This document summarizes a project that worked to empower slum dwellers in Bangladesh, Nepal, and Sri Lanka to access decision making for infrastructure services. The project organized over 30,000 slum residents into community organizations. It trained these groups and local authorities to jointly develop community action plans and leverage municipal budgets and other resources to deliver prioritized infrastructure projects. This participatory approach helped communities gain a voice, access basic services, and generate livelihood opportunities. Evaluations found the model highly effective but recommended further scaling up, mainstreaming practices, and engaging in policy advocacy.

(SEWA). MHT organizes and empowers poor women by facilitating the formation of community-based organizations

In cooperation with the Research and Evaluation Division of BRAC, Copenhagen Consensus Center organized roundtable discussions with an aim to figure out smarter solutions to the most problematic issues facing Bangladesh.
Democratic socialist republic of Sri Lanka is an island nation in South Asia with a population of 20 million. It has been demarcated into 9 provinces and 25 districts. Sri Lanka has an executive presidency elected for a period of 6 years by universal adult suffrage. Sri Lanka has a 225 member parliament as well directly elected for 6 years by a system of proportional representation. Extensive powers have been devolved to 9 directly elected provincial councils and over 250 municipal councils, urban councils and pradeshiya sabhas. The current per capita income of Sri Lanka is USD 1617 and over the last 5 year period the economic growth had been around 5%. Sri Lanka will continue in general to pursue open economic policies, and its attitude towards foreign investment will remain positive and more, for several reasons, including those of environmental concerns. In 2007, the Sri Lankan economy recorded a growth above 6 percent for the third consecutive year for the first time since 1948. The need to improve on quality and productivity of Municipal Engineering management for sustainable development and decision making by improvement of future skills in Sri Lanka.

Govt of India had launched the Common Service Center (CSC) Scheme for providing sustainable digital access to rural communities & for giving the necessary impetus for knowledge empowerment of the rural community. The CSC Scheme, a strategic cornerstone of the National e-Governance Plan (NeGP), is approved by the Government, as part of its commitment in the National Common Minimum Programme to introduce e-governance on a massive scale. In light of the importance of the Scheme, Department of Information technology, Ministry of Communications and Information Technology organized a CSC Seminar on ‘Enabling Service Delivery: Bridging The Digital Gap’ at Vigyan Bhawan on July 16, 2011 to brainstorm with all the stakeholders in the Scheme – State Designated Agencies, Service Center Agencies, Village Level Entrepreneurs, Banks & the State/Central Governments and national level service providers. The panel discussions primarily focused on the following topics… Session I: Accelerate Delivery of Bharat Nirman Services, Financial Inclusion and Skill Development through the CSC Platform Session II: Access to Health & Education through Remote Service Delivery & Management by Mainstream Government Departments & Institutions Session III: Infrastructure Framework for CSC and Innovative Services

Unraveling Evidence Based Practices and Social Capital: Role of Social Worker...Ruby Med Plus
The objective of Mission Kakatiya is to enhance the development of Minor Irrigation infrastructure, strengthening community based irrigation management, adopting a comprehensive programme for restoration of tanks. Mission Kakatiya needs a holistic approach involving Community Participation other than scientific planning to save the tanks and meet basic objective of providing water for irrigation. Review of literature on tank degeneration and tank use and management suggests fading of village institutions and lack of community involvement and will to mobilize resource and labour to undertake regular maintenance activity of tanks to enforce norms and obligations.
This paper empowers social workers with sound knowledge of a range of evidence-based social interventions coupled with Social Capital to establish new relationship between tanks and tank communities such that tanks play a more purposeful role of enhanced value creation for all stakeholders in water acquisition, water allocation and distribution, resource mobilization, operation and maintenance, decision making, enforcement of decisions and conflict resolution in sustainability of Mission Kakatiya program in Telangana state of India.
Methodology
This Paper analysis is based on examination of conceptualizations of social practice in a transdisciplinary, evidence-based practice and Social Capital context in empowering social workers role in Mission Kakatiya program of Telangana state of India.
Results
This review identifies key knowledge domains significant to a transdisciplinary systems conceptualization of evidence-based practice and Social Capital pertaining to role of Social workers in Community participation in mission Kakatiya.
Conclusions
Empowering social workers with development of evidence-based knowledge for social practice interventions and use of Social Capital will enhance their ability in using comparative effectiveness research strategies using a range of research methods tailored to specific questions and resource requirements for mission Kakatiya program. Evidence-based research regarding social intervention outcomes can benefit social workers in using conceptual models that view social intervention effects as contingent on sets of interacting domains including environmental, organizational, tank system, technology, and technique variables that are used in Mission Kakatiya program will help them in leading communities in right direction of sustaining irrigation tanks and achieving the goals of Mission Kakatiya program.

30. Learning from Evaluation
Highly effective in terms of community organization, planning and
linkage with LA.
Marginalized communities, especially women have found voice and
dignity in terms of being able to participate as equal to other members
in municipal meetings, and express their demands and perceive and
execute plans.
The community organization and CAPs have been implemented very
successfully in all three countries.
Quality assurance and maintenance of infrastructures should be given
more priority.
Mainstreaming of new practices by communities and LAs should be
more effective.
31. Recommendations from Evaluation
Scaling Up IUD Lessons: Megacities in South Asia, where the problems
are more complex.
Collaboration with National Training Institutions: Identify the
potential national training institutes for incorporation of the lessons
into regular curricula for bureaucrats and elected representative.
Reaching Out to Urban Networks: Prepare specific plans of
engagement with each network and allocate budget accordingly.
Policy Advocacy: Practical Action, along with like-minded sectoral
agencies, could work together to create demand for national policy
and strategy. Regional platforms could also be used to press for policy
reform.

Finding Market for Local Products: Engage with business groups
(professional associations, merchant associations, chambers of
commerce) to identify better opportunities to market the products and
services by the low-income communities.

scale training.
