7. All 32 representatives coming from first to fourth year levels shall be called to in an assembly for the creation of the teams that will be competing.
8. A team therefore shall be composed of four participants coming from the four year levels.
11. Debate motions and sides of the house will be determined by drawing lots.
12. Each speaker will be given 5 minutes to rebut the opposing team and defend his or her side using the English language as the medium of communication.
13. The panel of adjudicators will be composed of two to three members. University debaters and professors are the only ones authorized to be a part of the panel and adjudicate.
14. Each speaker will be graded based on Manner (40%), Matter (40%), and Method (20%). To determine the team score, the points of all three speakers will be averaged.
15. The competition shall be survival of the fittest; winning teams shall emerge to the next round.
16. From eight teams, four will be eliminated. The remaining teams will continue to compete towards the championship.
17. The team with the higher averaged score wins the round. Winners will be determined and announced at the end of each round.
18. The top two teams with the most number of wins will proceed to the final round.
19. There will be three winners; 2nd runner up, 1st runner up, and the champion.

23. The panel of adjudicators for the final round will be composed of 3 people in a which an English professor will serve as chief adjudicator and members of the panel will be composed of university debaters.

25. The team with the higher averaged score will be proclaimed as the Champion of the U-Speak: Debate Challenge
36. To teach the students to cooperate, to practice appropriate sportsmanship, to accept and give constructive criticism and to encourage the support of team members and other teams.
37. To stress the importance of competition as a means of motivation to excellence and not as an end in itself.
69. Other Participants – Certificate of ParticipationB. Extemporaneous Speech<br />Participants in this competition must be given a certain topic in line with the theme of the United Nations Celebration. It will be participated by selected one student per section for each year level with the total of 8 participants. English will be the medium of language to be used in the competition.<br />Mechanics: <br />1. The participants will be given a certain topic to be discussed in line with the theme of the United Nations Celebration.<br />2. The participants will be provided ten (10) minutes to develop the topic. <br />3. No advisor contact will be allowed between the time of receiving the topic and the delivery.<br />4. No materials or previously prepared notes will be allowed into the preparation or presentation room with the participants.<br />5. All participants will have an assigned numbers for the competition through drawing of lots.<br />6. The length of the speech will be no less than three (3) minute and no more than five (5) minutes.<br />7. The participants will have a 5 point deduction from the over-all score if they will exceed in the given time. <br />8. The participants will be given warnings via flash cards when there is one (1) minute remaining and when there are thirty (30) seconds remaining during the speaking time.<br />Criteria for Judging:<br />A.
