Conducting community conference to pinpoint problems & solutions
1. A CALL FOR INNOVATIVE IDEAS
PANIBAGONG PARAAN 2008 PROJECT GRANT
COMPETITION
Theme: “BUILDING PARTNERSHIPS FOR
EFFECTIVE LOCAL GOVERNANCE”
2. Proposed projects should build and utilize multistakeholder partnerships to:
• improve transparency and accountability in governance,
• broaden and improve quality of citizen participation in
governance,
• strengthen collaboration among stakeholders, and
• improve responsiveness and efficiency of public services.
3. Proposed projects may focus on overall governance or
sectoral governance concerns. Projects should fall under
any of the following project categories:
Governance and Administration
Delivery of Basic Social Services (including
health and nutrition, education, housing, energy)
Economic Development
Environmental Management
Disaster Risk Reduction and Rehabilitation
Special Category: Population and Development.

6. FUTURE SEARCH:A dynamic new
process for casting a vision for
your Barangay
Future Search is a planning
process that enables, equips and
empowers a Barangay
to form/forge its collective visions.
7. Future Search Conferences can transform a
Barangay ability to move forward by enabling it:
· To develop a clear long term (5-10year) vision and
agenda
· Draft practical short-term action plans and goals
· Strengthen relationships and commitments
· Energize, broaden and expand the volunteer
leadership base.
8. Expected Outcomes
· Unleash creativity
· Strengthen/Form new relationships and
stronger community
· Discover Common Ground-Shared Vision
· Develop Short term action steps
· Literally act out preferred future. Allowing
people to experience their dream and literally
step into their preferred future.
· Jointly decide on a long range action plan
based on this dream.
9. The Future Search process opens the way for
people to work together in spite
of differences of opinion, varying status, job,
gender, and culture or ethnic
background.
10. The focus of a conference is discovering
common ground and not problems solving.
11. A Future Search Conference mobilizes people
and resources while unleashing new
creativity and energy. People discover what
unites them and in the process build
relationships, trust and an exciting image of their
shared future.
12. Future searches remove the barriers to
people doing what they've wanted to do
all along.
Key attributes-having the whole system in the
room, participation by all as peers, engaging in
global dialogue before getting down to the
sponsor¹s own business-set the stage for
remarkable things to happen.

13. FS Methodology (Usually 4 or 5 sessions each
lasting 1/2 day)
Focus on the Past
People make time lines of key events in the world,
their own lives, and in the history of the future
search topic. Small groups tell stories about each
time line and the implications of their stories for the
work they have come to do.
Focus on Present, External Trends
The whole group makes a "mind map" of
trends affecting them now and identifies those
trends most important for their topic.
14. Day 2, Morning
Stakeholder groups describe what they
are doing now about key trends and what they
want to do in the future.
Focus on Present
Stakeholder groups report what they are proud
of and sorry about in the way they are dealing
with the future search topic.
15. Day 2, Afternoon
Ideal Future Scenarios
Diverse groups put themselves into the
future and describe their preferred future as if it
has already been accomplished.
Identify Common Ground
Diverse Groups post themes they
believe are common ground for everyone.
16. Day 3, Morning & Early Afternoon
Confirm Common Ground
Whole group dialogues to agree on
common ground.
Action Planning
Volunteers sign up to implement action
plans.

18. The whole system participates - a crosssection of as many interested parties
as practical. That results in
maximum diversity and less
hierarchy than is usual in a
community meeting.
19. Each participant has a chance to be
heard and to learn alternate ways of
approaching any task at hand. Future
scenarios (for the community) are
put into historical and global
perspective. This means thinking
globally together before acting
locally.
20. This enhances shared understanding
and greater commitment to act. The
range of potential actions is often
broadened significantly.
21. People self-manage their work. They use
dialogue - not problem solving as the main
tool for communication. They help
each other do the tasks at hand and
take responsibility for perceptions
and actions.
22. The focus is on the group as a whole
rather than the individual. Common
ground rather than the unresolved
difference of conflict is the frame of
reference. This means our
differences are honored rather than
focusing on reconciliation of them.
23. To support this guiding framework, future
search participants are also expected to follow a
number of ground rules. These are:

Everything on flip charts
Listen to each other
Observe time frames

The method while not overtly spiritual has assumptions that are consistent with the gospel message. We have woven "the wilderness experience" and discerning God's vision into the format. We end the conference with worship, Holy Communion and a fellowship meal.
CORE PRINCIPLES of Future SearchGet the "whole system" in the room. Invite a significant cross-section of all parties with a stake in the outcome.Explore the "whole elephant" before seeking to fix any part. Get everyone talking about the same world. Think globally, act locally.Put common ground and future focus front and center while treating problems and conflicts as information, not action items.Encourage self-management and responsibility for action by participants before, during, and after the future search. And Conditions for Success...Full attendance - Keep part-time participants to a minimum.Meet under healthy conditions - This means airy rooms with windows, healthy snacks and meals, adequate breaks. Work across three days (sleep twice) - People need "soak time" to take in everything that happens. Provide a space for public commitments to next steps by any person who wishes to act.
Do we have to go to a Retreat Setting? No. While it may be a conducive setting the cost and exclusion of those not willing or able to travel may make a setting closer to your worship center more practical. Nearby school systems, utility companies or other corporate neighbors have been willing hosts for little or no cost. How will we get the people to come for the whole time? The pastor, priest, rabbi or imam plays a key role is lifting up the importance of this process. Personal invitations along lines of relationshipsare crucial. One religious leader invited persons by stating with somehumor "I'll give you a waiver from attending other functions for fiveyears if you attend this event-Your voice and the process of developing OURvision together are that important."This process will generate a Field of Dreams for your congregation. If you hold it, and are intentional in recruiting, they will come.
