3. The American labor market is broken. Our rapidly
changing economy demands skilled and adaptable
workers, but many people lack the education and training
employers require. JFF is transforming the workforce and
education systems to accelerate economic advancement
for all.
JFF designs innovative solutions, scales proven
programs, and influences industry action and
policymaking to drive the most transformative impact.
4. Skills-Based Hiring and Alternative Credentials
Concerned about skills gaps, even among those applicants with
degrees, a growing number of employers are shifting to
“skills-based” hiring.
Non-degree indicators of skills:

● Indicates knowledge and skills
● Competencies aligned with industry

5. Workforce/Employer Trends: Alternative Credentials
Alternative credentials widen the pool of qualified candidates by
using indicators other than degrees as a proxy for the skills and
qualifications workers need to possess.
A 2022 report by The Burning Glass Institute projects that, if current hiring
trends continue, there is likely to be an additional 1.4 million jobs for workers
without college degrees over the next five years. Professional certificates offer
a tool for these workers to demonstrate their skills and competencies.
Employers see potential in three areas:
• Workforce planning and strategy
• Training and reskilling
• Recruitment processes, specifically around job descriptions and credential
assessments
This transformation in the American workforce means that there will be more
career-connected post-graduate opportunities for certificate completers and
community college graduates.

6. THE OPPORTUNITY
GOOGLE CAREER CERTIFICATES
In collaboration with Google, JFF is supporting community colleges across the
country to offer the Google Career Career Certificates. Google’s objective is to
support more robust on-ramps to high-growth, high-wage jobs for learners who
identify as Black, Latinx, non-male, or other groups currently underrepresented in
these fields.
JFF is seeking innovative, single community colleges, systems, and consortia
who can implement Google Career Certificates and provide wraparound
supports for learners.
Implementing colleges can use any combination of the following Google
Professional Certificates: IT Support, UX Design, Data Analytics, IT Automation with
Python, Project Management, & Digital Marketing & E-commerce.
Participating colleges will receive access, at no cost, to the licenses and JFF
Technical Assistance (TA) support and are expected to start enrollment no later
than January 2023.
7. Recruit and enroll at least 30 learners into the Google
Career Certificate programs on Coursera
Connect certificate participants with Google to
highlight learner stories and certificate impact
Collaborate with Google on sharing the impact of the
certificates by participating in co-marketing
opportunities, social media posts, conferences, &
providing case studies
Achieve certificate completion rates of 70% through
virtual or in-person instruction, coaching, and
wraparound supports
Support learner career navigation including job
search preparation, connections to internships,
and job placement
Ensure survey completion rates of at least 80% on
Coursera post-completion outcome surveys
