increasing their power through trade, the French first began interactions with the region as early as
the 17th century. Alexandre De Rhodes began an expedition to the Southeast Asia region with the
desire to expand the Jesuit missionaries throughout the region to further their belief. For many years
until the 18th century, the Jesuits expanded and created many missionaries throughout the region.
The 18th century had brought an astronomical expansion in the trading markets throughout Europe

De Genouilly was found to be using inappropriate war strategies during his campaign, especially
while undertaking Saigon, which resulted in his dismissal in 1859. De Genouilly would be replaced
by Admiral Page who had been instructed by the French government to not make any more
territorial gains in Vietnam for the French. Page was to only use military action if the catholic
missionaries in the region were under any threat. Even though this was what he was ordered to do,
this did not last very long as the French under Page began to take over more provinces. On April
13th, 1862 the Vietnamese ceded three additional provinces to the French. Then just a year later, the
king of Cambodia exchanged control over the Battambang and the Siem Reap for French protection
over Cambodia from the threatening Asian powers. Things would remain relatively under control for
the French until 1884 when the Chinese would challenge the French's ambition to control the Tonkin

Born in a province primarily populated by peasants, Ho Chi Minh was destined to change the future
of the lives in Vietnam. In Nghe An province, in the year 1890, Ho Chi Minh was born with Nguyen
Sinh Cung. Nghe An province, in central Vietnam, was known for having the most rebellious people
in the country. According to Duiker, when he turned 11, based on Vietnamese traditions, his father
named him Nguyen Tat Thanh, "he who will succeed". The National Academy in Hue, Vietnam, was

Khe Sanh of the northwestern Quảng Trị Province. This is the Republic of Vietnam. This battle was
one of the most important battles during the Vietnam War. This battle is important because of how
many people were killed or injured, how it began, and the effect or news reports about the battle of
Khe Sanh.
The People's Army of North Vietnam (PAVN) carried out a massive artillery bombardment on the
U.S. Marine garrison at Khe Sanh (Defending Khe Sanh). The Marines recorded an actual body
count of 1,602 NVA killed, but they estimated the total NVA dead between 10,000 and 15,000. The
Time magazine, in an April 12, 1968, was titled, "Victory at Khe Sanh." They took 220 killed at Khe
Sanh and about 800 wounded and evacuated them to a different area. For the next 77 days, U.S.
Marines and their South Vietnamese allies fought off an intense battle of the garrison. The Battle of
Khe Sanh was one of the longest and bloodiest battles of the Vietnam War.

government. As stated earlier, King Norodom was seeking to end this cycle and gain power for
Cambodia by signing a protection treaty with France. France viewed Cambodia as a buffer zone
between southern Vietnam and British–aligned Siam. They hoped that by signing the treaty they

It is believed by many scholars that Daoism (Đạo giáo Việt Nam), along with Confucianism (Nho
giáo), was first introduced to Vietnam during the first wave of Chinese domination, which took
place in 111 BCE when the Han Dynasty of China began to expand its empire southward to include
northern Vietnam and a sizable portion of what are now the Guangxi and Guangdong Provinces in
China. This was known as the Northern Domination, or Bắc thuộc. During this time, the Chinese
language, culture, art, music, architecture, educational and political institutions, and philosophy and
religion, such as Confucianism and Daoism, into Vietnam. In regard to Buddhism (đạo Phật or Phật
giáo), it has been debated on whether Buddhism (mainly the Mahayana tradition) was first
introduced to Vietnam via Indian or Chinese delegations as early as the 3rd or 2nd century; which
has been considered to be part of the Classical Era. These elements have been absorbed into and
influenced the Vietnamese folk religions, such as Caodaism (Đạo Cao Đài) and Dao Mu (Đạo Mẫu).

How key stakeholders perceive and implement harm reduction in Vietnam, and what are their
limitations?
Research Questions and Objectives:

1. The perception of key stakeholders on harm reduction?
2. Current levels of harm reduction in practices, laws, and policies?
3. What are limitations of current implementations?
Sub–questions
1. What has taken place in the contemporary drug use, drug crime situation and drug policies in
Vietnam?
2. What are drugs?
3. What are harms of drug use?
4. What is harm reduction?
5. What are key stakeholders implementing harm reduction, and their roles?
6. How harm reduction has developed in Vietnam?
Methodology:
The overall objective of this study is to analyse the differences, conflicts and commonalities on the
perception and implementation of harm reduction amongst key stakeholders in Vietnam, and from
those analyses, limitations of key stakeholders will be identified, which will pave way for proposing
practical solutions to improve the effectiveness of carrying out harm reduction in Vietnam.
Assessing the perception and implementation of harm reduction is complicated work, it is therefore
important to use various research methods, and that a qualitative and quantitative approach should
be combined, rather than just based on a single

Connie Giang Short Story
In this interview, this person stood out to me and I wanted to know more about her life and how she
became who she is today. Connie Giang is my mom and her story shows how she didn't see a future
in Vietnam, her home, because Vietnam was still, and is still a communist country today. Connie
didn't want to live her life in Vietnam. Everything in Vietnam was different than what beings were in
America. She had to get things together and lead herself on the right path of her life.
As we were beginning to start the interview, Connie was sitting with a high posture and it looked
like she was ready to answer all the questions easily. However, when I asked her the first question.
She was stunned and clueless, trying to think way back into her childhood. She sighed, "All I
remember is that when I was 8 years old, the Vietnamese government took our house, property, cars,
and sent us to a province." It was scarce for her because she was still in 3rd grade and she was
getting kicked out of her home. Her family wanted her to have an education and not go to a province
with them since there are no schools in the province, so she lived with her grandma and aunt for 3
years. She was depressed about leaving her school and friends, but she knew that it was the best
decision.
At the age of 10, Connie and her family tried to escape Vietnam by a wooden ship, filled with others

The History of the 299th Combat Engineer Battalion
When Allied commanders during World War II needed engineers to clear the beaches of Normandy,
when the 4th Infantry Division needed airfields repaired, roads maintained, and bridges built in
Vietnam, and when the 24th Infantry Division needed someone to identify and mark the main routes
into Iraq during the Gulf War there was one unit that stood above all others. That unit was the 299th
Combat Engineer Battalion. The 299th was activated on March 1st, 1943 at Camp White, Oregon.
Since then the unit has been put on reserve and active status, deactivated and reactivated, and
assigned many different higher headquarters in order to meet the Army's mission. The 299th Combat
Engineer Battalion had always been quick to act, brave under fire, and completed crucial missions in
order to ensure the mobility of the main force. The 299th is a very distinctive and proud unit.
On June 6th, 1944 at around 6:30 in the morning, members of the 299th Combat Engineer Brigade
would make their way as some of the first men on Omaha and Utah beaches. On Omaha beach
companies "A" and "C" would work the entire day under heavy fire while clearing obstacles and
mines. Company "B" landed on Utah beach where they would clear mines and obstacles in order to
allow tanks to travel up the beach. Company "B" would also be under direct and indirect fire,

condition in Vietnam to dictate if the united states would provide future aid. "December 1961 White
Paper" argued for an increase in military, technical, and economic aid, and the introduction of large–
scale American advisers to help stabilize the Diem regime and crush the NLF. "The Second
Indochina War"(1 November 1955 – 30 April 1965) spawned out of the Vietnamese struggle to gain
independence from france, which ultimately resulted in the defeated france having to leave vietnam,
which in part caused attacks on south Vietnam as " pro revolutionary' tactics to overthrow Ngo Dinh
Diem, with this the national liberation front was formed to try to overthrow Ngo Dinh Diem and
unify vietnam, diem and his brother were captured and later killed on november 1st 1963. In august
1964 due to american and GVN espionage the DRV launched an attack on the C. Turner Joy and the
U.S.S. Maddox, two American ships on call in the Gulf of Tonkin. The first of these attacks occurred

Violence against women is common across culture, religion, class and ethnicity. Ironically, the most
prevalent form of violence against women worldwide is intimate partner violence or violence caused
by a person the woman has known her intimate relationship (Sarkar, 2010). It's also striking to
acknowledge that as many as 38% of murders of women (femicide) are caused by the women's
intimate partner in any corner of the world (Scharff Peterson & Schroeder, 2017).
In the world, there are international frameworks have been ratified and passed by member countries
to protect women and women's rights. They are the Universal Declaration of Human Rights and its
two covenants (i.e. the International Covenant on Civil and Political Rights, and the International
Covenant on Economic, Social and Cultural Rights), the United Nations Declaration on the
Elimination of Violence against Women (CEDAW); the CEDAW Committee General Comment No.
19; the EU Istanbul Convention on Violence Against Women. Besides, there are many other regional
declarations and national laws have been approved to prevent and control violence against women.

against women has been found common in societies.

– When Nixon was inaugurated on January 20, 1969, 31,000 Americans had already been killed in
action, 540,000 Americans were in Vietnam, no progress had been made at the negotiations in Paris
and the United States had not put forth a comprehensive peace proposal.
Vietnamization Policy
– Nixon introduced his "Vietnamization" strategy on November 3, 1969.
– Nixon stated, "In the previous administration, we Americanized the war in Vietnam. In this
administration, we are Vietnamizing the search for peace."
– "Vietnamization" aimed to end of U.S. 's involvement in the war and "expand, equip, and train
South Vietnam 's forces and assign to them an ever–increasing combat role."
– Nixon offered a strategy based upon the twin approach of negotiations and Vietnamization of the
war, accompanied by the gradual withdrawal of more than 500 000 American soldiers.

The aim of this research is to develop a set of indicators for monitoring and evaluation of water– related climate change adaptation interventions at the local community level in Thai Binh province. This will help authorities at high levels, NGO officers, local residents and other beneficiaries as they can evaluate the "effectiveness" of water–related interventions. The robust indicators will help to adjust the adaptation targets for given times, to ensure the accountability to stakeholders, to provide evidence for the effects of intervention, to motivate all partners, to fundraise, and to reveal the shortcomings in the implementation of water–related adaptation interventions {Hobson, 2014 #328}.
