In most countries there is a Legislature within the government. The Legislature has power over and
supervises the working of the democratic government. Legislators play a critical role in examining
and challenging the work of the government and passing legislation. Therefore every legislator
should act as a link between the Government and the electorate. This means that the role of a
legislator in ensuring the proper workings and function of government is critical in maintaining a
democratic and functional society, a legislator should be there to voice the interests of his
constituents.

Edmond Burke, the well known political theorist, expressed the tension between the roles of trustee
and delegate in a speech to his constituents in 1774. Questioning whether a legislator should be a
delegate, who simply voices the opinions and interests of his constituents. Or a trustee, offering his
own independent judgment of what is best for society even if it conflicts with the views of their

Matter?
Introduction
Does the relationship between the percent of state legislators who are women influence the policies
and laws that are passed in states? And, if so, what are the important areas that women exert greater
influence over? Is it abortion laws? Religiosity? Unemployment rates?
These are the questions that I will seek to answer throughout this research paper. Specifically, there
will be two main objectives: whether or not certain attributes of a state constituency contribute
negatively or positively in regards to the amount of seats held by women, and, if these attributes do
impact in a positive or negative manner, how big of an impact, once elected, do these women exert
power on a variety of issues.
I believe that not only would it be interesting to find out whether or not certain variables determine a
states legislature gender make up, but I think it is also important to know how big of an impact, if
there is an impact at all, that women legislatures have across a variety of issues and how their views
on these issues impact policy making decisions. We can use these variables to determine how to
better help increase gender equality and representation in the long run, especially with how society

Women and minorities get elected in local elections much differently. Minorities receive more votes
if they are running in a single member district, where the district is composed of a majority of the
minority. Women tend to get elected when there are multiple seats up for grab across a larger set of

legislator was to see if states have to pick and choose: more minority legislators or more women

1. What if all members of Congress voted the same way on a given situation? This certainly is not
the case. But imagine if members of Congress were not specifically robots, but just all felt the same
way on a certain situation? Pretty interesting to imagine but the reason this is not the case is because
of influences. There are three influences types of influences that sway a Congressman to vote the
way they do. The first influence is representational view. Author James Wilson says
"Representational view is the reasonable assumption that members want to get reelected, and
therefore vote to please their constituents" (Wilson, pg.340). Representational view sounds a lot like
trying to impress someone to get on their good graces or trying to please someone. When a
congressman votes like this, it really gets in the way of what is important. Do they really care what
is going on? It does not sound like it, according to James Wilson. When a congressman vote like
this, Wilson mentions the example of gun control and that sometimes they get conflicting views and
that whichever way they vote, it may cost them dearly in the next election. What is even more
frustrating is that "occasionally, members of Congress in this situation will try to be out of town
when the matter comes up for a vote" (Wilson, pg. 341). What is the point of being in Congress if

bills ask for commissions to change the flag or for a new flag design while other bills ask the
Legislature to mandate that any public university, school or state agency fly the current state flag"
