Aleopard entered a girls’
hostel near Hiran Magri
suburban in Udaipur on
Friday creating panic
among the resident girls
present in the hostel.
Fearing for their safe-
ty, the girls locked them-
selves in their rooms
while the leopard at-
tempted to attack the hos-
tel cook.
Responding to the
alarm, a rescue team
from the police and forest
department arrived, en-
gaging in a three-and-a-
half-hour search. The
leopard was spotted on
the stairs and later he
found shelter under them.
The team successfully
tranquilized the leopard
at 4:45 pm.

mi Mandir cinema hall
has been lost in JDA. The
Zone Deputy Commis-
sioner has formed a com-
mittee under the chair-
manship of Tehsildar to
search for the file. Nota-
bly, approval was given in
the matter during the
Congress govt to build a
multiplex from the cine-
ma hall as the Cabinet
Empowered Committee
had decided in this regard.

garding the master plan
of Jaipur City, JDA has
started an exercise after
the removal of the code
of conduct to change the
master plan. In this re-
gard, exercise has been
initiated regarding roads
60 feet or more wide and
shown as mixed or com-
mercial on the corner
plots of those roads. It is
proposed to give mixed
or commercial land use
on these plots also. Simi-
larly, mixed and com-
mercial land use is pro-
hibited on plots located
on both sides of the fly-
over and on the railway
overbridge. But JDA has
issued notification for
change in this asking for
objections and sugges-
tions.

ajasthan has be-
come the sec-
ond state in the
country in cases of in-
flammatory speeches.
Twenty-two cases of hate
speech were registered in
the state in 2016. This
number has, however, in-
creased to 192, which is
the highest in the country
after Uttar Pradesh.
Provocative state-
ments by politicians dur-
ing elections have added
fuel to the fire. Besides,
hurting religious senti-
ments through speeches
have also increased in the
state. According to the
NCRB report, 1523 cases
related to hate speech
were registered in the
country in 2022. A maxi-

registered in the state.
In most instances, po-
lice have registered cas-
es on the basis of in-
flammatory speeches or
statements, fake news
and posts spread through
social media or other
mediums. Such cases
are registered under sec-
tions 153A, 153B, 295A
and 505.
According to the re-
port, 1872 cases of hurt-
ing religious sentiments
(section 295 of IPC)
were registered in the
country. These cases in-
creased rapidly in Ra-
jasthan. Forty-five cases
were registered in 2022
and 31 cases in 2021.
This year, about 30 per-
cent more cases were
registered compared to
last year. However, the
number of such cases has
decreased compared to
2017. In 2022, the high-
est number of cases of
hurting religious senti-
ments were registered in
Maharashtra (355) fol-
lowed by Madhya
Pradesh (308), Karnata-
ka (219) and Uttar
Pradesh (220). Rajasthan
stood at ninth position.

land and plots picking
up pace, the number of
registries have increased
by about five times. It is
expected that within a
week the number of reg-
istries will further go up.
Due to the assembly
elections, the work of
confiscation of notes was
on. Anyone found with
more than Rs 50,000 in
cash was caught. About
Rs 43 crore were seized.
Due to this, people did
not come out with cash to
buy land, etc. So the
number of registries in
the registration offices
had gone down.
Officers were also en-
gaged in election duty.
During the election peri-
od, only 8 or 9 registries
were done per day. Now,
their number has in-
creased significantly in
the last three days. Up to
40 registries are being
done every day at Alwar
aRegistration Office II.
Looking at the old data,
earlier more than 100
registries were done in
this office every day and
very soon the figures will
reach the same number.

from Jodhpur in 11 bull-
ock carts arrived in Ayo-
dhya on Thursday cover-
ing a distance of 1200
kilometres in 10 days.
The ghee will be used in
the first aarti and havan
of Ram Lala in the Ram
temple in Ayodhya dur-
ing the Pran Pratishtha
Utsav proposed on Janu-
ary 22, 2024. The ghee
urns were bathed in the
Saryu on Friday and will
be handed over to Shri
Ram Janmabhoomi
Teerth Kshetra Trust to-
day. Sandeepani Maha-
raj, director of Maharishi
Sandipani Dharma
Gaushala located in Ba-
nar, Jodhpur, reached
with the urns.
Today, the urns will be
placed in bullock carts
and will be taken around
the city inAyodhya.After
this, the ghee will be con-
secrated and then handed
over to the temple trust.

lit with this ghee, which
will also be used for
bathing the Lord and
making Panchamrit.”

ARE A BIG WORRY
FOR INDIA TOO
llegal migrants are bothering the govern-
ments of UK, US and several European
countries but also India. The Supreme Court
flagged it as a “crucial problem” during the course
of hearing on Section 6A of the Citizenship Act of
1955 and asked the government about the steps tak-
en to prevent influx from Bangladesh into North-
eastern states and West Bengal. Like in other coun-
tries, these illegal migrants cause a strain on the
economy and the socio-cultural fabric. The imple-
mentation of the CitizenshipAmendmentAct had run
into roadblocks in Assam but it could not stop the
BJP from forming a government in the state.
It is difficult to get a count of such migrants and
the Supreme Court has asked Assam and the Centre
for their estimated numbers. Being mostly from
Bangladesh they are perceived as a threat to national
security and communal harmony. Their large popula-
tion in West Bengal is worrisome for the Central
government but so far the focus is on Assam.

he Lok Sabha Ethics Committee’s anticipated
recommendation has been made: the expul-
sion of Mahua Moitra due to a serious viola-
tion of parliamentary privileges in the cash-for-query
case.The Ethics Panel has found her guilty of compro-
mising national security by sharing her Lok Sabha
password with Darshan Hiranandani, a foreign nation-
al.This act could potentially grant unauthorized access
to sensitive documents shared with MPs, the panel
noted. The charges against Moitra extend to her Lok
Sabha account being operated from Dubai, with Hi-
ranandani admitting to login sharing and covering ex-
penses for her gifts
and travel. Moitra al-
leged that Hiranan-
dani was forced to
admit the charges.
Notably, Moitra has
been a prominent crit-
ic of a Gujarat-based
corporate house.
With the parlia-
mentary session near-
ing its end, the possi-
bility of further action
against Moitra re-
mains,especiallywith
the Ethics Panel urg-
ing the government to
investigate the money
trail. Moitra claims
that the panel hasn’t
established this trail,
prompting potential
involvement of the
EnforcementDirecto-
rate and Income-Tax department. Additionally, her
electoral prospects for 2024 may be in jeopardy if the
House decides to bar her from contesting.
In defence of Moitra, opposition parties questioned
the legality of the Ethics Panel’s recommendation in
the Lok Sabha. Their protests and a possible walkout
will be of symbolic value only. The report gives the
opposition an opportune time to renew their unity
efforts after recent electoral setbacks in the Hindi
heartland states have hindered their cohesion because
the Congress failed to secure victory in any of the
three states. As Moitra’s fate hangs in the balance,
the political scenario remains uncertain.

only natural that he will
keep a close watch on the
affairs of the state to en-
sure that voters aren’t left
disappointed and the party
is on a strong footing for
future elections.
BJP’s performance was
better than widely expect-
ed as opinion and exit polls
had suggested a close con-
test between Modi’s party
and Congress. Modi re-
mains widely popular after
a decade in power and sur-
veys suggest he will win
again next year.
Meanwhile, 5 days after
the assembly election re-
sults, the BJP on Friday
named central observers for
electing the leaders of its
legislature parties in the 3
states amid indications that
newChiefMinistersmaybe
named over the weekend.
While several names do-
ing the rounds should be
taken as “kite-flying” or
intelligent guessing, it may
be safely concluded that
the nominee will be some-
one with age on their side
for at least the next 10-15
years to helm the affairs of
the party in the state.
Further, only the top

Hailing the diversity of
India, Prime Minister
Narendra Modi on Friday
said that the rich culture
and the diverse heritage
of the country attract the
entire world.
Speaking after inaugu-
rating IndiaArt,Architec-
ture and Design Biennale
2023 here, he said the
country has the most di-
verse nation in the world,
but that diversity also
binds its people together.
“Even today, India’s
culture and ancient herit-
age attract tourists from
all over the world. Today,
work with a sentiment of
self-respect is being done
in every area of art and
architecture. We are the
most diverse nation in the
world, but that diversity
also binds us together,”
he said. He further said
that art and architecture
are the key in linking a
country with its heritage.
“We have seen the In-
ternational Museum
Expo in Delhi, The Festi-
val of Libraries was held
inAugust. Through these
programmes, it is our at-
tempt to institutionalise
the global cultural initia-
tive,” he added.
The PM also said that
the cultural spaces to be
built in Delhi, Kolkata,
Mumbai, Ahmedabad
and Varanasi will enrich
these cities culturally.

form art is in, it is always
born close to nature...Art
is by nature pro-nature,
pro-environment and pro-
climate...” PM Modi said.

observed that COVID-19
vaccination did not in-
crease the risk of unex-
plained sudden death
among young adults in
India, the govt informed
Parliament on Friday.
In a written reply,
Health Minister Man-
sukh Mandaviya said
post hospitalisation due
to COVID-19, the family
history of sudden death
and certain lifestyle be-
haviours increased the
likelihood of unexplained
sudden deaths.
He was responding to a
question on whether there
has been any reported in-
stance of a linkage be-
tween Covid vaccination
and incidents of heart at-
tacks in the country.

PVT BILL TO REPEAL WAQF ACT INTRODUCED IN RS
New Delhi: A private member bill seeking to repeal
the Waqf Act, 1995, was introduced in the Rajya
Sabha after a division of votes amid strong protests
by opposition parties. The Waqf Repeal Bill 2022 was moved
for introduction by BJP member Harnath Singh Yadav. This
was vehemently opposed by members of several parties,
including the Congress, TMC, DMK, CPI, CPI (M), and RJD
and led to a division of votes. The introduction of the bill
was approved after 53 members, mostly from the treasury
benches, voted in favour while 32 opposed the move.

on Friday.
Based on inputs re-
ceived from various chan-
nels, passenger fare ra-
tionalisation is an ongo-
ing and continuous pro-
cess, he said in a written
reply in the Rajya Sabha.
“At present, no pro-
posal to form a tariff
committee for fixing rail-
way fare is under consid-
eration,” the Railway
minister said in response
to a question from DMK
MP P Wilson.
“Feedback regarding
various passenger related
policies including passen-
ger fare is received con-
tinuously through various
forums such as passenger
associations, consultative
committees at station, di-
vision, zonal levels etc,”
Vaishnaw said.
According to him, In-
dian Railways operates
different categories of
train services to cater to
the travel needs of various
sections of the population.

on Friday following a bat-
tle with cancer, his son
Hasnain said.
The actor was 68.
“My father passed
away at 2.00 am follow-
ing his battle with stom-
ach cancer. He was in a
critical condition since
last 17 days. He had lost
35-40 kg in a month,”
Hasnain Sayyed, Junior
Mehmood’s younger son,
told PTI. Junior Me-
hmood, whose real name
was Naeem Sayyed, be-
gan as a child artist with
“Mohabbat Zindagi Hai”
(1966) and “Naunihal”
(1967). He was given the
name Junior Mehmood
by late comedy icon Me-
hmood after they starred
together in the 1968 film
“Suhag Raat”.
According to the ac-
tor’s close friend Salaam
Kazi, Junior Mehmood
had pain in his stomach
and was getting treated
by a local doctor. But
when he started losing
weight, his family de-
cided to take him to Tata
Memorial Hospital.
“They did a check-up
and the doctors over there
said he had cancer in his
lung and liver, and a tu-
mour in his stomach. He
was also diagnosed with
jaundice,” Kazi added.

was one of the first film
personalities to pay trib-
ute to Junior Mehmood
on social media.
“You were an integral
part of my childhood
which was all about the
movies. Rest In Peace Jr.
Mehmood. Many thanks
for the years of entertain-

Chennai: Four days after Cyclone
Michaung battered Chennai,
bodies of two men have been
recovered from a 60-foot trench at a con-
struction site in Velachery. The men are
suspected to have fallen into the trench
amid heavy rains triggered by the cyclone.
They were identified as S Naresh (20) who
worked at a bunk next to the construction
site, and R Jayaseelan (32), an assistant
engineer with Greentech. The body of
Naresh was retrieved from a 60-foot trench
at a construction site in Velachery on De-
cember 4, by rescue personnel after about
100 hours since the mishap occurred.

forms. Application forms

Assembly Secretariat and
seven categories have
been created for member-
ship of the club.
On behalf of the appli-
cant, applications can be
made for lifetime, ordi-
nary, special, general,
non-resident and individ-
ual foreign, temporary
and institutional member-
ship of the club. MPs,
MLAs, former MPs and
former MLAs will have
to pay fifty thousand ru-
pees to become life mem-
bers.Whereas for officers
this amount will be Rs 1.5
lakh. Apart from this, if
other people of the soci-
ety want to take member-
ship of the club, they will
have to pay an amount of
seven lakhs. The Govern-
ing Council will decide
on acceptance of mem-
bership applications from
private individuals. Ra-
jasthan Legislative As-
sembly is the first legisla-
tive assembly in the
country where Constitu-
tion Club has been creat-
ed. Constitution Club has
been set up in Jaipur on
the lines of the Constitu-
tion Club in New Delhi
and has been constructed
by Rajasthan Housing
Board in record time.

searcher who studies technol-
ogy and human information
behaviour, I find that Chat-
GPT’s influence in society
comes as much from how peo-
ple view and use it as the tech-
nology itself.
Generative AI systems like
ChatGPT are becoming perva-
sive. Since ChatGPT’s release,
some mention of AI has
seemed obligatory in presenta-
tions, conversations and arti-
cles. Today, OpenAI claims
that 100 million people use
ChatGPT every week.
Besides people interacting
with ChatGPT at home, em-
ployees at all levels up to the
C-suite in businesses are using
theAI chatbot. In tech, genera-
tive AI is being called the big-
gest platform since the iPhone,
which debuted in 2007.All the
major players are making AI
bets, and venture funding inAI
startups is booming.
Along the way, ChatGPT
has raised numerous concerns,
such as its implications for dis-
information, fraud, intellectual

nation. In my world of higher
education, much of the discus-
sion has surrounded cheating,
which has become a focus of
my research this year.
LESSONS FROM
CHATGPT’S FIRST YEAR
The success of ChatGPT
speaks foremost to the power
of a good interface. AI has al-
ready been part of countless
everyday products for well
over a decade, from Spotify
and Netflix to Facebook and
Google Maps. The first ver-
sion of GPT, the AI model
that powers ChatGPT, dates
back to 2018. Even OpenAI’s
other products, such as DALL-
E, did not make the waves that
ChatGPT did immediately
upon its release. It was the
chat-based interface that set
off AI’s breakout year.
There is something
uniquely beguiling about
chat. Humans are en-
dowed with language, and
conversation is a primary
way people inter-
act with
each other and infer intelli-
gence.Achat-based interface is
a natural mode for interaction
and a way for people to experi-
ence the “intelligence” of anAI
system. The phenomenal suc-
cess of ChatGPT shows again
that user interfaces drive wide-
spread adoption of technology,
from the Macintosh to web
browsers and the iPhone. The
design makes the difference.
At the same time, one of the
technology’s principal
strengths – generating con-
vincing language – makes it
well-suited for producing false
or misleading information.
ChatGPT and other generative
AI systems make it easier for
criminals and propagandists to
prey on human vulnerabilities.
The potential of the technology
to boost fraud and misinforma-
tion is one of the key rationales
for regulating AI.
Amid the real promises and
perils of generative AI, the
technology has also provided
another case study of the pow-
er of hype. This year has
brought no shortage of articles
on how AI is going to trans-
form every aspect of society
and how the proliferation of
technology is inevitable.
ChatGPT is not the first
technology to be hyped as “the
next big thing,” but it is per-
haps unique in simultaneously
being hyped as an existential
risk. Numerous tech titans and
even someAI researchers have
warned about the risk of super-
intelligent AI systems emerg-
ing and wiping out humanity,
though I believe that these
fears are far-fetched.
The media environment
favours hype, and the cur-
rent venture funding cli-
mate further fuels AI
hype in particular. Play-
ing to people’s hopes and
fears is a recipe for anxi-
ety with none of the ingre-
dients for wise decision-
making.
WHAT THE FUTURE
MAY HOLD
The AI floodgates opened in
2023, but the next year may
bring a slowdown.AI develop-
ment is likely to meet technical
limitations and encounter in-
frastructural hurdles such as
chip manufacturing and server
capacity. Simultaneously, AI
regulation is likely to be on the
way.
This slowdown should give
space for norms in human be-
haviour to form, both in terms
of etiquette, as in when and
where using ChatGPT is so-
cially acceptable, and effec-
tiveness, like when and where
ChatGPT is most useful.
ChatGPT and other genera-
tive AI systems will settle into
people’s workflows, allowing
workers to accomplish some
tasks faster and with fewer er-
rors. In the same way that peo-
ple learned “to Google” for
information, humans will need
to learn new practices for work-
ing with generative AI tools.
But the outlook for 2024
isn’t completely rosy. It is
shaping up to be a historic year
for elections around the world,
and AI-generated content will
almost certainly be used to in-
fluence public opinion and
stoke division. Meta may have
banned the use of generative
AI in political advertising, but
this isn’t likely to stop Chat-
GPT and similar tools from be-
ing used to create and spread
false or misleading content.
Political misinformation
spread across social media in
2016 as well as in 2020, and it
is virtually certain that genera-
tiveAI will be used to continue
those efforts in 2024. Even out-
side social media, conversa-
tions with ChatGPT and simi-
lar products can be sources of
misinformation on their own.
As a result, another lesson
that everyone – users of Chat-
GPT or not – will have to learn
in the blockbuster technology’s
second year is to be vigilant
when it comes to digital media
of all kinds.

NCRB REPORT REVEALS GRIMFUL FACTS Rajasthan at number 2 in hate speech cases First India Bureau Jaipur ajasthan has be- come the sec- ond state in the country in cases of in- flammatory speeches. Twenty-two cases of hate speech were registered in the state in 2016. This number has, however, in- creased to 192, which is the highest in the country after Uttar Pradesh. Provocative state- ments by politicians dur- ing elections have added fuel to the fire. Besides, hurting religious senti- ments through speeches have also increased in the state. According to the NCRB report, 1523 cases related to hate speech were registered in the country in 2022. A maxi- mum of 217 cases were registered in Uttar Pradesh followed by 192 in Rajasthan. Whereas in 2021, only 83 cases were registered in the state. In most instances, po- lice have registered cas- es on the basis of in- flammatory speeches or statements, fake news and posts spread through social media or other mediums. Such cases are registered under sec- tions 153A, 153B, 295A and 505. According to the re- port, 1872 cases of hurt- ing religious sentiments (section 295 of IPC) were registered in the country. These cases in- creased rapidly in Ra- jasthan. Forty-five cases were registered in 2022 and 31 cases in 2021. This year, about 30 per- cent more cases were registered compared to last year. However, the number of such cases has decreased compared to 2017. In 2022, the high- est number of cases of hurting religious senti- ments were registered in Maharashtra (355) fol- lowed by Madhya Pradesh (308), Karnata- ka (219) and Uttar Pradesh (220). Rajasthan stood at ninth position. Provocative statements by the politicians during elections have added fuel to the fire and number of cases rised. The actor was 68. “My father passed away at 2.00 am follow- ing his battle with stom- ach cancer. He was in a critical condition since last 17 days. He had lost 35-40 kg in a month,” Hasnain Sayyed, Junior Mehmood’s younger son, told PTI. Junior Me- hmood, whose real name was Naeem Sayyed, be- gan as a child artist with “Mohabbat Zindagi Hai” (1966) and “Naunihal” (1967). He was given the name Junior Mehmood by late comedy icon Me- hmood after they starred together in the 1968 film “Suhag Raat”. According to the ac- tor’s close friend Salaam Kazi, Junior Mehmood had pain in his stomach and was getting treated by a local doctor. But when he started losing weight, his family de- cided to take him to Tata Memorial Hospital. “They did a check-up and the doctors over there said he had cancer in his lung and liver, and a tu- mour in his stomach. He was also diagnosed with jaundice,” Kazi added. Within days of its release, ChatGPT went viral. Screen- shots of conversations snow- balled across social media, and theuseofChatGPTskyrocketed to an extent that seems to have surprised even its maker, Open AI. By January, ChatGPT was seeing 13 million unique visi- tors each day, setting a record forthefastest-growinguserbase of a consumer application. Throughout this breakout year, ChatGPT has revealed the power of a good interface and the perils of hype, and it has sown the seeds of a new set of human behaviours. As a re- searcher who studies technol- ogy and human information behaviour, I find that Chat- GPT’s influence in society comes as much from how peo- ple view and use it as the tech- nology itself. Generative AI systems like ChatGPT are becoming perva- sive. Since ChatGPT’s release, some mention of AI has seemed obligatory in presenta- tions, conversations and arti- cles. Today, OpenAI claims that 100 million people use ChatGPT every week. Besides people interacting with ChatGPT at home, em- ployees at all levels up to the C-suite in businesses are using theAI chatbot. In tech, genera- tive AI is being called the big- gest platform since the iPhone, which debuted in 2007.All the major players are making AI bets, and venture funding inAI startups is booming. Along the way, ChatGPT has raised numerous concerns, such as its implications for dis- information, fraud, intellectual property issues and discrimi- nation. In my world of higher education, much of the discus- sion has surrounded cheating, which has become a focus of my research this year. LESSONS FROM CHATGPT’S FIRST YEAR The success of ChatGPT speaks foremost to the power of a good interface. AI has al- ready been part of countless everyday products for well over a decade, from Spotify and Netflix to Facebook and Google Maps. The first ver- sion of GPT, the AI model that powers ChatGPT, dates back to 2018. Even OpenAI’s other products, such as DALL- E, did not make the waves that ChatGPT did immediately upon its release. It was the chat-based interface that set off AI’s breakout year. There is something uniquely beguiling about chat. Humans are en- dowed with language, and conversation is a primary way people inter- act with each other and infer intelli- gence.Achat-based interface is a natural mode for interaction and a way for people to experi- ence the “intelligence” of anAI system. The phenomenal suc- cess of ChatGPT shows again that user interfaces drive wide- spread adoption of technology, from the Macintosh to web browsers and the iPhone. The design makes the difference. At the same time, one of the technology’s principal strengths – generating con- vincing language – makes it well-suited for producing false or misleading information. ChatGPT and other generative AI systems make it easier for criminals and propagandists to prey on human vulnerabilities. The potential of the technology to boost fraud and misinforma- tion is one of the key rationales for regulating AI. Amid the real promises and perils of generative AI, the technology has also provided another case study of the pow- er of hype. This year has brought no shortage of articles on how AI is going to trans- form every aspect of society and how the proliferation of technology is inevitable. ChatGPT is not the first technology to be hyped as “the next big thing,” but it is per- haps unique in simultaneously being hyped as an existential risk. Numerous tech titans and even someAI researchers have warned about the risk of super- intelligent AI systems emerg- ing and wiping out humanity, though I believe that these fears are far-fetched. The media environment favours hype, and the cur- rent venture funding cli- mate further fuels AI hype in particular. Play- ing to people’s hopes and fears is a recipe for anxi- ety with none of the ingre- dients for wise decision- making. WHAT THE FUTURE MAY HOLD The AI floodgates opened in 2023, but the next year may bring a slowdown.AI develop- ment is likely to meet technical limitations and encounter in- frastructural hurdles such as chip manufacturing and server capacity. Simultaneously, AI regulation is likely to be on the way. This slowdown should give space for norms in human be- haviour to form, both in terms of etiquette, as in when and where using ChatGPT is so- cially acceptable, and effec- tiveness, like when and where ChatGPT is most useful. ChatGPT and other genera- tive AI systems will settle into people’s workflows, allowing workers to accomplish some tasks faster and with fewer er- rors. In the same way that peo- ple learned “to Google” for information, humans will need to learn new practices for work- ing with generative AI tools. But the outlook for 2024 isn’t completely rosy. It is shaping up to be a historic year for elections around the world, and AI-generated content will almost certainly be used to in- fluence public opinion and stoke division. Meta may have banned the use of generative AI in political advertising, but this isn’t likely to stop Chat- GPT and similar tools from be- ing used to create and spread false or misleading content. Political misinformation spread across social media in 2016 as well as in 2020, and it is virtually certain that genera- tiveAI will be used to continue those efforts in 2024. Even out- side social media, conversa- tions with ChatGPT and simi- lar products can be sources of misinformation on their own. As a result, another lesson that everyone – users of Chat- GPT or not – will have to learn in the blockbuster technology’s second year is to be vigilant when it comes to digital media of all kinds.
