The strategy for growth and welfare is clear, one have to understand: the dependency between high level and high quality result in the welfare system and the influence of the capability of growth in the county. There are several different points of relationships (samband) between how the county chose to use the welfare system in order to influence it in a positive way. For example if the population is healthy the inhabitants capability to work and contribute to growth larger. Important is the trust of the health care system and in order to reach a healthy population the accessibility of the health care services is a key-factor. Another aspect is the cultural amenities in the county. Cultural activities in known to have an health promotive impact does influences peoples health. Another example Quality of education, comprehensive as well as higher education, spreads positive images how it would be to live in Halland or establish a company or enterprise here. When politicians and leaders of the county understands and collaborate to create this situation, we move the county forward together. There is one more issue when it comes to run the welfare system, and that is connected to the concrete example of “I´m gonna tell you”. That is about how the politicians view themselves. Do they view their role as the only ones who can both finance and run the health care business. Or are they prepared to let private companies in as well and have the more overarching financing role??? If they are brave enough to take the role as financier, they can by letting private companies in for running the health care, these companies create and contribute to new businesses and financial growth also in the health care sector …AND it gives the inhabitants increased influence by ”Freedom of choice”.
