Citadel – District One Connectivity
• Brief History:
The old city of Amman witnessed the rise of
civilization as Rabbath-Ammon of the Ammonites,
who built the historic castle now known as Qal'at
Amman (the Citadel of Amman). Later in the 2nd
century AD, it was known as the Graeco-Roman city
of Philadelphia, with an acropolis (the citadel),
temples, and a lower city.
It was under the Romans that Philadelphia really
began to prosper, and it was extensively rebuilt to
boast imposing monuments, such as The Roman
Amphitheatre, that still exists today in the center of
Amman.

• Connectivity
Steep gradients effectively
isolate the Citadel from its
nearby neighboring Roman
Amphitheatre as connections
are frustrated by the
topography of Amman.
5. Municipality of Greater Amman
The Funicular
• GAM intends, through a PPP, to develop
the Amman Citadel Funicular Railway.
This will link the old city downtown with
the Citadel via an identified route.
• The project is primarily expected to target the
tourists and visitors of downtown’s historic sites in
addition to providing accessibility to citizens.
• Commercial and retail development is proposed on
land plots that GAM will provide as part of the
Funicular Railway investment opportunity.
