Right to Education is the fundamental right of EVERY CHILD. The RTE Act postulates the rights and privileges of every child irrespective of age, gender, social class and race.
CACR , a non profit, is working endlessly to help in implementation of this RTE Act in low-income schools of Mumbai. We at CACR believe that quality education is the right of all children

The right to education is a fundamental human right.
Every individual, irrespective of
race, gender, nationality, ethnic or social origin, religion or
political preference, age or disability, is entitled to a free
elementary education.
This right is explicitly stated in the United Nations' Universal
Declaration of Human Rights (UDHR), adopted in 1948 and
has since been enshrined in various international
conventions, national constitutions and development plans

India became one of 135 countries to make education a
fundamental right of every child when the act came into
force on 1 April 2010.
The World Bank education specialist for India, Sam
Carlson, has observed:
“The RTE Act is the first legislation in the world that puts the
responsibility of ensuring enrolment, attendance and
completion on the Government. It is the parents'
responsibility to send the children to schools in the US and
other countries.”

The RTE Act, which was passed in 2010, but it has taken
more than 3 years now to ensure proper implementation of
the same.
The Act talks about ensuring free and compulsory education
for all children between 6-14 years and it should benefit the
poorest of the poor child in this country. If we could also
add the word „good quality‟, it will make it complete.
Awareness about this Act and its important clauses should
be highlighted in communities, and ensure that every child
gets the benefit of this important & noble Act.

25% reservation in ALL schools for EWS –economically
weaker section students. In implementation Mumbai
fares very badly as compared to all cities and towns in
Maharashtra and is 2nd worst after Latur, as per
statistics available from the Directorate of Primary
Education
Act is supposed to help in creating workable systems
which will help in improved functioning and ensuring
better quality. The SMC –School Managing committee
involving the participation all such stakeholders is a step
in that direction.

Inclusive education for children with physical and learning
disabilities and we must ensure proper infrastructure and
resources should be provided in all schools.

Free education is the prerogative of the government and there
have to be herculean efforts to ensure improved functioning
and accountability in ALL schools.
Strengthen the Government school system and ensure increase
in enrolments and retention of children in these schools.
BUT the implementation of the RTE Act should not be forced
on schools like a bitter medicine, it should be a coordinated
team effort.

While implementing the Act, the deficiencies and
difficulties involved should be reviewed jointly between the
stakeholders
Recommendations for fine tuning the act, if
justified, should be elevated to the State & Central
Government periodically for further improvements.

Have a school wise survey form that will help the school
management to self evaluate the schools extent of RTE
compliance.
Thereafter an external, independent agency can evaluate and
conform their findings to give a “RTE Compliant” status to
the school.
This will help in increasing enrollment & retention in
schools as well as maintain quality

Just like in the case of ISO certification where the external
agencies such as the TUV or SGS, certify the ISO rating and
validity for 2 or 3 years, this helps companies keep a check on
quality; The schools should similarly be certified as „RTE
compliant‟, preferably by neutral and professional external
agencies.
All the latest information regarding RTE compliance by all
schools (including Corporation schools) should be available
on the official website that is updated regularly

CACR strongly believes that NGOs should be responsible
for supplementing the existing systems and suggest
suitable improvements & changes, by constant
participation in the system and interacting with the
hierarchy of the Education Department.
BUT they should never be allowed to run parallel
systems, thus absolving the concerned authorities of their
responsibility.
