Civic education and civic
responsibility should be
taught in elementary school

SSA is GOI’s flagship programme for achievement of
Universalization of Elementary Education (UEE) in a time bound
manner. By the 86th amendment to constitution of India free and
compulsory education to the children of 6-14 years age group as a
Fundamental Right. SSA has been operational since 2000-2001 to
provide for variety of interventions for improving the quality of
learning, bridging of gender and social category gaps in elementary
education, universal retention and access. SSA has a special focus on
girl’s education and children with special needs. SSA also seeks to
provide computer.
With the passage of RTE Act, SSA norms and strategies
haven been changed. The changes were in the approach
and vision to elementary education, guided by the principles
as:
 Holistic view of education, as given in the NCF2005.
 Access to all
 Equity of opportunities.
 Gender concern
 Moral compulsion is imposed on all stakeholders
 Convergent and integrated system of educational
management to implement RTE law.
Universalisation of Elementary Education
1. Time bound project.
2. Quality basic education to all.
3. Promoting Social justice.
4. Partnership between central, state
government and local bodies.
5. Community involvement in school
management.
Aims of ssa
Provide elementary education for all children in 6-14 age
group.
Bridge social, regional and gender gaps.
Develop children materially as well as spiritually.
Inculcate value based learning.
Realization of importance of Early Childhood Care and
Education 0-14 years of age.
Objectives/goals
• All children in school 'Back to School Camp’by 2003
• All children complete five years of primary schooling by
2007
• All children complete elementary schooling by 2010.
• Focus on quality of elementary education.
• Bridge all gender, social, regional gaps at primary stage by
2007 & elementary level by 2010.
• Universal retention by 2010.
* Special campus for out of school girls.
* Community participation with women
involvement.
* Free textbooks to girls upto eighth
standard.
* 50% women teachers have to be
appointed.
GENDER FOCUS OF SSA
FRAMEWORK OF SSA
• Appointment of teachers
• Training of teachers.
• Motivating parents and students.
• Provision of incentives (Scholarships, uniforms,
textbooks etc.)
• Strengthen existing schools.
• Open new schools in depict areas.
• Additional classrooms
• Provision of toilets, drinking water facilities.
History
The roots of SSA go back to 1993-94, District Primary Education
Programme (DPEP) was launched to achieve universal primary
education. The expenditure of programme was shared by the
central government and the state governments. The central share
was funded by a number of external agencies, including the
World Bank, DFID, UNICEF.. The Right to Education Act
(RTE) came into force on 1 April 2010. SSA has acquired legal
force for its implementation by this act. It provide a wide
framework for implementation of Elementary Education
Schemes. It strengthened vital areas to achieve universalization
of elementary education.

  • 4. SSA is GOI’s flagship programme for achievement of Universalization of Elementary Education (UEE) in a time bound manner. By the 86th amendment to constitution of India free and compulsory education to the children of 6-14 years age group as a Fundamental Right. SSA has been operational since 2000-2001 to provide for variety of interventions for improving the quality of learning, bridging of gender and social category gaps in elementary education, universal retention and access. SSA has a special focus on girl’s education and children with special needs. SSA also seeks to provide computer.
  • 5. With the passage of RTE Act, SSA norms and strategies haven been changed. The changes were in the approach and vision to elementary education, guided by the principles as:  Holistic view of education, as given in the NCF2005.  Access to all  Equity of opportunities.  Gender concern  Moral compulsion is imposed on all stakeholders  Convergent and integrated system of educational management to implement RTE law.
  • 6. Universalisation of Elementary Education 1. Time bound project. 2. Quality basic education to all. 3. Promoting Social justice. 4. Partnership between central, state government and local bodies. 5. Community involvement in school management.
  • 7. Aims of ssa Provide elementary education for all children in 6-14 age group. Bridge social, regional and gender gaps. Develop children materially as well as spiritually. Inculcate value based learning. Realization of importance of Early Childhood Care and Education 0-14 years of age.

Objectives/goals • All children in school 'Back to School Camp’by 2003 • All children complete five years of primary schooling by 2007 • All children complete elementary schooling by 2010. • Focus on quality of elementary education. • Bridge all gender, social, regional gaps at primary stage by 2007 & elementary level by 2010. • Universal retention by 2010.

FRAMEWORK OF SSA • Appointment of teachers • Training of teachers. • Motivating parents and students. • Provision of incentives (Scholarships, uniforms, textbooks etc.) • Strengthen existing schools. • Open new schools in depict areas. • Additional classrooms • Provision of toilets, drinking water facilities.
  • 11. History The roots of SSA go back to 1993-94, District Primary Education Programme (DPEP) was launched to achieve universal primary education. The expenditure of programme was shared by the central government and the state governments. The central share was funded by a number of external agencies, including the World Bank, DFID, UNICEF.. The Right to Education Act (RTE) came into force on 1 April 2010. SSA has acquired legal force for its implementation by this act. It provide a wide framework for implementation of Elementary Education Schemes. It strengthened vital areas to achieve universalization of elementary education.
