projects. In today’s increasingly complex and competitive marketplace, technical skills are simply not enough. Companies

I specialize in high-value complicated technical tasks for the DOE, NNSA, Department of Defense, and commercial clients.
I have hands-on experience with a large prime federal contractor (CH2M) managing projects, authoring RFPs, and
selection of small business support. I also have hands-on experience with small businesses initiating the requirements,
overcoming the constraints, and dealing with the issues that need to be overcome. With limited support and direction, I
have a successful track record in developing strategies to capture federal contracts, initiating strategic teaming
partnerships, managing high-value complex technical projects, creating work controls, and leading a broad range of
challenging efforts.
Experience & Achievements
• As President of MICAH, successfully founded a small business. I directed the capture of contracts in the areas of
environmental & engineering services, safety compliance, and disaster response.
• As VP of Business Development for BNL Tech, developed successful proposals for numerous small business set-
aside federal procurement contracts growing company from ~$1M to $14M in revenue within 3 years. This successful
track record is the foundation of the small business receiving national recognition of the DOE 2013 Service-Disabled
Veteran-Owned Small Business of the Year.
• As VP Business Development for BNL Tech, successfully captured, directed and managed numerous small business
set-aside federal procurement staff augmentation contracts. I successfully established teaming agreements with other
small businesses, authored federal procurement small business set-aside proposals, created subcontracts, and
directed all levels of the staff augmentation support. Actions include development of competitive pricing, authored
subcontracts with flow-down requirements and work release structure, developed work controls, recruited, attracted,
and hired staff with unique talents and qualifications. Responsible for growing company from 18 to 140+ personnel in
areas of engineering (all disciplines), project management, administrative, radiation control, nuclear safety, fire
protection, tech editors, scientists, CAD support, and construction management.
• As VP Operations for BNL Tech, successfully managed tasks for Hanford Tank Farms including any requested land
surveys, dome load studies, laser scans, and ground-penetrating radar scans. Successfully established teaming
agreements, authored federal procurement small business set-aside proposals, created subcontracts, and directed all
levels of the managed task support. Actions include development of competitive pricing, authored subcontracts with
flow-down requirements and work release structure, developed work controls, and implemented all requirements for
successful completion of over 57 fieldwork releases.
• As Senior Project Manager at DOE Oak Ridge for EDi, negotiated the soil characterization and closure requirements
for Bethel Valley (ORNL) with regulatory agencies and developed a dynamic strategy for CERCLA closure. Scope
included development of the closure plan, site assessments, DQOs, characterization planning, and fieldwork.
Received follow-on work scope to implement the plan.
• As Senior Project Manager for Army at Corpus Christi Army Depot (CCAD) for EDi, directed/supervised D&D,
remedial actions, MARSSM characterization, documentation, and NRC negotiations that lead to a termination of the
NRC license. Received a NRC field audit that resulted in no findings.
• As Senior Project Manager at NNSA Oak Ridge for EDi, managed beryllium remediation of a highly contaminated
facility at the Y-12 National Security Complex including planning, organizing, preparing plans, training, hiring staff,
coordinating with client’s technical representatives, and successful performance of the work.

• As Senior Characterization Lead at DOE Hanford for CH2M, directed waste characterization of over 100 buildings
prior to D&D. Buildings contaminated with nuclear, Beryllium, asbestos, hazardous waste, and others. Primary author
of several waste acceptance DQOs for waste generated from D&D.
• As Environmental Lead at DOE Hanford for CH2M, served on the technical selection committee for the procurement
of numerous small business support subcontracts. Also served as primary author of the RFP for the ERDF at Hanford.
I also managed/organized an ecological and human health risk assessment integration effort that included over 50
different assessments at Hanford. Awarded the Quality Star Award for efforts to ensure subcontractor requirements.
• As Accelerated Tank Closure Demonstration Project Manager at DOE Hanford for CH2M, successfully managed and
directed a multi-million dollar (~$24M/Year) startup project to develop the closure requirements of high-level
radioactive waste tanks. Initiated, authored scopes of work, and directed the procurement of numerous subcontracts
for small business support.
• As Client Services Manager at DOE Hanford for CH2M, managed and coordinated tasks for the groundwater program
including engineering support for 5 pump/treats and engineering/geology support for installation of the In Situ Redox
Manipulation (ISRM) passive treatment barrier at the 100D Area.
• As Field Team Lead at DOE Paducah for CH2M, directed an RFI including numerous drilling crews, field labs, rad
program, and authoring the RFI report.
• As Navy CLEAN Task Order Manager for Ogden, managed asbestos and lead-based paint characterization and
documentation project of ~1,050 buildings. Effort included the logistics and mobilization of field teams throughout the
Pacific and including Japan. Earned significant additional work scope.
• As AFCEE Delivery Order Manager for Ogden, managed removal of over 100 UST at Eaker AFB in Blytheville AR
and received over 100 “no further action” closure letters from state regulators.
• Served as primary author of numerous regulatory documents throughout career including planning documents,
characterization studies, assessments, monitoring reports, DQOs, and closure reports.
• Successfully managed projects at DOE sites (Hanford, Oak Ridge, Paducah, and Portsmouth)
• Successfully managed projects at Defense facilities (Navy CLEAN, CCAD, PACDIV, and AFCEE)
• Successfully managed projects at commercial sites (solar installations, Bristol Metals and CSX Erwin)
• As project hydrogeologist/manager at commercial sites, obtained closure from regulators after completing
characterization and remedial actions – soil/groundwater actions at Bristol Metals, Bristol, TN. And soil/groundwater
actions at CSX Rail Yard in Erwin, TN.
