A B S T R A C T
Most The goal of this article is to analyse the participatory process of development projects. Drawing upon my professional experience in a project called Pre-Poor Slum Intergration Project (PPSIP) which was based in Comilla, Bangladesh - I argue that development projects dominated by rigid power structures inside and in-between institutions inhibits community participation that reflects the actual need of the beneficiary group; and as happened in this case, produce results that do not serve the people in real need but rather only serve the purpose of the institutions that manage the project, more so the institutions having higher degrees of power. In this article I try to combine insights gained from our field experience and literature study on post-politics and power in planning in order to sketch out the stakeholder institutions' interest, capacity and enrolment in order to understand how socio-relational dynamics as opposed to technical procedures shaped the project. In this project participation from the community was ritualistic- serving only a face-value, the operational team on the field were devoid of power to take important decisions or challenge the institutional framework that they were part of, and at the same time institutions with higher degrees of decision making power were not sufficiently involved with the realities of the field. I conclude that in order to make participatory process really work, involved institutions should not limit their efforts in repetitive consensus building exercises based on pre-conceived ideas and traditional methods of community development.

Bangladesh is a densely populated country. Rapid urbanization has put significant strain on cities and towns of Bangladesh. According to a 2009 study, around five million housing units are needed in Bangladesh to address housing shortage, and majority of population without adequate housing are from the low income group (NHA, 2014). Navigating the Terrain: A Toolkit for Conceptualising Service Design Projects
Pulse Lab Jakarta participated in a service design initiative to develop a citizen-centric public transportation service in Makassar, Indonesia. Following the initiative, which was undertaken along with United Nations Development Programme (UNDP) and Bursa Pengetahuan Kawasan Timur Indonesia (BaKTI), we chronicled our learnings on taking an idea from a design sprint to a ready-to-test prototype. Contextualised to help inform stakeholders working with or within the public sector, this resulting toolkit is useful for developing and delivering similar services.

Delivering Decentralization
This document summarizes a project that worked to empower slum dwellers in Bangladesh, Nepal, and Sri Lanka to access decision making for infrastructure services. The project organized over 30,000 slum residents into community organizations. It trained these groups and local authorities to jointly develop community action plans and leverage municipal budgets and other resources to deliver prioritized infrastructure projects. This participatory approach helped communities gain a voice, access basic services, and generate livelihood opportunities. Evaluations found the model highly effective but recommended further scaling up, mainstreaming practices, and engaging in policy advocacy.

2014 project_celebrating for being elderly

The thesis examines responsive design approaches for spontaneous settlements, using a case study of Korail slum in Dhaka, Bangladesh. It also reviews case studies of slum upgrading projects in Kenya, Thailand, Brazil and the Philippines to identify effective strategies. Preceding papers about development policy have suggested that public participation contributes to expand program target group, benefit and purpose. In spite of promised results of public participation, models that include prerequisites, design mechanism, roles of each stakeholder in participative development planning in Indonesia are still rare. On the other hand, implementing public participation is challenging where there are few resources and when the citizens are not ready. This paper answers two questions; 1) How PIPPK partnership model in Bandung City is implemented to improve local government development achievements? 2) What kind of recommendation model that can be suggested to improve further implementation and broader impact? By using Bryson ideas about designing public participation, this study recommends model for public participation in the context of development planning in Bandung City. This case study result draws important factors for strategic public participation model.

Peduli is a Government of Indonesia initiative managed by The Asia Foundation to promote social inclusion. It works with 79 civil society partners across 26 provinces and 84 districts to improve access to services, economic opportunities, and participation in community processes for marginalized groups. This program snapshot examines Peduli's emerging approaches, including positioning inclusion as a local governance issue, adopting systems-based approaches, and establishing coalitions for inclusion. By thinking and working politically through locally led and adaptive solutions, Peduli and its partners have made gains in mobilizing social change for excluded communities in diverse contexts.

The Maldives consists of about 1,190 small coral islands spread across roughly 90,000 square kilometers in the Indian Ocean, with a population of around 400,000 people dispersed across the islands. Most islands have populations under 1,000 people. Localizing the SDGs is challenging due to this dispersed population across many small islands. A new local planning methodology was developed in 2016 to guide local development based on the SDGs. Key partnerships for localization include working with local councils and civil society organizations on each island.

This report explores the significance of border towns and spaces for strengthening responses to young people on the move. In particular it explores the linkages of young people to local service centres with the aim of further developing service, protection, and support strategies for migrant children in border areas across the region. The report is based on a small-scale fieldwork study in the border towns of Chipata and Katete in Zambia conducted in July 2023. Border towns and spaces provide a rich source of information about issues related to the informal or irregular movement of young people across borders, including smuggling and trafficking. They can help build a picture of the nature and scope of the type of movement young migrants undertake and also the forms of protection available to them. Border towns and spaces also provide a lens through which we can better understand the vulnerabilities of young people on the move and, critically, the strategies they use to navigate challenges and access support.
The findings in this report highlight some of the key factors shaping the experiences and vulnerabilities of young people on the move – particularly their proximity to border spaces and how this affects the risks that they face. The report describes strategies that young people on the move employ to remain below the radar of visibility to state and non-state actors due to fear of arrest, detention, and deportation while also trying to keep themselves safe and access support in border towns. These strategies of (in)visibility provide a way to protect themselves yet at the same time also heighten some of the risks young people face as their vulnerabilities are not always recognised by those who could offer support.
In this report we show that the realities and challenges of life and migration in this region and in Zambia need to be better understood for support to be strengthened and tuned to meet the specific needs of young people on the move. This includes understanding the role of state and non-state stakeholders, the impact of laws and policies and, critically, the experiences of the young people themselves. We provide recommendations for immediate action, recommendations for programming to support young people on the move in the two towns that would reduce risk for young people in this area, and recommendations for longer term policy advocacy.
