amount of existing geometric features along the freeway and at the interchanges that do not meet the
Department's Highway Design Manuel Geometric Standards:
Sections "5.a.2.3 Alternative 2 Nonstandard Design Features" and "5.a.3.3 Alternative 3
Nonstandard Design Features" provide several nonstandard mandatory and advisory design features
that are proposed for the project under Alternatives 2 and 3. The nonstandard geometric standards
are not consistent with the Department's Strategic Management Plan Safety and Health goal.
An incident/emergency stop would cause the closure of a general purpose and current/proposed
HOV/express lanes, due to geometrically nonstandard shoulders. The lane and shoulder width

Rialto Police Department performed most of its duties in the greater San Bernardino County area. At
the time of implementation, San Bernardino County faced bankruptcy, which created challenges for
the department. Being the first police department to implement body cameras department wide was
its own challenge within itself at a time when crime was at an all time high.
Despite the numerous challenges Rialto Police Department faced, the department was able to
improve transparency measures between officers and citizens. The department was able to
efficiently manage funding issues by using state and federal dollars to fund their project. The Rialto
Police Department's story is important to tell because the department was able to attack issues of
efficiency, transparency, and funding in a crime–ridden city. The Rialto Police Department
implementation highlights the challenges and successes of implementing body cameras.
Background
Rialto Police Department was recognized as the first department to implement body cameras
department wide. Previously, no research had been conducted on implementing body cameras. The
Department has received 2014 AICP/ Motorola Solutions Webber Seavey Award for Excellence in
Law Enforcement, which recognizes law enforcement agencies across the United States for

Within district we see that there is high percentage of Hispanic/Latino with a 55.9%, 26.1% White,
9.5% Black, 5.9% Asians, and finally 2.6% as other. (Wikipedia) From the data, we see that District
41 is heavily concentrated with Hispanic/Latino community. When District 41 first came to be we
see that the first representative was a Democrat, Lionel Van Deerlin, who served from 1973–1975.
After Deerlin's time in office there was trend of Republican representatives lasted from 1975–2013.
On January 3, 2013 when Mark Takano took office, he actually ended the Republican reign within
District 41. We see that from 2008 to 2016 there is a complete shift within the congressional district.
In the Statement of Vote for the General Election (2008), California Secretary of State Debra

ahead by more than 60,000 plus votes compared to his opponent. Jerry Luis with the winning

The county fire crew were working to protect the eight houses that were in danger of severe
flooding due to a levee failing in San Bernardino County. Throughout California, there were many

Valley of flooding. The fire officials near Palm Desert were packing sand into sand bags to help

On December 2, 2015, fourteen people were killed and twenty–two were injured in a terrorist attack
at the Inland Regional Center in San Bernardino, California. This tragedy consisted of a mass
shooting and an attempted bombing. The perpetrators, Syed Rizwan Farook and Tashfeen Malik
were a married couple. They targeted a San Bernardino County department of public health training
event and holiday party, of about eighty employees, in a banquet room. Rizwan and Tashfeen were
killed in a gun fire battle with police. The FBI recovered an iphone 5c used by Syed Rizwan, The
FBI was unable to unlock the phone they recovered. The FBI asked Apple Inc. to create a new
version of the phones iOS operating system that could be installed and run in the phone's random
access memory to disable certain security features. Apple declined due to its policy to never
undermine the security features of its products. The FBI responded by successfully applying to a
United States magistrate judge, Sherri Pym, to issue a court order, mandating Apple to create and
provide the requested software. The order was not a subpoena, but rather was issued under the All
Writs Act of 1789. My argument is that Apple should have cooperated, and found a way to unlock
the iphone 5c, without disabling any security features.

constructive, the supervisor is helping the person become an improved person.
Ø On the "pitchfork effect," supervisors need to remember that they are evaluating the employee for
the entire time frame indicated on the evaluation. Constant records of performance, helps the
supervisor stay away from focusing on a particular event.

874 people have been victims of mass shooting in the United States." There is no doubt that with
such a high rate of death people in the U.S are afraid of terrorism and mass shootings; therefore, the
police are pressured to prevent them as much as possible, and sometimes in the search for security
we have to give up some rights such as privacy. However, sometimes the price for security can come
to high and the worthiness of the security can be questionable. That is what happened in a recent
case where the FBI asked Apple to unlock one iPhone 5C obtained after the San Bernardino
shooting, and when Apple declined to do what the FBI was asking, the matter was taking to court;
however, days later the case was dropped by the FBI when they found a third party to open the
iPhone; nevertheless, the case has caused controversy in the subject of security and privacy, and
