1. o He has more than 30 years of experience in the cooperative
movement as manager, consultant, info officer, extension specialist,
organizer, trainer, lecturer, environmentalist and his field of
specialization is the management of cooperatives and land transport
organizations
o He is a Philippines Army Reservist
o Appointed by the president, and he Assumed office at CDA Central
Office on March 10 2017, with a 6 years’ term
Among his latest works are:
1. Resolution declaring every October 19 as Transport Service
Cooperatives Day
2. Reactivation of the Monitoring Committee on Transport Service
Cooperatives
3. Cancellation of GA Meeting and Deferment of District Elections of the
BOD of all Electric Cooperatives.
o Our Guest of Honor and Speaker was born on
July 25, 1951 in Dagupan City Pangasinan.
o He finished AB Political Science at the University
of Sto. Tomas and also studied AB Economics at
the University of Mindanao in Davao city

2. o MC 2020-22 “Guidelines on the Submission of a Letter of
Undertaking in lieu of CETOS Certification.
Presently he is the Oversight Head on Public Utilities Cluster
covering Transport Cooperatives, Electric Cooperatives Water
Service Cooperatives and Communication
