6. 5HPP and HPSPP WITHIN AUXILIARY SERVICES PROVISION
HPP and HPSPP are strategically important within
reserves assurance especially of the automated
secondary regulation reserves.
Resumption of the energy system operation after a system
breakdown anticipates the involvement of the PrJSC
“Ukrhydroenergo” HPP.
SE “NPC “Ukrenergo” aims to implement the institutional
and technical grounds as to the engagement of the
generating facilities within auxiliary services provision to
the energy system as well as for the PrJSC
“Ukrhydroenergo”.
Elaborated electricity market rules
(published as of October 23 on the official website)
provides the economic incentive basis for the auxiliary
services regarding:
Frequency maintenance reserves (primary regulation);
Frequency resumption reserves (secondary regulation);
Reserves substitution (tertiary regulation);
Voltage and reactive power control in the SC mode;
Resumption of the energy system operation after a system
breakdown.
HPP AND HPSPP IMPORTANCE:
Reserves assurance especially of the automated
secondary regulation reserves;
HPPs are vital as well within the BlackStart auxiliary
service – resumption of the energy system operation
after a system breakdown (Blackоut).
7. 6CURRENT STATE AND PPROSPECTS OF THE HPP CONNECTION TO THE FREQUENCY AND POWER
CONTROL SYSTEM
Frequency and voltage are core factors of the stable and reliable energy system operation
provided by the necessary amount of power: 1000 MW for loading and 500 MW for unloading
per each regulation type (primary, secondary and tertiary).
Necessary scope of reserves for the primary regulation while operation within ENTSO-E amounts
to +/- 120-160 MW. However the mentioned scope is not guaranteed today and the Ukrainian
energy system operates with zero reserves of the primary regulation.
Until July 2017 (hacker attack) the automated secondary regulation reserve of the Ukrainian
energy system amounted to 430 MW, being located at 6 hydraulic power units of the Dnipro HPP-
1.
The Ukrainian energy system is operating on the zero automatic control reserves, thus the
interstate flow on the Ukrainian – Russian-Belarusian energy systems cross-border is regulated
in manual mode.
8. 7MEASURES TO INCREASE THE HPP AND HPSPP CAPABILITIES WITHIN ADJUSTMENT OF THE LOAD AND
FREQUENCY CURVES
Actions to boost the involvement of the HPP and HPSPP within energy system control:
1. Involvement of the HPP and HPSPP in the automatic control of the frequency and capacity not less than 600
MW.
2. Connection of the Kyiv, Seredniodniprovska HPP and Dnister HPSPP hydraulic power units to the frequency and
power control system until 1 February 2018.
3. Connection of the Dnipro cascade HPPs to the frequency and power control system until implementation of
the new electricity market.
4. Completion of the grid construction until 2020 in order to exploit the third Dniester HPSPP aggregate in
pumping mode.
5. Changing of the HPSPP operational schedule, both daily and monthly. HPSPP maintenance costs are to be
compensated by the readiness-charge to load response both for the upload and generation. Power upload and
time as well as the generation time are to be defined via competitive pricing.
6. New HPSPP are to be equipped by the 100 - 150 MW engines to improve the maneuvering aspects in the
“upload” mode and to optimize the engagement in the energy surfeits control produced by the renewables.
