U.A.E: Enec to sign nuclear energy deal with French group EDF

he Emirates Nuclear Energy Corporation (Enec) has signed a Letter of Intent with France’s
electricity company EDF for a memorandum of understanding for cooperation on research and
development in the nuclear energy sector.
The collaboration is part of ENEC’s commitment towards progressing the UAE’s nuclear energy
industry, supporting innovation, clean electricity production and tackling climate change.
The planned MoU will elevate the strategic partnership between the two entities through sharing
global expertise and the latest advancements in the nuclear energy sector, as well as exploring the
production of green hydrogen powered by carbon-free nuclear energy.
EDF (Électricité de France) is a French multinational electric utility company, largely owned by the
French state. As the leading nuclear operator of the largest nuclear fleet worldwide, EDF is
supporting the global energy transition movement by exporting its expertise in low-carbon energies,
such as nuclear energy, renewable energies, and energy services.

Since November 2018 EDF has provided Enec’s operations and maintenance JV subsidiary Nawah
Energy Company (Nawah) with a range of services.
These include operational safety, radiation protection, fuel cycle management and environmental
monitoring. Expertise is provided through engineering studies, on-site support, training and
benchmarking sessions.
This year’s signing took place at the annual E-Fusion (Emirati French Industrial Supply Chain
Initiative for Nuclear), a two-day event through a partnership between Enec and Business France,
which is an Emirati-French initiative to create a local supply chain for the nuclear sector.
Launched by ENEC, EDF and GIFEN (French Nuclear Cluster) in 2019, the event aims to develop
new Franco-Emirati commercial relations in the nuclear sector.

United Arab Emirates:Business France, the national agency supporting the international
development of the French economy, partnered by the Emirates Nuclear Energy
Corporation (ENEC) and GIFEN (French Nuclear Cluster) started a two-day in-person event to
facilitate Emirati and French nuclear industry meetings in the United Arab Emirates. Part of the E-

France partnership in the nuclear energy field and support the development of the UAE’s fast
growing local supply chain.
Leading the development of the UAE Peaceful Nuclear Energy Program, ENEC is committed to
ensuring adherence to the highest safety standards. Therefore France, with its proven nuclear
experience over the past 60 years, is a key international partner that can support the development
of the UAE’s nuclear sector and supply chain.
Held in Dubai, 100+ professionals attended E-Fusion. French companies specialised
in engineering, safety, radiationprotection, fuel cycle
management and environmentalmonitoring, are meeting the end-users of ENEC and Nawah
during B2B meetings with key Emirati companies, with the aim of establishing synergies to enable
new partnerships and joint ventures.
Demonstrating E-Fusion’s role as a catalyst for French Emirati partnerships, three main players
formally signed an agreement with their Emirati partners, in order to create an on-site supply chain
in the presence of the leadership of ENEC, Nawah, and the French nuclear community.
On this occasion, Barakah Nuclear Energy Plant opportunities are set to be introduced, followed by
a networking session. Eight workshops and learning exchanges are scheduled to be hosted by
industry representatives (Endel, Nuvia, Fevdi, Veolia, CEA, I2EN, ENEC and Framatome) and
research centres currently working for ENEC and Nawah.
Part of this highly qualified taskforce, Khalifa University and the Federal Authority for Nuclear
Regulation, are taking part in the event.

companies and 15 Emirati companies have continued to work together to identify opportunities in
the UAE nuclear sector.

U.A.E:Reliance Inds.joins Adnoc for top Ta'ZiZ chemical projects

Abu Dhabi National Oil Company (Adnoc) has announced that Indian multinational conglomerate
Reliance Industries Limited has signed an agreement to join a new world-scale chlor-alkali, ethylene
dichloride and polyvinyl chloride (PVC) production facility at Ta'ZiZ in Ruwais, Abu Dhabi.
Chlor-alkali is used in water treatment and in the manufacture of textiles and metals. Ethylene
dichloride is typically used to produce PVC.
PVC has a wide range of applications across housing, infrastructure and consumer goods. The
market for these chemicals is expected to enjoy steady growth supported by the needs of growing
demand, particularly in Asia and Africa.
The agreement capitalises on growing demand for these critical industrial raw materials and
leverages the strengths of Adnoc and Reliance as global industrial and energy leaders.
The project will be constructed in the Ta'ZiZ Industrial Chemicals Zone, which is a joint venture
between Adnoc and ADQ, and represents the first investment by Reliance in the region.
The agreement continues the momentum of Adnoc’s downstream and industry growth plans in line
with Adnoc’s 2030 strategy. Petrochemical, refining and gas growth projects are currently under
construction, with a number of projects also recently completed across the downstream and industry
portfolio.

Adnoc is gearing up for growth with Ta'ZiZ, the world-scale chemicals production hub and industrial
ecosystem based in Ruwais, with investment in excess of AED18 billion ($4.9 billion) and a number
of further growth projects in the downstream and industry sector.
Since 2018, Adnoc said it has attracted significant foreign direct investment from international
partners in the downstream business including refining, fertilisers and gas pipelines.
Under the terms of the agreement, Ta'ZiZ and Reliance will construct an integrated plant, with
capacity to produce 940,000 tonnes of chlor-alkali, 1.1 million tonnes of ethylene dichloride and
360,000 tonnes of PVC annually.
Contracts have been awarded for the first stages of development of the site, and work is already
underway. This includes geotechnical and topographical surveys, a marine bathymetric survey and
health, safety, and environment impact assessments, which have already been completed.
The surveys will enable civil engineering works to commence, preparing the project site for
construction as well as dredging for an entirely new port facility. Tenders for the initial design of the
seven Ta'ZiZ chemicals derivatives projects have been awarded and work is ongoing. Final
investment decisions for the projects and awards of related EPC contracts are being targeted for
2022.
Dr Sultan bin Ahmed Al Jaber, Minister of Industry and Advanced Technology and Adnoc Group

partner with Adnoc and ADQ in accelerating growth at Ta'ZiZ. This agreement is a significant
milestone, as we continue to grow a globally competitive industrial ecosystem and highly attractive

Oman: BP ramps up gas output from Khazan - Block 61
Oman Observer
Energy major BP, in partnership with OQ, PTT Exploration and Production Public Company Limited
(PTTEP), Petronas and the Ministry of Energy and Minerals, has announced that it has significantly
increased production from the Block 61 gas field in central Oman.
Gas production has increased to 1.5 billion cubic feet per day (bcf/d), from its current level of around
1bcf/d. Associated condensate production is also expected to rise. The increase will generate value
for the Oman government and Block 61 partnership.
BP-operated Block 61 was developed in two stages – Khazzan, that began production in 2017, and
Ghazeer, that started up last year. It is a high-quality, highly efficient development, designed from
the outset to incorporate a number of lower emissions technologies.
BP Oman president Yousuf al Ojaili commented: “BP is building a balanced portfolio that will
continue to generate both cash and value as we transform from an international oil company to an
integrated energy company. A core part of this strategy is our resilient and focused hydrocarbons
business, of which Block 61 is an excellent example, offering stable, long-term returns.”

Gas from Block 61 is a key part of the integrated energy value chain and will play a core role in
Oman’s future development. We appreciate the collaborative support we have received from the
Oman government and our partners in delivering this increase in production.”
With an estimated 10.5 trillion cubic feet of recoverable gas resources, Block 61 supplies over 30
per cent of Oman’s total gas demand. Gas from Block 61 is distributed for domestic consumption
— industrial and power — through Oman’s national gas grid and is used as fuel for power plants,
and feedstock to industries and to Oman LNG.
BP prioritises in-country value throughout its operations. During the development of Block 61, BP
has worked closely with local vendors to develop their capabilities and help them be competitive
both in Oman and globally, resulting in a number of contracts and technical scopes moving from
international to local Omani contractors. Updated, industry-leading policies and procedures on
workers’ welfare and human rights have also been embedded throughout the development.
At the end of 2020, Omanization in BP Oman reached around 85 per cent and Block 61 spend with
Omani-registered companies exceeded $610 million.

Turkey: UKOG provides Basur-3 drilling update

UK Oil & Gas (UKOG) has announced that following completion of the Basur-3 appraisal
well's initial 17½ inch diameter hole section, 13 3/8 inch casing has now been set, successfully
cemented down to a drilled depth of 367 m (1204 ft) below surface and pressure tested.
Following setting of blow out preventers, drilling will then resume in 12¼ inch hole section, the base
of which is planned to penetrate the Garzan limestone, the first of two target horizons.
The Basur-3 oil appraisal well is located within the north-western structural culmination of the 60 sq
km Basur-Resan geological anticlinal structure, approximately 1.2 km north of the 1964 Basur-1 oil
discovery well which, as previously reported on 14 October 2020, 15 January 2021, 21 June 2021,
flowed oil to surface at encouraging rates over a 6 hour test period.
Basur-3 is the first modern well designed to properly appraise and assess the extent and commercial
viability of the Basur-Resan oil pool discovered in the 1950s-1960s.
UKOG Turkey Ltd holds a 50% non-operated interest in B-3 and the surrounding 305 sq km Resan
M47-b1,b2 licence.

U.S: NERC report potential electricity disruptions this summer

Parts of the United States are at elevated or high risk for potential electricity emergencies this
summer, according to the North American Electric Reliability Corporation's (NERC) 2021 Summer
Reliability Assessment.
Summer peak electricity demand in the United States is strongly influenced by temperature. NERC’s
report notes that above-normal temperatures are expected for much of North America this summer
and several regions are at risk of electricity shortfalls during above-normal peak temperatures.
Note: ERCOT is the Electric Reliability Council of Texas; MISO is the Midcontinent Independent
System Operator; WECC is the Western Electricity Coordinating Council.
NERC is a nonprofit international regulatory organization that oversees regional electric reliability
entities in the Lower 48 states, Canada, and parts of Mexico. At the beginning of each summer,
NERC publishes a reliability assessment that tabulates anticipated electricity demand and supply
changes and highlights any regional challenges or expected conditions that may affect the bulk
power system.
Above-normal summer heat increases electricity demand from temperature-dependent loads, such
as air conditioning, and can reduce electricity supplies if power plant outages or reduced output
stem from heat-related issues. Wide-area heat waves can challenge grid operators and may limit
electricity transfers because the electricity is needed to meet local electricity demand.
According to NERC’s assessment, electric supply shortages may occur in the western United
States, Texas, New England, and parts of the Midwest.
In the Western Electricity Coordinating Council (WECC), which includes the western half of the
United States, resource and energy adequacy is a significant concern this summer. Generating
capacity and projected electricity demand are at similar levels as they were in 2020, when an August
wide-area heat wave caused rolling blackouts. NERC found that WECC subregions in the

Southwest and Northwest have enough resources to meet electricity demand under normal peak
summer demand conditions, but they are at elevated risk of electricity shortfalls if demand is higher.
The highest risk of electricity emergency is in California, a WECC subregion, which relies heavily
on energy imports during normal peak summer demand and when solar generation declines in the
late afternoon.
Although California has gained new flexible resources to help meet demand when solar energy is
unavailable, it is at high risk of an electricity emergency when above-normal demand is widespread
in the west because the amount of resources available for electricity transfer to California may be
limited.
The Electric Reliability Council of Texas (ERCOT) typically has one of the smallest anticipated
reserve margins in the country, meaning it has relatively little unused electric generating capacity
during times of peak electric load.
ERCOT’s anticipated reserve margin increased from 12.9% last summer to 15.3% for this summer
as a result of adding new wind, solar, and battery resources. Although ERCOT’s anticipated reserve
margin is higher this summer, extreme summer heat could result in supply shortages that lead to
an electricity emergency.
The Midcontinent Independent System Operator (MISO) and ISO-New England have sufficient
resources to meet projected peak demand. However, if above-normal levels of electricity demand
(which NERC calculates based on historical demand) occur in these regions, demand is likely to
exceed capacity resources. In that case, additional transfers of electricity from surrounding areas
will be needed to meet demand.

Oil climbs while OPEC+ considers output increase

Oil rose almost $2 on Thursday, supported by the prospect of strengthening demand, lower U.S.
stocks and a Reuters report that OPEC+ producers could increase output in the coming months.
Brent crude gained $2.01 or 2.7%, to $76.63 a barrel by 14.12 GMT. U.S. West Texas Intermediate
crude was up $2.49, or 3.4%, at $75.96.

At its meeting today OPEC+ is moving towards adding about 2 million barrels per day (bpd) of oil to
the market between August and December, an OPEC+ source told Reuters.
The source said that monthly output increases by the group comprising the Organization of the
Petroleum Exporting Countries (OPEC) and allies including Russia would amount to less than 0.5
million bpd. read more
"The consensus was looking for 500,000 bpd or slightly more. So 400,000 bpd additions would be
below expectations for August and would keep the market tight this summer, with still rising demand
over the coming weeks," said UBS analyst Giovanni Staunovo.
Rystad Energy analyst Louise Dickson said the market could easily absorb the mooted output
increase.
"If OPEC+ does keep a conservative stance and increases its production in a cautious manner -
and up to 500,000 bpd is definitely cautious - prices will be supported," she said.
WTI rose more than 10% in June while Brent added more than 8%, touching their highest since
October 2018.
Analysts expect oil demand to gather pace in the second half of the year as more people are
vaccinated against COVID-19 and travel restrictions are eased.
"In the first half of the year, the stage has been set for further improvement and for economic and
oil demand growth," said Tamas Varga, oil analyst at London brokerage PVM Oil.
Outbreaks of the Delta variant of the coronavirus, meanwhile, are raising concerns that the demand

In the United States, crude stockpiles fell last week for the sixth straight week in response to rising
demand, data from the Energy Information Administration showed.
A drop in crude inventories at Cushing, Oklahoma, the delivery point for WTI, to their lowest since
March 2020 also underpinned the U.S. benchmark, squeezing its discount to Brent to its narrowest
since September 2020 on Wednesday.
A Reuters poll last month showed Brent was expected to average $67.48 a barrel this year and WTI
$64.54, both up from forecasts in May.

The collaboration is part of ENEC’s commitment towards progressing the UAE’s nuclear energy industry, supporting innovation, clean electricity production and tackling climate change. The planned MoU will elevate the strategic partnership between the two entities through sharing global expertise and the latest advancements in the nuclear energy sector, as well as exploring the production of green hydrogen powered by carbon-free nuclear energy. EDF (Électricité de France) is a French multinational electric utility company, largely owned by the French state. As the leading nuclear operator of the largest nuclear fleet worldwide, EDF is supporting the global energy transition movement by exporting its expertise in low-carbon energies, such as nuclear energy, renewable energies, and energy services.

These include operational safety, radiation protection, fuel cycle management and environmental monitoring. Expertise is provided through engineering studies, on-site support, training and benchmarking sessions. This year’s signing took place at the annual E-Fusion (Emirati French Industrial Supply Chain Initiative for Nuclear), a two-day event through a partnership between Enec and Business France, which is an Emirati-French initiative to create a local supply chain for the nuclear sector. Launched by ENEC, EDF and GIFEN (French Nuclear Cluster) in 2019, the event aims to develop new Franco-Emirati commercial relations in the nuclear sector. Therefore France, with its proven nuclear experience over the past 60 years, is a key international partner that can support the development of the UAE’s nuclear sector and supply chain. Held in Dubai, 100+ professionals attended E-Fusion. French companies specialised in engineering, safety, radiationprotection, fuel cycle management and environmentalmonitoring, are meeting the end-users of ENEC and Nawah during B2B meetings with key Emirati companies, with the aim of establishing synergies to enable new partnerships and joint ventures. Demonstrating E-Fusion’s role as a catalyst for French Emirati partnerships, three main players formally signed an agreement with their Emirati partners, in order to create an on-site supply chain in the presence of the leadership of ENEC, Nawah, and the French nuclear community. On this occasion, Barakah Nuclear Energy Plant opportunities are set to be introduced, followed by a networking session. Eight workshops and learning exchanges are scheduled to be hosted by industry representatives (Endel, Nuvia, Fevdi, Veolia, CEA, I2EN, ENEC and Framatome) and research centres currently working for ENEC and Nawah. Page 6 U.A.E:Reliance Inds.joins Adnoc for top Ta'ZiZ chemical projects TradeArabia News Service Abu Dhabi National Oil Company (Adnoc) has announced that Indian multinational conglomerate Reliance Industries Limited has signed an agreement to join a new world-scale chlor-alkali, ethylene dichloride and polyvinyl chloride (PVC) production facility at Ta'ZiZ in Ruwais, Abu Dhabi. Chlor-alkali is used in water treatment and in the manufacture of textiles and metals. Ethylene dichloride is typically used to produce PVC. PVC has a wide range of applications across housing, infrastructure and consumer goods. The market for these chemicals is expected to enjoy steady growth supported by the needs of growing demand, particularly in Asia and Africa. The agreement capitalises on growing demand for these critical industrial raw materials and leverages the strengths of Adnoc and Reliance as global industrial and energy leaders. The project will be constructed in the Ta'ZiZ Industrial Chemicals Zone, which is a joint venture between Adnoc and ADQ, and represents the first investment by Reliance in the region. The agreement continues the momentum of Adnoc’s downstream and industry growth plans in line with Adnoc’s 2030 strategy. Petrochemical, refining and gas growth projects are currently under construction, with a number of projects also recently completed across the downstream and industry portfolio.

Page 7 Adnoc is gearing up for growth with Ta'ZiZ, the world-scale chemicals production hub and industrial ecosystem based in Ruwais, with investment in excess of AED18 billion ($4.9 billion) and a number of further growth projects in the downstream and industry sector. Since 2018, Adnoc said it has attracted significant foreign direct investment from international partners in the downstream business including refining, fertilisers and gas pipelines. Under the terms of the agreement, Ta'ZiZ and Reliance will construct an integrated plant, with capacity to produce 940,000 tonnes of chlor-alkali, 1.1 million tonnes of ethylene dichloride and 360,000 tonnes of PVC annually. Contracts have been awarded for the first stages of development of the site, and work is already underway. This includes geotechnical and topographical surveys, a marine bathymetric survey and health, safety, and environment impact assessments, which have already been completed. The surveys will enable civil engineering works to commence, preparing the project site for construction as well as dredging for an entirely new port facility. Tenders for the initial design of the seven Ta'ZiZ chemicals derivatives projects have been awarded and work is ongoing. Final investment decisions for the projects and awards of related EPC contracts are being targeted for 2022. Dr Sultan bin Ahmed Al Jaber, Minister of Industry and Advanced Technology and Adnoc Group Managing Director and CEO, said: "We are delighted to attract an investor of Reliance’s caliber to partner with Adnoc and ADQ in accelerating growth at Ta'ZiZ. Page 8 Oman: BP ramps up gas output from Khazan - Block 61 Oman Observer Energy major BP, in partnership with OQ, PTT Exploration and Production Public Company Limited (PTTEP), Petronas and the Ministry of Energy and Minerals, has announced that it has significantly increased production from the Block 61 gas field in central Oman. Gas production has increased to 1.5 billion cubic feet per day (bcf/d), from its current level of around 1bcf/d. Associated condensate production is also expected to rise. The increase will generate value for the Oman government and Block 61 partnership. BP-operated Block 61 was developed in two stages – Khazzan, that began production in 2017, and Ghazeer, that started up last year. It is a high-quality, highly efficient development, designed from the outset to incorporate a number of lower emissions technologies. BP Oman president Yousuf al Ojaili commented: “BP is building a balanced portfolio that will continue to generate both cash and value as we transform from an international oil company to an integrated energy company. A core part of this strategy is our resilient and focused hydrocarbons business, of which Block 61 is an excellent example, offering stable, long-term returns.” We are committed to supporting the sustainable development of Oman’s economy and are proud of our strategic partnership with the Sultanate. Gas from Block 61 is a key part of the integrated energy value chain and will play a core role in Oman’s future development. We appreciate the collaborative support we have received from the Oman government and our partners in delivering this increase in production.” With an estimated 10.5 trillion cubic feet of recoverable gas resources, Block 61 supplies over 30 per cent of Oman’s total gas demand. Gas from Block 61 is distributed for domestic consumption — industrial and power — through Oman’s national gas grid and is used as fuel for power plants, and feedstock to industries and to Oman LNG. BP prioritises in-country value throughout its operations. During the development of Block 61, BP has worked closely with local vendors to develop their capabilities and help them be competitive both in Oman and globally, resulting in a number of contracts and technical scopes moving from international to local Omani contractors. Updated, industry-leading policies and procedures on workers’ welfare and human rights have also been embedded throughout the development. At the end of 2020, Omanization in BP Oman reached around 85 per cent and Block 61 spend with Omani-registered companies exceeded $610 million.

Page 10 Turkey: UKOG provides Basur-3 drilling update Source: UKOG UK Oil & Gas (UKOG) has announced that following completion of the Basur-3 appraisal well's initial 17½ inch diameter hole section, 13 3/8 inch casing has now been set, successfully cemented down to a drilled depth of 367 m (1204 ft) below surface and pressure tested. Following setting of blow out preventers, drilling will then resume in 12¼ inch hole section, the base of which is planned to penetrate the Garzan limestone, the first of two target horizons. The Basur-3 oil appraisal well is located within the north-western structural culmination of the 60 sq km Basur-Resan geological anticlinal structure, approximately 1.2 km north of the 1964 Basur-1 oil discovery well which, as previously reported on 14 October 2020, 15 January 2021, 21 June 2021, flowed oil to surface at encouraging rates over a 6 hour test period. Basur-3 is the first modern well designed to properly appraise and assess the extent and commercial viability of the Basur-Resan oil pool discovered in the 1950s-1960s. Summer peak electricity demand in the United States is strongly influenced by temperature. NERC’s report notes that above-normal temperatures are expected for much of North America this summer and several regions are at risk of electricity shortfalls during above-normal peak temperatures. Note: ERCOT is the Electric Reliability Council of Texas; MISO is the Midcontinent Independent System Operator; WECC is the Western Electricity Coordinating Council. NERC is a nonprofit international regulatory organization that oversees regional electric reliability entities in the Lower 48 states, Canada, and parts of Mexico. At the beginning of each summer, NERC publishes a reliability assessment that tabulates anticipated electricity demand and supply changes and highlights any regional challenges or expected conditions that may affect the bulk power system. Above-normal summer heat increases electricity demand from temperature-dependent loads, such as air conditioning, and can reduce electricity supplies if power plant outages or reduced output stem from heat-related issues. Wide-area heat waves can challenge grid operators and may limit electricity transfers because the electricity is needed to meet local electricity demand. According to NERC’s assessment, electric supply shortages may occur in the western United States, Texas, New England, and parts of the Midwest. In the Western Electricity Coordinating Council (WECC), which includes the western half of the United States, resource and energy adequacy is a significant concern this summer. Page 12 Southwest and Northwest have enough resources to meet electricity demand under normal peak summer demand conditions, but they are at elevated risk of electricity shortfalls if demand is higher. The highest risk of electricity emergency is in California, a WECC subregion, which relies heavily on energy imports during normal peak summer demand and when solar generation declines in the late afternoon. Although California has gained new flexible resources to help meet demand when solar energy is unavailable, it is at high risk of an electricity emergency when above-normal demand is widespread in the west because the amount of resources available for electricity transfer to California may be limited. The Electric Reliability Council of Texas (ERCOT) typically has one of the smallest anticipated reserve margins in the country, meaning it has relatively little unused electric generating capacity during times of peak electric load. ERCOT’s anticipated reserve margin increased from 12.9% last summer to 15.3% for this summer as a result of adding new wind, solar, and battery resources. Although ERCOT’s anticipated reserve margin is higher this summer, extreme summer heat could result in supply shortages that lead to an electricity emergency. The Midcontinent Independent System Operator (MISO) and ISO-New England have sufficient resources to meet projected peak demand. However, if above-normal levels of electricity demand (which NERC calculates based on historical demand) occur in these regions, demand is likely to exceed capacity resources. In that case, additional transfers of electricity from surrounding areas will be needed to meet demand.
