2. THE MEANING AND ITS GOAL
The counseling service is one of the basic services of the
guidance program. Its major goal is to help each individual
become the person he is capable of becoming. This is seen
in optimizing the development of the individual and his
unique potentials.
3. The administration and organization of counseling services
in the guidance program must take into consideration of the
following aspects: 1) development of the counseling
service; 2) components of the counseling service; 3)
relationship in the counseling service and; 4)
evaluation of the counseling service.
4. How must the counseling
service be developed?
This is the first aspect of the counseling service, its
development.
According to Walz and Miller, the entire guidance program
must be geared to the school setting in which it is to
function. No two schools are alike. No two sets of guidance
services should be alike. No two counseling programs
should be identical.
5. How must the counseling
service be developed?
Each one must be based on a study of the real life
environment; consideration of the philosophies of the
school and guidance; definition of goals and objectives;
analysis of information about the culture and social
organizations on learner population and; feedback from
evaluation.
6. Hasford and Ryan present ten (10) functions which must be
implemented to achieve an effective and efficient
counseling program:
1. Study the real life environment
2. Define the problem situation
3. Establish the parameters of the program
4. Design a counseling model
5. Simulate to test the program prototype
7. 6. Plot test the model
7. Introduce the system
8. Operate the system
9. Evaluate the system
10.Eliminate the system
This means that a counseling system cannot function effectively
apart from the real life environment of which it is a part. A study of
the real-life environment should reveal the dynamic conditions
which combine to make up the real-life environment to include
thee social, cultural, economic, and political function. It is
essential that the value structure should be considered.
8. In defining the problem situation, the purpose is to identify the
needs which are to be met. It involves a study of process
variables, environmental variables, and learner variables.
Identifying the parameters of the program leads to the statement
of the mission goal, determination of constraints and resources,
and should involve activation of a task force with development of
the counseling program.
The counseling goals, for the system design requires role
analysis and role description as bases for defining the
counseling behavior which are expected to be implemented in
the program. For the purpose of accountability, the administrator
evaluates the counselor based on a task analysis, translation of
the task analysis data into performance goals, and measurement
to see the extent to which these goals have been achieved.
