Implementation of Security
Regulations at Barangay Teacher’s
Village East
A Research Presentation by Vivien De Guzman and Kenneth P. Geolina
Introduction and Background
• In doing the research, the researchers will use the idea of Public
Administration as an instrument that advances social development
and regulatory agencies. The study applies the idea of
bureaucratic management where there is a hierarchy of authority,
a clear division of labor and which follows a rule-based procedure
in implementing laws. It utilizes the idea of cooperative action
between the barangay and the townsmen, in addition to the police
force in controlling the increase or decrease of crime rate in the
area. It presupposes the idea that the barangay is acting on the
concept of public service rather than as a profit-oriented
institution.
Introduction and Background
• This study aims to answer how security regulations are
implemented in Barangay Teacher’s Village East with emphasis on
the gate security around the boundaries of the barangay’s
territory. This study also wants to see and prove the increasing
participation of normal people in making the barangay more
responsive to the problems of their community. This also seek to
show the view that being a citizen is a role that alters
representation in relation to governance.
Entrance and Exit Policy
• This simply refers to the overall implementation of the
opening/closing/guarding of the various gates/checkpoints within
the territory of Barangay Teacher’s Village East
Objectives
• The study aims to answer the question of how security regulations
are implemented in Barangay Teacher’s Village East. The goal is to
find out the processes and implementation of security policy (with
its hindrances and resolutions and evaluations) as well as to know
the role the general public play in aiding in this endeavor.
• We would also like to know how the barangay provides a safe
environment within its jurisdiction and how the barangay can
specifically ensure the efficiency of the implementation of
security measures in the area.
Scope and Limitations
• The study will focus on the process and data gathered within the
territory of Teacher’s Village East. (estimated population of 3000)
• It will also only take into account the security issues directly
affecting the barangay.
• The person to be interviewed must be a barangay official and have
direct experience in security implementation within the barangay.
• Other barangay policies can be mentioned but not be used as data
in the research.
Contribution and Significance of the Study
• The study contributes valuable information on how security is
implemented in one of the more visited areas around the UPD
campus. Students, faculty, and staff, as well as the residents
themselves will be better informed on how these processes are
conducted and with this greater knowledge be able to help in the
development of future regulatory policies about barangay security.
• Overall, security is a very pressing issue that needs to be
addressed not only in our university, but also in our own homes. By
having the necessary information about security, ordinary
residents will have the knowledge on how they themselves can
help out.
Methodology
• The researchers conducted a personal interview with one of the
higher ranking barangay officials employed in Barangay Teacher’s
Village East.
• A semi-structured interview schedule was used to facilitate the
interview. Follow-up questions were asked as well, as provided
these do not eventually branch too far off the schedule.
• The interview was then transcribed and key concepts, ideas, and
data were gathered for further analysis.
• The researchers also interviewed the some of the residents in the
barangay to affirm to effectiveness of the implemented policies.
The Interview Schedule
• Who is directly in charge of the security regulation in the
barangay?
• How is decision making regarding security policies within the
barangay conducted?
• What preliminary measures are taken to ensure the security of the
barangay?
• Who are the persons assigned to ensure that these measures are
consistently implemented?
• Are there security gates around the perimeter of the barangay?
• How would the authority on security in the barangay prioritize
security issues inside the barangay?
• How would you evaluate the current security system implemented
your barangay?
Results and Findings
• The person in charge of the overall governance is the ‘punong
barangay’ (chairman of all committees)
• Decision making is very decentralized as the barangay officials
hold meetings to discuss as a body about security issues.
• There is, however, a peace and order committee but there is no
security committee.
• Some preliminary measures to ensure safety is the regular
patrolling (every thirty minutes, or every hour for the
homeowners’ association employed guards) around the area and
the stationing of guards per street.
Results and Findings
• There are three homeowners’ association operating within the
barangay and they have their own hired guards, some of which are
required to guard 24/7. The residents themselves pay the guards.
• Logbooks are also used to record if patrols are being properly
implemented, also there are resident volunteers that register
these patrols and guards.
• All streets are gated except the ff: Maginhawa,
Mapagkawanggawa, Malingap, part of Mahiyain and the boundary
of Madasalin
• If it’s past 11PM, it is required for non residents to surrender their
driver’s license or any ID
Results and Finding
• Some prevalent crimes that occur includes riding in tandem,
snatching (especially in the Maginhawa and Magiting areas) and
also Basag Kotse (these instances have decreased however)
• Evaluation: The barangay officials also hold meetings with the
home owner’s associations. The barangay officials themselves are
very close to the residents and the direct feedback are considered
in policy development.
• Assessment: There were minimal improvement with regards to the
incidents.
Results and Findings
• CCTVs are also utilized in the barangay. There are 9 in total (since
three were destroyed by lightning) They were installed last 2011.
• The CCTVs records were used around 10-15 times for snatching
and car accidents.
• The CCTVs have a budget of around Php300,000
• Guards as well as the supervisor have radios on them 24/7 for
better communication.
Results and Findings (Citizen Point of View)
• The effectiveness of the entrance – exit policy is rated 50 – 50 by
interviewed residents
• Some do not even know how the policy works.
Realizations
• One of the more interesting points was the inclusion of more than
one home owners’ association in the barangay that all help in the
security and safety concerns.
• Another point is the installation of a working CCTV system in the
barangay, which has already been used in some cases.
• Also, it was peculiar that there is no dedicated security committee
but instead it is under the peace and order committee
responsibilities.
• Budget constraints also hinder the capacity of the barangay to
procure more resources for various needs including those for
safety and security.
Conclusion
• It seems that the security regulations are decided and
implemented through a very decentralized manner. There is a
supervisor but the decisions are collectively made. Safeguards like
logbooks, registries, and resident volunteers are also utilized to
ensure proper implementation. The role of the residents
themselves are also emphasized through the resident volunteers,
home owners’ associations and direct feedback.

  • 1. Implementation of Security Regulations at Barangay Teacher’s Village East A Research Presentation by Vivien De Guzman and Kenneth P. Geolina
  • 2. Introduction and Background • In doing the research, the researchers will use the idea of Public Administration as an instrument that advances social development and regulatory agencies. The study applies the idea of bureaucratic management where there is a hierarchy of authority, a clear division of labor and which follows a rule-based procedure in implementing laws. It utilizes the idea of cooperative action between the barangay and the townsmen, in addition to the police force in controlling the increase or decrease of crime rate in the area. It presupposes the idea that the barangay is acting on the concept of public service rather than as a profit-oriented institution.
  • 3. Introduction and Background • This study aims to answer how security regulations are implemented in Barangay Teacher’s Village East with emphasis on the gate security around the boundaries of the barangay’s territory. This study also wants to see and prove the increasing participation of normal people in making the barangay more responsive to the problems of their community. This also seek to show the view that being a citizen is a role that alters representation in relation to governance.
  • 4. Entrance and Exit Policy • This simply refers to the overall implementation of the opening/closing/guarding of the various gates/checkpoints within the territory of Barangay Teacher’s Village East
  • 5. Objectives • The study aims to answer the question of how security regulations are implemented in Barangay Teacher’s Village East. The goal is to find out the processes and implementation of security policy (with its hindrances and resolutions and evaluations) as well as to know the role the general public play in aiding in this endeavor. • We would also like to know how the barangay provides a safe environment within its jurisdiction and how the barangay can specifically ensure the efficiency of the implementation of security measures in the area.
  • 6. Scope and Limitations • The study will focus on the process and data gathered within the territory of Teacher’s Village East. (estimated population of 3000) • It will also only take into account the security issues directly affecting the barangay. • The person to be interviewed must be a barangay official and have direct experience in security implementation within the barangay. • Other barangay policies can be mentioned but not be used as data in the research.
  • 7. Contribution and Significance of the Study • The study contributes valuable information on how security is implemented in one of the more visited areas around the UPD campus. Students, faculty, and staff, as well as the residents themselves will be better informed on how these processes are conducted and with this greater knowledge be able to help in the development of future regulatory policies about barangay security. • Overall, security is a very pressing issue that needs to be addressed not only in our university, but also in our own homes. By having the necessary information about security, ordinary residents will have the knowledge on how they themselves can help out.
  • 8. Methodology • The researchers conducted a personal interview with one of the higher ranking barangay officials employed in Barangay Teacher’s Village East. • A semi-structured interview schedule was used to facilitate the interview. Follow-up questions were asked as well, as provided these do not eventually branch too far off the schedule. • The interview was then transcribed and key concepts, ideas, and data were gathered for further analysis. • The researchers also interviewed the some of the residents in the barangay to affirm to effectiveness of the implemented policies.

The Interview Schedule • Who is directly in charge of the security regulation in the barangay? • How is decision making regarding security policies within the barangay conducted? • What preliminary measures are taken to ensure the security of the barangay? • Who are the persons assigned to ensure that these measures are consistently implemented? • Are there security gates around the perimeter of the barangay? • How would the authority on security in the barangay prioritize security issues inside the barangay? • How would you evaluate the current security system implemented your barangay?
  • 10. Results and Findings • The person in charge of the overall governance is the ‘punong barangay’ (chairman of all committees) • Decision making is very decentralized as the barangay officials hold meetings to discuss as a body about security issues. • There is, however, a peace and order committee but there is no security committee. • Some preliminary measures to ensure safety is the regular patrolling (every thirty minutes, or every hour for the homeowners’ association employed guards) around the area and the stationing of guards per street.
  • 11. Results and Findings • There are three homeowners’ association operating within the barangay and they have their own hired guards, some of which are required to guard 24/7. The residents themselves pay the guards. • Logbooks are also used to record if patrols are being properly implemented, also there are resident volunteers that register these patrols and guards. • All streets are gated except the ff: Maginhawa, Mapagkawanggawa, Malingap, part of Mahiyain and the boundary of Madasalin • If it’s past 11PM, it is required for non residents to surrender their driver’s license or any ID

Results and Finding • Some prevalent crimes that occur includes riding in tandem, snatching (especially in the Maginhawa and Magiting areas) and also Basag Kotse (these instances have decreased however) • Evaluation: The barangay officials also hold meetings with the home owner’s associations. The barangay officials themselves are very close to the residents and the direct feedback are considered in policy development. • Assessment: There were minimal improvement with regards to the incidents.
  • 14. Results and Findings • CCTVs are also utilized in the barangay. There are 9 in total (since three were destroyed by lightning) They were installed last 2011. • The CCTVs records were used around 10-15 times for snatching and car accidents. • The CCTVs have a budget of around Php300,000 • Guards as well as the supervisor have radios on them 24/7 for better communication.
  • 15. Results and Findings (Citizen Point of View) • The effectiveness of the entrance – exit policy is rated 50 – 50 by interviewed residents • Some do not even know how the policy works.
  • 16. Realizations • One of the more interesting points was the inclusion of more than one home owners’ association in the barangay that all help in the security and safety concerns. • Another point is the installation of a working CCTV system in the barangay, which has already been used in some cases. • Also, it was peculiar that there is no dedicated security committee but instead it is under the peace and order committee responsibilities. • Budget constraints also hinder the capacity of the barangay to procure more resources for various needs including those for safety and security.
  • 17. Conclusion • It seems that the security regulations are decided and implemented through a very decentralized manner. There is a supervisor but the decisions are collectively made. Safeguards like logbooks, registries, and resident volunteers are also utilized to ensure proper implementation. The role of the residents themselves are also emphasized through the resident volunteers, home owners’ associations and direct feedback.
