U.s. Army National Guard
Given constrained funding and the requirements of short–term national military objectives and longer term operations, the Army should balance the
Total Force as follows: first, decrease the Active Component deployments and increase the Reserve Component, specifically the National Guard.
Second, assign National Guard units to specific regions and/or missions so that their training can be focused on these conflicts. And third, increase the
use of National Guard units to reduce active component use particularly for low–intensity conflict and short term missions.
Background:
Throughout the course of the United States, the Army National Guard (and to some extent, the United States Army Reserve) has been a bedrock of
support to both the President, Congress, and the Governors of the fifty–four states and territories. During times of national emergency, civil upheaval,
natural disasters, and most recently, during times of war, the National Guard has been counted on to fill capability gaps that exist in the Active
Components ranks. In addition, the National Guard had the additional mission of being at the call of the Governors should they choose to utilize that
resource, a claim the Active Component cannot make (strictly by law). As such, the National Guard should continue to be utilized as both a resource
for governors to use during times of crisis and, perhaps more importantly, should continue to be used, funded, and trained as an operational reserve as
well. During this

Mason National Guard History
Mason city is famous for the Music Man Square but is home to the National Guard Transportation Company. Mason City is located in Iowa with a
population of 27,430. The official name of the National Guard is 1133rd National Guard Transportation Company. The National Guard is important
to the history of Mason city because of its Early history, changes, and its legacy. First off, the National Guard has affected citizens of mason city.
The National Guards history traces back to 1862 ( during the Civil War ). This is crucial because it shows that the National Guard has been there for
the other branches of the military ever since they joined them in. It is the oldest military organization being 139 years older than the Army. This
shows that they have been in the service for a very long time. Guard members have fought in every American war since the Pequot war in 1637. This
is important because it shows that they are reliable and do not let the other branches of the military down.... Show more content on Helpwriting.net ...
Ever since 1862, there have been 3 more armories built. This is important because the more armories there are then the more weapons and vehicles
they can store. The current armories building up right now was built in 1989. This is imperative because it shows that when they built their buildings
they make sure they are built sturdy so that they are reliable and that they will last for a long period of time. The U.S Department of defense and
citizens were proud to invest $1.6 million in the facility because of the hard work, dedication, and history. This shows that the National Guard has
dedicated their service to the united states. Because of it, they were rewarded with the money. Mason city's history has been influenced by the National

Graduation Speech: National Guard Officer
I grew up in a small town, northwest of Saint Louis. This town was called Troy, Missouri. It's a very homey town, and it's incredibly set in its ways.
Sort of like that saying, "You can't teach an old dog new tricks." I have lived in the same house since I was 7, and I get along very well with my
younger brother. Although he's a typical younger brother, I'd do anything for him. I am incredibly close with both of my parents. We stay enclosed
within our immediate family, and don't really communicate outside of said family. We haven't had a connection with anyone outside of our
immediate family since I was a child, in fact. But we do entertain several of both my parents friends, and my own friends every once in a while.
Variety is good for you, after all. The plans for my future involve graduating high school, joining the National Guard, and going to college. I plan on
enlisting this summer, and being a part–time National Guard soldier until I graduate from college. I will be the only one in my entire family to go to
college. My mother works at Client ... Show more content on Helpwriting.net ...

On top of all that, a member receives military benefits such as life insurance, medical benefits, and access to the Post Exchange and Commissary.
Excitement and adventure are found in the Guard and its many challenges. Soldiers are trained to be physically fit and mentally sharp in order to
excel. "The Guard is unique among the service components because of its dual mission: a federal force ready to respond to the nation 's call in
times of war or a national crisis or emergency, and available to respond at the direction of the governor in aiding friends and neighbors during times
of domestic emergency or disaster." (2) It will teach one to challenge and achieve one 's greatest potential. The basic elements of becoming a soldier
are taught, everything from staying physically fit, to shooting an M–16 rifle, to conquering an obstacle course. Training prepares for the rigors of
combat and the readiness to support the country and its communities when called. The mind is challenged as well as the body. With over 300 jobs, the
Guard teaches to be an engineer, mechanic, or field artillery specialist. It helps uncover true talents, and gives training to maximize potential. Training
challenges to embrace a positive mental attitude and sense of self–discipline. Growing in knowledge gives the opportunity to grow in responsibility,
rank, and pay. Learning real–world skills is another benefit of the Guard.

Becoming An Army National Guard Recruiter Essay
Penetrating Hall County Georgia
Becoming an Army National Guard Recruiter poses a unique set of challenges. I believe it is paramount to do a thorough area analysis of the
market you are about to recruit. Throughout this paper I will describe in detail how I plan to accomplish this feat. I will explain the demographics
of Hall County Georgia, administering a schools program, and a plan for a yearly sustainment program. I will be picking one school to focus on
but also provide a plan to maintain my other schools. We recruit all year so I will provide a yearly plan broken down by quarter with whom and
how I plan to get quality leads for future enlistments. I believe developing good relationships with schools and having a fluid plan on area canvassing
to develop COI's and VIP's will be instrumental my success.
Demographics
My assigned areas is Hall County which is located in Gainesville, Georgia. The estimated population of this area is 193,505 people. The
demographics of Hall County, Georgia are broken down as follows: White 75.3%, Black 6.4%, Hispanic or Latino 13.8%, Asian 3.0%, 50% are
male, 50 % are female and the median house hold income is $51,036.00 per year. The population has raised 7.1 percent within the last five years. 75.8

The National Guard Under The Framers Of Constitution
The article begins by discussing the intentional role of the National Guard under the framers of Constitution. The National Guards role in the United
States national security, and political scientist view on the National Guards relevance. It illustrates changes in how the National Guard has been used
over the course of history and what events caused these changes. Finally, it gives insight to some of the adjustments that have been made in the use of
the National Guard and are still in practice to date. The National Guard has changed tremendously from how the Framers intended this branch of the
military to work in it 's beginnings. the National Guard was originally made up of citizens serving on a part–time bases and being deployed to natural
disaster areas. In the past twenty years the National Guard is frequently being deployed to combat zones like Iraqi and Afghanistan. the American
military is divided into two categories the"active duty", which serves full time in the military and the National Guard, which consists of the Air force
and Army this branch does not serve on a continuous basis and is governed by the state. The reserves consist of the Army, Navy, Air Force, and
Marines. These military officials serve part–time and are governed solely by the Department of Defense. the National Guard has consistently been

During the attack, the New York City militiamen fought a brutal struggle with defending German troops. Heavy casualties were sustained on both sides.
The Germans nicknamed these troops "Hell Fighters." Their brave actions earned the French Croix de Guerre award for the entire
regiment which was cited as "the regiment that never lost a man captured, a trench or a foot of ground..."
Their next encounter with war was World War 2. The 37th Ohio National Guard "Buckeyes" Division took part in the assault to drive
Japanese forces out of Manila. It was treacherous fighting. The Japanese had fortified buildings and the 37th found themselves fighting
block–by–block, floor–by–floor, and room–by–room. One squad leader found himself the object of a bayonet charge by six Japanese soldiers from 30
yards away. Sergeant Billy E. Vinson warded off the first bayonet thrusts, then opened up with his rifle and dispatched the attackers with a single
sustained burst of gunfire. He held his ground until all wounded soldiers in the vicinity could be evacuated. As their Division history states, "For
those who missed Normandy or Casino, Manila would do." During the Korean War Puerto Rico's 65th Infantry Regiment was south of Seoul
when orders came to take two hills held by the Chinese. The assault took three days. On the morning of the third day, the tops of the hills were within
reach. Two battalions of the 65th fixed bayonets and

The Leadership Theory Of The National Guard

example for the Leadership Theory in the military are constant changes. Technology and policies constantly change in the military. The most recent
change is same sex marriages are eligible for Tricare benefits. Transgender training has now been implemented into the ranks. As a leader, you must
adapt and ensure the ranks understand and comply with these changes. "In more stable preindustrial times of the 19th century when our society was

"All Soldiers are entitled to outstanding leadership; I will provide that leadership; I know my Soldiers and I will always place their needs above my
own; I will communicate consistently with my Soldiers and never leave them uninformed; I will be fair and impartial when recommending rewards and
punishment (US Army)." These are excerpts from the Army's basic mission statement. When Leaders within my organization follow this guidance, you
earn the respect to influence those around you. Soldiers and Leadership are extremely receptive to this leadership style. I would not recommend
another strategy. Keeping leadership styles simple, easy to follow, and easily understood is better for the Army. Mainly, because there are so many
Leaders and Followers of many different backgrounds. Understanding and being able to communicate the mission statement is the overall goal.
Keeping the statements simple and direct makes more of an impact. If you create a confusing or complex mission statement, you could confuse or
offend organizational members of all ranks due to educational levels or their cultural backgrounds. In my organization, Transformational and
Transactional Leadership come together quite often. The text describes both as, "Transactional and transformational styles of leadership are sometimes
interrelated; a trans¬formational leader, for example, can be and often is

Substance Abuse At The Pennsylvania National Guard
Substance abuse is a recurring problem in the military. The USA Today news article; "Ex

about Frank L. Greenagel Jr., who opened up a counseling center for substance abuse. He also served in the military and agreed that there are many
individuals who are dealing with substance addiction while serving the country. It is clear that these individuals need help before things could
potentially become fatal. In the article, Greenagel discusses how one of the major addictions in the military are prescription drugs and how he
helps soldiers through the recovery process. His main goal is to spread awareness and to make military officials understand how big of an issue
drugs really are and how they can work towards a resolution. He is currently working at the Pennsylvania National Guard as a behavioral health
officer to help soldiers with substance abuse. "He wants to guide soldiers through recovery and help shape military policy to address what he views
as a "massive problem" (Racioppi, 2014). Greenagel was formerly a high school teacher and he learned that one of his former students who served in
the marines became wounded and became addicted to the painkillers that were prescribed to him. The addictions soon lead him to the usage of heroin.
Greenagel helped him get treatment by sending him to a recovery house and was able to turn his life around. Greenagel states that it is frightening to

resources from my entry in the Army to 9/11. This section will focus primarily on howhuman resources was perceived in the Army, the lack of
technology and the lack of prioritizing the human resources mission. The next section will focus on events throughout my career after 9/11. The main
focus of this section will be the changes within human resources while I served as the Senior Human Resources Sergeant for 1249 Engineer Battalion.
Lastly, the paper will give a brief overview of my responsibilities as the G1 SGM. Personal Experience Paper:
The business of personnel management has undergone a shift from operational overhead to now being recognized as a valuable and essential Army

The Air National Guard And Part Of The 176th Wing
I am in the Air National Guard and part of the 176th Wing. The two primary missions of the 176th Wing are airlift and search and rescue (to include
civil search and rescue). This includes federal missions as well as state missions. My organization does not seek a profit but we do have competitors
for our airlift and search and rescue capabilities. According to Grant and Jordan (2012), an industry should focus on strategic management and focus on
the competition and the goal of having a competitive advantage. The 176th Wing's internal resources and capabilities allow us to be different from our
civilian and military competitors within the state concerning civil search and rescue (Grant & Jordan, 2012). Our key competitors are the State of Alaska
and the Coast Guard in the state.

Specifically, training is foundational to everything in the Army and helps to shape a young teenage boy or girl into a tank mechanic, administrative
specialist, infantry officer, or any number of military occupational specialties (MOS). Some jobs require the additional support of civilian training and
this is true in the special staff branches such as the Judge Advocate Generals corps, Medical corps, and Chaplains corps. Army Chaplains in particular
are required to obtain at least seventy–two seminary hours and a Master's degree in order to become a commissioned military officer. During their
seminary time, future chaplains are trained in sermon preparations, church administration, and administering the ordinances of their faith group.
However, they are rarely trained in addressing one of the most critical topics currently facing today's military personnel. Specifically, this would be
training in counseling troops who are experiencing suicidal ideations. Another possible place for members of the Army chaplain corps to receive
training in addressing a potential suicidal person would be during their initial military instruction time at the United States Army Chaplain Center and

The National Guard Needs Women, Progress Much progress has been made in the National Assembly over these past few weeks. Thanks to the
amendment to the Declaration of the Rights of Man and of the Citizen, women are now on a level playing field with men. All rights laid out in the
document belong to both men and women. To go along with that, Marie Antionette's suspensive veto power from henceforth will be ignored. Her
abuse of this power left the National Assembly no choice to vote, unanimously, to revoke this power that she felt was hers. From this point forward,
the National Assembly can debate upon any topic that they desire. Ms. Antionette will no longer be able to delay progress towards a better France.
This better France will be achieved through a National Guard filled with men and women, as well as women trained in the use of firearms and other

after WWII. In the 60's, a Memorandum of Understanding was made between the U.S Civil Service Commission and the Department of the Army
establishing dual status requirements. These requirements allowed the U.S. Army to ensure the military technicians would have to mobilize with their
unit. Public Law 90–486 "The Technician Act of 1968" established the National Guard Technician Program. (National Gaurd Bureau, 2009) The law

The Dual Status Arrangement Of The National Guard
The drive for dual–status commanders appeared after inadequate path and direction between state and federal forces throughout Hurricane Katrina

National Guard Colonel
EWhen I was younger I was in the Boy Scouts of America striving for the rank of Eagle Scout I met an Army National Guard Colonel that would
set an example of leadership, a bad one. I was a Boy Scout many years but had to limit my attending meetings over the course of my junior year of
high school and over the course of my absence a new Scout Master had come to our troop, the aforementioned Colonel. Prior to this man I had the
pleasure of knowing several excellent leaders and it was quite the shock to see our once massive troop slowly dwindle.
The good Colonel was very fond of touting his position as a leader and even that he had "taught leadership courses in D.C.", but despite this he did not
come across as knowing the 10 communication secrets in the article. While I wouldn't call him forked tongued he certainly liked to justify his

When the troop started out we welcomed everyone. Scouts with disabilities were encouraged, leaders and older scouts were always there to lend,
and everyone was by and large happy. When the Colonel took over he formed a habit of telling people "to become Eagle Scout you have to go
through me", "you aren't scout enough", and "you will never make Eagle." It started to become apparent that he had a ClichГ© of scouts that licked
his boot and were scout enough and there was the rest of us who were harshly attacked on minor issues such as lowered attendance due to school and
not being able to dress up for every meeting. Eventually we noticed that the kids who would "never make Eagle" were more often than not disabled in
one way or another including the Colonels youngest son. If that isn't an absolute lack of empathy and open mindedness I don't know what

Personal Essay: Stressors In The National Guard
I am also in the National Guard. Being a part of this is a stressor in itself, but when adding college, it becomes even more stressful. Now a days, with
our political setting and how other countries are acting, I worry about the future and what could happen. I also have stressors in the National Guard
with trying to maintain my physical fitness while in college. I find it very hard to work out some days due to being busy in college and being tired
from lack of sleep and so on. I sometimes think that knowing I have to work out for the physical fitness test, almost makes me not want to work out.

I am a supply specialist, so I work alongside my supply sergeant (my boss). We both have to complete inventories all of the time, while having guys

I think that you make some great points. It was interesting to read about the unique challenges facing the reserve component and National Guard. I
have been active component my entire career, and I had given little thought to the other side. After reading this, I agree that bringing the reserve and
National Guard components with us into this new realm of tactics may pose a daunting challenge. However, operating in these conflicts that present us
with complex threat–rich environments should primarily be the realm of the active component. It is probably best to leave these operations to the units
that have the time and resources to effectively train for them. I believe it is likely, that these force–on force operations will not last as long as the
operations we're used to. Hopefully within weeks, our DOD partners can secure air supremacy and alleviate the need for such extreme tactics and
procedures. This will allow other units to fly in support of other operations without the need to be extremely proficient in the latest tactics. The National
Guard and reserve components will be challenged to train to proficiency, but hopefully in these types of conflicts they will be able to operate in their
intended function in a secondary, and supplementary... Show more content on Helpwriting.net ...

What is a bureaucracy? Tolbert and Hall (2009) describe in the text, a large formal organization with the characteristics of having, a division of labor,

The Differences Between the Army and National Guard
"We sleep safely at night because rough men stand ready to visit violence on those who would harm us." Winston S. Churchill. The primary mission of
the Army is to fight and win our Nation's wars by providing prompt, sustained land dominance across the full range of military operations and spectrum
of conflict in support of combatant commanders. There are five branches of the military, but there are two branches that are always up for debate on
which to join. Active Army and National Guard have many differences, such as deployment rates, retirement, and command; however, they are similar

Effects Of War On The Army And National Guard Essay
Effects of War on the Army vs National Guard The Soldier started his career in the United States (U.S.) Army in 1987, completing Basic Training (BT)
and Advanced Individual Training (AIT) at Ft. Sill, Oklahoma as a cannon crewmember. His initial active duty enlistment was for three years but due
to Operations Desert Shield and Desert Storm, the Soldier fell under Operation Stop Loss, delaying his initial expiration term of service (ETS) date by
six months. During his enlistment with the U.S. Army, he saw a couple of major changes within the Modified Table of Organization and Equipment
(MTOE). Each of these changes resulted in his current unit changing in strength and equipment. Although at the time, this young Soldier did not
completely understand the complexity of the changes, he did understand how the changes affected how his section completed their daily duties and his
direct chain of command. For example, the U.S. Army's Field Artillery units changed from a three by six gun concept to three by eight units. With this
change, artillery–firing batteries acquired additional Soldiers and equipment. The U.S. Army did not seem to have any issues filling vacant positions
with enlisted Soldiers, Non–commissioned Officers (NCOs), or Officers. This MTOE change caused growth, which allowed promotions through
Permanent Change of Station (PCS) thus allowing more junior enlisted positions to become available. Recruiters then fill the junior enlisted positions

development. Specifically, the National Guard's dual role posits a divide between state governor's perception of the National Guard as a homeland
security asset, and DOD utilization of the National Guard for operations abroad. Thus, the question of civilian support to DOD homeland defense
operations often arises, as a symbiotic relationship will require a commensurate effort from both parties. Karen Guttieri of the Naval Postgraduate
School states, "Civil–military relations are critical to homeland security...to support a large number and variety of civil agencies in the event of
domestic upheaval" (2003, p. 6), but a civil disturbance may be insignificant in relation to homeland defense efforts. For example, the number of

As discussed in lesson 5, the concept of DSCA is a complex provision that authorizes DOD assistance based on DOD Directive 3025.18 in the event
federal, state, and local resources are exhausted. In order to improve DSCA and the domestic relationships between federal, state, and local
partnerships, the DOD introduced initiatives to clarify the framework for providing military support. This includes the creation of the Emergency
Preparedness Liaison Officer (EPLO) to facilitate the allocation of DOD resources in support of civil authorities upon a declared disaster/emergency.
Moreover, ambiguity found within the IRA provision undermines the ability for commanders to provide assistance in lieu of DSCA approval
methods. Thus, Hurricane Katrina sparked the DOD's review of the IRA provision, in order to close the federal response gap for providing immediate
disaster support by identifying current legislative barriers. For instance, military leadership did not fully comprehend the authority obtained under the
IRA provision, which delayed military aid and assistance during Hurricane Katrina (Leshinsky, 2006). For example, the military responded under the
provision of the National Response Plan (NRP), which required the formal DSCA requests from FEMA. This delayed the response of the surrounding
military units and is one of the aforementioned barriers that spawned from the bureaucratic nature of requesting military

At a time when we are asking more of the National Guard both at home and abroad, its effectiveness is hampered by cold war structures and lack of
institutional power within the Pentagon. –Commission on the National Guard and Reserves Operational Environment The operational environment
coupled with the transformation of the National Guard since the Goldwater–Nichols Act (GNA) has created a vacuum, preventing the National Guards
ability to train and maintain a force of Joint Qualified Officers (JQS) for the future. Today's volatile, uncertain, and complex, and ambiguous (VUCA)
environment require all officers' to train and equip to operate in a joint spectrum of missions. Joint qualifications are as much of a necessity in today's
environment as the component service expertise. Officers in the National Guard have difficulty obtaining official credit for joint operations, exercises,
and training. Their participation has been invaluable and necessary to the success of warfighting operations, yet the experience and time served in joint
arenas go overlooked. The GNA passed in 1986 to reform a parochial defense department in a cold war era was somewhat successful in attaining goals

Role of the National Guard
Abstract The National Guard is one of the oldest American institutions, and predates the War of Independence. Substantiated by the Constitution, the
National Guard remains a viable military force that provides both domestic and international support for the standing armed forces. One of the
capacities that the National Guard has recently served as happens to be within the realm of post–conflict stabilization. Although its role in the
nation–building process is controversial, the National Guard is a cost–effective force that can and should be used to its highest capacity in post–conflict
resolution and stabilization worldwide. Introduction The National Guard is "the oldest component of the Armed Forces of the United States and one of
the nation's longest–enduring institutions," (National Guard Bureau, 2011). Starting as a volunteer militia force, as opposed to a standing army, the
National Guard served first the American colonies and later, the United States of America. Even before 1776, the National Guard has been a
fundamental force of United States security. After Independence, the National Guard was the primary means of securing the new nation. The federal
standing army was relatively small until the 20th century, mandating militia forces in situations like the Mexican–American War and the
Spanish–American War (National Guard Bureau, 2011). Because the National Guard represents the right of states to form militias, the organization has
always symbolized the delicate

U.S. Army National Guard

  • 1. U.s. Army National Guard Given constrained funding and the requirements of short–term national military objectives and longer term operations, the Army should balance the Total Force as follows: first, decrease the Active Component deployments and increase the Reserve Component, specifically the National Guard. Second, assign National Guard units to specific regions and/or missions so that their training can be focused on these conflicts. And third, increase the use of National Guard units to reduce active component use particularly for low–intensity conflict and short term missions. Background: Throughout the course of the United States, the Army National Guard (and to some extent, the United States Army Reserve) has been a bedrock of support to both the President, Congress, and the Governors of the fifty–four states and territories. During times of national emergency, civil upheaval, natural disasters, and most recently, during times of war, the National Guard has been counted on to fill capability gaps that exist in the Active Components ranks. In addition, the National Guard had the additional mission of being at the call of the Governors should they choose to utilize that resource, a claim the Active Component cannot make (strictly by law). As such, the National Guard should continue to be utilized as both a resource for governors to use during times of crisis and, perhaps more importantly, should continue to be used, funded, and trained as an operational reserve as well. During this ... Get more on HelpWriting.net ...

This is important because the more armories there are then the more weapons and vehicles they can store. The current armories building up right now was built in 1989. This is imperative because it shows that when they built their buildings they make sure they are built sturdy so that they are reliable and that they will last for a long period of time. The U.S Department of defense and citizens were proud to invest $1.6 million in the facility because of the hard work, dedication, and history. This shows that the National Guard has dedicated their service to the united states. Because of it, they were rewarded with the money. • 3. Graduation Speech: National Guard Officer I grew up in a small town, northwest of Saint Louis. This town was called Troy, Missouri. It's a very homey town, and it's incredibly set in its ways. Sort of like that saying, "You can't teach an old dog new tricks." I have lived in the same house since I was 7, and I get along very well with my younger brother. Although he's a typical younger brother, I'd do anything for him. I am incredibly close with both of my parents. We stay enclosed within our immediate family, and don't really communicate outside of said family. We haven't had a connection with anyone outside of our immediate family since I was a child, in fact. But we do entertain several of both my parents friends, and my own friends every once in a while. Variety is good for you, after all. The plans for my future involve graduating high school, joining the National Guard, and going to college. I plan on enlisting this summer, and being a part–time National Guard soldier until I graduate from college. I will be the only one in my entire family to go to college. My mother works at Client ... During the attack, the New York City militiamen fought a brutal struggle with defending German troops. Heavy casualties were sustained on both sides. The Germans nicknamed these troops "Hell Fighters." Their brave actions earned the French Croix de Guerre award for the entire regiment which was cited as "the regiment that never lost a man captured, a trench or a foot of ground..." Their next encounter with war was World War 2. The 37th Ohio National Guard "Buckeyes" Division took part in the assault to drive Japanese forces out of Manila. It was treacherous fighting. The Japanese had fortified buildings and the 37th found themselves fighting block–by–block, floor–by–floor, and room–by–room. One squad leader found himself the object of a bayonet charge by six Japanese soldiers from 30 yards away. Sergeant Billy E. Vinson warded off the first bayonet thrusts, then opened up with his rifle and dispatched the attackers with a single sustained burst of gunfire. He held his ground until all wounded soldiers in the vicinity could be evacuated. As their Division history states, "For those who missed Normandy or Casino, Manila would do." During the Korean War Puerto Rico's 65th Infantry Regiment was south of Seoul when orders came to take two hills held by the Chinese. The assault took three days. Soldiers and Leadership are extremely receptive to this leadership style. I would not recommend another strategy. Keeping leadership styles simple, easy to follow, and easily understood is better for the Army. Mainly, because there are so many Leaders and Followers of many different backgrounds. Understanding and being able to communicate the mission statement is the overall goal. Keeping the statements simple and direct makes more of an impact. Army Chaplains in particular are required to obtain at least seventy–two seminary hours and a Master's degree in order to become a commissioned military officer. During their seminary time, future chaplains are trained in sermon preparations, church administration, and administering the ordinances of their faith group. However, they are rarely trained in addressing one of the most critical topics currently facing today's military personnel. In the 60's, a Memorandum of Understanding was made between the U.S Civil Service Commission and the Department of the Army establishing dual status requirements. After reading this, I agree that bringing the reserve and National Guard components with us into this new realm of tactics may pose a daunting challenge. However, operating in these conflicts that present us with complex threat–rich environments should primarily be the realm of the active component. It is probably best to leave these operations to the units that have the time and resources to effectively train for them. I believe it is likely, that these force–on force operations will not last as long as the operations we're used to. Hopefully within weeks, our DOD partners can secure air supremacy and alleviate the need for such extreme tactics and procedures. Effects Of War On The Army And National Guard Essay Effects of War on the Army vs National Guard The Soldier started his career in the United States (U.S.) Army in 1987, completing Basic Training (BT) and Advanced Individual Training (AIT) at Ft. Sill, Oklahoma as a cannon crewmember. His initial active duty enlistment was for three years but due to Operations Desert Shield and Desert Storm, the Soldier fell under Operation Stop Loss, delaying his initial expiration term of service (ETS) date by six months. During his enlistment with the U.S. Army, he saw a couple of major changes within the Modified Table of Organization and Equipment (MTOE). Each of these changes resulted in his current unit changing in strength and equipment. Although at the time, this young Soldier did not completely understand the complexity of the changes, he did understand how the changes affected how his section completed their daily duties and his direct chain of command. For example, the U.S. Army's Field Artillery units changed from a three by six gun concept to three by eight units. With this change, artillery–firing batteries acquired additional Soldiers and equipment. The U.S. Army did not seem to have any issues filling vacant positions with enlisted Soldiers, Non–commissioned Officers (NCOs), or Officers. This MTOE change caused growth, which allowed promotions through Permanent Change of Station (PCS) thus allowing more junior enlisted positions to become available. Thus, the question of civilian support to DOD homeland defense operations often arises, as a symbiotic relationship will require a commensurate effort from both parties. Karen Guttieri of the Naval Postgraduate School states, "Civil–military relations are critical to homeland security...to support a large number and variety of civil agencies in the event of domestic upheaval" (2003, p. 6), but a civil disturbance may be insignificant in relation to homeland defense efforts. As discussed in lesson 5, the concept of DSCA is a complex provision that authorizes DOD assistance based on DOD Directive 3025.18 in the event federal, state, and local resources are exhausted. In order to improve DSCA and the domestic relationships between federal, state, and local partnerships, the DOD introduced initiatives to clarify the framework for providing military support. This includes the creation of the Emergency Preparedness Liaison Officer (EPLO) to facilitate the allocation of DOD resources in support of civil authorities upon a declared disaster/emergency. Moreover, ambiguity found within the IRA provision undermines the ability for commanders to provide assistance in lieu of DSCA approval methods. Thus, Hurricane Katrina sparked the DOD's review of the IRA provision, in order to close the federal response gap for providing immediate disaster support by identifying current legislative barriers. For instance, military leadership did not fully comprehend the authority obtained under the IRA provision, which delayed military aid and assistance during Hurricane Katrina (Leshinsky, 2006). For example, the military responded under the provision of the National Response Plan (NRP), which required the formal DSCA requests from FEMA. This delayed the response of the surrounding military units and is one of the aforementioned barriers that spawned from the bureaucratic nature of requesting military ...
