I am assigned to and preside over cases on behalf of the Public Utilities Commission of
Ohio and the Ohio Power Siting Board. I have been assigned to cases involving default
electric service, fuel cost recovery, storm cost recovery, corporate separation, generation
asset divestiture, and advanced metering. Additionally, I have overseen cases for the
Commission’s adoption of new or amended administrative rules regarding net metering,
interconnection, reliability standards, advanced metering, energy efficiency, and
renewable energy portfolio standards. As an attorney examiner, I have also conducted
numerous settlement conferences in utility complaint cases filed by consumers against an
electric or gas utility. Finally, I have presided over cases on behalf of the Ohio Power
Siting Board for certificates of environmental compatibility and public need for the
construction, operation, and maintenance of major utility facilities.

I worked on many issues related to the Federal Power Act, the Clean Air Act, and the
Public Utilities Regulatory Policies Act. It was my responsibility to review and analyze
energy and environmental laws and policies, Commission Orders, FERC Orders, and
federal rulemaking proceedings.
2. Energy and Regulatory Training
National Conference of Regulatory Attorneys (2014 & 2015)
The National Conference of Regulatory Attorneys is organized by the members of the
National Association of Regulatory Utility Commissioners’ (NARUC) Subcommittee on
Law. It is an annual conference for regulatory attorneys having statutory responsibility
for working with or appearing before State or Federal regulatory agencies. Relevant
topics include the impact of shale natural gas resources on electric markets, the price of
reliable electric service, smart grid innovations and its benefits, the decision-making
process of ISO/RTOs, energy markets and forecasts by the Energy Information
Administration, critical infrastructure protection, and firm gas transportation for electric
generators to meet winter peak load.
PJM Seminars and Training Experiences
The PJM Interconnection, which is the independent system operator for Ohio and much
of the northeastern United States, regularly provides seminars and trainings regarding the
operation and design of its energy and capacity market constructs. Seminars and trainings
have included topics such as PJM’s reliability pricing model (RPM), base residual
auctions (BRAs), locational marginal pricing (LMP), the Open Access Transmission
Tariff (OATT), FERC Order 888, FERC Order 2000, FERC Order 1000, and FERC Order
745.
The Institute of Public Utilities’ Regulatory Studies Program
The Regulatory Studies Program, known as “Camp NARUC,” is endorsed by NARUC
and is designed specifically and exclusively to meet the needs of public-sector regulatory
professionals. Presentations covered all aspects of the regulatory process, as applied
generally and particularly to electricity, natural gas, water, and telecommunications.
The Institute of Public Utilities’ Grid School
Grid School is designed to improve regulatory capacity for grid-related policy
development and decision-making at all government levels in support of innovation,
efficiency, and environmental goals. The program considered the integral role of
electricity grids in the energy supply chain and was designed to be responsive to new
mandates and infrastructure investments associated with State and Federal policies.
