Gender and GBV Specialist February 2014 to date
UNFPA South Sudan
 Provide technical direction and field based practical support to ensure that all interventions by
GBV actors and Humanitarian meet the Minimum Standards on Gender and GBV in
Emergencies.
 Provide programmatic coordination and policy guidance to strengthen integration of GBV
prevention, response and coordination issues into national frameworks and multi-sectoral
development plans and budgets.
 Work in close collaboration with the State Minstry of Gender, Child and Social welfare-
MoGCSW, Ministry of Health, the Ministry of Legal Affairs and Constitutional Development,
Ministry of Internal Affairs/South Sudan Police Service, the UN Country Team, Humanitarian
Country Team and other stakeholders to strengthen and facilitate inter-agency, multi-sectoral to
achieve Gender equality and GBV prevention and response interventions at national, county,
and Payam levels.
 Coordinate UNFPA specific Gender and GBV interventions in close collaboration with
humanitarian actors and GBV Sub-Cluster Coordinator at the National level.
 Represent UNFPA at the GBV working group, in the Protection Cluster, Inter-Cluster Working
Group, and present UNFPA interest in GBV prevention and response, risk identification and
mitigation.
 Provide technical support in Gender and GBV programming to partners and Humanitarians on
referral and reporting mechanisms, information sharing, coordination, as well as monitor and
evaluation to ensure quality programming.
Protection and GBV Consultant July 2013 to Jan 2014
INTERSOS South Sudan, Warrap, Jonglei and Abyei. CHF Fund, UNFPA and UNHCR
 Responsible for the initiation and implementation of daily project activities and ensuring that the
goals and objectives of the program are met.
 Ensure that the program adheres to international best practice standards and the guiding
principles around survivors: ensuring their physical safety, guaranteeing confidentiality,
respecting their wishes, rights, and dignity, and practicing non-discrimination
 Develop long term vision and strategic planning to achieve significant impact for Protection and
GBV project
 Set and lead the delivery of project objectives
 Provide supervision and direction to the Protection and GBV project team, with an emphasis on
coaching and mentoring national staff to build their capacity.
 Responsible for vulnerability assessment, co-chair protection coordination meetings,
networking, teambuilding.
 Representation of INTERSOS in State level Cluster and other coordination meetings
 Plan and implement project activities and ensure proper reporting and accountability to donors.

 Oversee of Social Accountability advocacy and Child protection projects.
 Oversee the planning and implementation of the Child Protection component
 Conduct National assessment of child protection systems, existing laws and Penalties in South
Sudan, gap in the laws and advocate for reform/review of such laws in close collaboration with
the parliamentarians.
 Establish and implement an efficient case management system,
 Implement the key principles of Child protection as stipulated in the Convention for the Rights of
Children (CRC),
 Organize and plan all activities related to awareness on Child protection issues and
 Implement psychosocial activities.

Design Monitoring and Evaluation Manager June 2008 to July 2010
Save the Children in South Sudan, Jonglei and Upper Nile States-South Sudan
 Provide leadership and management to monitoring and evaluation activities, including assisting
counterpart institutions to design, implement, and maintain performance monitoring systems for
evidence-based decision-making
 Identify issues and risks related to project implementation and adjust projects accordingly
 Foster and maintain collaborative relationships with donors, government officials, partner
organizations, and international development research agencies
 Develop monitoring and evaluation systems
 Develop staff capacity to maintain and design monitoring and evaluation components of their
projects in collaboration with the project Coordinators.
 Design and provide training to all staff to ensure they all can use the systems effectively
 Ensure that all systems developed are understood and implemented by project staff and can be
managed by the M&E reporting officer and other relevant M&E staff.
 Support the project coordinators to develop mechanisms for ensuring greater integration
between protection related initiatives within the country program;
 Support the project coordinators to ensure coherence in program strategy and planning, M&E
approaches and implementation across sites.
 Support the development of key technical program tools and mechanisms, particularly those
relating to project M&E or program development.

 Provide technical support and guidance to Country Offices, on policies and strategies for
primary school and the alternative Education Systems.
 Contribute towards the preparation of the Country Situation Analysis and to the Country
knowledge management by analyzing and disseminating: available data, information on
capacity and quality of information systems and sources, and trends in education, along with
strengthening evaluation actions and information sharing on costs and impact of interventions,
highlighting determination factors of educational trends and their implications for country
programming.
 Contribute to the development and introduction of new approaches, methods and practices in
project management and evaluation. With a comparative perspective, identifies and synthesizes
relevant practices for corresponding education components from on-going programmes and
disseminates results.
 Ensure that country offices have access to above knowledge in order to develop evidence-
based interventions for EDC supported programming and broader strategic planning
instruments.
 Develops/strengthens the capacity of EDC education staff and focal points to guarantee that
personnel stay abreast on emerging issues in the fields of primary education and alternative
Education System, second chance education services, provision of other learning opportunities,
including on intercultural and bilingual education and remain current in related fields to ensure
an integrated approach toward adolescent education and development.
 Designs and supports multi-country/sub-regional interventions on related education strategies
for gender inclusive/relevant primary education, second chance education strategies and
provision of other learning opportunities, with emphasis in on barriers to girls education.
 Build strategic alliances with various international and regional partners, national associations,
private sector, academic and technical institutions, religious organizations and NGOs, while
strengthening existing strategic partnerships for education.
Protection and Peace building Manager January 2005 – January 2007

 Promotion and protection of human rights, rule of law and access to justice through paralegal
training and advocacy program, traditional reconciliation, psychosocial support program and
Mediation for five partner organizations.
 Build capacity of the community to mitigate the impact of the conflict on their lives through
community peace committees, paralegals and women empowerment.
 Technical expertise of SGBV root causes, prevention and response strategies, including
experience with operationalizing SGBV principles and international standards in a humanitarian
aid setting;
 Provide trainings and workshops on gender and SGBV in IDPs
 Coordinated GBV issues and a member of GBV working group.

 Provide psychosocial support to formerly abducted returnees through individual and groups,
counseling,

 Conduct community sensitization in camps on domestic violence, child neglect, human rights
violation, devoice and women’s rights.
 Organize trainings on conflict resolution skills, human right, Women’s rights issues and
advocacy skills.
 Train religious and traditional leaders from Northern Uganda & South Sudan on Advocacy skills.
 Provide psychosocial support through traditional reconciliation ceremonies organized by
traditional leaders for the formerly abducted children returning to their communities.
 Research and publications to increase awareness about the conflict and peace building.
 Research and report on local capacity for peace.
 Train community and youth leaders on peaceful resolution skills, formation of peace committees
and youth peace clubs in parishes and schools.
 Sensitizatise Community through poppet theatre and dialogues
 Encourage networking between community peace builders through youth peace clubs, peace
celebrations, community meetings and exchange visits.
Child Protection Manager September 2002 to January 2005
World Vision Uganda
 Monitor, analyze and report issues related to returnee reintegration and recovery.
 Coordinate with the local authorities to ensure the sustainability of the returnee reintegration
process.
 Provide psychosocial support to formerly abducted returnees from the LRA rebels and their
communities through provision of counseling.
 Rehabilitate, reintegrate and follow up in the community as well as protection of their rights and
understanding child rights.
 Train care givers on child protection and basic psychosocial helping skills.
 Attend and report on challenges of reintegration of the ex-combatants
 Liaise with Amnesty international on reintegration matters and coping mechanism of the ex-
combatants
 Facilitate reintegration process by economic mapping.
 Coordinate with other stakeholders and government in resettlement of returnee.
 Train women and returnees on Income Generating Activities-Revolving loans

Mary Goretty Oyella +211922097605/+256772254703 minmicx@yahoo.com PROFESSIONAL EXPERIENCE Gender and GBV Specialist February 2014 to date UNFPA South Sudan  Provide technical direction and field based practical support to ensure that all interventions by GBV actors and Humanitarian meet the Minimum Standards on Gender and GBV in Emergencies.  Provide programmatic coordination and policy guidance to strengthen integration of GBV prevention, response and coordination issues into national frameworks and multi-sectoral development plans and budgets.  Work in close collaboration with the State Minstry of Gender, Child and Social welfare- MoGCSW, Ministry of Health, the Ministry of Legal Affairs and Constitutional Development, Ministry of Internal Affairs/South Sudan Police Service, the UN Country Team, Humanitarian Country Team and other stakeholders to strengthen and facilitate inter-agency, multi-sectoral to achieve Gender equality and GBV prevention and response interventions at national, county, and Payam levels.  Coordinate UNFPA specific Gender and GBV interventions in close collaboration with humanitarian actors and GBV Sub-Cluster Coordinator at the National level.  Represent UNFPA at the GBV working group, in the Protection Cluster, Inter-Cluster Working Group, and present UNFPA interest in GBV prevention and response, risk identification and mitigation.  Provide technical support in Gender and GBV programming to partners and Humanitarians on referral and reporting mechanisms, information sharing, coordination, as well as monitor and evaluation to ensure quality programming.   • 4.  Contribute towards the preparation of the Country Situation Analysis and to the Country knowledge management by analyzing and disseminating: available data, information on capacity and quality of information systems and sources, and trends in education, along with strengthening evaluation actions and information sharing on costs and impact of interventions, highlighting determination factors of educational trends and their implications for country programming.  Contribute to the development and introduction of new approaches, methods and practices in project management and evaluation.
