1. Create and Publish the Aims and Purposes
of the Organization
 DIU must develop their long-term view
 DIU must be allocated for research, training and continuing
education
 DIU must have clarity on the questions;
1.what are we doing, and
2.why are we doing it?

2. Learn the New Philosophy:
 Learn and adopt the new philosophy
 Cooperation to everyone’s benefit
 DIU Management must accept to the challenge
 Learn their responsibilities and
 Take on leadership for change

3. Institute training:
 Provides learning and development to the employees
 Training must be totally reconstructed
 In the training, need to understand
1. what the job is and
2. why it is being done ?
 Learning by doing
 Keep up with changes in tools, methods, techniques

4. Improve Constantly and Forever the
System
 Improve the production and service systems
 Improve constantly
 Reducing the costs
 Think contiguous, never ending improvement
 Search & identify the problems

5. Understand the Purpose of Inspection
 Understand the purpose of inspection
 Improve the process and reduce its cost
 The need for mass inspections
 Require statistical evidence of quality improvements

6. Stop Awarding Business Based on Price
Alone
 Stop awarding business based on the low bid
 Agent must be trained in statistical process control
 Must follow the materials throughout the entire life cycle
 Develop long-term relationship of loyalty and trust

7. Teach & Institute leadership
 Need of overhaul to help the staff
 Aimed at helping people to do a better job
 Adopt and institute principles for leadership improvement
 Teach how to reinforcing the organizations commitment

8. Drive out fear, Create Trust, and Change a
Climate for Innovation
 Work effectively for the organization
 Build trust
 Cooperation and collaboration requires
 Reduce the afraid of change, increase adaptability
 People need to feel secure

9. Optimize the Efforts of Teams, Groups, and
Staff Areas
 Break down barriers and silos
 Must work as a team
 Work jointly in a spirit of co-operation
 Try to do what is best for itself, rather than whats good for the
organization
 Everybody wins if the system wins

10. Eliminate Exhortations for the work Force
 Eliminate slogans, warnings and targets for the work force asking
for zero defects
 New levels of productivity
 Ask people to do what they can not do
 Ensure you substitute work standards and quotas
 Substitute management with effective leadership

11. (a) Eliminate Numerical Quotas for the
work force:
 Instead of quotas
 Management must learn and institute methods for improvement
 Management must be changed from sheer numbers to quality
 Remove obstacles depriving workers of their right to take pride
 Managers must focus on quality, rather than sheer numbers.
The focus is not on how many you make, it is on how well you
make them.

11. (b) Eliminate Management By Objective
 Management must have capabilities to improve their quality
 Set internal numerical goal with statistical knowledge
 Show your creativity to improve quality
 Capabilities of innovation
A goal beyond the capability/performance of the process will not
be achieved.

12. Remove Barriers That Rob People of Pride
of Workmanship
 Remove the obstacles and barriers
 Need people to have pride in their work
 Need collaboration not competition
 Involve employees, at all levels, in the process of improvement
 Abolishment of the annual or merit rating

13. Encourage Education and Self-
Improvement for Everyone
 Education and encourage self improvement for everyone
 Improving with education
 Education may not be in a subject that is connected to their work
 Need continuously improving people

14. Take action to accomplish the
transformation
 Management has to accept the primary responsibility
 Develop a critical mass
 Create a structure in management who take an active part
 Managers should devote time to ensuring the staff doing the work
 Think on customer’s point of view
