guidance programmust take into consideration the following
aspects:

2. Components of the counseling service,
3. Relationship in the counseling service, and
4. Evaluation of counseling service.
5. How must the counseling service developed?
This is the first aspect of the counseling service, its
development.
According to Walz and Miller, the entire guidance program must be geared to the school
setting in which it is to function.
No two schools are alike.
No two sets of guidance services should be alike.
No two counseling programs should be identical.
6. Hasford and Ryan present 10 functions
which must be implemented to achieve
an effective, efficient counseling program.
7. 1. Study the real life environment.
It should reveal the dynamic conditions which
combine to make up the real- life environment to
include the social, cultural economic, and political
function. It is essential that the value structure be
considered.

The purpose is to identify the needs
which are to be met.
9. 3. Establish the parameters of the program.
It leads to the statement of the mission goal,
determination of constraints and resources, and it
should involve activation of a task force with
development of the counseling program.

The counseling goals, for the system design requires role
analysis and role description as basis for defining the
counseling behavior which are expected to be implemented
in the program.
The goals should be achieved.

The purpose is to detect bugs in the
system which might be eliminated before
the program is operated.

This involves a limited number of counselors,
teachers, pupils/students, parents and school
administrators. The result will bring about further
improvement of the program.

The school principal and guidance director make
the decision as to introduction of the system as an
administrative function. The other members of the
guidance committee are also involve in the process
of the decision-making.

A continuous evaluation must be carried out to

There is always the possibility that at some
point in the system will be so completely

well qualified including the support staff of para-
professional and clerks.
The counselor must be a generalist and a specialist,
must have broad base knowledge, skills and
attitudes; must understanding of human growth and
development, must have a thorough background of
counseling theory and techniques.

important not to confuse the role of counselor and
