Canada Water Agency
Creating a cohesive system for managing Canada’s fresh water is a tall order. Currently, responsibilities for freshwater management are shared among federal,
provincial, territorial and municipal governments, and Indigenous peoples. At the federal level alone, more than 20 departments and agencies have some responsibility
for fresh water.
Winnipeg South Member of Parliament Terry Duguid, who is also parliamentary secretary to the minister of Environment and Climate Change Canada, has been
charged with bringing together a diverse group of stakeholders to weigh in on the new agency’s mandate, role and form.

1. Water management falls under provincial jurisdictions - https://www.canada.ca/en/environment-climate-change/services/water-overview/governance-
legislation/provincial-territorial.html
2. Canada established the water act in 1985 - https://laws-lois.justice.gc.ca/eng/acts/c-11/FullText.html
3. Harper passed legislation on how best to protect waterways - https://financialpost.com/opinion/no-the-harper-government-didnt-gut-laws-protecting-our-
waterways - Revisions to the act were therefore needed to reduce red tape, improve efficiency for approvals, and return to the original intent of the NWPA. The
new rules identified “key” navigation waterways — identified by proximity to populated areas, marinas and ports — and exempted the remainder. They also
reduced the number of required assessments, and exempted minor projects, such as docks and boat launches.
4. First nations need water treatment plants - https://www.sac-isc.gc.ca/eng/1525346895916/1525346915212
5. This new agency is not required. The water management could fall under natural resources as part of current management.
https://www.watercanada.net/manitoba-government-welcomes-auditors-report-on-drinking-water-safety-oversight/
Liberals are again trying to create special entities that will be stack with more governmental workers. All that is required is for the natural resources dept to create a
database that provinces update based on their policies.
