In the Special Education program, Special Ed for short, students are placed in smaller classes that
give them more time with the teacher, and the contents of these classes are much easier than the
standard classes. According to an article written by Harry and Anderson "approximately 29% of the
students in Special Ed programs are African Americans" (Harry, Anderson). Many politicians blame
racism to be a factor for such a large percent of African Americans in Special Ed. However, a study
done by the New York Times shows that the opposite is true. The study states that African
Americans are actually underrepresented in Special Ed programs and there should be more of them
in these programs. The study provides evidence that African Americans are more likely to develop
some sort of a learning disability due to their upbringing. The study provides compelling evidence
for its claim, "Thirty–six percent of inner–city black children have elevated levels of lead in their
blood" (Paul, Farkas). The figure for suburban white children is only 4 percent." Also, "black
children are about twice as likely to be born prematurely and three times more likely to suffer from
fetal alcohol syndrome (Paul, Farkas)". The study provides these claims as a support to why so

of three to four years, in which employers provide rewards, usually in terms of a raise for past
performance, for employees who perform their jobs effectively, which will lead to higher
performing employees which will in turn lead to a better work environment and higher overall
productivity. The concept of merit pay is most often mentioned in the context of educational and/or
government civil service reform. With a merit–based pay system, the employer pays, with the idea
that the employer will reward more productive employees with merit increases. This concept came
about in an attempt to sustain high performance levels in the workplace linking merit increases, or
increases in base pay, to employee performance ratings, which are taken at the end of a performance
year, usually by a direct supervisor. Due to the ever increasing changes of supply and demand in

results. Through programs such as the Magnet School Assistance Program, Upward Bound, and

Women 's Role During The American Revolution
Solomon devoted some consideration to political issues. Women's role was continually questioned
during the American Revolution, when women expressed competency in many roles. While some
females joined the war as undercover spies or soldiers, other women established activist groups to
protest, campaign and raise funds. Solomon considers this war to be the opportunity for women to
demonstrate their abilities in "public and private spheres" that could have implications in the latter
movements. After the revolution, more women were contemplating their suppositional capacity to
develop and elevate individually and subjectively. The prevailing stereotype at the time was
"daughters to be 'notable' as housewives upholding the colonial tradition of piety, modesty, frugality,
and fertility." This mindset laid the foundation to slow the progress to reshape the female status after
the revolution. Although the revolution expended constitutional advancements on voting, marriage
and divorce, not all the republic benefited the new laws. Of note, New Jersey passed a law in 1787
that gave the right to "all inhabitant of the proper age and property qualifications" to choose and
vote, until an election fraud causing the law to take a step back to its original parameters, allowing
only white male at the age of twenty–one with money and clear estate to vote. Additionally, the
republican idea persuaded a movement towards a more commonly accepted concept of education.

means for achieving their personal goals (Larry J. Siegel, 2005) this is most likely to occur in large
cities. For example, data from the FBI's Supplementary Homicide Reports[5] showed that nearly 1
in 4 homicides by juveniles occurred in eight counties. The major cities in these counties (beginning
with the city in the county with the greatest number of identified juvenile homicide offenders) are
Chicago, Los Angeles, Houston, New York, Baltimore, Detroit, Philadelphia, and Dallas. As these
counties contain just 12% of the U.S. population, it is clear that homicide by juveniles is
concentrated in a small portion of the U.S. geographic area. Theorists from this perspective look at
the environment and sub–culture that a juvenile resides in. This perspective sees delinquency as a
function of the surroundings or environment that a juvenile lives in. The Strain theory has been
mainly applied to juvenile delinquency among lower–class boys. The central idea is that these
young people share the value of success with the larger culture, but because of inadequate
socialization, they are unable to effectively compete. This produces strain, which they seek to

Strike provides an opportunity to apply basic conflict–resolution principles and strategies to develop
an effective conflict resolution action plan. Generally, that action plan will allow the respective sides
in any conflict to resolve it as expeditiously as possible in several different ways. First, it limits the
spread of conflicts over specific issues to wider antagonism focused on identity or affiliation.
Second, it reduces the natural tendency for opposing groups to escalate the intensity and character of
their conflicts unnecessarily and to begin to focus on "winning" or "defeating" the other group
instead of achieving the most objectively fair outcome for all stakeholders. Third, it promotes
meaningful communication and good–faith dialogue as the primary means of initiating a productive

Wal–Mart employees has charged the retail giant with bias in pay and promotions. The case could

pay and damages.The enormously complex gender–pay debate encompasses economics,
demographics, law, social justice, culture, history and sometimes raw emotion. Few dispute that a

men 's weekly earnings, according to the latest U.S. Labor Department data, with the wage gap

Poor communication channels lead to misunderstandings; look into improving communications
within the department, e.g. regular team briefings.
Lack of promotional opportunities; perhaps investigate the possibility of delegating responsibility to
allow subordinates to gain valuable experiences.
Given the culture, the new HOD might be expected to be more democratic in his/her approach to
conflict management, e.g. perhaps by using forms of empowerment.
Conflict may also arise if the Principal uses external recruitment to appoint the new HOD.
Any conflict between subordinates will most likely to be dealt with by the HOD, i.e. conflict is
resolved within the department.
The new HOD will therefore need to have good interpersonal and communications skills. S/he may
also need to develop situational management styles with clear goals and objectives for the

Throughout the centuries, human beings have sought educational freedom. The United States of
America has become a symbol for all who seek life, or education rather. Millions of people come to
the United States, from less privileged countries, each year in hopes for a better education that is
coupled with a better life. Today, unfortunately, the U.S has lost its edge in the educational
department. Many studies today show this failure, "the U.S. is the clear leader in total annual
spending, but ranks 9th in Science performance and 10th in Math" (Staff). Furthermore, it seems
that the U.S can't even educate its own minority groups, which mainly includes African Americans.
The educational gap in the U.S is of great concern, "the percentage of Blacks age 25 and older with
a high school diploma or more was 72 percent in the 2000 census, compared to 85.5 percent for
Whites" ("Blacks: Education Issues"). Two major issues that are keeping African Americans from
success are Special Education Programs and teacher tenures, these systems need to be replaced for
African Americans to get a better education.

The decrease in hours caused her to lose her benefits and subsequently she filed an EEOC claim of discrimination and retaliation. Fortunately, due to proper documentation of the corrective actions, developmental action plan and the documented counseling, our HRM has adequate information to refute the claim.
