1. Warren Belmar<br />Warren Belmar is the source for regulatory information regarding the U.S. Department of Energy [link: http://www.energy.gov/]. He has been engaged at the highest levels of public service, crafting policy and enforcement guidelines. Belmar currently serves as Managing Director of Capitol Counsel Group, LLC (“CCG”),[link http://capitolcounselgroup.com/ ] a firm whose primary mission is to help clients navigate the complex world of today’s regulatory environment.<br />Recently, he served as the Deputy General Counsel for Energy Policy of the U.S. Department of Energy with responsibilities for coordinating the activities and functions for Legislation and Regulatory Law, Fossil Energy and Energy Efficiency, and Regulatory Interventions and Power Marketing. Belmar resolved issues arising in the operation of the Department’s energy efficiency, alternative fuels, and renewable energy programs, and the Department’s efforts to address electric transmission congestion matters and to facilitate the construction of wind, solar, hydro, geo-thermal and other renewable energy sources for electric power generation.<br />Prior to his public service at DOE, he was in private practice for 22 years in Washington, D.C., primarily with the law firm of Fulbright & Jaworski LLP., providing counsel to clients in the energy and financial services sectors, representing clients in litigation in the Federal courts and before various federal and state departments and agencies, and before the U. S. Congress.<br />Belmar received his bachelor’s degree with honors from Brooklyn College and his law degree with honors from Columbia Law School. He served as Court Law Clerk for the United States Court of Appeals for the District of Columbia Circuit, and as an attorney with the Office of Legal Counsel of the U. S. Department of Justice. In addition to membership in the Bars of the District of Columbia and of the State of New York, he is a former Chair of the Administrative Law and Regulatory Practice Section of the American Bar Association, a former Chair of the Judicial Review Committee of the Administrative Conference of the United States, and a former Senior Counsel at the Federalist. <br />He is Chairman of the Board of the Clean Economy Network Education Fund.
