Barangay enforcers are in the
vanguard of the effort to maintain
peace and order in every barangay in
the country. The basic duty of barangay
police security officers is patrolling and
responding to their respective area of
responsibility.
They conduct rondas or nighty
patrols that they need to do to guard
the security of the barangay they belong
to against criminality. They help a lot in
our community especially in our
barangay because they offer their
services for the sake of our ordinary
people.
In the light of these forcing points
of view, the researchers decided to
conduct this study which aims to find
the barangay public safety officer crime
prevention programs and its relation to
some personal factors.
• According to the Local Government Code of 1991, Republic
Act No. 7160, the role of the Barangay in assures the peace
and order in the barangay level.
• Pursuant to DILG Memorandum Circular 2003-42,
professionalizing these BPSOs ensures that peace and order
and public reference to public safety. As the basic political
unit, the creation of the Barangay Police Security Officers/
BPSOs, otherwise commonly known as “Barangay
Tanods,”security are sustained as the key factor in
Barangay's growth.
Provided in the DILG's trainers guidebook, the barangay tanod's
duties and responsibilities include: assisting barangay officials in
crime prevention and promoting public safety through
patrolling/"ronda", reporting to the offices concerned of any
disruptions or unjust events, tracking the presence and actions of
criminals and illegal elements; assisting police and “lupong
tagapamayapa” in the execution of warrants and other judicial
proceedings; and assisting barangay officials in the enforcement of
national and local laws; and other means deemed appropriate in the
prevention of crime.
• Under NAPOLCOM Memorandum Circular 2008-013, the Barangay
Police Security Officers serving as an auxiliary of the Philippine
National Police, are considered as force multiplier.
This study focuses on the role of barangay public safety
officer (BPSO): Its assessment on the crime prevention
programs in Poblacion II in the City of Sto Tomas, Batangas.
Specifically, it sought answer to the following questions:
1. What is the demographic profile of the respondents in
terms of the following:
1.1 age,
1.2 gender,
1.3 educational attainment, and
1.4 year of residency?
2. To what extent is the perception of the respondents
on the role of a Barangay Public Safety Officer in terms
of;
2.1 man power,
2.2 community,
2.3 sanction, and
2.4 resources?
3. Is there any significant difference between the
assessed factors that affecting the implementation of
crime prevention among to the two group respondents?
4. What course of action may be proposed to
enhance the role of barangay public safety
officer through crime prevention program?
This study was conducted in
Poblacion II in the City of Sto.
Tomas Batangas. Based on the
records, the total of respondents
are 32 from business owners that
consist of 18 respondents and 14
respondents from public safety
officer.

The importance of this research endeavor would be reflected in various stakeholders of education who
would be benefiting from the outcomes of the study. This study would be significant in the following:
• To the Mayor of Sto. Tomas, present the implementation of crime prevention of barangay public safety
officer in Poblacion II in the City of Sto tomas and would help in administering instructors to strengthen
and introduce crime prevention practices in the city.
• To the barangay captain, this study would inform them of the crime prevention employed by the
barangay public safety officers and can develop undertakings that would improve their awareness. They
can help barangay public safety officers to get rid of negative implementations of crime prevention and
will help them to motivate and unleash barangay public safety officer’s fullest potential.
• To the parents, this would give them an idea about their child’s self-regulation that would help them
understand and create an environment that would support their child's learning activities.
• To the respondents, this study serves as an aid for them to know their self-regulation and be able to
strengthen it. This would help them to be life-long learners who can succeed and achieve learning goals.
• To the students, this would give them input about implementations of crime prevention and would help
them to be aware in applying some strategies that resulted from this study.
• To the researchers, who are aspiring criminologist, they would be informed of the implementation of crime
prevention applied while learning criminologist behaviour and would also be acquainted with the techniques
to strengthen implementation of crime prevention in their community.
This study would also be a help as a useful reference to the future researchers who would plan to make any
related studies.
Based on the above-mentioned findings of the
study, the following conclusions are drawn.
1. Majority of the respondents are male,
above 31 years old.
2. The barangay public safety officers’
manifest crime prevention.
3. The barangay public safety officers' role is
not significantly related to their
assessment in crime prevention.
4. Proposed actions aim to enhance the
barangay public safety officers'
assessment capabilities in crime
prevention through the role in community,
improving their training and awareness
leading to more effective crime
prevention efforts and the promotion of
peace and order in the barangay.
Based on the conclusions drawn, the following
recommendations were given:
1.Barangay Public Safety Officer may enhance
their skills and knowledge through training
programs. This can include workshops on crowd
control, conflict resolution, first aid, and other
relevant areas. Ongoing training ensures that
the (BPSO) remains equipped with the necessary
tools to address evolving safety challenges.
2. Since the community are composed of business
establishment owners, the department may
establish a system for gathering feedback from
community members regarding the
effectiveness of the BPSO's efforts in
maintaining public safety. Regular evaluations
can help identify areas for improvement and
shape future strategies and initiatives.
3. The department may conduct a collaborative
approach like seminar to the community
discussing the actively engage with the
community by organizing public safety
campaigns, workshops, and awareness
programs. These initiatives can educate
residents about crime prevention, emergency
preparedness, and other safety-related topics,
empowering them to take an active role in
maintaining public safety.
4. Improve the Level of Implementation of
Community Policing System in Poblacion II in
Sto. Tomas City Batangas BPSO’s may maintain
a visible presence in the community, actively
patrolling and monitoring public areas to deter
criminal activities and ensure the safety of
residents. Their regular presence creates a
sense of security and reassurance among
community members.
