 Sikkim Panchayati Raj Act 1993 passed in the light
of 73rd Amendment of the constitution .
 The Act extended to all Sikkim exclude 12 small
towns.

 The District Collector is the Ex-officio Secretary
 Zill Adhyakshya & up Adhyakshya are given the
status of Minister of State and Deputy Minister of
State
 supported by the District Development cum
Panchayat Officer (DDO), Assistant DDO and a
Panchayat Inspector.

 Every Zilla Panchayat hold a meeting for
transaction of its business at least once in every
three months.

 Establishing and maintaining primary schools and
organising adult education centres
 Establishing health centres and maternity and
child welfare centres
 Managing or maintaining any works of public
utility and adopting measures for the relief of
distress.
Duties of Zilla Panchayat
 Regulating melas or haats within its local limits
 Construction and maintenance of Panchayat
Ghars, Dharamsalas and rest houses;
 Construction, repair and maintenance of such
small irrigation projects
 Regulating supply of water for irrigation or
drinking water supply schemes
Other Duties of Zilla Panchayat
 the promotion of opportunity of employment
 the organization and maintenance of clubs and
other places for recreation or games
 establishment and maintenance of library or
reading rooms and public radio listening centers
 construction and maintenance of destitute homes,
slaughter houses and encamping grounds.
Power of Zilla Panchayat
 power to advice the State Government on all
matters relating to all round development of rural
areas.
 Joint execution of schemes by two or more Zilla
Panchayats.
 Power of supervisor over Gram Panchayats.

Duties of Gram Panchayat
 Sanitation, conservancy and drainage and the
prevention of public nuisance;
 Curative and preventive measures in respect of any
infectious disease
 Supply of drinking water and the cleaning and
disinfecting of the sources of supply and storage
 Maintenance, repair and construction of village
roads and protection thereof
Duties of Gram Panchayat
 Management of common grazing grounds, burning
places and public graveyards
 Supply of any local information which the District
Collector or District Development or the Zilla
Panchayat may require
 Organizing voluntary labor for community work
and works for the upliftment of its areas.
 Removal of encroachments of village roads and
public places
Other Duties of Gram Panchayat
 Primary, social, technical or vocational education;
 Rural dispensaries, health centers, maternity and
child welfare centers
 Minor irrigation;
 Grow more food campaign; and Care of the infirm
and destitute.
Gram Sabha
 Shall meet at least twice in a year - Section 6 of
Sikkim Panchayat Act, 1993
 Sikkim Panchayat Act has been amended to allow
convening of Ward Sabha
 quorum for the meeting one- fifth of the total
members of gram sabha and one-fourth of ward
sabha , and One-third of the quorum of Women
 The Secretary of Gram Panchayat acts as a
secretary of the Gram sabha.
Function of Gram Sabha
 Section 11 of the Sikkim Panchayat Raj Act ,1993
 mobilizing voluntary labor and contributions in
kind and cash for the community welfare
programmes;
 identification of beneficiaries for implementation
of developmental schemes pertaining to the village;
 rendering assistance in the implementation of
developmental schemes pertaining to the village.

 the annual statement of accounts of the Gram
Panchayat, the report of administrations of the
preceding financial year
 the report in respect of development programmes
proposed to be undertaken during the current year;

 the promotion of unity and harmony among all
sections of society in the village
 programme of adult education within the village;
 new Sikkim Panchayat Act, exercises the power to
supervise and monitor the function of Gram
Panchayat and its functionaries, examines the
annual statement of accounts and audit reports.

Panchayati Raj In Sikkim  Sikkim Panchayati Raj Act 1993 passed in the light of 73rd Amendment of the constitution .  The Act extended to all Sikkim exclude 12 small towns.  Two tier Panchayati Raj system in state Zilla Panchayat and Gram Panchayat  4 Zilla Panchayat and 176 Gram Panchayat

  • 7. Zilla Panchayat  The District Collector is the Ex-officio Secretary  Zill Adhyakshya & up Adhyakshya are given the status of Minister of State and Deputy Minister of State  supported by the District Development cum Panchayat Officer (DDO), Assistant DDO and a Panchayat Inspector.

Duties of Zilla Panchayat  Regulating melas or haats within its local limits  Construction and maintenance of Panchayat Ghars, Dharamsalas and rest houses;  Construction, repair and maintenance of such small irrigation projects  Regulating supply of water for irrigation or drinking water supply schemes

Other Duties of Zilla Panchayat  the promotion of opportunity of employment  the organization and maintenance of clubs and other places for recreation or games  establishment and maintenance of library or reading rooms and public radio listening centers  construction and maintenance of destitute homes, slaughter houses and encamping grounds.
  • 12. Power of Zilla Panchayat  power to advice the State Government on all matters relating to all round development of rural areas.  Joint execution of schemes by two or more Zilla Panchayats.  Power of supervisor over Gram Panchayats.

Duties of Gram Panchayat  Sanitation, conservancy and drainage and the prevention of public nuisance;  Curative and preventive measures in respect of any infectious disease  Supply of drinking water and the cleaning and disinfecting of the sources of supply and storage  Maintenance, repair and construction of village roads and protection thereof
  • 16. Duties of Gram Panchayat  Management of common grazing grounds, burning places and public graveyards  Supply of any local information which the District Collector or District Development or the Zilla Panchayat may require  Organizing voluntary labor for community work and works for the upliftment of its areas.  Removal of encroachments of village roads and public places
  • 17. Other Duties of Gram Panchayat  Primary, social, technical or vocational education;  Rural dispensaries, health centers, maternity and child welfare centers  Minor irrigation;  Grow more food campaign; and Care of the infirm and destitute.

Gram Sabha  Shall meet at least twice in a year - Section 6 of Sikkim Panchayat Act, 1993  Sikkim Panchayat Act has been amended to allow convening of Ward Sabha  quorum for the meeting one- fifth of the total members of gram sabha and one-fourth of ward sabha , and One-third of the quorum of Women  The Secretary of Gram Panchayat acts as a secretary of the Gram sabha.
  • 19. Function of Gram Sabha  Section 11 of the Sikkim Panchayat Raj Act ,1993  mobilizing voluntary labor and contributions in kind and cash for the community welfare programmes;  identification of beneficiaries for implementation of developmental schemes pertaining to the village;  rendering assistance in the implementation of developmental schemes pertaining to the village.
  • 20. Cont…  Under section 10(1) of the sikkim 1993 Act  the annual statement of accounts of the Gram Panchayat, the report of administrations of the preceding financial year  the report in respect of development programmes proposed to be undertaken during the current year;
  • 21. Cont…  the promotion of unity and harmony among all sections of society in the village  programme of adult education within the village;  new Sikkim Panchayat Act, exercises the power to supervise and monitor the function of Gram Panchayat and its functionaries, examines the annual statement of accounts and audit reports.
