I am an experienced Chartered Engineer with over 30 years project experience within the construction

Brief Overview:
My role on the project was that of the Site Supervisor. The Carriageway Widening to the M4 between
junction 33 and 34 involved the construction of new emergency pull in areas with associated new
safety barriers, emergency telephone system, new safety barriers, associated earthworks and
drainage.
The Project Manager for the contract delegated a substantial amount of his powers under the contract
to myself, so that problems arising could be dealt with at site level. This required the control of
inspectors, engineers and quantity surveyors, to ensure that the contract was completed to budget and
the quality required by the client.
Close liaison took place between myself, Cardiff C.B.C. and Welsh Assembly Government on matters
of budget and changes to the contract was required.

Brief Overview:
Managing the Design, Procurement and Supervision of the scheme which was split into three phases,
the first two phases where approx £ 2.0 m in value My role in the three projects, was from initial client
brief through initial surveys, detail design, preparation of documents, tender assessment, supervision
of works on site to settlement of final account.
The works consisted mainly of carriageway and hard shoulder overlay with 35mm thick thin surfacing
and a carriageway strengthen inlay, which varied in depth between 50mm and 210 mm.
Works also included replacing the existing safety fence, raising / replacement of existing gully and
access chamber covers, replacement of kerbing and the top 300mm of filter drain material.
The project required close liaison with the client representative on such things as the traffic
management, traffic orders and diversion routes for traffic: to enable the works to be undertaken.

Brief Overview
I was involved in the Waste Management Unit of Rhondda Cynon Taf County Borough Council, which
dealt with the disposal of household waste, foul and surface water systems. I was responsible for
control of the maintenance budget for gully emptying and repair of storm water drainage systems.
I was responsible for investigation of complaints with regards to drainage problems on the storm water
system. The outcome of many complaints led to commissioning of investigation works via outside
bodies, to discover the cause of problems and then instruction and supervision of works to ensure that
the problem was resolved.

I was responsible for investigation of complaints with regards to damage to the highway system. I was
responsible for the maintenance works undertaken on the highway system and ensuring that any

The main works involved the duelling of the existing carriageway between the A470 north of Merthyr

controlled junction to connect with the existing Avenue-de Clinchy adjacent to Merthyr Tydfil C.B.C.

Brief Overview
It was in September 1991 that I was transferred from the Civil Engineering Unit of the Mid Glamorgan
County Council, to the Contract Supervision Staff, (Resident Engineers), and commenced work on the
above project.
The scheme involved; the construction of approximately 5.5 km of dual two lane carriageway, the
construction of approximately 1km of single; two lane carriageway, the construction of four, single two
lane carriageway links (totalling approximately 1.5 km) between the main alignment and adjacent
communities and developments and the construction of approximately 700m of 6m wide single two
lane carriageway as a diversion to the classified unnumbered road.
Also Included in the works were: A five span viaduct over the River Rhymney and its flood plain, three
large span bridges over the same river, a large span bridge over the Cardiff to Rhymney Valley Rail
Line, a flood relief culvert and 4 retaining walls. Two River diversions of 100m and 150m respectively.
Over 21 kilometres of surface water drainage pipework, Approx 420,000m3
of excavation and
726,000m3
material deposited in embankments, 150,000m2
of new road surface was laid.
My primary role on this contract was control and supervision of a team of engineers, technicians and

Company: Glamorgan Engineering Consultancy Role: Designer / NEC Site Supervisor Scheme: A470 Carriageway Resurfacing, Nantgarw Interchange to Abercynon Roundabout Client: Welsh Assembly Government Project Value: £6.5m Dates: 2003-2004 Brief Overview: Managing the Design, Procurement and Supervision of the scheme which was split into three phases, the first two phases where approx £ 2.0 m in value My role in the three projects, was from initial client brief through initial surveys, detail design, preparation of documents, tender assessment, supervision of works on site to settlement of final account. The works consisted mainly of carriageway and hard shoulder overlay with 35mm thick thin surfacing and a carriageway strengthen inlay, which varied in depth between 50mm and 210 mm. Works also included replacing the existing safety fence, raising / replacement of existing gully and access chamber covers, replacement of kerbing and the top 300mm of filter drain material. The project required close liaison with the client representative on such things as the traffic management, traffic orders and diversion routes for traffic: to enable the works to be undertaken.

    Company: Glamorgan EngineeringConsultancy Role: Seconded to Rhondda Cynon Taff – Waste Management Unit Client: Rhondda Cynon Taf CBC Dates: 2001 - 2003 Brief Overview I was involved in the Waste Management Unit of Rhondda Cynon Taf County Borough Council, which dealt with the disposal of household waste, foul and surface water systems. I was responsible for control of the maintenance budget for gully emptying and repair of storm water drainage systems. I was responsible for investigation of complaints with regards to drainage problems on the storm water system. The outcome of many complaints led to commissioning of investigation works via outside bodies, to discover the cause of problems and then instruction and supervision of works to ensure that the problem was resolved. Company: Glamorgan Engineering Consultancy Role: Seconded to Rhondda Cynon Taff – Maintenance Unit Client: Rhondda Cynon Taf CBC Dates: 2000 - 2001 Brief Overview In January of 2000, I was seconded to the Highway Maintenance Unit of Rhondda Cynon Taf County Borough Council (Rhondda area), which dealt with maintenance of the highway network for the CBC. I was responsible for control of the maintenance budget for repairs to the highway system I was responsible for investigation of complaints with regards to damage to the highway system. I was responsible for the maintenance works undertaken on the highway system and ensuring that any works undertaken were carried out to a satisfactory standard. Company: Glamorgan Engineering Consultancy Role: NEC Site Supervisor Scheme: Merthyr Tydfil Western Relief Road Client: Merthyr Tydfil County Borough Council Project Value: £6.2m Dates: 1996 - 2000 Brief Overview My main role was to manage the supervision team on the contract. The main works involved the duelling of the existing carriageway between the A470 north of Merthyr Tydfil and a junction at Georgetown; the construction of a new single carriageway road from Georgetown to the east of Merthyr Tydfil town centre. A link was also constructed from a new signal controlled junction to connect with the existing Avenue-de Clinchy adjacent to Merthyr Tydfil C.B.C. Offices Further remote works involved a single carriageway road between the A470 and the southern end of Merthyr Tydfil In addition to the highway works the contract included several retaining walls, a bridge over the river Taff and two footbridges I had the following responsibilities on the contract;- • Compiling risk assessments under the health and safety requirements, for the supervision works to be undertaken on site. • Preparation of cost estimates for site supervision and monitoring of costs against the budget set. • Preparation of correspondence for the Resident Engineer. • Monitoring of contract progress against the contract programme.

Company: Mid Glamorgan County Council Role: Assistant Resident Engineer Scheme: Strengthening of M4 Junction 34 – 35 Client: Welsh Assembly Government Project Value: £7.6m Dates: 1996 Brief Overview My role on the project was that of Assistant Resident Engineer. This work comprised the re-surfacing of the M4 Motorway over some 11.25km in length utilising Porous Asphalt surface course. My responsibilities on the project was one of the quality delivery of the works and also include the following:- • Control and supervision of a team of engineers and inspectors engaged on the site supervision of the contract. • Preparation of cost estimates for site supervision and monitoring of costs against the budget set. • Preparation of correspondence for the Resident Engineer. • Liaising with the contractor, statutory bodies and other parties prior to and during the contract period. • Carrying out discussions and meeting with the contractor and quantity surveyors on the measurement and settlement of the contract. • Assessing claims from the contractor under the ICE Conditions of Contract 5th Edition and making recommendations to the Resident Engineer. Company: Mid Glamorgan CC Role: Assistant Resident Engineer Scheme: Lower Rhymney Valley Relief Road Client: Welsh Assembly Government Project Value: £18m Dates: 1991 - 1996 Brief Overview It was in September 1991 that I was transferred from the Civil Engineering Unit of the Mid Glamorgan County Council, to the Contract Supervision Staff, (Resident Engineers), and commenced work on the above project. The scheme involved; the construction of approximately 5.5 km of dual two lane carriageway, the construction of approximately 1km of single; two lane carriageway, the construction of four, single two lane carriageway links (totalling approximately 1.5 km) between the main alignment and adjacent communities and developments and the construction of approximately 700m of 6m wide single two lane carriageway as a diversion to the classified unnumbered road. Also Included in the works were: A five span viaduct over the River Rhymney and its flood plain, three large span bridges over the same river, a large span bridge over the Cardiff to Rhymney Valley Rail Line, a flood relief culvert and 4 retaining walls. Two River diversions of 100m and 150m respectively. Over 21 kilometres of surface water drainage pipework, Approx 420,000m3 of excavation and 726,000m3 material deposited in embankments, 150,000m2 of new road surface was laid.
