 Open Oracle Applications with any responsibility
 Switch to System Administrator Responsibility by clicking the Switch Responsibility from tool
bar

 Write System% and click find
 Responsibility will be changed to System Administrator, Vision

 Go to Security -> User -> Define
 Enter Username and password and press Tab. The form will make the password blank. Then
again enter the password to confirm and press tab:

 Now add responsibilities for user:

 Click Save to finish creating User
 You can choose Effective Dates to enable the user for particular time span
 You can also choose Password Expiration
 Responsibilities can also have effective dates
