result of '
sharpening my tools’ and enlightened me to the workings of the NEC.

I was a part of the Joint Venture team on a 4 month short term commission. This was to work on the
procurement phase of the project, whilst the Joint Venture recruited their full complement of permanent staff.
The invitation to tender packages I prepared included road works, directional drilling, precast concrete tunnel
units, and the soil and building monitoring. I utilised the various NEC 3 Forms of Subcontract and Supply
Contract whilst adhering to the Crossrail responsible procurement procedures and approvals.
Alstom Powers Services, CHP Power Station £450M, Isle of Grain, Kent
Commercial Manager
June 2009 – October 2011
Simpson Lynch won a commission to provide QS support to Alstom on their construction of a new 1,275MW
gas fired CHP power station for E.ON.
I joined the team in June 2009 as a Senior Contracts Administrator. I had full commercial responsibility from
procurement through to final account agreement stage. This was for 15 trade packages with a total value of
£80M. The respective trade packages was dependent upon the scope and status of design and were
procured under NEC 3 Options A, B or C and Trade Contracts.
The principal trade packages for which I had been responsible were Structural Steelwork value £35M, M&E
value £16M, Pipework Insulation value £14M and External Works value £5M.
As the project had drawn to completion and Alstom have moved the majority of their staff onto other projects,
I had been retained to achieve commercial close out of various issues and achieve final handover to the
client E ON. This included an arbitration dispute resolution for two packages.

Senior Commercial Manager
• Full commercial and Cost planning responsibilities.
I was a Commercial Cost Manager. I was managing the prime contractor (Post Contract) for the Signals
upgrade on the Gospel Oak to Barking line and the Main Core Signals infrastructure works project.
I was responsible for monitoring ‘Budget Change’ compared to the initial ‘Working Design Budget’ that was
approved by Transport for London for construction. The development of ‘cost change’ progressed through
the GATE Design development phases. This meant that the costs and its monitoring was an ever ‘changing
beast’.
I also worked within the Procurement Department with regards to invitations to tender, the preparation of
tenders and recommendations for the tenders awards.

My role also included the negotiation of claims in accordance with co-operate governance and final account
close out.
The Contracts administered were based upon the Target cost NEC Option C and the ICE 6th
Target cost with
Network Rail project specific amendments.

• Full commercial working budget responsibilities for Heads of Claims - Upgrade of Jubilee and Northern
lines.
I was a member of Tube lines claims team, where I took an active role in preparation and demonstration of
various ‘Heads of Claims’. The preparation of these Claims for submission to Transport for London via our
legal advisors involved developing a good working relationship with the various disciplines Project Managers
whilst in the process of collating substantiation and costs for the Claims.

• Full commercial responsibilities. Maintenance of high-speed rail link. NWR bespoke contract – EFC
£140 million.
Since the outset of full operational services on this new infrastructure (to the UK) I reported directly to the NR
(CTRL) Contracts Manager – NR (CTRL) acting as a pseudo-clients agent between the Infrastructure
Maintenance Contractor (IMC) and the owner of this unique rail infrastructure (London Continental Railways).
My involvement from the start of maintenance activities required that I developed and managed a bespoke
cost reporting system which included detailed, trending and earned value to the Client. I was also
responsible for charting annual operational maintenance activities including, preparing and correlating
budget forecasts across all asset groups on the infrastructure and conducting pre and post contract
administration of the main IMC contract and other miscellaneous 3rd party contracts. The main IMC contract,
albeit bespoke is based on NEC Black book principles and use of Schedule of Rates with Termination Break
Clause Options. I was responsible for three supporting quantity surveyors and deputised for the NR (CTRL)
Contracts Manager in his absence for ten months.
