States share responsibility for border security: Shah

chief ministers that
the states too share re-
sponsibility along with
the BSF for security in
India’s border areas,
officials said.
Shah, who is the
chairman of the coun-
cil, was accompanied
by five home ministry
officials including Un-
ion Home Secretary
Ajay Bhalla, at the
meeting that began
around 11 am and last-
ed over two hours.
Illegal infiltration,
trans-bordersmuggling
and the vulnerable In-
dia-Bangladesh bound-
ary were among sub-
jects deliberated upon
at the 25th EZC meet-
ing, chaired by Shah, at
the West Bengal secre-
tariat near here, a sen-
ior official said. Issues
such as water-sharing
among states were also
discussed at the meet-
ing, which was attend-
ed by West Bengal
Chief Minister Mama-
ta Banerjee, her
Jharkhandcounterpart
Hemant Soren, Bihar
deputy CM Tejashwi
Yadav and Odisha min-
ister Pradeep Amat, an
official said.
The role of the Bor-
der Security Force
(BSF) was discussed, in
light of the increase in
the operational area of
the border force earlier
this year. In response,
according to sources,
Shah is believed to
have indicated that the
state governments too
have a role to play in
border security
.
The BSF is not the
only one responsible
for stopping smuggling
across the internation-
al border. The state
governments also have
the responsibility to
prevent crime along
the border. Under any
circumstance, infiltra-
tion will have to be
stopped, Shah is be-
lieved to have said at
the meeting.
Shah instructed the
BSF to be “flexible” and
cooperate with the
states, when the West
Bengal chief minister
complained that the se-
curity forces wanted
excessive land for fenc-
ing and setting up sec-
tor offices along the
boundaries of different
states, the official said.

Officials meet to plan
relocation of beggars
New Delhi (PTI): A
meeting was held on
Saturday by the Delhi
Urban Shelter Improve-
ment Board (DUSIB) to
chalk out a plan to relo-
cate beggars from the
Hanuman Mandir area
near the Kashmere
Gate ISBT to night shel-
ters, officials said.
In view of the upcom-
ing G20 Summit, the
Delhi government is-
sued directions on
Thursday to remove and
relocate the beggars
from the Hanuman
Mandir area. The meet-
ing was held with the
social welfare depart-
ment as well as Delhi
Police to discuss the res-
cue drive of the beggars.
DUSIB member Bi-
pin Rai said facilities
that are provided at the
government shelter
homes, will also be pro-
vided to the beggars
once they are relocated.
“First, we will map
the beggars and hold
surveys to understand
how many of them are
there near the Kash-
mere Gate ISBT. We will
also find out the number
of family members of
the beggars and proceed
with the plan accord-
ingly
,” he said earlier.
A four-member com-
mittee, under the chief
engineer of DUSIB, has
been constituted to co-
ordinate with govern-
ment agencies and pre-
pare an action plan by
Tuesday to “shift the
beggars to night shel-
ters located at Dwarka
and other places”.

Guinea woman tries smuggling
cocaine in swallowed capsules
New Delhi (PTI): A
woman from Guinea
has been arrested by
the customs officials
at the Indira Gandhi
International Airport
(IGIA) here for smug-
gling cocaine worth
Rs 15.36 crore, an offi-
cial statement issued
on Saturday said.
The accused was in-
tercepted on Decem-
ber 7. Upon question-
ing, the passenger di-
vulged that she had
swallowed capsules of
narcotics substance.
“Since it was an im-
pending medical
emergency, the pas-
senger was admitted
to hospital. Subse-
quently, during medi-
cal examination of
the passenger, certain
material was found to
be secreted inside the
body of the passenger.
Under expert medical
supervision, ejection
process was carried
out,” the customs de-
partment said.
The entire ejection
process lasted over
several days during
which customs offic-
ers maintained round
the clock vigil, it said.
“Total 82 capsules
were recovered which
yielded a total of 1,024
grams white oval
shaped/powdery sub-
stance,” customs said.

GST Council doubles limit
for starting prosecution
New Delhi: The GST
Council on Saturday
agreed to decriminalise
certain offences and
doubled the threshold
for launching prosecu-
tion to Rs 2 crore, Reve-
nue Secretary Sanjay
Malhotra said.
The Council could de-
cide on only 8 out of the
15 agenda items due to
paucity of time, Fi-
nance Minister Nirma-
la Sitharaman said,
adding the items not
considered included
one pertaining to set-
ting up of appellate tri-
bunals for GST.
The issue of mecha-
nism to curb tax eva-
sion in pan masala and
gutkha businesses also
could not be taken up.
No new taxes have
been brought, Sithara-
man said on the delib-
erations.

decide after talking to
his lawyer whether he
wants to pursue the bail
or not.

listed the bail matter
for hearing on Decem-
ber 22, while his (Aaft-
ab's) counsel would
meet him in the jail on
Monday. Aaftab was
produced in the court
via video conferencing
on the court's earlier di-
rections of the day
.
The court noted Aaft-
ab's statement that even
though he signed the
'vakalatnama', he was
unaware that a bail has
been filed on his behalf.
He told the court that
he had no communica-
tion with his counsel in
this regard. He would
decide on the issue after
talking to the counsel.
Aaftab's counsel Ad-
vocate MS Khan submit-
ted before the court that
he would meet Aftab at
the earliest.
Although, Khan said
there was no need to
produce the accused on
the next date, the special
public prosecutor op-
posed the submission
and said that Aaftab
should be produced on
the next date.
The Delhi court ear-
lier in the day directed
Tihar jail authorities to
produce Aaftab Poon-
awala after receiving a
report from prison au-
thorities that Poonawa-
la did not instruct any
lawyer to file his bail.
The Additional Ses-
sions Judge asked the
Jail authorities to pro-
duce Aaftab through
video conferencing at
11.30 am.
The court said that
the prison report was
received on Friday con-
taining Aaftab's hand-
written letter stating
that the bail application
has been filed errone-
ously and he had no
communication in this
regard.
A report from jail
through the E-Mail stat-
ed that Aaftab has not
instructed any lawyer to
file the bail application.
On the other hand, ad-
vocate MS Khan submit-
ted that he has filed the
application and has a
'vakalatnama' signed by
Aaftab, which has been
duly signed by the jail
authorities.

New Delhi (PTI): Fol-
lowing a spat with his
wife, a 30-year-old man
allegedly threw his two-
year-old son from the
first-floor terrace of a
building in southeast
Delhi's Kalkaji area
under the influence of
alcohol and then
jumped off it, police
said on Saturday
.
Both Man Singh and
his son were injured in
the incident and are un-
dergoing treatment at a
hospital here, they said.
Police said the inci-
dent took place around
10:30 pm on Friday
.
The man's wife, Pooja,
has alleged that they
shared a strained rela-
tionshipandshewasliv-
ing with her grand-
mother along with her
son, police officials said.
She said her husband
arrived at her residence
around 7 pm in an ine-
briated state and picked
a fight with her, they
added.
Following the fight,

further works on the 7.5
km stretch between
Mall Road Bridge and
Bharat Nagar, sched-
uled to be completed by
the middle of January
2023 is going on in full
earnest and is ahead of
schedule, the statement
said.
The 57-km long drain
has as many as 122
drains discharging
sewage. This makes
Najafgarh Drain the
biggest polluter of Riv-
er Yamuna.

‘Cops involved’: Family of
missing DDA official
997 security personnel in district courts,HC told
New Delhi (PTI): To
strengthen the security
arrangements of all sev-
en district courts in the
capital, 997 security per-
sonnel, including those
from local police and
CAPF, have been de-
ployedthere, DelhiHigh
Court was informed.
In a status report filed
before the HC, Delhi Po-
lice has also said more
than 2,700 CCTVs, 85
baggage scanners, 242
hand-held metal detec-
tors and 146 door-frame
metal detectors have
been installed in the dis-
trict courts.
The report was filed
in relation to the high
court's suo motu case
and a petition on the
safety and security on
the court premises, fol-
lowing the September 24
shootout in a courtroom
in the Rohini district
court that killed three
people.
In its latest status re-
port, Delhi Police in-
formed the court that as
on November 30, 997 se-
curity personnel were
deployed in the district
courts as opposed to 783
on October 26, 2021.
The figure includes
493 security staff, 243
Central Armed Police
Forces (CAPF) person-
nel and 261 police per-
sonnel, it said.
Total 313 security per-
sonnel are also present
at HC, besides several
door-frame and hand-
held metal detectors,
CCTVs and other facili-
ties, the report added.

ally, boom barriers and
59 wireless sets and con-
trol rooms for prompt
communication have
been given to these insti-

identified as Abhinay
Gupta set himself on
fire at his residence in
South Delhi’s Fatehpur
BerionFridaynight,the
police said. Five others
of the family, including
a 6-year-old boy and an
infant, who were in the
room where Gupta
doused himself with
kerosene, were injured
in the incident.
His wife Neha Gupta
(30)andmotherPrashila
Gupta (65) sustained
burn injuries trying to
put the fire out, they
said. The couple’s two
sons Rihaan (6) and
8-month-old Shivaan
suffered minor burns as
they were in the same
room, police said.

lection through a duly

ments, shortlisting by a
selection committee on
weightage provided to
prefixed criteria and in-
terviews, they said.
The LG has approved
the appointment of
three additional deputy
commissioners/jointas-
sessor and collector, and
19 administrative offic-
ers/assistant assessor
and collectors in MCD,
aRajNiwasofficialsaid.

been pitching for effi-
ciency in MCD and had

UNANSWERED QUESTIONS
The probe has left several questions unanswered,
such as the role of Shiv’s friends who informed
the family about his room being left open, the lack
of Shiv’s statement to the police after the com-
plaint in which he was detained, the three other
persons who were detained along with him at the
police station that night, and the absence of any
action against the police personnel who were seen
in CCTV footage with Shiv on November 9.
Police had picked up Shiv, along with three
other people, after receiving a call at 1.51 am from
Sonia, a local resident who alleged that a “man
is misbehaving with a woman at the park”. But
they noted that the complainant “doesn’t want to
record a statement or follow the case legally”.
According to several local residents in the
neighbourhood, Shiv’s behaviour was abrupt
on the night of November 9. They said that he
created a ruckus in the locality “with a knife” that
night while knocking on doors, and the police
also say that CCTV footage shows him carrying a
sharp weapon. His family, however, denies that he
had any mental health issues.

Customers will now have to pay up to Rs 79.56 for a kg of
CNG in Delhi, while it will cost around Rs 82.12 per kg in
Noida, Greater Noida and Ghaziabad. It will be the costliest
in Gurugram, with a kg of CNG priced at Rs 87.89 from
today. Gas distributors have been periodically raising prices
since October last year when domestic as well as interna-
tional gas prices started to climb. Earlier in May, it was hiked
by two rupees, while on October 8 it became costlier by
three rupees. The CNG prices in Delhi have gone up by more
than 20 rupees in the past 9 months.
FIRE BREAKS OUT AT DELHI HOSPITAL,
5 FIRE TENDERS RUSHED
New Delhi (ANI): A fire broke out at at the Pheonix
Hospital in South Delhi’s Greater Kailash Part 1 on
Saturday morning. No injuries have been reported so far.
The blaze was reported in the basement of the hospital. A
fire call was received at 0908 this morning. A total of five
fire tenders were rushed to the site and the blaze is now
under control, fire department officials said. The cause of
the blaze has not yet been ascertained.
Gurugram (PTI): Police issued a traffic advisory ahead of
the proposed protest to demand the formation of Ahir regi-
ment near Kherki Dhaula toll plaza here on Sunday, officials
said. The police said a number of diversions have been put
in place since the traffic flow may get affected due to the
protest on December 18. Those coming from Jaipur may
take diversion from Pachgaon and follow KMP for Delhi
and other areas, the advisory said. Those commuting from
Manesar to Gurugram or Delhi may follow U-turn from Givo
cut near Kherki Dhaula toll and take SPR to Golf course ex-
tension route, it added. “Those travelling from Gurugram or
Delhi towards Jaipur may take a diversion route from Rajiv
chowk to Sohna and then use the KMP route. Those com-
muting from Gurugram to Jaipur may also take a diversion
from Hero Honda chowk to Pataudi road,” read the advisory.
Acid attack: Girl wished to
be a judge, study in London

of the 17-year-old girl
who was attacked with
acid in southwest Del-
hi’s Dwarka had moved
into their three-room
apartment here nearly
two years ago. The
house has been mostly
locked since the attack
took place Wednesday
morning, with family
members attending to
the teenager at the
burns ward of Safdar-
jung Hospital. The
Class 12 student had
just stepped out to go to
school when two bike-
borne men threw acid
on her face.
Mahesh Kumar, who
lives on the floor below
the victim's and whose
daughter is friends
with her, said he real-
ised what had happened
when the girl's parents
came running to him
and asked him to start
his motorcycle. “As
soon as she managed to
sit on the bike, I noticed
fumes rising from her
face and neck. She was
struggling to open her
eyes,” he recalled.
That's when the girl's
father told Mahesh that
“somebody had poured
acid on her.
They took her to

the police who filed an

girl was referred to
Safdarjung Hospital
the same day. “She’s a
very bright and intelli-
gent girl who has inter-
est in the legal field. I
remember her telling
me she would like to be-
come a judge someday,
Mahesh said. Mahesh’s
daughter said her
friend had already
started preparing for
life after school next
year. “She had spoken
to a career counsellor
and had plans to go to
London,” she said.
The main accused is
Sachin Arora, who al-
leged stalked the survi-
vor for sometime be-
fore attacking her. “Yes,
he would follow her on
his scooty and repeat-
edly try and speak with
her,” the friend said.
Arora lived in the
same neighborhood as
the victim before her
family shifted to the
new apartment.
Her father runs a
business selling rubber
stamps and vehicle li-
cence plates, and also
deals in real estate. The
girl lived with her par-
ents, two younger sib-
lings and their grand-
mother. “Her grand-
mother is the most up-
set of them all, said a
neighbour.

the girl lives. It's within a few steps of where
the acid attack took place. Sharma couldn't
fathom why such a deadly substance as acid was
so easily available. Why can’t it be put out of
circulation completely?” he asked.
Vandana, who runs a stationary shop right out-
side the victim's house said, “This is nothing but
a lapse on the part of the government. These men
ordered acid online. It's as easy as purchasing
clothes.”
Devendra Singh, a retired government employee,
shifted to this area in 2012. His house is right
opposite the spot where the attack happened.
He came to know about it two hours later. “As
you can see, despite what happened here there’s
hardly any police presence,” he complained. The
nearest police picket is the Mohan Garden station
a few kilometres away. “We don’t have strict laws
and so there is no sense of fear. Is there a way to
keep tabs on the sale of acid even online?”

was assaulted by an

still struggling to come
to terms with the inci-
dent and said his
daughter is unable to
eat or speak due to a
broken cheekbone.
The child is still in
Safdarjung Hospital.
According to her fa-
ther, the girl has also
suffered injuries on
her legs and the side of
her head.
She is unable to eat
or drink anything. The
doctor told us that she
would be discharged
today. But they in-
formed us that she will
be kept under observa-
tion for two more
days, the father said.
He has demanded a
harsher punishment
for the teacher, saying
how could someone
do this to a child.
Recalling the events
of the day, the father,
who is a daily wager,
said he was informed
about his daughter's
injuries on a call from
the school.
I was at work when
we received informa-
tion from the school
about the assault. We
rushed to the school
where we were told
that she has been ad-
mitted to the Hindu
Rao Hospital. I ran
there, he said.
The father said the
minor cried when he
saw him and his wife
lost consciousness.
Though she was un-
able to speak when I
saw her she started
crying. My wife on the
other hand fell uncon-
scious, he said.
We want the teach-
er to be removed and
severely punished. She
could harm any child.
We send our children
for education. She can
do same thing to other
students, he added.
According to the po-
lice, the teacher locked
herself inside a class-
room with students
and violently threw
water bottles before
she picked up the girl,
cut her hair and tossed
her from the balcony
.
According to doc-
tors, the girl, aged
around 17, has sus-
tained a fracture in a
facial bone.

New Delhi (ANI): Days
after the successful tri-
als of the nuclear-capa-
ble Agni-5 ballistic mis-
sile, India has now de-
veloped the capability
to strike targets beyond
the range of 7,000 kms.
Sourcesinthedefence

that the Defence Re-
searchandDevelopment
Organisation (DRDO)
has been able to reduce
the weight of the Agni-5
missile by replacing
steel content with com-
posite materials. “The
weight reduction that
has been achieved in the
missilesystemisbeyond
20percentandif thegov-
ernment wants, the nu-
clear-capable strategic
missile can go beyond
7,000 kms,” they said.
Sources cited the ex-
ample of the Agni-3
which weighs around 40
tonnes and can strike
targets at 3,000 kms but
the Agni-4 weighing
slightly more than 20
tonnes can cover a
much longer range.
The extended range
of the missile which is
part of the Strategic
Forces Command will
give a variety of options
to the planners during
times of conflict.
India’s nuclear weap-
on programme is main-
ly for deterrence
against its adversaries
including China and
Pakistan as it has a no-
first-use policy

It has been strengthen-
ingthesecondstrikecapa-
bility and is also working
on the development of a
submarine-launched bal-

the missile for its new
maximum possible

ly carried out night tri-
als of Agni-5 nuclear-
capable ballistic missile
on Thursday at its full
range of 5400 kms.
The test was carried
out to validate new
technologies and equip-
ment on the missile
which is now lighter
than before.
In October last year,
India carried out the
successful launch of
the surface-to-surface
ballistic missile, Agni-5
from APJ Abdul Kalam
Island, Odisha.
The missile, which
uses a three-stage solid-
fuelled engine, is capa-
ble of striking targets
at ranges up to 5,000
kilometres with a very
high degree of accura-
cy, the defence ministry
said in a statement.

New Delhi: The Supreme Court has dismissed a plea
challenging the election of Congress leader Rahul
Gandhi in 2019 from Wayanad Lok Sabha constituency
in Kerala. A bench of justices AS Bopanna and Dipankar
Datta rejected the petition filed by Saritha S Nair, who
had moved the apex court against an October 31, 2019
decision of the Kerala High Court by which her election
petitions challenging the Lok Sabha polls in Wayanad
and Ernakulam also were dismissed.
Bareilly: Two men were arrested here on Saturday for
allegedly firing at a constable inside a police outpost,
a police official said. The incident took place at the
Nakatiya outpost, which falls under the Cantt police sta-
tion, on National Highway 24 on Friday night, he said.

CONSECUTIVE WEEK
New Delhi: India’s foreign
exchange reserves during the
week that ended on December
9 rose by USD
2.91 billion to
USD 564.07
billion, the RBI
data showed.
Notably, this is the fifth consecu-
tive week of India’s rising foreign
exchange reserves. During the
week that ended December 2,
the country’s forex reserves
were at USD 561.16 billion, ear-
lier data showed. According to
RBI’s latest data, India’s foreign
currency assets, which are the
biggest component of the forex
reserves, rose by USD 3.14 bil-
lion to USD 500.12 billion.—ANI

Mumbai: A specialty tea from Assam’s Dibrugarh district was sold for
Rs 1.15 lakh per kg at a private auction on Friday, the proprietor of
the tea estate said. ‘Manohari Gold Tea’ fetched the price at an auc-
tion on private portal Tea Inntech, Rajan
Lohia of Manohari Tea Estate said. “Due
to the cap of Rs 1 lakh per kg set by the
Tea Board India at Guwahati Tea Auction
Centre (GTAC), we had to sell this batch
through private auction this year,” Lohia
said. This is the highest price fetched for
tea at such auctions anywhere, he claimed. One kilogramme of the
specialty tea was bought by RK Tea Sales, he said.  —PTI

ture in the country and

to the standard of the USA,
American standards.”
Addressing the issue of
logistics cost he said that it
is an effort to take up to 9
per cent by the end of 2024.
“Our logistics cost is a
big problem. Presently, it
comes to 16%, but I am
promising you that up to
the end of 24, we will take
it to the single digit, up to 9
per cent”, he added.
Talking about the con-
struction industry which
consumes 40% of Global
resources, the Minister
said that we are trying to
minimize the use of steel
in construction work by
adopting substitutes.
“We know that the con-
struction industry not only
contributes significantly to
environmental pollution
but also conserves 40% of

Health Minister Man-
sukh Mandaviya on Satur-
day said the central gov-
ernment is working to-
wards setting up a separate
wing for integrative medi-
cine, an approach that com-
bines conventional medi-
cine with complementary
treatments, in all the medi-
cal colleges and hospitals.
Mandaviya, who deliv-
ered a keynote address at
International Integrative
Health and Wellbeing
(IHW) Conference, 2022 or-
ganised by Heartfulness,
said the government has
established 1,50,000 health
andwellnesscentresacross
platforms that promote
meditation, yoga, and all
aspects and activities per-
taining to integrated
health and wellbeing.
“In the coming days, we
have started working on
having a separate division
for integrative medicine in
all medical colleges or hos-
pitals, and to have arrange-
ments for research,” he
said in a tweet.
Integrative medicine is
the need of the hour, he
stressed in another tweet.
Noting that research
should not be restricted to
government laboratories
alone, the union minister
said the Centre wants to
open research that recog-

The GST Council approved
the amendments in the
GST Act and GST Rules for
allowing unregistered sup-
pliers and composition
taxpayers to make intra-
state supply of goods
through E-Commerce Op-
erators (ECOs), subject to
certain conditions.
Appreciating whole-

sion of the GST Council to

vendors to sell their goods
through e-commerce por-

said that India is fast
emerging as the e-com-
merce hub and there is tre-
mendous growth in online
business.
E-commerce business in
India is now approximately
10 per cent of total retail.
“In view of this it was
extremely pertinent that
small vendors, those who
have small turnovers and
do not fall under the pur-
view of the GST, were not
able to conduct online busi-
ness, thus causing huge
loss of market and busi-
ness opportunities,” a
statement said.
New Delhi: The Goods and Services Tax (GST) Council on
Saturday decided to have a single definition across all states
in the country for sports utility vehicles, attracting a higher
tax rate. Currently cars with engine capacity exceeding 1500
cc, length exceeding 4000 mm and having ground clearance
of 170 mm attract a GST of 28% and a 22% cess, taking
the effective tax rate to 50%. However, states do not have
a consistent definition define a vehicle as a SUV, leading to
confusion among automakers. The council, composed of state
finance ministers and chaired by the Union Finance Minister,
decided that all the criteria including engine capacity, length
and ground clearance has to met for a vehicle to be classified
as a SUV. “If cars do not meet any of these criteria, lower cess
rate will be applicable,” said Vivek Johri, Chairman of Central
Board of Indirect Taxes and Customs.

Govt working to achieve

of $22 bn by 2025: Singh

Defence Minister Rajnath
Singh on Saturday said the
government is working
and committed to increas-
ing the defence production
target from current $12 bil-
lion to $22 billion by 2025.
“You (industry) can im-
agine, with this kind of
growth, how many opportu-
nities will be available for
the Indian industry,” the
DefenceMinistersaidwhile
addressing FICCI’s 95th An-
nual Convention  AGM.
He further underlined that
to increase the participa-
tion of domestic industry,
the government has re-
served a certain portion of
defence capital acquisition
for domestic procurement.
“Out of the total defence
capital budget outlay
, 68 per
cent of it is reserved for in-
digenous procurement by
domestic industry and 25%
for the private sector. The
results of these have now
started appearing and more
measureswillbeannounced
soon,” he emphasised.
The government, he
said, is also working to pro-
vide market access to the
domestic industry to make
them Aatmanirbhar. Singh
said that in the last few
years, there has been a con-
tinuous increase in de-
fence exports. The govern-
ment has already taken a
series of steps including
simplifying the FDI norms
which have been increased
to 74% via automatic route
and 100% via government
route, he added.

said: “In nine years, the Indian

to “procedural and structural” re-

refused bail to Moham-
mad Umar Gautam, a
converted Muslim who
was arrested last year
on allegations of run-
ning a mass conversion
racket in Uttar Pradesh.
The Division Bench
of Justice Ramesh Sin-
ha and Justice Saroj Ya-
dav passed this order
while hearing a Crimi-
nal Appeal filed by Md
Umar Gautam challeng-
ing the order dated
05.05.2022 of refusal of
bail by the Special
Judge, NIA/ ATS/ Ad-
ditional District  Ses-
sions Judge, Lucknow.
The FIR in this case
was lodged on 20.06.2021
at Police Station ATS
Gomti Nagar, Lucknow,
against Umar Gautam,
Mufti Qazi Jahangir
Qasmi, Chairman of Is-
lamic Dawah Centre
(IDC), and unknown
persons.
The FIR said that
Umar Gautam and his
associates were run-
ning IDC for the pur-
pose of conversion and
a huge fund was being
provided to it from dif-
ferent sources includ-
ing foreign countries.
Gautam’s counsel ar-
gued that the appellant
is an educated and law
abiding citizen working
as Lecturer in Jamia
Millia University since
1991. He created a chari-
table trust in the name
of “Fatima Charitable
Foundation” in the year
2007 with its Registered
Office at New Delhi. Un-
der the aegis of the said
trust, IDC was estab-
lished at New Delhi
with sole objective to
help needy and unprivi-
leged people.
The court, however,
held that “Prima facie,
it transpires from the
record that the appel-
lant has admitted that
he is running an organ-
ization in the name of
Islamic Dawah Centre
(IDC) which welcomes
people who embrace Is-
lam and he has engaged
his associates, who are
co-accused in the case,
by preparing docu-
ments for conversion of
a person belonging to
another religion for em-
bracing Islam and he
has categorically stated
in his bail application
that the said conversion
was being carried out
by his organization for
the last so many years.”
Mohammad Umar Gautam, a converted Muslim, worked as Lecturer in Jamia
Milia university and founded Islamic Dawah Centre in New Delhi
Counsel argued that Gautam is an educated, law abiding citizen.
The court observed,
“It cannot be said that
he is innocent. The
evidence collected
during course of in-
vestigation by ATS and
charge sheet submitted
reflects that he was
carrying on anti-nation-
al activities with help
of anti-social elements.
He has also received a
huge sum of money in
his personal accounts.”

ber of journalists jailed
for doing their job has
touched a record high
this year, seeing a jump
of 20 percent as com-
pared to last year with a
tally of 323, according
to the annual prison
census by the Commit-
tee to Protect Journal-
ists. India continues to

for the second consecu-
tive year, with seven
journalists behind bars,
including six charged
under the stringent
UAPA, it said.
According to CPJ, in
India the seven journal-
ists imprisoned are

wang,” Singh said. “We
have never questioned
the intention of any
leader in the opposi-
tion, we have only de-
bated on the basis of
policies. Politics should
be based on truth.”

Few days back, Chandrashekhar Rao was in
New Delhi, where he inaugurated the party
office of his newly named party ‘Bharat Rashtra
Samithi’. The next day, he invited more than
1,500 people for dinner, including MPs, MLAs,
Ministers and many office bearers of his party,
where Rao expressed his desire that he wishes
to contest the 2024 Lok Sabha elections. At the
same time, Rao also emphasised that unlike
Nitish Kumar, ‘no strong front can be formed
against the ruling BJP unless the Congress is
included in it’.
Ever since Akhilesh Prasad Singh, a Bhumihar
leader from Bihar, has been made the new President
of the Bihar Pradesh Congress Committee, courtesy of
Kharge, his spirits are soaring. On December 11, Akh-
ilesh brought some tall Congress leaders from Bihar in
a chartered flight from Delhi to Patna, where they were
to perform a ‘mega show’ at the local Bapu Audito-
rium in Patna. Leaders like Meera Kumar, Tariq

Bhakta Charan Das had reached
Patna by boarding this chartered
flight of Singh. When these leaders
reached the Bapu Auditorium, they
were stunned to see that the stage

missing in Bihar and only

When the Congress won in Himachal Pradesh, Rani
Sahiba i.e. Congress MP from Mandi, Prat-
ibha Singh bluntly said that ‘this is the tribute of the
people of Himachal Pradesh to Raja Virbhadra Singh.’
After this, Priyanka Gandhi, through Rajeev Shukla,
conveyed a message to the victorious Congress MLAs
that ‘even if any leader of the party calls them for a
meeting at their house, they do not have to go.’ But
still, 12 Congress MLAs went to Rani Sahiba’s house
on her invitation, while Rani Sahiba expected that some
25 MLAs are definitely their own this time. After this,
Pratibha, through Harsh Mahajan, who joined BJP, sent
a message to the BJP top brass that ‘if BJP is ready to
make her the Chief Minister, she can juggle more than
12 MLAs.’ But this proposal was rejected. PM
Modi straight-forwardly declined as
the PM did not want that ‘Operation
Lotus’ should be splashed on such a
big victory of Gujarat. Right now, Rani
Sahiba has been asked to wait till the
right time comes, and it has to be
seen whether Rani Sahiba will
also prove to be ‘Eknath Shinde’
of Congress in the coming days.

Aam Aadmi Party’s concerns about
Punjab have increased. The party
itself has a tradition of conducting
surveys from time to time in the states it
rules. A recent opinion
poll by a recognized

able to win only 4 out
of 13 parliamentary seats in Punjab.”
The reason for it is that Akali Dal is do-
ing ‘Panthic Politics’ on ground level in

ILLEGAL INFILTRATION, TRANS-BORDER SMUGGLING States share responsibility for border security: Shah Kolkata (PTI): Union Home Minister Amit Shah, at a meeting of the Eastern Zonal Council (EZC) on Sat- urday, indicated to chief ministers that the states too share re- sponsibility along with the BSF for security in India’s border areas, officials said. Shah, who is the chairman of the coun- cil, was accompanied by five home ministry officials including Un- ion Home Secretary Ajay Bhalla, at the meeting that began around 11 am and last- ed over two hours. Illegal infiltration, trans-bordersmuggling and the vulnerable In- dia-Bangladesh bound- ary were among sub- jects deliberated upon at the 25th EZC meet- ing, chaired by Shah, at the West Bengal secre- tariat near here, a sen- ior official said. Issues such as water-sharing among states were also discussed at the meet- ing, which was attend- ed by West Bengal Chief Minister Mama- ta Banerjee, her Jharkhandcounterpart Hemant Soren, Bihar deputy CM Tejashwi Yadav and Odisha min- ister Pradeep Amat, an official said. The role of the Bor- der Security Force (BSF) was discussed, in light of the increase in the operational area of the border force earlier this year. In response, according to sources, Shah is believed to have indicated that the state governments too have a role to play in border security . The BSF is not the only one responsible for stopping smuggling across the internation- al border. The state governments also have the responsibility to prevent crime along the border. Under any circumstance, infiltra- tion will have to be stopped, Shah is be- lieved to have said at the meeting. Shah instructed the BSF to be “flexible” and cooperate with the states, when the West Bengal chief minister complained that the se- curity forces wanted excessive land for fenc- ing and setting up sec- tor offices along the boundaries of different states, the official said. In view of the upcom- ing G20 Summit, the Delhi government is- sued directions on Thursday to remove and relocate the beggars from the Hanuman Mandir area. The meet- ing was held with the social welfare depart- ment as well as Delhi Police to discuss the res- cue drive of the beggars. DUSIB member Bi- pin Rai said facilities that are provided at the government shelter homes, will also be pro- vided to the beggars once they are relocated. “First, we will map the beggars and hold surveys to understand how many of them are there near the Kash- mere Gate ISBT. We will also find out the number of family members of the beggars and proceed with the plan accord- ingly ,” he said earlier. A four-member com- mittee, under the chief engineer of DUSIB, has been constituted to co- ordinate with govern- ment agencies and pre- pare an action plan by Tuesday to “shift the beggars to night shel- ters located at Dwarka and other places”. The accused was in- tercepted on Decem- ber 7. Upon question- ing, the passenger di- vulged that she had swallowed capsules of narcotics substance. “Since it was an im- pending medical emergency, the pas- senger was admitted to hospital. Subse- quently, during medi- cal examination of the passenger, certain material was found to be secreted inside the body of the passenger. Under expert medical supervision, ejection process was carried out,” the customs de- partment said. The entire ejection process lasted over several days during which customs offic- ers maintained round the clock vigil, it said. “Total 82 capsules were recovered which yielded a total of 1,024 grams white oval shaped/powdery sub- stance,” customs said. The Council could de- cide on only 8 out of the 15 agenda items due to paucity of time, Fi- nance Minister Nirma- la Sitharaman said, adding the items not considered included one pertaining to set- ting up of appellate tri- bunals for GST. New Delhi (ANI): Shraddha Walkar mur- der accused Aaftab AminPoonawalaonSat- urday told the Saket court here that he would decide after talking to his lawyer whether he wants to pursue the bail or not. Additional Sessions Judge Vrinda Kumari listed the bail matter for hearing on Decem- ber 22, while his (Aaft- ab's) counsel would meet him in the jail on Monday. Aaftab was produced in the court via video conferencing on the court's earlier di- rections of the day . The court noted Aaft- ab's statement that even though he signed the 'vakalatnama', he was unaware that a bail has been filed on his behalf. He told the court that he had no communica- tion with his counsel in this regard. He would decide on the issue after talking to the counsel. Aaftab's counsel Ad- vocate MS Khan submit- ted before the court that he would meet Aftab at the earliest. Although, Khan said there was no need to produce the accused on the next date, the special public prosecutor op- posed the submission and said that Aaftab should be produced on the next date. The Delhi court ear- lier in the day directed Tihar jail authorities to produce Aaftab Poon- awala after receiving a report from prison au- thorities that Poonawa- la did not instruct any lawyer to file his bail. The Additional Ses- sions Judge asked the Jail authorities to pro- duce Aaftab through video conferencing at 11.30 am. The court said that the prison report was received on Friday con- taining Aaftab's hand- written letter stating that the bail application has been filed errone- ously and he had no communication in this regard. A report from jail through the E-Mail stat- ed that Aaftab has not instructed any lawyer to file the bail application. On the other hand, ad- vocate MS Khan submit- ted that he has filed the application and has a 'vakalatnama' signed by Aaftab, which has been duly signed by the jail authorities. Special Public Prose- cutor Amit Prasad has appeared for Delhi Po- lice and the Nirbhaya Gang Rape case's lawyer Advocate Seema Kushwaha has also reached there. Both Man Singh and his son were injured in the incident and are un- dergoing treatment at a hospital here, they said. Police said the inci- dent took place around 10:30 pm on Friday . The man's wife, Pooja, has alleged that they shared a strained rela- tionshipandshewasliv- ing with her grand- mother along with her son, police officials said. She said her husband arrived at her residence around 7 pm in an ine- briated state and picked a fight with her, they added. In a status report filed before the HC, Delhi Po- lice has also said more than 2,700 CCTVs, 85 baggage scanners, 242 hand-held metal detec- tors and 146 door-frame metal detectors have been installed in the dis- trict courts. The report was filed in relation to the high court's suo motu case and a petition on the safety and security on the court premises, fol- lowing the September 24 shootout in a courtroom in the Rohini district court that killed three people. In its latest status re- port, Delhi Police in- formed the court that as on November 30, 997 se- curity personnel were deployed in the district courts as opposed to 783 on October 26, 2021. The figure includes 493 security staff, 243 Central Armed Police Forces (CAPF) person- nel and 261 police per- sonnel, it said. Total 313 security per- sonnel are also present at HC, besides several door-frame and hand- held metal detectors, CCTVs and other facili- ties, the report added. But they noted that the complainant “doesn’t want to record a statement or follow the case legally”. According to several local residents in the neighbourhood, Shiv’s behaviour was abrupt on the night of November 9. They said that he created a ruckus in the locality “with a knife” that night while knocking on doors, and the police also say that CCTV footage shows him carrying a sharp weapon. His family, however, denies that he had any mental health issues. Now, CNG will be 95 paise costlier. Customers will now have to pay up to Rs 79.56 for a kg of CNG in Delhi, while it will cost around Rs 82.12 per kg in Noida, Greater Noida and Ghaziabad. It will be the costliest in Gurugram, with a kg of CNG priced at Rs 87.89 from today. Gas distributors have been periodically raising prices since October last year when domestic as well as interna- tional gas prices started to climb. Earlier in May, it was hiked by two rupees, while on October 8 it became costlier by three rupees. The CNG prices in Delhi have gone up by more than 20 rupees in the past 9 months. FIRE BREAKS OUT AT DELHI HOSPITAL, 5 FIRE TENDERS RUSHED New Delhi (ANI): A fire broke out at at the Pheonix Hospital in South Delhi’s Greater Kailash Part 1 on Saturday morning. No injuries have been reported so far. The blaze was reported in the basement of the hospital. A fire call was received at 0908 this morning. A total of five fire tenders were rushed to the site and the blaze is now under control, fire department officials said. The cause of the blaze has not yet been ascertained. Gurugram (PTI): Police issued a traffic advisory ahead of the proposed protest to demand the formation of Ahir regi- ment near Kherki Dhaula toll plaza here on Sunday, officials said. The police said a number of diversions have been put in place since the traffic flow may get affected due to the protest on December 18. Those coming from Jaipur may take diversion from Pachgaon and follow KMP for Delhi and other areas, the advisory said. Those commuting from Manesar to Gurugram or Delhi may follow U-turn from Givo cut near Kherki Dhaula toll and take SPR to Golf course ex- tension route, it added. “Those travelling from Gurugram or Delhi towards Jaipur may take a diversion route from Rajiv chowk to Sohna and then use the KMP route. Those com- muting from Gurugram to Jaipur may also take a diversion from Hero Honda chowk to Pataudi road,” read the advisory. Acid attack: Girl wished to be a judge, study in London First India Bureau New Delhi: The family of the 17-year-old girl who was attacked with acid in southwest Del- hi’s Dwarka had moved into their three-room apartment here nearly two years ago. The house has been mostly locked since the attack took place Wednesday morning, with family members attending to the teenager at the burns ward of Safdar- jung Hospital. The Class 12 student had just stepped out to go to school when two bike- borne men threw acid on her face. Mahesh Kumar, who lives on the floor below the victim's and whose daughter is friends with her, said he real- ised what had happened when the girl's parents came running to him and asked him to start his motorcycle. “As soon as she managed to sit on the bike, I noticed fumes rising from her face and neck. She was struggling to open her eyes,” he recalled. That's when the girl's father told Mahesh that “somebody had poured acid on her. They took her to Deen Dayal Upadhyay Hospital and informed the police who filed an FIR. From Deen Dayal Upadhyay Hospital, the girl was referred to Safdarjung Hospital the same day. “She’s a very bright and intelli- gent girl who has inter- est in the legal field. I remember her telling me she would like to be- come a judge someday, Mahesh said. Mahesh’s daughter said her friend had already started preparing for life after school next year. “She had spoken to a career counsellor and had plans to go to London,” she said. The main accused is Sachin Arora, who al- leged stalked the survi- vor for sometime be- fore attacking her. “Yes, he would follow her on his scooty and repeat- edly try and speak with her,” the friend said. Arora lived in the same neighborhood as the victim before her family shifted to the new apartment. Her father runs a business selling rubber stamps and vehicle li- cence plates, and also deals in real estate. The girl lived with her par- ents, two younger sib- lings and their grand- mother. “Her grand- mother is the most up- set of them all, said a neighbour. Sourcesinthedefence establishment told ANI that the Defence Re- searchandDevelopment Organisation (DRDO) has been able to reduce the weight of the Agni-5 missile by replacing steel content with com- posite materials. “The weight reduction that has been achieved in the missilesystemisbeyond 20percentandif thegov- ernment wants, the nu- clear-capable strategic missile can go beyond 7,000 kms,” they said. Sources cited the ex- ample of the Agni-3 which weighs around 40 tonnes and can strike targets at 3,000 kms but the Agni-4 weighing slightly more than 20 tonnes can cover a much longer range. The extended range of the missile which is part of the Strategic Forces Command will give a variety of options to the planners during times of conflict. India’s nuclear weap- on programme is main- ly for deterrence against its adversaries including China and Pakistan as it has a no- first-use policy . During the week that ended December 2, the country’s forex reserves were at USD 561.16 billion, ear- lier data showed. Appreciating whole- heartedly the major deci- sion of the GST Council to allow small unregistered vendors to sell their goods through e-commerce por- tals, the Confederation of All India Traders (CAIT) onSaturdaythankedPrime Minister Narendra Modi and Finance Minister Nir- mala Sitharaman for this “progressive decision” which was demanded by CAIT since last more than two years. CAIT national president B.C. Earlier, GST Council in its 47th meeting had grant- ed in-principle approval for allowing unregistered suppliers and composition taxpayers to make intra- state supply of goods through ECOs, subject to certain conditions. CAIT said that India is fast emerging as the e-com- merce hub and there is tre- mendous growth in online business. E-commerce business in India is now approximately 10 per cent of total retail. “In view of this it was extremely pertinent that small vendors, those who have small turnovers and do not fall under the pur- view of the GST, were not able to conduct online busi- ness, thus causing huge loss of market and busi- ness opportunities,” a statement said. New Delhi: The Goods and Services Tax (GST) Council on Saturday decided to have a single definition across all states in the country for sports utility vehicles, attracting a higher tax rate. Currently cars with engine capacity exceeding 1500 cc, length exceeding 4000 mm and having ground clearance of 170 mm attract a GST of 28% and a 22% cess, taking the effective tax rate to 50%. However, states do not have a consistent definition define a vehicle as a SUV, leading to confusion among automakers. The council, composed of state finance ministers and chaired by the Union Finance Minister, decided that all the criteria including engine capacity, length and ground clearance has to met for a vehicle to be classified as a SUV. “If cars do not meet any of these criteria, lower cess rate will be applicable,” said Vivek Johri, Chairman of Central Board of Indirect Taxes and Customs. He further underlined that to increase the participa- tion of domestic industry, the government has re- served a certain portion of defence capital acquisition for domestic procurement. “Out of the total defence capital budget outlay , 68 per cent of it is reserved for in- digenous procurement by domestic industry and 25% for the private sector. The results of these have now started appearing and more measureswillbeannounced soon,” he emphasised. The government, he said, is also working to pro- vide market access to the domestic industry to make them Aatmanirbhar. Singh said that in the last few years, there has been a con- tinuous increase in de- fence exports. The govern- ment has already taken a series of steps including simplifying the FDI norms which have been increased to 74% via automatic route and 100% via government route, he added. The FIR in this case was lodged on 20.06.2021 at Police Station ATS Gomti Nagar, Lucknow, against Umar Gautam, Mufti Qazi Jahangir Qasmi, Chairman of Is- lamic Dawah Centre (IDC), and unknown persons. The FIR said that Umar Gautam and his associates were run- ning IDC for the pur- pose of conversion and a huge fund was being provided to it from dif- ferent sources includ- ing foreign countries. Gautam’s counsel ar- gued that the appellant is an educated and law abiding citizen working as Lecturer in Jamia Millia University since 1991. He created a chari- table trust in the name of “Fatima Charitable Foundation” in the year 2007 with its Registered Office at New Delhi. Un- der the aegis of the said trust, IDC was estab- lished at New Delhi with sole objective to help needy and unprivi- leged people. The court, however, held that “Prima facie, it transpires from the record that the appel- lant has admitted that he is running an organ- ization in the name of Islamic Dawah Centre (IDC) which welcomes people who embrace Is- lam and he has engaged his associates, who are co-accused in the case, by preparing docu- ments for conversion of a person belonging to another religion for em- bracing Islam and he has categorically stated in his bail application that the said conversion was being carried out by his organization for the last so many years.” Mohammad Umar Gautam, a converted Muslim, worked as Lecturer in Jamia Milia university and founded Islamic Dawah Centre in New Delhi Counsel argued that Gautam is an educated, law abiding citizen. First India Bureau New Delhi: The num- ber of journalists jailed for doing their job has touched a record high this year, seeing a jump of 20 percent as com- pared to last year with a tally of 323, according to the annual prison census by the Commit- tee to Protect Journal- ists. India continues to remain at a record high for the second consecu- tive year, with seven journalists behind bars, including six charged under the stringent UAPA, it said. According to CPJ, in India the seven journal- ists imprisoned are Aasif Sultan, Siddique Kappan, Gautam Nav- lakha, Manan Dar, Sa- jad Gul, Fahad Shah and Rupesh Kumar Singh. Three of them have been in jail for more than a year.
