2. SUMMARY
 Consider An Ordinance authorizing the
City Manager to negotiate and execute a
contract with Third Coast Geospatial
Technologies, Inc. to provide Geographic
Information Services (GIS) and online
interactive web based mapping abilities
for the City of Alamo Heights.

BACKGROUND
 (2015) Community Development
Department implemented GIS mapping
software to aid in map making for
Board, Commission, and Council
meetings.

 Community Development seeks to
expand its capabilities by:
 track existing infrastructure
 Identify property lines & owners for
Code Enforcement
 provide an online mapping programs
for both City Staff and Citizens

 Development Services budgeted
$34,000 for GIS Services in FY 2015-
2016
 Funds not utilized as it was determined
that an RFP should be issued to select
an appropriate vendor.
 These funds were returned to the City.

 GIS Services RFP was advertised on
October 18, 2016.
 Received eleven proposals by
November 18, 2016.

 Proposals were evaluated by the
Development Services Department and
evaluations included the following criteria:
 Qualifications and experience
 Operational plan for the City
 Resources and availability
 Past performance
 Price proposal

 Staff graded the applications and
selected Third Coast Geospatial
Technologies Inc. for the following
reasons:
 11 years of company experience
providing GIS & Mapping Services
for Texas municipalities

updates, no additional software or
equipment needed, and the ability to
provide multiple mapping links/sites
 Services other municipalities
– 20 Municipal Clients

 additional software/maintenance required to be
purchased
 The additional software requires more technical
programing skills than what current staff could
provide and would have required an additional
staffer.

 Overall 2 yr. cost was $12,350
‒ this only provided for 40 data layers to be
loaded on the interactive map.
‒ Staff anticipates over 140 data sets
‒ The additional layers would add $18,500
bringing the total 2 yr. cost to $30,850.
 Limited municipal (3 current municipal clients)

FISCAL IMPACT
 Budget amendment required and would
utilize FY 2015-2016 savings to finance
 Total cost for the next two years is $38,400
 Data & Website Creation = $30,000
 2 Years hosting/maintenance fees =
$8,400 ($4,200 per year)
‒ $4,200 currently accounted for in IT
budget for FY16-17
