2. What is an ORR?
Per ACWA Policy Statement 26, “ORRs will be
conducted to verify the readiness of the
ACWA Pilot Plants to safely begin operations
involving chemical agents, explosives, or
other highly hazardous materials.”
The ORR process is used to validate
that PCAPP “plant, paper, and people”
collectively meet the required criteria
to allow a new operation to begin.
PCAPP ORR process is led by the
system-contractor (SC) to support a
declaration of readiness.
ACWA provides ORR oversight;
independent validation is used to
support the SC’s declaration of
readiness.
Stakeholders are invited to observe
the ORR process.

― Liaison to ACWA and stakeholder executive functions
Sierra Lobo, Inc. – Independent engineering resource
― Testing & evaluation expertise
― Clients include NASA & Department of Defense
Blue Grass Subject Matter Experts (SMEs):
― Will use BGCAPP SMEs for independent review
― Bring an excellent understanding of standards & recent operating
experience
― ORR experience provides benefits to both projects

7. ORR Oversight
Review ORR documents, attend Board meetings, and observe
demonstrations
Provide immediate feedback on ORR issues, process, and
documentation
Provide independent validation of 20% of ORR criteria in
accordance with their oversight procedure
Coordinate stakeholder involvement in ORR process
Lead a monthly meeting with representatives from the Blue
Grass project, Pueblo Chemical Depot, and stakeholders to
communicate ORR status, schedule, issues, and lessons learned
ACWA representatives also assess the System Contractor’s
readiness for initial agent operations:
