This document provides information on the Panchayati Raj system of local governance in Sikkim, India. It describes the two-tier system consisting of Zilla Panchayats at the district level and Gram Panchayats at the village level. The Zilla Panchayat, headed by the Zill Adhyakshya, oversees 4 districts and is responsible for activities like education, healthcare, irrigation. The Gram Panchayat, headed by the Sabhapati, is focused on sanitation, health, education, and community development. Revenue is generated through various taxes and fees. Gram Sabhas meet to facilitate community participation in development programs.
2. Panchayati Raj In Sikkim
Sikkim Panchayati Raj Act 1993 passed in the light
of 73rd Amendment of the constitution .
The Act extended to all Sikkim exclude 12 small
towns.

The District Collector is the Ex-officio Secretary
Zill Adhyakshya & up Adhyakshya are given the
status of Minister of State and Deputy Minister of

Shall meet at least twice in a year - Section 6 of
Sikkim Panchayat Act, 1993
Sikkim Panchayat Act has been amended to allow
convening of Ward Sabha
quorum for the meeting one- fifth of the total
members of gram sabha and one-fourth of ward
sabha , and One-third of the quorum of Women
The Secretary of Gram Panchayat acts as a
secretary of the Gram sabha.

kind and cash for the community welfare
