An object that has been immersed for a long
period in saltwater and is recovered from the
seabed faces a risk of rapid deterioration when
brought into contact with air.
Looting
Many underwater archaeological sites have
already fallen prey to heavy pillage and theft.
Insufficient legal protection
In many States, the lack of legal protection means
that there is nothing to prevent the exploitation and
appropriation of objects from underwater sites by
treasure hunters.

Protection cage was installed over a Phoenician vessel found in
Spain, by the Museum of Cartagena. The cage consist of four
vertical sides formed by plates of steel. The top of the cage is
composed of removable metal plates, allowing for further research.

Underwater Cultural Heritage (1996)

65. Fundamental Principles
• The preservation of underwater cultural heritage
in situ should be considered as a first option.
• Public access should be encouraged.
• Non-destructive techniques, non-intrusive
survey and sampling should be encouraged in
preference to excavation.
• Investigation must be accompanied by adequate
documentation.

Rules concerning activities directed at underwater
cultural heritage
I. General principles
Rule 1. The protection of underwater cultural heritage
through in situ preservation shall be considered as the
first option. Accordingly, activities directed at
underwater cultural heritage shall be authorized in a
manner consistent with the protection of that heritage,
and subject to that requirement may be authorized for
the purpose of making a significant contribution to
protection or knowledge or enhancement of
underwater cultural heritage.
