U.A.E’s Taqa to invests in British start-up Xlinks First

Abu Dhabi National Energy Company, better known as Taqa, has invested £25 million ($31.1
million) in British start-up Xlinks First, which plans to build the world's longest high-voltage direct
current (HVDC) subsea power cable between Morocco and the UK.
UK-based energy retailer Octopus Energy also invested £5 million in the company, Xlinks said on
Wednesday. The company will use the funds for the UK-Morocco subsea cables, which will run
though Portugal, Spain and France.
The project, expected to provide the UK with 3.6 gigawatts of electricity derived from renewable
energy sources, would be able to power seven million British homes by the end of the decade.
“As a champion of low-carbon power and water, Taqa’s investment in the Xlinks project shows that
we are serious about helping reduce emissions whilst maintaining the security of energy supply that
societies depend on,” said Taqa's group chief executive and managing director Jasim Thabet.
“This investment offers the chance to bring both our infrastructure and renewable power expertise
to the table to benefit the UK and Morocco.”
Last month, the UK announced the “Powering up Britain” plan, which focuses on boosting green
investment and infrastructure.

The programme focuses on carbon capture technology and advancements in offshore wind
technology. It also emphasises the development of new green hydrogen production projects. The
plan, which seeks to guarantee the UK's energy security, is also thought to be a way of countering
the impact of the US Inflation Reduction Act.
“This partnership … enables us to drive forward one of the most visionary energy projects in the
world,” said Greg Jackson, chief executive and founder of Octopus Energy Group. “When people
ask ‘how will you power heat pumps and electric cars when it’s not windy’, this is a big part of the
answer,” said Mr Jackson.
“This is a new global industry, and the UK and our partners can do it first.”
A 10.5 gigawatt project involving solar and wind farms in Morocco's Guelmim Oued Noun region
will generate the electricity. Four subsea HVDC cables, each spanning 3,800km, will link it to the
UK power grid in Devon, south-west England.
“Xlinks’ ambition is to supply British households with secure, affordable and green energy all year
round,” said Simon Morrish, chief executive of Xlinks. “With this investment and support from our
partners … we take another step towards achieving that ambition.”
The UK’s Department for Energy Security and Net Zero has established a dedicated team to work
with Xlinks to consider the merits of the project and understand how it could contribute to the UK’s
energy security, Xlinks said.
The project is also expected to create about 10,000 jobs in Morocco during construction and lead
to significant foreign direct investment in the country. Morocco, which imports more than 90 per cent
of its energy needs, has been one of the early adopters of renewable energy in the Mena region.
The country aims to boost its renewable capacity to 12 gigawatts by 2030 to meet its growing power
needs, as well as increase its clean energy capacity, a senior official told The National on the
sidelines of the World Utilities Congress in Abu Dhabi last year.
It has also attracted investment from other UAE companies such as Masdar.
The Abu Dhabi clean energy company, in partnership with the National Office of Electricity and
Drinking Water, has set up a Solar Home System Project to provide energy to nearly 20,000 homes
in more than 1,000 rural towns across Morocco.

Launch of project set to transform the country into a natural gas exporter marked by ceremony in
the presence of the president of Congo ad Eni's CEO
The President of the Republic of the Congo, Denis Sassou Nguesso, and the Chief Executive Officer
of Eni, Claudio Descalzi, have laid the foundation stone of Congo LNG, the country's first natural
gas liquefaction project and one of Eni's core supply diversification initiatives.
The project is expected to reach an overall liquefied natural gas (LNG) production capacity of 3
million tons per year (approx. 4.5 billion cubic meters/year) from 2025.
Congo LNG will exploit the huge gas resources of Marine XII, fulfilling the country’s power
generation needs while also fuelling LNG exports, supplying new volumes of gas to international
markets focusing on Europe.
The project, made though an accelerated development schedule and a zero-flaring approach, will
see the installation of two floating natural gas liquefaction plants (FLNG) at the Nenè and Litchendjili
fields – already in production – and at the fields yet to be developed.
The first FLNG plant, currently under conversion and with a capacity of 0.6 million tonnes per year
(MTPA), will begin production in 2023. The second FLNG plant – already under construction – will
become operative in 2025 with a capacity of 2.4 MTPA.
Claudio Descalzi, Eni's Chief Executive Officer, commented: 'Today we celebrate the launch of one
of Eni's main projects, made possible by the collaboration with the Republic of the Congo and
destined to significantly contribute to both Italy and Europe’s energy security and industrial
competitiveness. 
This outcome speaks to the importance of long-term collaboration with our African partners at a time
when important strategic choices need to be made in regards to future diversification of supply

routes and European energy mixes, in the direction of energy accessibility and availability and
progressive decarbonisation.'
Eni has been operating in Congo for over 50 years and – to date – is the only company active in the
development of its gas resources, guaranteeing 70% of national electricity production through the
Centrale Electrique du Congo (CEC).
Eni is strongly committed to promoting energy transition in the country. Recently, the Oyo Center of
Excellence for Renewable Energy and Energy Efficiency was handed over to the Ministry of Higher
Education, Scientific Research and Technological Innovation of the Republic of the Congo, which
will manage it together with UNIDO (United Nations Industrial Development Organization).
Furthermore, the company is developing agri-feedstock production initiatives destined for biorefining
and not in competition with the food supply chain.

U.A.E’s Lootah Biofuels to set up first plant outside UAE

U.A.E’s Lootah Biofuels has signed an agreement with Fenaka Corporation, a state-owned utility
company in the Maldives, to establish its first biofuel production plant from waste cooking oil outside
the UAE.
The signing of the agreement underscores Lootah Biofuels' commitment to expanding its reach
beyond the UAE and its range of innovative sustainable solutions to meet long-term energy needs
through clean alternatives that are compatible with the pillars of circular economy and sustainable
development.
The Republic of Maldives is one of the countries most concerned about environmental sustainability
and has launched several projects aimed at combating the effects of climate change on the country,
as most of the Maldivian islands are located within a close range above sea level.
The signing of the agreement took place during the visit of a delegation from Lootah Biofuels, led
by Yousif bin Saeed Lootah, the company's CEO, to the Maldives at the invitation of the government
to discuss opportunities for cooperation and benefit from the company's expertise in biofuel
production.
During the visit, the Lootah Biofuels Company delegation held a series of discussions and meetings
with representatives of the Maldivian government, where they met with Aminath Shauna, the
Maldives Minister of Environment, Climate Change and Technology. During the meeting, they were
briefed on the legal, statutory and regulatory framework for the operation of biofuel production
plants, and Yousif Lootah presented the experience of Lootah Biofuels in the sector.

Welcoming the initiative to establish a biofuel plant, Aminath Shauna emphasised the Ministry's
endeavour to provide the necessary facilities to start biofuel production in the Maldives.
In February, His Excellency Faisal Nasim, Vice President of the Republic of Maldives, visited the
Lootah Biofuel Factory in Dubai, which produces biofuels from used cooking oil and is used by fleets
of major companies in the UAE due to its low cost, efficiency and low carbon emissions.
After signing the agreement at Fenaka Maldives, Yousuf Saeed Lootah, CEO of Lootah Biofuels,
said: "We are delighted to sign the MoU with Fenaka as this is an important step in our strategy to
grow and expand our business globally, which is in line with the UAE's goals spearhead global
action to fight climate change and protect the planet.
He pointed out that the hosting of the Conference of the Parties to the United Nations Framework
Convention on Climate Change (COP 28) by the UAE in November this year is a milestone in
promoting sustainable development efforts.
"We hope that the plant that will be established by Lootah Biofuels in the Maldives will contribute to
the promotion of sustainable and innovative solutions, as the use of used cooking oils contributes
to recycling waste, enhancing resource efficiency, reducing waste, increasing the use of
environmentally friendly clean energy sources, reduce greenhouse gas emissions, improve air
quality and reduce costs through the use of biofuels in trucks, which supports the efficiency and
effectiveness of sustainable transport,” he added.
Ahmed Saeed, CEO of Fenaka Maldives, said: "We are pleased to sign this agreement and benefit
from the expertise of Lootah Biofuels, whose experience and success stories that we learnt about
during our visit to the UAE as part of a delegation led by Mr Mohamed Rashid, Chairman of Fenaka.
We look forward to working together to establish the first biofuel plant t in the Maldives made from
used cooking oils. This is an innovative solution that will help promote sustainable development in
line with the priorities of the Maldives.”
Since its establishment in 2010, Lootah Biofuels has been supplying commercial fleets of large
companies with an environmentally friendly biofuel that is cheaper than conventional diesel. The
company operates seven private biofuel stations in Dubai and Sharjah and plans to operate them
in the rest of the Emirates and open a facility in Abu Dhabi this year.
The company produces a total of more than 60 million litres of biofuels per year and exports them
to European countries such as the Netherlands, Germany and the UK, in addition to India, and is
working to export them to many countries in the Gulf region and Asia in the coming years, given the
increasing global demand.

World: EV sales to jump 35% this year after record 2022

Paris: Global sales of electric cars are on track to reach yet another record high this year, with their
share of the overall car market set to increase to almost one-fifth, leading to a significant
transformation of the automotive industry with implications for the energy sector, particularly oil.
The latest edition of the International Energy Agency’s (IEA) annual Global Electric Vehicle Outlook
has revealed that more than 10 million electric cars were sold worldwide in 2022, and sales are
expected to increase by 35 per cent this year, reaching 14 million.
This explosive growth has boosted electric cars' share of the overall car market from around 4 per
cent in 2020 to 14 per cent in 2022 and is projected to further increase to 18 per cent this year,
according to the latest IEA predictions.
IEA Executive Director, Fatih Birol, said, "Electric vehicles are one of the driving forces in the new
global energy economy that is rapidly emerging – and they are bringing about a historic
transformation of the car manufacturing industry worldwide.
" He added that these trends have significant implications for global oil demand, as electric vehicles
are changing the status quo, avoiding the need for at least 5 million barrels a day of oil by 2030.
The majority of electric car sales to date have been concentrated in China, Europe, and the United
States, with China leading the way, accounting for 60 per cent of global electric car sales in 2022.
Europe and the United States saw robust growth, with sales increasing by 15 per cent and 55 per
cent, respectively, in 2022.

Ambitious policy programmes in major economies, such as the Fit for 55 package in the European
Union and the Inflation Reduction Act in the United States, are expected to further increase the
market share for electric vehicles this decade and beyond. By 2030, the average share of electric
cars in total sales across China, the EU, and the United States is set to rise to approximately 60 per
cent.
These encouraging trends are also having positive knock-on effects on battery production and
supply chains, with announced battery manufacturing projects more than enough to meet the
demand for electric vehicles by 2030 in the IEA's Net Zero Emissions by 2050 Scenario.
However, manufacturing remains highly concentrated, with China dominating the battery and
component trade, increasing its share of global electric car exports to over 35 per cent last year.
Despite electric car sales and manufacturing being concentrated in only a few big markets, there
are promising signs in other regions, with electric car sales more than tripling in India and Indonesia
last year, albeit from a low base, and doubling in Thailand.
The share of electric cars in total sales rose to 3 per cent in Thailand and to 1.5 per cent in India
and Indonesia. In many developing economies, two- or three-wheelers are the most dynamic area
of electric mobility, outnumbering cars. For example, over half of India’s three-wheeler registrations
in 2022 were electric, demonstrating their growing popularity.

Oil prices rebound after recession fear, Russia exports

Oil prices rose on Thursday, paring earlier losses that were fuelled by U.S. recession fear and
increased Russian oil exports dulling the impact of OPEC production cuts.
Brent crude was trading at $78.04 a barrel, up 35 cents, or 0.45%, at 0039 GMT. U.S. West Texas
Intermediate crude was at $74.51 a barrel, adding 21 cents, or 0.28%.
The uptick comes after oil prices dropped by almost 4% on Wednesday, extending the previous
session's sharp losses, after a report showing U.S. crude inventories fell more than expected was
overshadowed by growing recession fear in the world's biggest economy.
New orders for key U.S.-manufactured capital goods fell more than expected in March and
shipments declined, indicating that depressed business spending on equipment likely pulled back
economic growth in the first quarter.
"Crude oil slumped, as prospects of weaker economic growth offset a bullish inventory report," ANZ
Research said in a client note. "The market is also questioning the validity of OPEC's recent
production cut amid strong exports of Russian crude."

Energy Information Administration (EIA) data showed U.S. crude inventories fell last week by 5.1
million barrels to 460.9 million barrels, far exceeding analysts' average forecast of a 1.5 million drop
in a Reuters poll.
OPEC's share of India's oil imports fell at the fastest pace in 2022/23 to the lowest in at least 22
years as intake of cheaper Russian oil surged, while China is also ramping up buying of Russia's
Urals oil.
Oil loading from Russia's western ports in April will be the highest since 2019, above 2.4 million
barrels per day, despite Moscow's pledge to cut output, sources have said. Moscow has also
increased fuel supplies to Turkey, Asia, Africa, the Middle East and Latin America.
Chinese President Xi Jinping spoke to Ukraine's Volodymyr Zelenskiy on Wednesday for the
first time since Russia invaded Ukraine, promising to send special representatives to Ukraine and
hold talks with all parties seeking peace.
"The West is hopeful China can help broker a peace deal and this may be a positive first step,"
Edward Moya, senior market analyst with OANDA, said in a note.
Russia’s Fuel Shipments Show Little Sign of Sanctions Strain

Russia’s exports of fuels such as diesel and gasoline are on course to remain well above seasonal
norms this month despite European Union sanctions that recently came into force.
Shipments of clean petroleum products — of which more than half are diesel-type fuel — stood at
1.9 million barrels a day during the first three weeks of April, according to data from Vortexa Ltd
compiled by Bloomberg. If that rate continues for the rest of the month, exports will be their highest
for the time of year since at least 2016.

In the lead-up to the European Union’s near-total ban on seaborne imports of Russian oil products
earlier this year, there was concern that Russia wouldn’t be able to find a new home for all of its
diesel exports, potentially forcing the country to cut refining runs.
So far, those fears have proven largely unfounded. Exports of diesel-type fuel in March hit the
highest level on record in data going back to the start of 2016. The nation’s crude oil shipments to
the international market have also shown little sign of dropping, even as the government says output
has been cut.
While Russia’s overall clean petroleum product exports remain strong by historical standards, April’s
shipments are on course for a month-on-month drop, which has occurred every year since 2016.
The country’s refineries have also slightly reduced oil processing rates.
Much of Russia’s diesel-type fuel has been heading to Turkey, with barrels also going to north
African countries including Morocco, Tunisia and Libya. Shipments to Brazil have also surged since
EU sanctions came into force.

New EU-Norway Green Alliance to deepen cooperation on
climate, environment, energy and clean industry

The EU and Norway have established a Green Alliance to strengthen their joint climate action,
environmental protection efforts, and cooperation on the clean energy and industrial transition. The
agreement was signed in Brussels by the President of the European Commission, Ursula von der
Leyen, and Norway's Prime Minister, Jonas Gahr Støre.
President von der Leyen said: 'Norway is a long-standing and reliable partner to the EU and we
share a common vision for building a climate-neutral continent. We want our societies and
economies to prosper together while reducing emissions, protecting nature, decarbonising our
energy systems, and greening our industries. This Green Alliance makes our bond even stronger
and allows us to design a better future together.'
Both sides reiterate their commitment to their respective 2030 targets of at least 55% greenhouse
gas emission reductions compared to 1990, and to achieving climate neutrality at the latest by 2050.
They aim to keep global

limit under the Paris Agreement

The EU-Norway Green Alliance, prepared and negotiated under the auspices of Executive Vice-
President for the European Green Deal Frans Timmermans, will focus on the following
priority areas:
 strengthening efforts to combat climate change including cooperation
on climate adaptation, carbon pricing, carbon removals, and carbon
capture, transport, utilisation and storage;
 increasing cooperation on environmental issues with a focus on
halting and reversing biodiversity loss, forest degradation and

chemicals and waste and sustainable ocean management;
 supporting the green industrial transition and further enhancing

 accelerating the clean energy transition with a focus on hydrogen and
offshore renewable energy.
 decarbonising the transport sector across all modes of transport, with
special regard to zero GHG emission and zero pollution shipping;
 increasing regulatory and business cooperation to set global
standards for the innovative environmental solutions required to accelerate
the transition to circular and net-zero economies;

 consolidating existing collaboration on research, education, and

A Green Alliance is the most comprehensive form of bilateral engagement established under the
European Green Deal, with both parties committing to climate neutrality and to aligning their
domestic and international climate policies to pursue this goal.
This is only the second agreement of its kind, following the EU-Japan Green Alliance signed in 2021.
The EU and Norway also agree to jointly promote ambitious climate action on the global stage. To
this end, the two parties, as leading major donors of climate finance, will cooperate to support
developing countries and emerging economies in the process of implementation of their climate and
environment policies.
To help keep global temperature rise within the 1.5C limit, the agreement confirms that full respect
for the precautionary principle is paramount in the Arctic region.

INTERNATIONAL CLIMATE ACTION
The EU continued to lead by example on how to achieve climate neutrality and climate resilience
by 2050. In line with the Paris Agreement, the EU raised its 2030 target and submitted updated
NDCs to the UNFCCC.
In implementing the Paris Agreement, the EU cooperates with international partners, encourages
and assists delivery of highest possible ambitions, and has shown solidarity in addressing the
impacts of climate change. After the EU, over 50 other countries representing over half of the world
economy have committed to net-zero emissions around mid-century, including the China, the United
States and Japan. In recent months, the EU initiated new climate dialogues with India and the US,
and a green alliance with Japan.

Western Balkans and the European Neighbourhood
The EU continued to support the development of long-term strategies and monitoring reporting and
verification systems to help improve governance and to mobilise resources, both in the Pre-
Accession and the Neighbourhood countries.
At the end of 2020, the Western Balkans’ leaders committed to climate neutrality by 2050 and to
reduce fossil fuel subsidies and endorsed an Economic and Investment Plan of €9 bn. This
funding can be used to leverage €20 bn through the new Western Balkans Guarantee Facility.
The Energy Community 78 intensified its work to adopt the 2030 Energy and Climate
Framework, a Decarbonisation Roadmap and the Governance Regulation 79 , and Renewable
Energy and Energy Efficiency Directives.
Good progress in dialogue on climate issues has been made in the framework of the Union for the
Mediterranean, especially with Morocco and Jordan. Eastern Partnership countries have confirmed
their commitment to step up cooperation and adopted an Economic and Investment Plan in 2021.
To align its policies and legislation with the EGD, Ukraine started a dedicated dialogue with the EU.
The EU also supported the update of NDCs for Moldova, Georgia and Armenia through the regional
project EU4Climate.
Supporting developing countries
The EU and its 27 Member States are the world’s largest provider of international public climate
finance and make a substantial contribution to the developed countries’ collective goal to provide
USD100 bn per year to support climate action in developing countries.
This contribution has more than doubled since
2013 reaching almost €22 bn in 2019. 80 As an
example, the Global Climate Change Alliance
Plus (GCCA+) initiative helped fund 80 climate
resilience and NDCs preparation projects in
Africa, Asia, the Caribbean and the Pacific.
The 2021 EU strategy on adaptation aims
to scale up international finance to build climate
resilience and promote sharing of best-practices
and expertise while promoting sub-national,
national and regional approaches in partner
countries.
The global Technical Assistance
Facility was launched in 2020 to help enhance
NDCs, formulate and
implement national adaptation plans, land
policies and practices, disaster risk reduction
strategies and low-carbon/climate-neutral
development strategies. In 2021, the EU outlined
actions to further mainstream climate change
impacts and environmental factors into humanitarian aid policy and practice 81 . Finally, between
2021 and 2027 Global Europe is expected to dedicate some €28 bn to climate action by combining
all EU external action programmes into one financing tool. Programming work at country, regional
and thematic levels is currently underway and prioritises climate change in for example peace-
building and crisis response.

Khaed Al Awadi NewBase for discussion or further details on the news below you may contact us on +971504822502, Dubai, UAE U.A.E’s Taqa to invests in British start-up Xlinks First The National - John Benny + NewBase Abu Dhabi National Energy Company, better known as Taqa, has invested £25 million ($31.1 million) in British start-up Xlinks First, which plans to build the world's longest high-voltage direct current (HVDC) subsea power cable between Morocco and the UK. UK-based energy retailer Octopus Energy also invested £5 million in the company, Xlinks said on Wednesday. The company will use the funds for the UK-Morocco subsea cables, which will run though Portugal, Spain and France. The project, expected to provide the UK with 3.6 gigawatts of electricity derived from renewable energy sources, would be able to power seven million British homes by the end of the decade. “As a champion of low-carbon power and water, Taqa’s investment in the Xlinks project shows that we are serious about helping reduce emissions whilst maintaining the security of energy supply that societies depend on,” said Taqa's group chief executive and managing director Jasim Thabet. “This investment offers the chance to bring both our infrastructure and renewable power expertise to the table to benefit the UK and Morocco.” Last month, the UK announced the “Powering up Britain” plan, which focuses on boosting green investment and infrastructure. ww.linkedin.com/in/khaled-al-awadi-80201019/

The plan, which seeks to guarantee the UK's energy security, is also thought to be a way of countering the impact of the US Inflation Reduction Act. “This partnership … enables us to drive forward one of the most visionary energy projects in the world,” said Greg Jackson, chief executive and founder of Octopus Energy Group. “When people ask ‘how will you power heat pumps and electric cars when it’s not windy’, this is a big part of the answer,” said Mr Jackson. “This is a new global industry, and the UK and our partners can do it first.” A 10.5 gigawatt project involving solar and wind farms in Morocco's Guelmim Oued Noun region will generate the electricity. Four subsea HVDC cables, each spanning 3,800km, will link it to the UK power grid in Devon, south-west England. “Xlinks’ ambition is to supply British households with secure, affordable and green energy all year round,” said Simon Morrish, chief executive of Xlinks. “With this investment and support from our partners … we take another step towards achieving that ambition.” The UK’s Department for Energy Security and Net Zero has established a dedicated team to work with Xlinks to consider the merits of the project and understand how it could contribute to the UK’s energy security, Xlinks said. The project is also expected to create about 10,000 jobs in Morocco during construction and lead to significant foreign direct investment in the country. Morocco, which imports more than 90 per cent of its energy needs, has been one of the early adopters of renewable energy in the Mena region. The country aims to boost its renewable capacity to 12 gigawatts by 2030 to meet its growing power needs, as well as increase its clean energy capacity, a senior official told The National on the sidelines of the World Utilities Congress in Abu Dhabi last year. It has also attracted investment from other UAE companies such as Masdar. The Abu Dhabi clean energy company, in partnership with the National Office of Electricity and Drinking Water, has set up a Solar Home System Project to provide energy to nearly 20,000 homes in more than 1,000 rural towns across Morocco. The project is expected to reach an overall liquefied natural gas (LNG) production capacity of 3 million tons per year (approx. 4.5 billion cubic meters/year) from 2025. Congo LNG will exploit the huge gas resources of Marine XII, fulfilling the country’s power generation needs while also fuelling LNG exports, supplying new volumes of gas to international markets focusing on Europe. The project, made though an accelerated development schedule and a zero-flaring approach, will see the installation of two floating natural gas liquefaction plants (FLNG) at the Nenè and Litchendjili fields – already in production – and at the fields yet to be developed. The first FLNG plant, currently under conversion and with a capacity of 0.6 million tonnes per year (MTPA), will begin production in 2023. The second FLNG plant – already under construction – will become operative in 2025 with a capacity of 2.4 MTPA. Page 6 Welcoming the initiative to establish a biofuel plant, Aminath Shauna emphasised the Ministry's endeavour to provide the necessary facilities to start biofuel production in the Maldives. In February, His Excellency Faisal Nasim, Vice President of the Republic of Maldives, visited the Lootah Biofuel Factory in Dubai, which produces biofuels from used cooking oil and is used by fleets of major companies in the UAE due to its low cost, efficiency and low carbon emissions. After signing the agreement at Fenaka Maldives, Yousuf Saeed Lootah, CEO of Lootah Biofuels, said: "We are delighted to sign the MoU with Fenaka as this is an important step in our strategy to grow and expand our business globally, which is in line with the UAE's goals spearhead global action to fight climate change and protect the planet. He pointed out that the hosting of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP 28) by the UAE in November this year is a milestone in promoting sustainable development efforts. The company operates seven private biofuel stations in Dubai and Sharjah and plans to operate them in the rest of the Emirates and open a facility in Abu Dhabi this year. The company produces a total of more than 60 million litres of biofuels per year and exports them to European countries such as the Netherlands, Germany and the UK, in addition to India, and is working to export them to many countries in the Gulf region and Asia in the coming years, given the increasing global demand.

Page 7 World: EV sales to jump 35% this year after record 2022 Report IEA Paris: Global sales of electric cars are on track to reach yet another record high this year, with their share of the overall car market set to increase to almost one-fifth, leading to a significant transformation of the automotive industry with implications for the energy sector, particularly oil. The latest edition of the International Energy Agency’s (IEA) annual Global Electric Vehicle Outlook has revealed that more than 10 million electric cars were sold worldwide in 2022, and sales are expected to increase by 35 per cent this year, reaching 14 million. This explosive growth has boosted electric cars' share of the overall car market from around 4 per cent in 2020 to 14 per cent in 2022 and is projected to further increase to 18 per cent this year, according to the latest IEA predictions. IEA Executive Director, Fatih Birol, said, "Electric vehicles are one of the driving forces in the new global energy economy that is rapidly emerging – and they are bringing about a historic transformation of the car manufacturing industry worldwide. " He added that these trends have significant implications for global oil demand, as electric vehicles are changing the status quo, avoiding the need for at least 5 million barrels a day of oil by 2030. The majority of electric car sales to date have been concentrated in China, Europe, and the United States, with China leading the way, accounting for 60 per cent of global electric car sales in 2022. Europe and the United States saw robust growth, with sales increasing by 15 per cent and 55 per cent, respectively, in 2022.

Page 8 Ambitious policy programmes in major economies, such as the Fit for 55 package in the European Union and the Inflation Reduction Act in the United States, are expected to further increase the market share for electric vehicles this decade and beyond. By 2030, the average share of electric cars in total sales across China, the EU, and the United States is set to rise to approximately 60 per cent. These encouraging trends are also having positive knock-on effects on battery production and supply chains, with announced battery manufacturing projects more than enough to meet the demand for electric vehicles by 2030 in the IEA's Net Zero Emissions by 2050 Scenario. However, manufacturing remains highly concentrated, with China dominating the battery and component trade, increasing its share of global electric car exports to over 35 per cent last year. Despite electric car sales and manufacturing being concentrated in only a few big markets, there are promising signs in other regions, with electric car sales more than tripling in India and Indonesia last year, albeit from a low base, and doubling in Thailand. The share of electric cars in total sales rose to 3 per cent in Thailand and to 1.5 per cent in India and Indonesia. In many developing economies, two- or three-wheelers are the most dynamic area of electric mobility, outnumbering cars. For example, over half of India’s three-wheeler registrations in 2022 were electric, demonstrating their growing popularity.

Brent crude was trading at $78.04 a barrel, up 35 cents, or 0.45%, at 0039 GMT. U.S. West Texas Intermediate crude was at $74.51 a barrel, adding 21 cents, or 0.28%. The uptick comes after oil prices dropped by almost 4% on Wednesday, extending the previous session's sharp losses, after a report showing U.S. crude inventories fell more than expected was overshadowed by growing recession fear in the world's biggest economy. New orders for key U.S.-manufactured capital goods fell more than expected in March and shipments declined, indicating that depressed business spending on equipment likely pulled back economic growth in the first quarter. "Crude oil slumped, as prospects of weaker economic growth offset a bullish inventory report," ANZ Research said in a client note. Page 12 In the lead-up to the European Union’s near-total ban on seaborne imports of Russian oil products earlier this year, there was concern that Russia wouldn’t be able to find a new home for all of its diesel exports, potentially forcing the country to cut refining runs. So far, those fears have proven largely unfounded. Exports of diesel-type fuel in March hit the highest level on record in data going back to the start of 2016. The nation’s crude oil shipments to the international market have also shown little sign of dropping, even as the government says output has been cut. While Russia’s overall clean petroleum product exports remain strong by historical standards, April’s shipments are on course for a month-on-month drop, which has occurred every year since 2016. The country’s refineries have also slightly reduced oil processing rates. Much of Russia’s diesel-type fuel has been heading to Turkey, with barrels also going to north African countries including Morocco, Tunisia and Libya. Shipments to Brazil have also surged since EU sanctions came into force.

The agreement was signed in Brussels by the President of the European Commission, Ursula von der Leyen, and Norway's Prime Minister, Jonas Gahr Støre. President von der Leyen said: 'Norway is a long-standing and reliable partner to the EU and we share a common vision for building a climate-neutral continent. We want our societies and economies to prosper together while reducing emissions, protecting nature, decarbonising our energy systems, and greening our industries. This Green Alliance makes our bond even stronger and allows us to design a better future together.' Both sides reiterate their commitment to their respective 2030 targets of at least 55% greenhouse gas emission reductions compared to 1990, and to achieving climate neutrality at the latest by 2050. They aim to keep global temperature rise within the 1.5C limit under the Paris Agreement while ensuring energy security, environmental protection and human rights. Page 17 Western Balkans and the European Neighbourhood The EU continued to support the development of long-term strategies and monitoring reporting and verification systems to help improve governance and to mobilise resources, both in the Pre- Accession and the Neighbourhood countries. At the end of 2020, the Western Balkans’ leaders committed to climate neutrality by 2050 and to reduce fossil fuel subsidies and endorsed an Economic and Investment Plan of €9 bn. This funding can be used to leverage €20 bn through the new Western Balkans Guarantee Facility. The Energy Community 78 intensified its work to adopt the 2030 Energy and Climate Framework, a Decarbonisation Roadmap and the Governance Regulation 79 , and Renewable Energy and Energy Efficiency Directives. Good progress in dialogue on climate issues has been made in the framework of the Union for the Mediterranean, especially with Morocco and Jordan. Eastern Partnership countries have confirmed their commitment to step up cooperation and adopted an Economic and Investment Plan in 2021. To align its policies and legislation with the EGD, Ukraine started a dedicated dialogue with the EU. The EU also supported the update of NDCs for Moldova, Georgia and Armenia through the regional project EU4Climate. Supporting developing countries The EU and its 27 Member States are the world’s largest provider of international public climate finance and make a substantial contribution to the developed countries’ collective goal to provide USD100 bn per year to support climate action in developing countries. This contribution has more than doubled since 2013 reaching almost €22 bn in 2019. 80 As an example, the Global Climate Change Alliance Plus (GCCA+) initiative helped fund 80 climate resilience and NDCs preparation projects in Africa, Asia, the Caribbean and the Pacific. The 2021 EU strategy on adaptation aims to scale up international finance to build climate resilience and promote sharing of best-practices and expertise while promoting sub-national, national and regional approaches in partner countries. The global Technical Assistance Facility was launched in 2020 to help enhance NDCs, formulate and implement national adaptation plans, land policies and practices, disaster risk reduction strategies and low-carbon/climate-neutral development strategies. In 2021, the EU outlined actions to further mainstream climate change impacts and environmental factors into humanitarian aid policy and practice 81 . Finally, between 2021 and 2027 Global Europe is expected to dedicate some €28 bn to climate action by combining all EU external action programmes into one financing tool. Programming work at country, regional and thematic levels is currently underway and prioritises climate change in for example peace- building and crisis response.
